There is no single free PDF application proven to replace every paid-editor workflow. The best choice depends on whether you need to change existing text, annotate a document, convert files, extract text from scans, ask questions about a PDF, work offline, or keep a sensitive file off a vendor’s servers. PDFgear, Sejda’s desktop and web products, Adobe Acrobat’s free online tools, and PDF24 Creator each cover a different part of that job.
What “editing a PDF” actually means
PDF editing is not one feature. It can mean writing a comment, highlighting a passage, filling a form, signing a page, moving or deleting pages, changing a paragraph that is already in the document, converting the file to an Office format, or extracting words from a scanned image. A tool that is excellent at annotations may be unable to alter the original body text.
Adobe’s free online-editor listing describes annotation and basic online tools, but its search-result wording says that editing existing body text is not included in that free version. Treat “free PDF editor” as a task description, not a guarantee that every element on a page is editable.
The phrases best free PDF editor and alternatives to Adobe Acrobat describe common reader intent, not a measured popularity ranking. More precise searches are usually more useful: edit PDF text for free, convert PDF to Word, or chat with a PDF.

Do not select a product merely because its name contains “editor.” First identify the operation, file sensitivity, operating system and volume of work.
Choose by the job you need to finish
Change existing selectable text
Use a tool that explicitly supports content editing, not just annotation. PDFgear advertises PDF editing, and Sejda Desktop lists text editing. Test a copy of the file first: PDFs can contain positioned text boxes, embedded fonts and scanned images that behave differently from a word-processing document.
Add comments, highlights or form information
Browser tools are often sufficient for annotations, forms and simple mark-up. The free Adobe online listing describes annotation, and Sejda Web documents forms and annotation tools. These functions do not prove that the underlying paragraph can be rewritten.
Reorder pages, sign or assemble a document
Sejda Desktop documents page rearrangement and signatures. A desktop workflow is preferable when the file is confidential or when you need to repeat the operation without uploading each copy.
Convert a PDF to an editable Office file
PDFgear’s vendor page lists conversion among PDF, Word, TXT, JPG, Excel and PPT. Sejda Desktop lists conversion to Word, Excel and image formats, and Sejda Web also provides conversion. Conversion is a reconstruction, not a perfect copy: inspect tables, line breaks, fonts, headers and footers before sending the result onward.
Read a scanned document
A scan is usually an image. OCR creates a text layer that can be searched or exported; it does not automatically make every original letter safely editable. PDFgear advertises OCR for image-based PDFs in more than 30 languages. That number is a vendor feature claim, not an independent accuracy result, so proofread names, figures and legal wording.

Ask questions about a PDF
PDFgear’s site features AI-assisted document tools. A vendor-hosted testimonial attributed to Jon Martindale says the product can summarize PDFs and answer questions using ChatGPT built in. That is promotional testimony, not an independent evaluation. Treat an AI answer as a navigation aid: ask for page references, open the cited page, and verify every consequential statement against the document.
PDFgear: broad features, with vendor claims to verify
PDFgear is the most feature-dense option in the available material. Its vendor documentation describes editing, conversion among six common formats (PDF, Word, TXT, JPG, Excel and PPT), OCR for image-based documents in 30-plus languages, and AI-assisted PDF functions. This combination makes it a plausible first trial when one project includes rewriting text, exporting a copy and asking questions.
Do not interpret the feature list as a performance guarantee. No independent OCR-accuracy figure or comparative benchmark is established. Before processing a complete archive, open representative files containing tables, unusual fonts, rotated pages and scans. Compare the exported document with the original and correct OCR errors manually.
The site also publishes this testimonial from Jon Martindale: “After years of searching, I’ve finally found a free, offline, no-strings-attached PDF editor — and it’s excellent. It merges, it edits, it converts, and it even signs PDF documents with mouse-drawn inking. It also has ChatGPT built-in so you can have it summarize PDF documents for you, or find the most pertinent information with a simple question.” Because the statement appears on the vendor’s own site, use it as a customer testimonial rather than neutral evidence.
Sejda Desktop: local processing and daily limits
Sejda Desktop lists text editing, page rearrangement, signatures and conversion to Word, Excel and image formats. Its documentation says processing occurs locally on the computer. That distinction is useful for drafts, contracts or internal records that should not be uploaded, although local processing alone is not a complete security assessment. Review the application’s update, storage and operating-system practices for your environment.

The free tier has daily limits. A task can fail simply because the day’s allowance has been exhausted, not because the PDF is damaged. Check the current counter before starting a batch, divide non-urgent work across days, or evaluate the paid terms if the workload is regular. Pricing and limits can change.

A practical desktop workflow
- Install the current desktop release from the vendor and confirm that your operating system is supported.
- Make a working copy of the PDF so the original remains untouched.
- Open the copy, choose the text, page, signature or conversion operation, and save to a new filename.
- Open the output in a second PDF viewer. Check page count, links, fonts, form fields, signatures and the position of every edited element.
- Record the remaining daily allowance before beginning another batch.
Sejda Web: convenient browser work with a different privacy model
Sejda Web provides browser-based editing, forms, annotations and conversion. The vendor states that uploaded files are processed on Sejda’s servers. That can be convenient on a shared or locked-down computer, but it changes the decision for confidential material. Read the current retention and security documentation and obtain any organizational approval required before uploading.
Sejda’s online editor explicitly says that existing text inside scans cannot be changed. It also notes that right-to-left scripts are not fully supported. If a scanned Arabic, Hebrew or similar document is central to the job, use a workflow with suitable OCR and script support, then inspect the output character by character.
A safe browser workflow
- Classify the file before upload: public, internal, personal, confidential or regulated.
- For a file that is acceptable to upload, open the online editor and choose the required operation rather than assuming “edit” means body-text replacement.
- For scans, determine whether you only need search and copy or whether you need to change the visible words; the latter is not supported by Sejda’s scan editor.
- Download the result, close the browser session and remove temporary local copies according to your organization’s policy.
- Compare the downloaded file with the source, especially after conversion.
Adobe’s free online editor: useful for annotation, not a full paid replacement
The free online-editor listing for Adobe describes annotation and basic browser tools. Its search excerpt says that editing existing body text is not included in that free offering. That makes it a reasonable choice for comments, highlights and similar mark-up, but not evidence of a complete free substitute for a paid content editor.

If the requirement is to rewrite a paragraph, move to a tool that explicitly documents text editing and then validate the result.
PDF24 Creator: a Windows-only basic option
TechRadar’s review, published February 10, 2026, characterizes PDF24 Creator as a free Windows desktop editor with useful basic features and identifies Windows-only availability as a limitation. That assessment is editorial, not primary product documentation. Windows users can consider it for straightforward desktop work, but should verify the exact support for OCR, conversion, signatures and any advanced operation before committing a workflow.

- Is there selectable text? Drag across a sentence in a viewer. If characters can be selected and copied, direct text editing may be possible.
- Is the page only an image? If selection captures the whole page as one picture, OCR is needed for searchable text.
- Do you need to alter the visible letters? OCR may create a separate text layer while leaving the image unchanged. A tool must support replacing the page content, not merely extracting words.
After OCR, check proper names, decimal points, minus signs, dates, columns and footnotes. No independent accuracy percentage is established for the products above, so never treat an unproofread OCR export as authoritative.

A PDF stores a finished page layout, while Word, Excel and similar formats store editable structures. Conversion therefore involves interpretation. Review these items in every exported file:
- paragraph order when columns are present;
- table borders, merged cells and numeric alignment;
- headers, footers, page numbers and footnotes;
- embedded fonts, special characters and line wrapping;
- images, hyperlinks, bookmarks, comments and form fields; and
- page breaks and the final page count.
For a one-page memo, a browser conversion may be adequate. For a long report, repeat the check on several representative pages before converting the entire set.
Privacy and offline decisions
“Free” does not describe where a file is processed. Sejda distinguishes its products clearly: Desktop processes files on the user’s computer, while Web uploads and processes them on Sejda’s servers. This is a practical handling difference, not a blanket security certification.
Use a local workflow when policy, confidentiality or unreliable internet access rules out uploading. Use a web workflow when installation is impossible and the file is approved for server processing. For either route, check current privacy, retention, encryption, account and deletion documentation; do not infer suitability for regulated records from the word “offline” alone.

Daily quotas are the clearest documented free-tier constraint: Sejda Desktop states that free use is limited per day. Other products may impose their own current restrictions, but the available documentation does not establish a uniform quota or price for every tool. Confirm the limit immediately before a time-sensitive batch rather than relying on an old comparison.

Also check whether the workflow requires an account, an internet connection, a supported operating system, a desktop installation, cloud storage, collaboration, e-signatures or OCR. TechRadar’s 2026 comparison guidance specifically calls out limits, security needs, editing, collaboration, e-signatures, conversion, cloud storage and OCR as selection criteria.
A decision process that avoids the wrong tool
- Name the operation. Write down “annotate,” “replace existing text,” “reorder pages,” “sign,” “convert,” “OCR,” or “ask questions.” If there are several, rank them.
- Classify the source. Determine whether it is born-digital text, a scan, a form, a table-heavy report or a mixed file.
- Set the handling rule. Decide whether server upload is allowed. If not, select a local desktop workflow.
- Check the platform. PDF24 Creator is described as Windows-only; browser and desktop options have different installation requirements.
- Test a copy. Use a representative page and verify the result before processing the original or a large batch.
- Validate the deliverable. Reopen the output, inspect layout and text, and confirm that signatures, links, forms and metadata survived.
Common failure modes and fixes
“I can highlight text but cannot change it.”
Highlighting is annotation. Switch to a product and mode that explicitly supports existing-text editing, or convert to an editable Office format and proofread the reconstruction.
“The scan looks editable, but typing does nothing.”
The page is probably an image. Run OCR if you need searchable text, and use a tool that supports changing the visible page content if you must rewrite it. Sejda’s online editor does not change existing text inside scans.

Check file size, page count, daily allowance, script direction and upload policy. If the document is sensitive or the service quota is exhausted, use a local desktop option where the operating system and task are supported.
“The converted Word or Excel file is scrambled.”
Inspect a short sample first. Multi-column layouts, tables, unusual fonts and footnotes are difficult conversions. Try another documented converter, reduce the scope to selected pages, or keep the original PDF as the authoritative copy.
“The AI summary sounds plausible but is wrong.”
Ask for page-level references, then verify each important answer against the source. AI-assisted PDF features and the ChatGPT capability mentioned in PDFgear’s testimonial are not independent accuracy guarantees.
Bottom line
Start with the operation, not the brand name. Try PDFgear when you need the widest advertised mix of editing, conversion, OCR and document questions; choose Sejda Desktop when local processing and page or signature work matter; use Sejda Web for approved, quick browser jobs; treat Adobe’s free online editor as an annotation tool unless its current offering explicitly provides the text operation you need; and consider PDF24 Creator only if Windows compatibility and its documented feature set fit your workflow. In every case, test a copy, respect upload and quota limits, and proofread converted or OCR-derived content.
