The best alternative depends on the task, not the brand of agent. Use connector-based cloud workflows for predictable work between online services, desktop RPA for stable Windows interfaces (especially legacy software), and computer-use platforms when an agent must click through a website or desktop application that has no practical API. Browser-only tasks are usually safer and simpler with browser-use tooling than with full desktop control.
Microsoft Copilot Studio, Anthropic’s computer-use tools, and the OpenAI Agents API are agent-building or developer platforms rather than identical, ready-made consumer assistants. Conventional Power Automate flows are workflow automation, not an open-ended conversational desktop agent. The distinctions below help you choose an approach that will actually run reliably.
First decide what kind of automation you need
“Desktop AI agent” can describe several different jobs. Before comparing products, write down the trigger, applications, data, and level of judgment involved. A task that sounds like “have an agent update my records” could be a simple API workflow, a deterministic desktop bot, or an AI-controlled computer interaction.
Use a cloud workflow when the task is predictable
If the process starts with an event or schedule and moves data between supported online services, a connector/API workflow is normally the strongest choice. Microsoft describes Power Automate cloud flows as trigger-based workflows that use connectors and APIs. Use desktop RPA when a stable Windows interface is the constraint
When a legacy Windows application has no useful API, conventional robotic process automation can click, type, and read the interface. Power Automate desktop flows are designed for this kind of repeatable UI process and can run attended or unattended, according to Microsoft’s guidance. This is a workflow with defined steps, not a general assistant that improvises across an entire computer.
Use computer use when the agent must interpret a screen
Computer-use systems translate model decisions into mouse and keyboard actions. They are useful when the website or application is not exposed through an API and the exact screen state can vary. The trade-off is that every visual action can fail, require verification, or consume usage credits. They need stronger permissions, logging, and recovery procedures than a normal API call.
Use browser-only tooling when everything happens on webpages
Anthropic explicitly describes its browser-use tooling as the closer fit for tasks contained within webpages. Keeping the agent inside a browser limits the scope of what it can touch and avoids granting access to local files or unrelated desktop applications.

1. Connector-based cloud workflows: the dependable default
Choose a cloud flow when the job can be expressed as “when X happens, do Y, then record the result.” Examples include copying a form submission into a database, notifying a channel when a file arrives, or creating a task when a support message matches a rule. The service connector performs the operation through an API instead of relying on screen coordinates.

What you gain
- Event and schedule triggers are explicit and easy to audit.
- API calls are generally less sensitive to window size, themes, and minor layout changes than UI bots.
- Failures can be retried at the action level, and the workflow history shows which step failed.
- Credentials and permissions can be scoped to the connected services rather than to an entire desktop.
Where cloud flows stop
A cloud flow cannot fill a form in an application that exposes no connector or API. It also cannot infer a changing screen layout merely because a human can recognize it. If the process depends on a local accounting program, a proprietary terminal, or a visual confirmation that is not available as data, move to desktop RPA or computer use.
How to design one
- List the trigger, inputs, actions, and expected output in plain language.
- Check whether each service has a supported connector or documented API.
- Use explicit conditions for exceptions instead of asking a model to improvise every branch.
- Store an execution ID, timestamps, and the source record so a failed run can be replayed safely.
- Send ambiguous cases to a person rather than silently writing uncertain data.
2. Traditional desktop RPA for legacy Windows software
Desktop RPA is the practical alternative when a process is repetitive but trapped behind a Windows interface. A flow can open an application, select controls, enter values, read fields, and save a result. Microsoft’s adoption guidance distinguishes this deterministic desktop automation from agentic computer use and describes Power Automate desktop flows as capable of attended and unattended execution.
Good candidates
- A fixed sequence in a line-of-business program that rarely changes.
- Copying values between a spreadsheet and a legacy application.
- Generating a report at a known time on a dedicated Windows machine.
- Processing a queue where each item has the same screens and validation rules.
Bad candidates
- Interfaces that change frequently or render different controls for each user.
- Tasks requiring broad judgment, such as deciding which records are suspicious.
- Processes with unpredictable pop-ups, remote-desktop lag, or frequent CAPTCHA and MFA interruptions.
Attended versus unattended operation
Attended flows run while a person is present and can hand control back for an approval or login. Unattended flows run on a designated machine without a person watching each action. Use a dedicated account and machine for unattended work, keep the desktop state consistent, and define what happens when a window or field is missing. A deterministic flow should stop and report an exception rather than click through an unexpected dialog.

Copilot Studio computer use is the closest option here to a natural-language-directed Windows computer agent. Microsoft says it can work with websites and desktop apps on a Windows computer, including cases where no direct API exists. The agent uses virtual mouse and keyboard actions through a configured machine.

Microsoft’s current documentation lists OpenAI CUA and Anthropic Claude model options. Model availability, tier names, and experimental or generally available status can change, so verify the current page before committing to a design: Automate web and desktop apps with computer use.
Credit consumption
The current Microsoft page states that a standard-model step consumes five Copilot Credits and a premium-model step consumes 15 Copilot Credits. These are Microsoft’s product-documentation rates at the time of the cited page, not a cross-vendor cost comparison; rates and listed models are volatile. A long task with many clicks can therefore consume materially more credits than a short API workflow.
Deployment choices and preview cautions
Microsoft documents several places where computer use can run. A bring-your-own-machine setup requires Power Automate for desktop and a browser extension. Microsoft also describes a hosted browser and Cloud PC pool deployment options. Its deployment documentation marks those options as preview. Hosted browser runs in a Microsoft-managed environment intended for quick automation and experimentation; Microsoft says it is not recommended for production and may be throttled. The Cloud PC pool option includes organizational resources and governance features but is also marked preview. Microsoft’s own warning is direct: “Preview features aren’t meant for production use and may have restricted functionality.” See Configure where computer use runs.
A sensible setup sequence
- Describe the task as a bounded procedure with a clear start condition and success result.
- Choose a test Windows machine with only the applications and account permissions the task needs.
- Keep secrets, payment details, and high-impact approvals outside automatic actions unless a person must confirm them.
- Run the agent against test data and inspect every click, field entry, and submitted value.
- Set a maximum runtime and an escalation path for missing controls, unexpected pages, or repeated retries.
- Measure credit use per successful run before scaling the automation.
4. Claude computer use and browser-use tooling
Anthropic’s computer-use API is a client toolset, not a remote assistant that automatically owns your desktop. Your application runs the interaction loop in an environment you control, sends screenshots or results back to Claude, and executes the requested actions. The official documentation recommends browser-use tooling when the task stays within webpages: Computer use tool documentation.

What developers must build
- An execution environment that can receive mouse, keyboard, and screen actions.
- A loop that sends each action result back to the model until the task finishes.
- State handling for screenshots, navigation, errors, and timeouts.
- Allowlisted network access and a way to stop the run immediately.
- Verification that the final state is correct rather than assuming the last click succeeded.
Anthropic advises using dedicated, minimally privileged environments and allowlisted internet access. That is especially important when the model can open files, navigate to external sites, or submit forms.
Desktop Cowork and Code feature
Anthropic’s March 23, 2026 article describes a Cowork/Code desktop computer-use feature as a research preview for Pro and Max subscribers on macOS and Windows: Put Claude to work on your computer. The desktop application must be awake and running. Anthropic cautions that it can make mistakes, and complex tasks may need another try. Treat it as an experimental convenience for supervised work, not as proof that every desktop process can be unattended.
5. OpenAI Agents API computer use
OpenAI’s current developer route is the Agents API computer-use tool, which controls an OpenAI-hosted browser through your application. It is intended for developers who can manage sessions, events, approvals, and verification—not for a user who simply wants a finished desktop assistant.

The implementation needs an application integration that starts the browser session, passes actions and results, handles website access, and records what happened. OpenAI’s documentation also calls for result verification, activity review, and session deletion: Computer use | OpenAI API.

When this route fits
- You are building a product that needs controlled browser interaction rather than local desktop access.
- You can provide an approval step for logins, purchases, sensitive submissions, or CAPTCHAs.
- Your team can maintain the event loop, error handling, access controls, and audit trail.
When it does not
If you need a ready-made consumer helper, the API setup is substantial. If the task requires a local Windows-only application, a hosted browser cannot replace that application without another integration layer.

Do not treat standalone Operator as a current separate product. OpenAI’s announcement now carries a July 17, 2025 update stating that Operator was fully integrated into ChatGPT as ChatGPT agent. The original Operator used its own remote browser for typing, clicking, and scrolling and was designed to hand control back for login, payment details, or CAPTCHAs. How to choose: a practical decision framework
- Is the task entirely inside supported online services? Start with a connector/API cloud flow.
- Is it a fixed sequence in a Windows application? Use desktop RPA and keep the steps deterministic.
- Does it require interpreting changing webpages only? Prefer browser-use tooling with a restricted browser environment.
- Does it require interpreting both websites and Windows desktop apps? Evaluate Copilot Studio computer use or build a client-controlled computer-use loop.
- Do you need a local computer, or can a hosted browser do the work? A hosted browser reduces local exposure but cannot operate software that exists only on your PC.
- Can a person approve irreversible actions? If not, redesign the workflow so payments, account changes, deletions, and external messages are not executed solely from a model decision.
Security and reliability requirements
Computer control changes the threat model. A model that can see a screen can encounter malicious instructions on a webpage, and a model that can click can submit an unintended form. Use the smallest practical permission set and isolate the execution environment.

- Use a dedicated operating-system account or workspace for automation.
- Allowlist domains and block unnecessary network destinations.
- Keep payment credentials, password managers, and personal files out of the agent’s reach when possible.
- Require human approval before purchases, deletion, account changes, or messages sent to external recipients.
- Log screenshots or structured events according to your privacy and retention policy.
- Set timeouts, retry limits, and a physical or software stop control.
- Verify the final record in the destination system, not merely the agent’s textual report.
Common failure modes and fixes

Cost and maturity considerations
There is no meaningful single price comparison across these approaches in the available product documentation. Connector flows and desktop RPA depend on the automation platform, licenses, machines, and connected services you already use. Copilot Studio documents consumption in Copilot Credits per computer-use step—five for a standard model and 15 for a premium model on the cited page. Anthropic’s and OpenAI’s developer routes add API usage and the engineering cost of running the control loop, browser or desktop environment, logging, and support.
Preview status is itself a cost and risk factor. Microsoft marks hosted browser and Cloud PC pool deployment as preview and warns that hosted browser may be throttled. Anthropic labels the Cowork/Code desktop computer-use feature a research preview. Availability, supported models, operating-system support, and credit rates can change; check the linked official documentation immediately before deployment.
A recommended rollout plan
- Map the process. Record the trigger, applications, data sensitivity, expected output, and every point where a person currently makes a decision.
- Remove unnecessary screen work. Replace any step with a supported connector or API before introducing computer control.
- Automate the deterministic core. Use cloud flows for service-to-service actions and desktop RPA for fixed Windows sequences.
- Isolate the ambiguous edge. Use browser or computer use only for the portion that truly requires visual interpretation.
- Test failure paths. Change window size, introduce a slow page, deny a permission, and interrupt the run to confirm it stops safely.
- Start supervised. Require a person to approve sensitive actions and review logs before enabling any unattended schedule.
- Recheck documentation. Confirm model availability, preview status, credit rates, and operating-system support at launch and during maintenance.
Bottom line
For most everyday automation, begin with the least autonomous method that fully solves the task: connectors for predictable online work, desktop RPA for stable Windows screens, browser-use tooling for webpage-only jobs, and computer-use platforms only when visual interaction is unavoidable. Copilot Studio is the most direct Microsoft option for natural-language-directed Windows web and desktop work; Anthropic and OpenAI provide developer-oriented computer-use routes with different environment responsibilities. Whichever path you choose, isolate the machine, limit permissions, require approval for irreversible actions, and verify outcomes instead of trusting a final sentence from the agent.
