The strongest alternative to Chinese sourcing is usually not one replacement country. Build a portfolio: use Vietnam for export-oriented assembly, India for final assembly and domestic-market production, Mexico for North American nearshoring, and Malaysia or Thailand for semiconductor and electronics operations. Keep Chinese suppliers where their component ecosystem is difficult to match, while dual-sourcing critical or tariff-exposed parts and comparing full landed cost.

Why a portfolio beats a one-country switch

“Move out of China” can describe several different goals: avoiding a tariff, shortening delivery to the United States, reducing geopolitical concentration, adding manufacturing capacity, or gaining access to a domestic market. Those goals point to different locations. A country that is excellent at final assembly may still import nearly all of its chips, displays, batteries or printed circuit boards from East Asia.

China remains structurally strong because component vendors, tooling companies, contract manufacturers, logistics providers and engineering talent are clustered together. Replacing that entire ecosystem can raise cost and extend lead times. A more resilient design separates the bill of materials (BOM) into parts that can move independently: components, subassemblies, final assembly, testing, packaging and regional distribution.

For each critical stock-keeping unit (SKU), aim for two qualified factories in at least two countries where the economics make sense. That creates a fallback without forcing every product into a higher-cost location. The right answer is therefore a country-and-factory mix, not a universal “China alternative.”

Country comparison at a glance

Option Best fit Documented strengths Important limitations
Vietnam Electronics assembly, export-oriented consumer goods, China-plus-one programs NITI Aayog’s 2024 trade table records $62.9 billion of integrated-circuit imports at a 1.4% average tariff, $15.2 billion of mobile-phone and telecom-equipment imports at 1.6%, and $16.5 billion of electric-wire and cable imports. Those flows support a large assembly and export base. It is not automatically cheaper. Factory capacity, labor, tooling, quality systems and origin rules must be qualified for each product.
India Final assembly, mobile phones, selected consumer goods and production for the Indian market Electronics production increased from ₹5.54 lakh crore in FY2021 to ₹9.52 lakh crore in FY2025. Apple’s exports from India reached ₹1,10,989 crore ($12.8 billion) in 2024, up 42% year over year. Upstream dependence remains high: about 90–95% of semiconductor and component needs were imported from China, Taiwan, South Korea and Singapore in 2023, and about 88% of bare PCB demand was imported in 2024–25.
Mexico Nearshore supply for the United States and wider North American demand Mexico is among the countries from which the United States imports electronics. Moving production closer can reduce ocean distance and simplify replenishment for North American customers. USMCA eligibility and tariff treatment are product-specific. A Mexican factory does not by itself establish preferential origin; classification and substantial-transformation rules must be verified.
Malaysia and Thailand Semiconductor assembly and testing, electronics manufacturing and regional diversification Both are established electronics destinations. Their participation in the Indo-Pacific Economic Framework (IPEF) Supply Chain Agreement provides a coordination and crisis-response framework. They may be better suited to specific process steps or components than to a complete consumer-product ecosystem. Capacity, labor and supplier depth vary by industrial cluster.
Taiwan, South Korea and Singapore Advanced components, semiconductor ecosystems and specialist upstream supply These economies are identified as important sources of India’s semiconductor and component imports, demonstrating their role as upstream partners when final assembly is elsewhere. They are usually component or technology partners rather than low-cost, end-to-end replacements for every Chinese consumer-goods factory.

The figures above come from NITI Aayog’s 2025/26 Trade Watch unless a different source is identified. Import values and production totals describe the cited periods; they are not quotations for a particular factory or a guarantee of current capacity.

Vietnam: the clearest China-plus-one assembly option

Vietnam is a strong starting point for export-oriented electronics and consumer goods when the product can be assembled from imported components. Its large integrated-circuit, telecom-equipment and cable imports indicate an active electronics manufacturing flow rather than a purely domestic supply chain. The model is familiar: components arrive from regional suppliers, Vietnamese plants perform assembly and testing, and finished goods are exported.

Where Vietnam fits

  • Printed-circuit-board assembly and final assembly of consumer electronics.
  • Export-oriented products that benefit from a second Southeast Asian production base.
  • Labor-intensive goods where a China-plus-one footprint can be built without moving every upstream component.

What to verify before choosing it

  • Available line capacity at the required production ramp, not just a factory’s installed equipment.
  • Tooling ownership, engineering-change control and the ability to reproduce Chinese process tolerances.
  • Actual labor, scrap, rework, freight and inventory costs; a lower quoted assembly price can disappear in these categories.
  • Whether processing in Vietnam creates the origin needed for the destination market. Assembly location and customs origin are separate questions.

Vietnam works best when you deliberately retain regional component sources and qualify the Vietnamese plant as a controlled assembly node. Treat claims that it is always cheaper than China as unproven until a pilot provides comparable yield and landed-cost data.

India: fast-growing final assembly with significant component gaps

India’s electronics production rose from ₹5.54 lakh crore in FY2021 to ₹9.52 lakh crore in FY2025, according to NITI Aayog’s 2025/26 Trade Watch. Apple’s India exports reached ₹1,10,989 crore ($12.8 billion) in 2024, a 42% year-over-year increase. Those figures show that India can support very large final-assembly programs, especially mobile phones and products intended for Indian demand.

Best use cases

  • Mobile-phone and consumer-electronics final assembly.
  • Products whose biggest commercial advantage comes from serving India’s domestic market locally.
  • Programs where government incentives, local content plans or market-access requirements justify building a regional operation.

The upstream qualification you cannot skip

India still imported about 90–95% of its semiconductor and component requirements from China, Taiwan, South Korea and Singapore in 2023. About 88% of bare PCB demand was imported in 2024–25. Consequently, moving final assembly to India may reduce exposure to a Chinese factory while leaving substantial exposure to East Asian components, shipping lanes and geopolitical events.

Ask suppliers to disclose the source and lead time of every semiconductor, display, battery cell, connector and bare PCB. Map which parts are single-sourced and identify whether an Indian substitute is technically and commercially qualified. For a product with high component content, India may be a diversification of assembly rather than a complete China replacement.

Mexico: nearshoring for North American demand

Mexico is the most direct geographic option when the customer base is in the United States, Canada or nearby Latin America. Shorter routes can reduce ocean transit and make replenishment more responsive. NITI Aayog identifies Mexico among the countries from which the United States imports electronics, while a U.S. tariff-policy review found that Section 301 tariffs reduced imports from China and increased imports from alternate sources, including U.S. allies and partners.

When Mexico is compelling

  • Bulky or time-sensitive products sold primarily in North America.
  • Products that need frequent engineering changes, service parts or close collaboration with U.S. teams.
  • Supply chains where shorter border and transport routes are worth more than the lowest ex-works price.

Origin and tariff discipline

Do not assume that importing Chinese components into Mexico and performing a light assembly creates Mexican or USMCA-preferential origin. Determine the correct HS classification, apply the relevant regional-value or substantial-transformation test, and retain bills of materials, production records and supplier declarations. A customs specialist should validate the result before you advertise tariff savings or change the import model.

Nearshoring also introduces border, trucking, security and labor-capacity variables. Compare the complete route from the factory gate to the customer’s warehouse, including brokerage, duties, insurance, safety stock and the cost of a border delay.

Malaysia and Thailand: strong regional electronics nodes

Malaysia and Thailand are credible choices for semiconductor assembly and testing, electronics manufacturing and Southeast Asian diversification. Their inclusion in the IPEF Supply Chain Agreement provides a formal framework for coordination and crisis response, but it does not guarantee capacity for a particular product.

Use these locations when the manufacturing step is technically specialized or when you want a second regional node alongside Vietnam. A Malaysian or Thai plant may perform testing, packaging or a subassembly while another country handles final integration. Evaluate industrial-cluster access, utilities, clean-room or test requirements, engineering support and the availability of qualified operators.

For a consumer product, model the extra transfer, customs and inventory steps created by splitting production. Regional diversification helps only when the additional handoffs do not erase its resilience benefit.

Taiwan, South Korea and Singapore: upstream partners, not universal replacements

These economies are important sources of India’s semiconductor and component imports. Their value is often in advanced components, semiconductor process expertise, testing, packaging, power electronics or high-reliability parts rather than low-cost, end-to-end consumer-goods assembly.

They can be part of a redesigned BOM in which sensitive or failure-prone components come from a specialist supplier and final assembly takes place in Vietnam, India, Mexico or another location. The decision should be based on electrical specifications, qualification data, allocation risk, export controls and total cost—not on country labels alone.

Compare the full landed cost, not the factory quotation

A sourcing decision should use a common cost model for every candidate. Ex-works price is only the first line. Include recurring and one-time costs, and state the assumptions for volume, destination, currency and Incoterms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost or risk item What to include Why it changes the decision
Manufacturing price Materials, labor, overhead, yield loss, scrap and rework A low labor rate is irrelevant if yield is poor or rework is high.
Logistics Freight, insurance, brokerage, port or border charges and domestic delivery Nearshoring can win on transport and replenishment even with a higher factory price.
Duty and taxes HS classification, normal duty, trade-agreement treatment and applicable special tariffs Origin and product classification can outweigh assembly-price differences.
Working capital Transit inventory, safety stock, payment terms and minimum-order quantities Longer or less reliable routes tie up cash and require more stock.
Tooling and qualification Molds, fixtures, test equipment, engineering samples, audits and certification A one-time relocation cost must be amortized over realistic volume.
Quality and warranty Inspection, field returns, failure analysis, replacement freight and customer support Defects can erase an apparent unit-cost saving.
Resilience Capacity reservations, alternate components, recovery time and the cost of a shutdown A second source has option value even when its normal unit cost is higher.

Run the same annual-volume and destination assumptions for the incumbent and each alternative. Report both expected landed cost and a disruption case, such as a port closure, component allocation or border delay. This makes the premium for resilience visible instead of treating it as an intuition.

Origin, compliance and intellectual-property checks

Classify the product correctly

Confirm the HS code before requesting tariff quotes. A change in classification can alter duty, licensing, marking and trade-agreement eligibility. Have a customs professional review complex multi-country production rather than relying solely on a supplier’s declaration.

Document substantial transformation

Keep the BOM, process routing, component invoices, production records and certificates needed to prove where the product acquired its origin. A factory’s street address is not an origin ruling.

Audit quality and social compliance

Review process controls, incoming inspection, traceability, calibration, labor practices, environmental permits and subcontractor use. Confirm that the audit covers the actual production line and not only a sales office.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect designs and data

Use written tooling-ownership terms, controlled drawings, access permissions, non-disclosure and non-use clauses, secure file transfer, and a change-approval process. For connected products, assess factory network access, firmware handling, credential management and vulnerability reporting before production data is shared.

A practical China-plus-one sourcing playbook

  1. Segment the BOM. Mark components, subassemblies, final assembly, testing and packaging that can move independently. Identify single-source, tariff-exposed, long-lead and failure-prone items.
  2. Set a country shortlist. Choose at least two plausible countries based on destination market, technical capability, origin rules and required volume. Do not shortlist a country only because its wages are lower.
  3. Issue identical RFQs. Send every factory the same drawings, specifications, sample criteria, annual volume, forecast, Incoterms, packaging requirements and quality targets. Require a line-by-line cost breakdown and stated assumptions.
  4. Verify capability. Check equipment, process tolerances, test coverage, engineering-change control, capacity at your ramp volume, tooling ownership and the factory’s use of subcontractors.
  5. Validate origin and compliance. Obtain a written customs analysis for the destination market. Complete product-safety, forced-labor, environmental, cybersecurity, social-compliance and IP reviews before tooling or deposits.
  6. Run a controlled pilot. Start with a small batch using production-intent materials and fixtures. Measure first-pass yield, defect categories, rework, test failures, lead time, packaging damage and replenishment performance.
  7. Compare against the incumbent. Use identical acceptance criteria and calculate landed cost, not just piece price. Record the alternative’s recovery time and the incumbent’s performance under the same measurement plan.
  8. Ramp with a release gate. Approve volume increases only after corrective actions close, documentation is complete and the factory demonstrates repeatable output across multiple lots.
  9. Maintain the second source. Keep forecasts, qualification samples and periodic purchase volume active enough that the backup can restart production. An inactive “approved” supplier may not have usable capacity during a crisis.

Decision guide by product and market

Business situation Most plausible starting point What to keep elsewhere
Export electronics assembled from imported parts Vietnam, with Malaysia or Thailand for specialized processes Regional semiconductor, display and PCB sources; retain China where its tooling or component depth is unique.
Mobile phones or consumer devices for India India for final assembly and domestic distribution Qualified semiconductor, display, battery and PCB sources; map the remaining East Asian dependency.
Large or time-sensitive products sold in North America Mexico, subject to product-specific origin analysis Component and tooling suppliers that cannot yet be localized.
Advanced or high-reliability electronics Taiwan, South Korea or Singapore for specialist components, with assembly selected separately A second qualified component source and a final-assembly location with appropriate testing.
Low-volume products with frequent engineering changes The location offering the strongest engineering access and manageable minimum order, often a regional nearshore partner Do not sacrifice process capability for a nominal labor-rate saving.

Common mistakes that make diversification more expensive

  • Moving the assembly line without mapping components. The factory changes, but the same concentrated upstream suppliers and shipping lanes remain.
  • Comparing EXW prices only. Freight, duties, quality losses, safety stock and tooling can reverse the ranking.
  • Assuming a trade agreement applies automatically. Eligibility depends on product rules, classification and documented origin.
  • Skipping a pilot because the supplier has a large customer. A capable factory can still miss your tolerances, test coverage or packaging requirements.
  • Choosing one “alternative country” for every SKU. Electronics, cables, plastics, batteries and finished consumer goods have different capability maps.
  • Allowing uncontrolled engineering changes. An unapproved substitute can alter safety, radio performance, reliability or origin.
  • Declaring victory after the first shipment. Measure several production lots and a replenishment cycle; early samples may receive exceptional attention.

What current trade evidence supports

In a May 14, 2024 statutory review, the U.S. Trade Representative reported that economic analyses generally found Section 301 tariffs reduced U.S. imports from China and increased imports from alternate sources, including allies and partners. Katherine Tai said the actions had reduced some U.S. exposure to technology-transfer-related practices. That evidence supports diversification as a real supply-chain response, but it does not establish that any particular country is cheaper or suitable for every product.

Printed-circuit boards illustrate why a component-level view matters. NITI Aayog estimates that China accounts for 50–60% of global PCB capacity and values the global PCB market at $73 billion in 2024. A product assembled outside China can therefore remain dependent on Chinese PCB capacity unless the PCB source itself is qualified elsewhere.

Bottom line for buyers

Use Vietnam for practical export assembly, India for rapidly expanding final assembly and Indian-market production, Mexico for North American nearshoring, and Malaysia or Thailand for regional electronics and semiconductor operations. Treat Taiwan, South Korea and Singapore as important upstream partners for advanced components. Keep Chinese suppliers in the portfolio where their ecosystem remains uniquely efficient, but qualify a second source for every critical or tariff-exposed SKU. The winning alternative is the one that delivers acceptable landed cost, documented origin, repeatable quality and a credible recovery path—not simply the one with the lowest quoted unit price.
