The strongest alternatives to Accenture for technology consulting in China fall into three groups: Deloitte China and PwC China for multidisciplinary strategy, transformation and governance; IBM Consulting, Capgemini, NTT DATA, TCS, Wipro and Infosys for global systems integration and modernization; and China-headquartered providers iSoftStone, Neusoft and ChinaSoft International for locally delivered AI, cloud, ERP, data and domestic-platform programs.
There is no universal winner. The right choice depends on China delivery capacity, data-residency controls, domestic ecosystem experience, implementation ownership, industry references and the amount of cross-border governance your program requires.
Why the choice matters in China
China’s enterprise IT consulting and digital-solution services market reached RMB190.67 billion in 2024, according to a 2024 Hong Kong Stock Exchange filing. That scale means this is a major enterprise-services decision involving architecture, implementation, risk allocation and long-term operations—not a simple software purchase.

The six selection tests
- China delivery footprint: identify the people, offices and subcontractors that will actually work on the program, not only the firm’s global headcount.
- Regulatory and data controls: establish where data, logs, models and backups are processed and stored, and how mainland China and Hong Kong requirements are handled.
- Domestic-platform capability: test experience with the Chinese cloud, ERP, database, AI and automation platforms in your target architecture.
- Implementation depth: distinguish strategy work from configuration, integration, migration, testing, training and managed operations.
- Industry evidence: request references that match your sector, legal entity structure and program scale.
- Cross-border governance: clarify how China teams coordinate with global architecture, security, finance and procurement stakeholders.

Best multidisciplinary alternatives: Deloitte China and PwC China
Deloitte China
Deloitte China says its organization has more than 20,000 professionals across 31 Chinese cities, according to its current company profile. That breadth can be useful when a transformation touches finance, risk, cybersecurity, operating-model design and technology at the same time.
Its China practice is also associated with a strategic alliance with Alibaba Cloud. For a buyer, the practical question is not whether an alliance exists but whether the proposed architecture and delivery team have used that ecosystem in projects comparable to yours.
- Use Deloitte as a lead candidate when governance, risk, industry regulation and technology execution must be coordinated.
- Ask for a named China team covering architecture, implementation, change management and ongoing operations.
- Separate advisory fees from build and run services so the commercial proposal shows who owns delivery risk after the strategy phase.
- Confirm how local cloud, data and security requirements affect the global target architecture.
PwC China
PwC China maintains a consulting practice covering transformation and technology risk. It also describes ChatPwC as localized for mainland China and Hong Kong data-residency, regulatory and security requirements. That makes PwC a strong candidate where AI governance, risk management and executive oversight are as important as the technology implementation.
- Request a written data-flow design for prompts, training data, model outputs, logs and backups.
- Identify which work will be performed by China-based personnel and which will be transferred to regional or global teams.
- Require implementation ownership, acceptance criteria and escalation paths in the statement of work.
- Ask for sector references that demonstrate controls in practice rather than relying on a generic AI capability presentation.
Global systems-integration alternatives
IBM Consulting, Capgemini, NTT DATA, TCS, Wipro and Infosys are credible options when the main requirement is multinational delivery, application modernization, SAP, cloud engineering or managed services. IDC’s 2024 Asia/Pacific SAP assessment places IBM and Capgemini in the leaders area. It places NTT DATA, TCS, Wipro and Infosys near the major-players boundary. The assessment is a useful market signal, not a substitute for China-specific due diligence.
Rank #2
IBM Consulting
IBM is a logical contender for complex integration portfolios that combine legacy modernization, data platforms, automation and global operating models. Test whether the proposed China team—not only the firm’s worldwide practice—has the required skills, local contracting route and ability to operate within your data boundaries.
Capgemini
Capgemini suits buyers seeking a global transformation partner with strong packaged-application and SAP credentials. Confirm the availability of China-based functional consultants, Chinese-language support, local testing resources and a support model that remains viable after go-live.
NTT DATA
NTT DATA can fit regional programs requiring enterprise integration and managed delivery across Asia. Ask how project decisions are split between China, Japan, other Asian locations and global governance teams, and who carries responsibility for local regulatory interpretation.

TCS
TCS is relevant when a client values standardized engineering, application services and managed operations at multinational scale. The proposal should specify the China entity or contracting arrangement, onshore staffing, transition milestones and controls for remote access to production data.
Rank #3
Wipro
Wipro can be considered for programs spanning applications, cloud and infrastructure transformation. Compare bids on local implementation ownership, subcontractor use, support coverage and the provider’s ability to integrate domestic platforms with the global estate.
Infosys
Infosys is a candidate for application modernization, ERP and digital engineering. Require a China operating plan that names delivery locations, language coverage, security responsibilities, escalation procedures and the resources available during cutover and stabilization.
China-headquartered alternatives

Treat that ranking as company-reported: ask for the underlying methodology, scope and date before using it as a procurement differentiator.
Rank #4
- Prioritize iSoftStone when local engineering scale and domestic technology integration matter more than a single global methodology.
- Request named architects for AI, data, cloud and industrial systems rather than accepting a broad capability catalogue.
- Validate experience with your sector’s security classification, procurement rules and operational environment.
- Define ownership for model monitoring, data quality, integration testing and production support.
Neusoft
Neusoft’s 2024 announcement reports revenue of RMB11.56 billion, up 9.64% year on year, and describes an intelligent-solutions strategy centered on AI and data. Its China-based software and solutions background can be valuable for industry programs requiring local product and engineering depth.
A broad portfolio does not guarantee equal strength in every vertical. Evaluate healthcare, automotive, government and enterprise capabilities separately, using references with similar transaction volumes, integration complexity and service-level requirements.
ChinaSoft International
ChinaSoft International’s annual-report materials describe ERP lighthouse work with central and state-owned enterprises, as well as consulting planning. Its 2024 materials also describe Huawei Cloud joint solutions, robotic process automation, big-data and data-governance work, and more than 20 advanced-cloud integration projects.

How to run a defensible selection process
- Define the China boundary. List the legal entities, locations, users, systems and data classes included in the first release. Mark which workloads must remain in mainland China and which may be processed elsewhere.
- Separate advisory and delivery requirements. Write distinct outcomes for strategy, architecture, implementation, migration, testing, training and managed operations. This prevents a low advisory bid from hiding expensive later phases.
- Issue the same evidence request to every finalist. Ask for China project references, named roles, location percentages, subcontractors, certifications, support hours and examples of domestic-platform integration.
- Run a data and AI workshop. Have each provider map ingestion, storage, model calls, human review, logging, backup and deletion. Require exceptions and cross-border transfers to be identified explicitly.
- Use a representative proof of concept. Select one difficult integration, migration object or AI workflow. Score engineering quality, documentation, security controls and handover—not just a demonstration.
- Score commercial risk. Compare rate cards, fixed-price assumptions, change-control rules, travel, localization, cloud pass-through charges, service levels and exit assistance. No universal prices are established, so insist on comparable work-breakdown structures.
- Contract measurable acceptance. Define performance, security, data quality, migration reconciliation, defect thresholds, documentation and knowledge-transfer criteria before work starts.
- Plan the operating model. Name the post-go-live owner, support locations, incident escalation, patching responsibility, model monitoring and the process for replacing key personnel.
Questions that expose delivery risk
- Which individuals will be in China during design, build, testing and stabilization, and what percentage of their time is committed?
- Which tasks are performed by subcontractors, and can the client approve substitutions?
- Where are source code, logs, test data, model prompts and backups stored?
- How does the proposed architecture integrate domestic cloud, ERP, database or automation platforms?
- Who can approve a design exception when global standards conflict with China requirements?
- What happens if a required data transfer, cloud service or software license is unavailable?
- Which deliverables remain with the client at exit, including configuration, runbooks, model documentation and test assets?
- How are benefits measured after go-live, and what remedies apply when milestones are missed?
Common mistakes and how to avoid them
Choosing on global brand alone
A large international name does not prove that the proposed China team has local staffing, language coverage or regulatory experience. Make the named team and its references part of the evaluation score.
Assuming a local provider covers every sector
Revenue scale and a broad service catalogue do not establish equal capability in healthcare, automotive, government or industrial environments. Demand sector-specific evidence and inspect the operating metrics behind it.
Treating data residency as a legal footnote
Data location affects architecture, support access, monitoring and disaster recovery. Resolve it during design, then test the controls in the proof of concept and contract.
Recommended Free Tools
Buying a strategy with no implementation owner
Require the advisory provider to identify who will configure, integrate, migrate, test, train and operate the solution. If different firms are involved, document interfaces and accountability.
Ignoring domestic-platform substitution
A global reference architecture may depend on services that are unavailable or unsuitable for the China deployment. Ask each finalist to show the domestic equivalent, migration impact and long-term support plan.
Bottom line
Shortlist Deloitte China or PwC China for multidisciplinary governance-led transformation; IBM Consulting, Capgemini, NTT DATA, TCS, Wipro or Infosys for multinational systems integration; and iSoftStone, Neusoft or ChinaSoft International when local engineering, domestic platforms, ERP, AI or state-owned-enterprise experience is central. Make the final decision on the China team, data controls, implementation ownership and references for your exact industry—not on worldwide reputation or revenue alone.
