A digital twin could help Bengaluru test traffic changes and coordinate responses, but the available evidence does not show that one has cut travel time across the city by 30%. That figure should be treated as a proposed or scenario-based possibility—not a measured Bengaluru result. Local reports do describe gains from other approaches, including adaptive signals at selected junctions, but those results are not proof of a citywide digital-twin saving.
What a traffic digital twin does
A traffic digital twin is a digital representation of a transport network that can be updated with real-world information and used to examine how the network behaves. Depending on its design, it may represent roads, intersections, signals, transit services and traffic flows. Planners can use a model to test a change—such as new signal timings or a road intervention—before deciding whether to try it on the street.
The term can describe systems with different capabilities. An offline model can answer “what if?” questions using stored or prepared data. A connected operational twin also draws on current or frequently updated information and can support decisions as conditions change. A demonstration of a digital twin does not, by itself, show that it is running citywide or has reduced journeys.

The potential benefit comes from using a better picture of network conditions to make better decisions, not from the digital model alone. A model could help planners compare signal plans, examine how a change at one junction affects nearby roads, or anticipate the knock-on effects of a disruption. If connected to operational systems, it could also inform adjustments as traffic patterns change. Each intervention would still need to be implemented, monitored and evaluated.

For example, changing a signal may reduce queues at one intersection but push more vehicles toward the next bottleneck. A network-level model can help test that trade-off before a plan is deployed. It can also help distinguish between a local improvement and a genuine reduction in end-to-end journey time.
What Bengaluru’s reported figures actually show
Bengaluru has examples of traffic modeling, data-integration planning and adaptive signal control. They are relevant to the digital-twin proposition, but they measure different things and should not be combined into a single 30% travel-time claim.

These figures are not interchangeable. Travel time describes how long a journey takes; traffic delay measures time lost against a reference condition; throughput counts how much traffic passes a point; congestion and emissions are different outcomes again. A percentage also needs a defined starting point: a 30% improvement at one junction, during selected periods, would not automatically mean a 30% reduction in average citywide journeys.

What data and connections a useful twin needs
A model is only as useful as its inputs, coverage and update process. The UK Department for Transport’s 2023 report on transport digital twins highlights the importance of improving sensor-data discovery, access and quality, with sensor-informed modeling and real-time forecasting among the use cases. That is implementation context, not evidence of Bengaluru performance.

For Bengaluru, JICA describes the Bengaluru Transport Stack as an open data-exchange platform intended to integrate transport-ecosystem information, including traffic data, for commuters, operators, governments and businesses. Such an exchange layer is relevant enabling infrastructure; JICA’s description does not claim that it has delivered a measured travel-time reduction.
To support decisions about traffic interventions, a twin would need sufficiently current and reliable information for the area being modeled. Depending on the use, this could include traffic flows, signal states, incidents, road-network changes and transit conditions. Planners would also need a way to compare the model’s forecasts with what happens after a change is made. Data gaps, inconsistent formats, delayed updates or coverage limited to a few roads can make a model less representative of the wider network.

What other cities can—and cannot—tell us
Digital-twin-supported traffic control is plausible, but results elsewhere do not establish what Bengaluru would achieve. A 2023 National Renewable Energy Laboratory report described a Chattanooga deployment from June 2021 that achieved up to 32% lower traffic delays. The report also described a separate simulation involving 39 signals that achieved up to 50% lower delays compared with traditional time-of-day signal timings.

How to tell whether a 30% claim is credible
Before treating the number as an outcome, look for an evaluation that makes clear what was measured, where, when and against what comparison. A credible account should specify:
- Geography: whether the result applies to a junction, corridor, defined study area or the whole city.
- Metric: whether it measures travel time, delay, throughput, congestion, emergency response or emissions.
- Baseline and comparison: the period or conditions used to judge improvement, including how changes in demand or unusual disruptions were handled.
- Dates and coverage: when the system operated, which roads and signals it covered, and whether results hold beyond selected periods.
- Attribution: how the evaluation separates the effect of the twin-supported intervention from other changes, such as construction, signal upgrades or shifts in traffic volume.
- Validation: whether forecasts were checked against observed conditions and whether an independent evaluator confirmed the results.
The evidence cited here does not establish that an operational Bengaluru traffic digital twin has independently reduced citywide travel time by 30%. The local examples support a narrower conclusion: modeling, data integration and adaptive control can inform traffic planning, while the size and reach of any benefit must be demonstrated for the specific system and metric.
