A bulletin board system (BBS) is a computer-hosted service where people connect to read and exchange stored messages. Classic BBSs were often reached by dialing a host computer over a telephone line; some also offered private messages or file transfers. A BBS was a service, not the Internet itself.
How did a bulletin board system work?
The name comes from the comparison with a physical noticeboard: people leave information for others to read. In a BBS, the host computer stored the information instead of a wall. As NIST explains in its Computer Security Bulletin Board System: User’s Guide, some messages could be left for a specific person rather than displayed to everyone.
In a typical classic setup, a user used a modem and terminal or communications software to call the host. The host presented text or menus; the caller could read messages, post one, and disconnect. The computer kept the messages for later visitors. Early CBBS callers took turns using one line, though that detail describes that system’s setup, not every BBS.

What could people do on a BBS?
Message exchange was central, but the available features depended on the system. A board might support public discussion, private messages, or transfers of data and program files. File sharing and private messaging were possible features, not requirements for something to count as a BBS. NIST, RFC 1941, and the GAO report on Internet and electronic dial-up bulletin boards describe these uses.

Was a BBS the same as the Internet?
No. A BBS was a hosted service; the Internet is a network of interconnected systems. A classic dial-up BBS could be reached directly over a telephone line without an Internet connection, as the GAO report describes. Some boards operated independently, while others exchanged messages with other systems. RFC 1941, for example, refers to computers interconnected using FidoNet dial-up.
So a BBS can be described as an early form of online community, but calling it “the early Internet” blurs an important distinction. BBSs and Internet services could both provide communication and information, yet they were not the same thing.

When did BBSs begin?
The BBS Preservation Project identifies CBBS—short for “Computerized Bulletin Board System”—as the original system and dates its launch to February 16, 1978, crediting Ward Christensen and Randy Suess. That is the project’s historical account. The Computer History Museum’s timeline says that by 1979 some personal-computer owners were connecting to BBSs hosted on another person’s minicomputer or PC.
These boards were part of a wider dial-up online landscape, alongside early services such as MicroNet and The Source. Their defining idea was simpler than any one connection method: a computer kept information that people could access and exchange.
