A battery electric vehicle (BEV) is powered by electric motor(s) using electricity stored in a rechargeable onboard battery. The battery is charged from an external electricity source, and the vehicle has no internal-combustion engine providing propulsion. In everyday terms, a BEV is an all-electric vehicle.

What does BEV mean?

BEV stands for battery electric vehicle. The U.S. Energy Information Administration defines it as an all-electric vehicle that gets power by plugging into an electric source and storing that power in a battery pack. The U.S. Department of Energy’s Alternative Fuels Data Center likewise uses “battery electric vehicle” for all-electric vehicles whose batteries are charged by plugging into charging equipment.

The battery supplies energy to one or more electric motors that propel the vehicle. A BEV therefore relies on stored battery electricity for propulsion rather than burning onboard liquid or gaseous fuel.

How is a BEV different from a hybrid or other electric vehicle?

The key distinction is whether the vehicle has an engine that can provide propulsion and how it gets energy. These terms describe different powertrains, not interchangeable names for the same vehicle.

Vehicle type Propulsion and energy source Can plug in to charge? Combustion engine?
BEV Electricity stored in an onboard battery powers the motor(s). Yes; it recharges from an external electricity source. No engine provides propulsion.
PHEV Can use battery electricity or its internal-combustion engine and liquid fuel. Yes; its battery can be externally charged. Yes.
HEV Combines an engine and an electric motor. The DOE’s category distinction separates it from plug-in vehicles. Yes.
FCEV Uses a fuel-cell pathway to produce electricity for propulsion. It is not defined by relying entirely on a plug-in-recharged battery. EPA classifies fuel-cell vehicles separately from BEVs.

A regular, non-plug-in hybrid is not a BEV: it has an engine and does not fit the all-electric, externally charged battery definition. A plug-in hybrid can travel using electricity, but its engine and fuel make it different from a BEV.

How does a BEV recharge?

A BEV connects to an external electricity source or EV charging equipment to recharge its onboard battery. The definition does not imply that all BEVs use the same connector, charger, or electrical installation. For a specific vehicle, check its charging compatibility and the electrical requirements of the equipment and installation.

Does a BEV have zero emissions?

A BEV has no tailpipe emissions during operation because it does not burn onboard fuel to propel the vehicle. That is what “zero tailpipe emissions” means in this context; it is not a claim that generating the electricity, manufacturing the vehicle, or its full lifecycle produces no emissions.

Official definitions and regulatory wording

In its April 18, 2024 rule, the U.S. Environmental Protection Agency described “battery electric vehicles (BEV), which rely entirely on plug-in charging and the battery to provide the energy for propulsion.” That wording reflects the EPA’s regulatory classification in that rule. For a general definition, the central idea is simpler: a BEV’s propulsion comes from electric motor(s) powered by a rechargeable battery charged from an external electricity source.
