Residents in Batam’s Nongsa area protested reported household water cutoffs in September and October 2026, while reports said data centres inside the nearby special economic zone continued to receive water. That contrast has sharpened questions about how the island allocates water as data-centre development expands. But the available reporting does not establish that data-centre use caused the neighborhood outages.
What happened in Nongsa?
The Jakarta Post reported that hundreds of residents protested at the Nongsa Special Economic Zone management office in September 2026 after clean-water service to nearby homes was cut off. The report said data centres in the zone continued receiving water, and also mentioned water problems in Baloi Paradise and Anggrek Permai. One protester told the newspaper, “We no longer get water supplies, even for basic sanitation.”
On 5 October, residents blocked access to Nongsa Digital Park over shortages they said had lasted for months. Andi Lalang told The Jakarta Post that piped water had been completely cut off for three to six months. These accounts describe residents’ reported experience; they are not a measurement of water use by individual facilities or a technical finding about the cause of the interruptions.
The newspaper reported that a BP Batam official promised restoration within two days and arranged six tanker trucks. By Wednesday after the blockade, service was reportedly back in around 53 percent of affected areas. That figure is a snapshot reported at the time, not confirmation of current service or full restoration.

Are data centres using the water residents need?
Reports that facilities continued to receive water while nearby households faced interruptions raise a reasonable concern about fairness and allocation. They do not, on their own, show that data centres caused the outages. The available material does not provide metered consumption by individual data centres, neighborhood allocation records, or engineering findings identifying the cause of the October interruptions.
Batam’s broader water constraints matter to the question, but island-wide figures cannot explain what happened in a particular neighborhood. An ISEAS–Yusof Ishak Institute analysis says available water capacity rose only from about 3,500 litres per second in 2015 to about 3,850 litres per second in the analysis. It identifies Duriangkang Reservoir as supplying around 70 percent of the island’s fresh water and projects 2030 demand of 5,035 litres per second against 4,420 litres per second from current supply.

Those figures point to pressure on the wider system; they are not measurements of Nongsa households’ use, the amount allocated to data centres, or the cause of a service cut. A separate municipal release in October 2025 attributed some earlier local interruptions to damaged distribution pipes. It also said added treatment capacity at Duriangkang and Tembesi had been completed by the end of 2024 and projected a temporary surplus through the end of 2025. That past projection does not establish the system’s condition in October 2026.
What is Batam’s proposed response?
Batam officials are promoting seawater reverse osmosis (SWRO), a desalination process, as a dedicated source for large industrial users such as data centres. The stated goal is to reduce industrial reliance on reservoir water intended for public supply. Mayor Amsakar Achmad said on 25 September 2026: “For industries that need large amounts of water, we encourage them to meet their needs through their own water source using SWRO technology.” This is a translation of his Indonesian statement.

BP Batam’s announcement on 23 September 2026 described roughly 10 data-centre developments as planned, with one operating, and outlined future SWRO targets for Nongsa and Kabil. The figures are proposed capacity, not evidence that desalinated water is already being produced or delivered to homes.

The announcements do not specify in the cited material who will pay for or operate the SWRO infrastructure. Nor do they establish that treated surplus could reach homes without suitable distribution pipes. Even when water is available at a treatment facility, quality standards and the network needed to deliver it determine whether it can serve households.

What should residents take from the announcements?
- The protests concern reported household interruptions. Residents described prolonged shortages, and the October action blocked access to Nongsa Digital Park.
- Continued data-centre supply is a reported contrast, not proof of causation. The evidence does not establish that data-centre consumption produced the household outages.
- Desalination is a proposed industrial supply response. Its announced capacity is prospective; it should not be counted as water already available to residents.
- Restoration was partial in the dated report. Tankers were arranged and service was reportedly restored in around 53 percent of affected areas by the following Wednesday; the cited account does not verify the present situation.
The central unresolved issue is not simply whether Batam plans to produce more water, but whether reliable service reaches households and how the causes of interruptions are identified. The reported protests make that distinction tangible: new industrial supply plans may reduce pressure on reservoirs in the future, but they do not by themselves explain or resolve the outages residents described.
