The most important cybersecurity trend in banking software is a shift from preventing compromise to proving operational resilience. Supervisors now expect banks to withstand disruption, detect and contain incidents, continue critical services, notify the right authorities and customers, and recover in a controlled way. Ransomware, state-linked operations, hybrid campaigns, artificial-intelligence (AI) risks and dependence on ICT suppliers all sit inside that broader expectation.

The exact duties depend on jurisdiction and entity type. The European Union’s Digital Operational Resilience Act (DORA) is a broad framework in force since 17 January 2025. In the United States, the Federal Reserve’s interagency rule focuses on rapid notification of certain incidents. Japan is updating sector guidance and studying AI-related threats. None of these regimes is a universal security checklist, so a bank must map its own services, contracts, systems and reporting obligations.

What are the latest cybersecurity trends in banking software?

Banking software security is being judged as a business-continuity capability rather than a collection of preventive controls. A firewall, endpoint platform or identity system can reduce exposure, but supervisors increasingly ask a harder question: can the institution keep essential functions safe and available when a control fails or an attacker gains access?

That question changes architecture and governance. Authentication, encryption and monitoring remain necessary, yet they are only one part of a cycle that includes preparation, detection, response, recovery and learning. The cycle applies to core banking, payments, lending, trading, customer channels, data platforms and the software used by outsourced providers.

  • Ransomware and geopolitical pressure: European supervisors specifically identify sophisticated ransomware, state-sponsored activity and hybrid threats such as information manipulation.
  • AI as a two-sided risk: AI applications can introduce new vulnerabilities, while highly capable AI-driven tools can make offensive activity faster or harder to detect.
  • Supplier-chain exposure: a bank’s resilience depends on cloud, software, telecommunications, managed-service and subcontractor arrangements that support important functions.
  • Evidence-based oversight: regulators expect inventories, tested procedures, incident records and accountable executives rather than policy statements that cannot be demonstrated.

European Central Bank Banking Supervision’s priorities for 2026–28 say reported significant cyber incidents have doubled in recent years. That is the ECB’s description; the statement should not be read as a precisely quantified global trend because the cited priorities page does not establish a common period or dataset in the statement itself.

Why operational resilience now defines bank software security

Availability is a security property

A confidentiality breach is not the only material outcome. An attack that makes a payment system, authentication service or customer ledger unavailable can create liquidity, conduct and market risks even when data is not stolen. Resilience planning therefore links security controls to maximum tolerable disruption, recovery time and recovery point objectives for each important business service.

Response must work under pressure

Incident plans need named decision rights, reliable contact information, legal and communications paths, forensic preservation and pre-approved actions such as isolating a workload or switching to a recovery environment. Exercises should include degraded identity services, unavailable administrators, corrupted backups and conflicting information, not just a clean tabletop scenario.

Recovery is more than restoring servers

Restoration must preserve data integrity, reconcile transactions, re-establish interfaces and validate fraud controls. A bank should define who can declare recovery complete and what evidence is required before customer transactions resume. Recovery testing that only proves a virtual machine can boot does not demonstrate service resilience.

Ransomware, state-linked activity and hybrid threats

Ransomware remains a supervisory concern because it can combine data theft, operational disruption and extortion. Modern campaigns may target identity infrastructure, privileged administration, backup systems and software-update mechanisms before encrypting business workloads. A resilience program should assume that some preventive layers will be bypassed and limit the attacker’s ability to move laterally or destroy recovery data.

ECB Banking Supervision also highlights state-sponsored activity and hybrid threats, including information manipulation. For a bank, the impact can extend beyond a compromised application: false information may trigger customer runs, market volatility or social-engineering campaigns while a technical incident is still being investigated. Security operations, fraud teams, communications staff and business executives therefore need a shared incident picture.

Controls that reduce blast radius

  • Separate administrative identities from day-to-day user accounts and require phishing-resistant, multifactor authentication for privileged access.
  • Segment payment, settlement, customer-channel and recovery environments so one compromised credential cannot reach every critical service.
  • Keep immutable or otherwise protected backup copies, test restoration and monitor attempts to alter backup policies.
  • Use allow-listed administration paths, just-in-time privileges and dual control for high-impact configuration changes.
  • Collect identity, endpoint, network, database and cloud telemetry in a retention period that supports investigation and regulatory response.

How are banks preparing for AI-driven cyber threats?

AI is both an application risk and an attacker capability. The European Banking Authority’s June 2026 report says highly capable AI-driven tools should encourage financial entities to strengthen cyber measures. ECB priorities caution that underestimating security risks before deploying AI applications can introduce vulnerabilities. Japan’s Financial Services Agency (FSA) lists a 2026 public-private working group focused on strengthening financial-sector cybersecurity against AI-related threats.

These sources do not establish a reliable rate of AI-enabled attacks, so a bank should not build a plan around an unsupported percentage. The practical issue is speed and scale: generated code, automated reconnaissance, synthetic messages and rapid adaptation can increase the pressure on existing controls, while an AI model inside the bank can leak sensitive information or make an unsafe decision if its data and permissions are poorly governed.

Map AI use before adding AI-specific controls

  1. Create an inventory: list customer-facing assistants, fraud models, underwriting tools, coding assistants, document-processing systems and embedded AI supplied by vendors.
  2. Classify data and actions: record whether each system handles personal, payment, confidential or model-development data, and whether it can approve, transmit, delete or change records.
  3. Constrain access: apply least privilege to prompts, retrieval stores, model endpoints, plug-ins and automated actions. Separate testing data from production data.
  4. Test abuse cases: evaluate prompt injection, data exfiltration, poisoned training or retrieval content, insecure plug-ins, model-output manipulation and unsafe fallback behavior.
  5. Require human accountability: define approval thresholds, escalation paths and audit records for decisions that affect customers, money movement or regulatory reporting.
  6. Monitor change: reassess models, prompts, data sources and suppliers after material updates, not only at initial deployment.

AI governance should connect to the existing technology-risk, model-risk, privacy and change-management processes. Treating a model as “just a software feature” leaves gaps in ownership, testing and incident response.

Third-party ICT risk now extends the security perimeter

Cloud platforms, core processors, payment gateways, identity providers, software vendors, telecommunications carriers and managed security services can all support important banking functions. The Federal Reserve describes growing reliance on third parties as an operational-risk exposure. ECB priorities call out ICT third-party risk and incident-response management, while EU technical measures address subcontracting of ICT services supporting critical or important functions.

What a defensible supplier program contains

  • Service mapping: connect each supplier, subcontractor, region and technical dependency to the bank service it supports.
  • Criticality decisions: document why an arrangement is or is not supporting a critical or important function, and revisit the decision when architecture changes.
  • Contract controls: specify security requirements, audit and access rights, incident-notification windows, data location, exit assistance, resilience testing and subcontractor transparency.
  • Continuous evidence: review independent assurance, vulnerability findings, major changes, concentration risk and the provider’s recovery-test results.
  • Exit and substitution: maintain a realistic plan for moving data and operations if a provider fails, suffers a prolonged incident or can no longer meet requirements.

A supplier’s certification is evidence, not a substitute for the bank’s own risk assessment. The bank remains responsible for understanding how a provider failure affects customer services and regulatory duties.

Incident response and reporting: design for the clock

Incident management combines technical containment with legal, supervisory, customer and market obligations. The trigger may be a security alert, a service outage, suspicious transactions, a supplier notice or a failed recovery test. Classification should be based on impact and credible potential impact, not on whether a root cause has already been proven.

Build an incident decision tree

  1. Detect and record: open a time-stamped incident record, preserve relevant logs and identify the affected services, data and suppliers.
  2. Assess materiality: estimate disruption, customer impact, integrity concerns, geographic reach, duration and possible escalation.
  3. Contain safely: isolate accounts or systems, block malicious paths and preserve evidence before destructive remediation where feasible.
  4. Notify the right parties: use the entity’s jurisdiction-specific regulator, law-enforcement, customer and contractual channels. Record the decision when a threshold is not met.
  5. Recover and validate: restore from trusted sources, reconcile transactions, test controls and obtain business-owner approval before returning to normal operation.
  6. Learn: document root causes, control failures, supplier contributions and corrective actions with accountable owners and dates.

For U.S. covered entities and bank service providers, the Federal Reserve’s 2021 interagency incident-notification final rule is one specific obligation. The Federal Reserve explains that a bank service provider must notify affected banking-organization customers as soon as possible when an incident is reasonably likely to cause a material disruption or degradation of services for four or more hours. This rule does not replace other federal, state, contractual or sector-specific reporting duties.

How requirements differ by jurisdiction

Jurisdiction Current supervisory or regulatory signal What leaders should verify
European Union DORA (Regulation (EU) 2022/2554) applies from 17 January 2025. Harmonized ICT-risk requirements, incident reporting and oversight of subcontracting for critical or important functions are central features. Entity scope, current implementing and delegated acts, reporting content and timing, critical-function designations, testing duties and contractual requirements.
United States The Federal Reserve describes the 2021 interagency incident-notification rule, including the four-hour material-disruption threshold for notification by a bank service provider to affected banking-organization customers. Whether the institution or provider is covered, which event meets the rule’s threshold, and how the rule interacts with other federal, state and contractual obligations.
Japan The FSA lists financial-sector cybersecurity guidelines published 20 October 2025, a 2026 public-private working group on AI-related threats and a July 2026 analytical report on IT resilience. The detailed contents and applicability of each current guideline or report, plus any sector-specific reporting and testing expectations.

These approaches should not be blended into a single global rule. A multinational bank needs a common control baseline with jurisdiction-specific reporting calendars, definitions, evidence and escalation paths.

How does DORA affect bank cybersecurity?

DORA turns digital operational resilience into a formal EU framework for financial entities. It addresses risks created by reliance on software and digital processes and harmonizes ICT-risk-management expectations that previously sat partly in sector-specific guidance. The EBA states that its harmonized requirements apply from 17 January 2025.

Operational implications

  • Governance: the management body needs clear responsibility for ICT risk, resilience objectives and remediation.
  • Risk management: maintain an ICT asset and dependency view, classify important services, control access and changes, and manage vulnerabilities.
  • Incident management: establish classification, records and reporting processes that meet applicable DORA technical measures.
  • Resilience testing: test preventive, detective, response and recovery capabilities proportionately to risk, including relevant suppliers.
  • Third-party oversight: assess providers and subcontractors, monitor concentration and maintain contractual and exit evidence.

The EBA has narrowed older ICT and security guidelines in light of harmonized DORA requirements. Banks should therefore check the current legal text and implementing measures rather than relying on superseded checklists.

A practical implementation roadmap

First 90 days: establish the factual baseline

  • Name an executive owner and a cross-functional resilience committee.
  • Inventory critical business services, applications, data stores, interfaces, identities and ICT suppliers.
  • Map dependencies and identify single points of failure, unsupported software and untested recovery assumptions.
  • Confirm incident classifications, contact trees, evidence-retention rules and jurisdictional reporting triggers.

Months four to six: close high-impact gaps

  • Prioritize privileged-access, segmentation, backup protection, vulnerability remediation and logging gaps.
  • Run a ransomware exercise that includes a major supplier and unavailable administrative systems.
  • Review contracts for notification, audit, subcontracting, data location, resilience testing and exit rights.
  • Assess every material AI use case for data leakage, excessive permissions, prompt or model manipulation and human-override requirements.

Months seven to twelve: prove and measure resilience

  • Perform technical recovery tests and reconcile recovered transactions and interfaces.
  • Test alternate providers, communications channels and manual workarounds where they are part of the continuity plan.
  • Report remediation aging, recovery-test results, supplier concentration, privileged-access exceptions and incident trends to the board.
  • Update the service map and risk assessment after major architecture, supplier or AI changes.

Common failure modes and fixes

Failure mode Why it fails Better practice
Measuring only blocked attacks It ignores outage duration, integrity and recovery performance. Track detection, containment, service impact, recovery and lessons learned.
Treating a supplier questionnaire as oversight Written answers do not reveal concentration, subcontractor or exit risk. Combine contracts, service mapping, assurance evidence, testing and ongoing monitoring.
Deploying AI without a threat model Models and plug-ins can expose data or take unsafe actions. Inventory use, constrain permissions, test abuse cases and require accountable human review.
Testing backups only on paper A successful file restore may not recover a functioning banking service. Run end-to-end restoration, reconciliation and business-owner acceptance tests.
Using one global reporting rule Definitions and deadlines differ by jurisdiction and entity type. Maintain a jurisdiction matrix with owners, thresholds, clocks and evidence requirements.

What bank leaders should ask next

  • Which customer-facing services cannot tolerate a four-hour disruption, and can the bank demonstrate recovery within its stated objective?
  • Which suppliers and subcontractors can change, access or interrupt those services?
  • Can the incident team make a notification decision with incomplete information and preserve the evidence supporting it?
  • Where does AI process sensitive data or control an action, and who can stop it?
  • Which resilience claims have been tested in the last year under realistic failure conditions?
