For a bank, cyber resilience is not just a matter of stopping attacks. It is the ability to keep critical operations working through disruption, recover them when they fail, and use what the bank learns to improve. That shifts the CISO’s central question from “Did our controls prevent the incident?” to “Can customers and markets still rely on the services that matter?”

What does cyber resilience mean for a bank?

Cybersecurity helps protect a bank against digital threats; operational resilience is the broader outcome of continuing to deliver important operations through disruption. The Federal Reserve defines it this way: “Operational resilience is the ability to deliver operations, including core business lines and critical operations, through a disruption from any hazard.” The definition is not limited to cyber incidents, but a strong cybersecurity program underpins operational resilience.

For a CISO, that means assessing security not only by control coverage, but also by what happens to a critical service when prevention fails, a system becomes unavailable, or an external provider is disrupted. Resilience does not mean every service operates normally during every event. It means the bank understands which operations are critical, has prepared for disruption, and can sustain or restore them in a controlled way.

How is a resilience mindset different from a controls-only view?

Prevention and detection remain essential. The difference is that they are not the entire measure of success: resilience also asks whether the bank can adapt, continue critical operations, recover, and improve after a disruption. The following comparison is an editorial way to apply supervisory guidance, not a regulator’s formal scoring model.

Question Controls-only emphasis Resilience emphasis
What is being assessed? Whether specified safeguards are present and operating. Whether critical operations can continue through disruption and recover.
What is in scope? Often the bank’s own systems and security controls. The end-to-end dependencies of an operation, including technology, people, information, and third parties.
What does a test demonstrate? That a plan or control has been reviewed, or that participants can discuss it. Evidence of the bank’s ability to respond, recover, and continue delivering critical functions under a severe but plausible scenario.
How are priorities set? By applying a uniform checklist. Proportionately, according to operational significance, risk, and the bank’s characteristics.

Which operations must keep working?

Start with the services and operations whose disruption would matter most to customers, markets, or the bank’s ability to function. Basel Committee on Banking Supervision guidance calls for banks to identify critical operations and the information assets and dependencies that support them, then prioritize protection according to operational significance and risk.

Map each critical operation to the resources it depends on. The map should make visible where an operational failure could originate and how it could affect delivery:

  • 【PERFECT GIFT IDEA】An ideal present for currency collectors, hobbyists and travelers. Great for birthdays, holidays, or special occasions.
  • Information assets: identify the information needed for the operation and consider how its integrity could be protected.
  • Technology and infrastructure: trace the systems and infrastructure the service relies on, including dependencies that may not be obvious from a single application view.
  • People and processes: identify the roles and operational processes needed to make decisions and deliver the service during disruption.
  • External providers: include providers and other third parties whose services or technology are necessary for the operation.

This end-to-end view makes third-party risk part of resilience planning, not a separate procurement exercise. A bank may have sound internal controls yet remain exposed to an interruption in a provider on which a critical operation depends.

How should a bank prepare for a cyberattack or outage?

Use the dependency map to connect governance, risk management, continuity planning, incident management, and resilient information and communications technology. Basel guidance treats these as parts of an operational resilience framework rather than isolated workstreams. It says:

“Banks should ensure resilient ICT, including cyber security, that is subject to protection, detection, response and recovery programmes that are regularly tested, incorporate appropriate situational awareness and convey relevant, timely information for risk management and decision-making processes to fully support and facilitate the delivery of the bank’s critical operations.”

In practice, leaders need timely information about the disruption and its operational effects to make risk and continuity decisions. Response and recovery arrangements should connect to the critical functions they are meant to support, rather than being treated as plans that succeed merely because they exist.

What should a bank cyber resilience test cover?

Exercises should test whether the bank can respond, recover, and continue delivering critical functions during severe but plausible disruption. Include scenarios involving third-party disruption as well as incidents centered on the bank’s own systems. The point is to test the operational consequences and dependencies, not simply to rehearse a generic incident narrative.

A useful exercise should examine whether decision-makers receive relevant, timely information; whether response and recovery arrangements support the affected critical operation; and whether the bank can sustain or restore delivery under the scenario. A tabletop discussion can expose assumptions and clarify decisions, but a discussion alone does not demonstrate that critical operations can actually be delivered during disruption. The depth of testing should match the operation and risk being assessed.

After an exercise, use its findings to update response and recovery procedures and address weaknesses in the dependencies or arrangements it exposed. ECB Banking Supervision’s 2024 speech reported that its qualitative cyber resilience stress test found high-level response and recovery frameworks in place, while also identifying room for improvement. That is a qualitative supervisory finding, not a numeric industry score.

Which assessment resources should a U.S. bank consider now?

The FFIEC Cybersecurity Assessment Tool (CAT) sunset on August 31, 2025, so it should not be presented as a current assessment tool. Federal Reserve guidance named several resources banks may consider instead:

  • NIST Cybersecurity Framework 2.0
  • CISA Cybersecurity Performance Goals
  • Cyber Risk Institute Cyber Profile
  • CIS Critical Security Controls

These resources are not a substitute for identifying the bank’s own critical operations and dependencies. A framework can help organize assessment, but resilience priorities still need to reflect what the institution must continue delivering and the risks to those operations.

How should priorities vary by bank?

There is no single universal checklist that will be equally appropriate for every institution. Basel guidance says implementation should reflect the bank’s nature, size, complexity, and risk profile. A proportionate approach gives greater attention to operations with greater significance and risk, while still considering the connected systems, people, processes, and providers that make their delivery possible.

Jurisdiction matters as well. Basel guidance is international and must be applied through the relevant jurisdictional framework; Federal Reserve, FFIEC, and ECB materials belong to their own supervisory contexts. A bank should determine which requirements and supervisory expectations apply to its location and profile rather than treating these sources as interchangeable legal advice.
