Neither Bangladesh nor Vietnam is universally cheaper or faster. The defensible choice comes from factory-level quotations for the same garment specification, a dated production calendar, a named shipping route, and verified capability. Bangladesh and Vietnam are both major apparel bases, but the evidence available does not provide a current, like-for-like country ranking for price or lead time.

Use this guide to build a comparable shortlist, avoid misleading wage and historical unit-cost comparisons, and request the information needed for a sourcing decision.

What the evidence can—and cannot—tell you

Country comparisons are useful for screening, but they are not a substitute for supplier due diligence. Factory price changes with fabric composition and weight, garment construction, trims, packaging, order quantity, size curve, productivity, quality requirements, financing, compliance work, and logistics. A low statutory wage therefore does not predict your landed cost.

The available historical shirt-cost figures illustrate the problem. A World Bank apparel value-chain study published in 2015 reports an approximately US$3.46 Bangladesh polo-shirt unit cost, excluding margins and transportation to port. The same study mentions a US$0.39 Vietnam figure, but explicitly says it is not directly comparable: the Vietnam production cited was dominated by cut-make-trim work and excluded fabric and other raw materials, while fabric is the most expensive component in the product scope discussed. Neither number is a current quotation or a country verdict.

There is also no reliable current source establishing which country has the shorter production or door-to-door lead time for the same product, order size, destination, and shipping route. A historical observation about imported-cotton customs delays in Bangladesh does not establish present performance, and it supplies no comparable Vietnam benchmark.

Use old figures as prompts for better questions, not as budget assumptions. Ask whether a quoted price includes fabric, whether the factory or buyer controls material purchasing, and whether the quoted calendar starts at purchase order, deposit, final artwork, lab-dip approval, or fabric arrival. A quotation that appears lower because it excludes the largest material component is not cheaper; it is simply narrower in scope.

Sector scale and capability context

Both locations have large export ecosystems. ILO Working Paper 130 reports combined textile-and-clothing exports in 2021 of US$37 billion for Bangladesh and US$42 billion for Viet Nam, using WTO merchandise-export data. These are historic, combined-sector figures—not current garment-only rankings—and they should be used only to establish that each country has substantial industrial scale.

A Bangladesh Investment Development Authority textiles and apparel page reports a monthly wage of US$113, 4.4 million sector workers, 230 LEED-certified factories (including 92 platinum and 124 gold), a 7% global clothing-market share, and a second-place clothing-exporter ranking. Those are agency-reported promotional figures. The page, accessed 13 October 2026, does not provide a common reference date or comparable methodology for every metric, and it does not supply a matching Vietnam wage measure. Treat the figures as leads for questions to ask, not as a current, apples-to-apples cost model.

An ILO/VITAS sector analysis released in February 2025 describes Vietnam’s four-decade growth and identifies workforce-skills development and value-chain upgrading as priorities for continued competitiveness. That is sector context, not proof that every Vietnamese factory has superior technical capability. Your shortlist still needs product-specific samples, references, equipment checks, and capacity confirmation.

Scale can help with fabric access, specialist subcontractors and export routines, but scale also creates competition for lines during peak seasons. A large national sector does not tell you whether a particular factory has an open line for your launch month, can reserve capacity for repeats, or has experience with your fabric and finishing requirements. Confirm those points directly.

How to compare costs on an equal basis

Ask factories in both countries to quote the same technical package, currency, validity period, and Incoterm. Compare the resulting cost stack rather than a wage headline.

Cost items that must match

  • Product definition: fiber content, yarn count, fabric weight, knit or weave, dyeing or washing, construction, stitch density, finishes, tolerances, and size range.
  • Materials: fabric, lining, interlining, thread, zippers, buttons, labels, hangtags, polybags, cartons, and any branded or testing-specific components. Request country of origin and whether materials are sourced domestically or imported.
  • Quantity: total units, color count, size curve, order quantity breaks, minimum order quantity, and expected repeat volumes.
  • Factory charges: cutting, sewing, finishing, overhead, development, pattern work, sampling, testing, inspection, rework allowance, and factory margin.
  • Commercial terms: payment milestones, deposit percentage, balance timing, currency, quote validity, tooling or mold charges, and financing costs.
  • Logistics: Incoterm (such as FOB), named port, inland haulage, export clearance, freight mode, insurance, duties, taxes, destination handling, and delivery location.
  • Risk allowance: agreed contingency for material delays, capacity changes, inspection failure, rework, port disruption, or transshipment.

Why wage comparisons mislead

A wage is only one input into labor cost. Productivity, line balance, overtime, absenteeism, supervision, learning curves, efficiency losses, and the labor content of your particular garment determine how much labor appears in a unit price. Add fabric yield, wastage, energy, quality controls, compliance, financing, and freight before calling one option cheaper.

For example, a lightweight basic tee with readily available fabric may have a very different labor and material split from a lined jacket, washed denim item, or taped-seam shell. A factory with a higher hourly labor cost can still produce the lower unit price if it has better line efficiency, lower rework, less fabric waste, or a suitable automated process. Conversely, a low wage can be overwhelmed by imported material, small order quantities, overtime, or repeated failed inspections.

Use a quote-normalization table

Convert both offers to a common landed-cost model on the same date. Show the base price, every add-on, duty and tax assumptions, freight, insurance, payment-cost effect, and contingency as separate lines. If a figure is not included, write “not stated” and obtain clarification rather than silently assuming zero.

Request at least three quantity points where practical: the initial order, a larger repeat order, and the factory’s stated minimum. This reveals whether the apparent advantage depends on a volume level you cannot reach. Ask for separate prices for buyer-supplied fabric and factory-supplied fabric, because ownership changes cash flow, material risk and the meaning of the unit price.

Also ask how currency movements are handled. A quote in US dollars may conceal local-currency exposure in wages or materials. Record the issue date, validity period, adjustment formula, and any surcharge for late approval. A quote that expires before material booking is not a firm planning number.

Lead times: build a calendar, not a country stereotype

No current, same-product comparison supports a statement that Vietnam is always faster or Bangladesh is always slower. Production and delivery are chains of events, and the slowest unresolved input controls the ship date.

Request these dates from every factory

  1. Development: pattern or tech-pack review, first sample, fit comments, revised sample and final approval.
  2. Material approval: lab dips, strike-offs, fabric hand-feel approval, trim approval and testing.
  3. Procurement: fabric and trim order dates, mill lead times, import clearance assumptions and material arrival.
  4. Capacity booking: line allocation, planned cut date, planned sewing start and peak-season constraints.
  5. Production: cutting, sewing, finishing, packing, internal quality checks and rework buffer.
  6. Final inspection: buyer inspection date, defect-resolution allowance and release-to-ship date.
  7. Inland and export: factory-to-port transport, customs documentation, export clearance and port dwell assumption.
  8. Ocean movement: vessel departure, transshipment points, schedule frequency and estimated arrival.
  9. Destination delivery: discharge, customs, duties, drayage, warehouse appointment and final delivery.

Require calendar dates tied to an assumed purchase-order date and approval date. Ask the supplier to identify the critical path and a contingency for late approvals, fabric failure, production interruption, port congestion and missed sailings. Keep “cut-to-ship,” port handling, ocean transit and door-to-door delivery in separate columns; combining them creates false precision.

Questions that expose hidden schedule risk

  • Are the quoted dates based on greige fabric in stock, or on a new mill booking?
  • Which approvals must be complete before fabric or trims are ordered?
  • Is the proposed sewing line dedicated, shared, or subject to peak-season reallocation?
  • What happens if the first inspection fails, and how many calendar days are reserved for rework?
  • Which port, carrier service, transshipment point and sailing frequency underpin the transit estimate?
  • Who owns the cost and schedule impact of a material delay or a missed vessel?

Ask for best-case, planned and risk-case dates. The risk case should identify the event that causes the slip, such as a failed lab dip, late imported trim, line reallocation or missed sailing. This is more useful than a single optimistic number. Request weekly status gates after material booking and require written notice when a critical-path assumption changes.

Product fit and factory capability

Choose factories for the construction you actually need. A supplier experienced in basic knit tops may not be suitable for taped-seam outerwear, technical activewear, denim washing, tailored woven garments or complex bonded assemblies.

Verify before shortlisting

  • Recent production records for the same garment category, fabric type and finishing method.
  • Machine list and evidence that specialized equipment is installed, maintained and available to your order.
  • Monthly capacity by product line, current utilization, line availability and peak-season allocation.
  • Minimum order quantities, color flexibility, small-batch policy and repeat-order responsiveness.
  • In-house versus subcontracted processes, including printing, embroidery, washing, dyeing and packing.
  • Quality system, inspection points, measurement controls, test reports, corrective-action records and traceability.
  • Material-sourcing map, approved mills, backup mills and procedures for substitutions.
  • Business-continuity arrangements for power, labor disruption, equipment failure, flooding, transport interruption and supplier insolvency.

Request dated line photographs or a live video walkthrough, but treat visual evidence as preliminary. Confirm ownership, legal entity, production address, workforce, machinery and subcontracting through documents, references and an appropriate site assessment.

Ask for two or three buyer references for comparable products, subject to confidentiality limits. Confirm whether the reference factory made the whole garment or only cut and sewed it, and whether washing, printing or embroidery occurred elsewhere. A product sample proves appearance; production records and test reports show whether the result can be repeated at volume.

Compliance, resilience and responsible sourcing

Country-level export scale or certification counts cannot demonstrate that a particular factory meets your requirements. Obtain current, factory-specific evidence covering labor conditions, building and fire safety, environmental controls, chemical management, wages and working hours, grievance systems, and subcontractor disclosure.

Ask for the latest social-compliance and safety audits, the auditor and audit date, open corrective actions, closure evidence, environmental permits, wastewater records where relevant, and a named person responsible for remediation. An audit is a snapshot and does not guarantee continuing compliance; combine document review with worker-interview methods, follow-up checks and production monitoring appropriate to your risk.

Skills are a legitimate sourcing consideration. At the 2025 ILO/VITAS report launch, Christoph Prommersberger, Deputy Head of Mission of the Kingdom of the Netherlands in Viet Nam, said: “Skills development is essential for boosting productivity and ensuring high-quality standards. Investing in skills development in the textile and garment sector is not only an investment in the workforce but also an investment in the future of the industry.” The implication for a buyer is practical: ask how the factory trains operators, qualifies supervisors and measures first-pass quality, rather than inferring capability from national reputation.

The same launch quoted Truong Van Cam, VITAS vice president and secretary general, describing a working group established in December 2024 to strengthen partnerships between industry and training. Ask prospective factories what operator training, supervisor development and technical-school relationships they actually use; a sector initiative does not establish the practices of an individual plant.

Trade access and rules of origin

Tariff treatment can change the result, but it must be checked for the exact product and destination at the time of shipment. Determine the destination tariff code, duty rate, preferential-program eligibility, documentation, yarn/fabric rules, transformation requirements and any quota or safeguard measure with a customs specialist. Confirm that the factory can provide the required origin records and that imported fabric or trims do not disqualify the shipment. No current, universal tariff conclusion applies to every Bangladesh-to-market or Vietnam-to-market route.

Include origin documentation in the RFQ. Ask which entity issues the commercial invoice, packing list and certificate of origin, where fabric is made, and how records are retained. If a preferential claim depends on regional content or a particular transformation, have the proposed bill of materials reviewed before production rather than discovering an eligibility problem after shipment.

A repeatable supplier-shortlist process

  1. Freeze the specification. Issue one controlled tech pack with fabric standard, measurements, tolerances, trims, packaging, testing and inspection requirements.
  2. Define the commercial scenario. State annual volume, initial order, color and size mix, launch date, destination, Incoterm and payment preference.
  3. Send the same RFQ. Invite a balanced set of qualified factories in Bangladesh and Vietnam and require itemized responses in the same currency and validity window.
  4. Normalize the numbers. Rebuild each quote into material, labor, overhead, development, compliance, logistics, duty, tax and contingency lines.
  5. Validate the calendar. Convert supplier promises into dated milestones from approval through destination delivery, including buffers and route assumptions.
  6. Check capability. Review samples, references, machinery, capacity, subcontractors, quality data and material sources for the exact product.
  7. Complete due diligence. Verify legal identity, site, financial stability, labor and safety evidence, environmental controls and corrective-action history.
  8. Run a controlled pilot. Approve a sample or small production lot with measurable quality gates before committing the full program.
  9. Score the decision. Weight landed cost, product fit, schedule reliability, quality, compliance, flexibility, trade treatment and resilience according to the SKU’s priorities.
  10. Set governance. Put specifications, tolerances, change control, inspection rights, delivery remedies, approved subcontractors and documentation obligations in the purchase agreement.

Keep an evidence log for each finalist. Record who supplied each figure, the date, the document version and any unresolved assumption. This prevents a promotional sector statistic, an old sample price and a current factory quote from being mixed together during internal approval.

When dual sourcing makes sense

Using approved factories in both countries can reduce dependence on one site, balance product specialization and create leverage during capacity peaks. It also adds work: duplicate development, testing, approvals, audits, packaging controls, material qualification and inventory planning. Dual sourcing is worthwhile only when the second factory can reproduce the specification, quality standard and critical materials without creating a larger total cost or an unmanageable coordination burden.

For a single SKU, select the factory with the strongest evidence on the factors that matter most to that product. For a portfolio, a country mix may be sensible when different factories demonstrably specialize in different constructions or when continuity requirements justify the duplicated setup.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision checklist

  • Are both quotes based on identical construction, material scope, quantity and Incoterm?
  • Have historic or promotional figures been kept separate from current supplier quotes?
  • Does every lead-time claim identify approval dates, material availability, port, route and contingency?
  • Has the factory proved experience with the exact product, not merely general apparel production?
  • Are capacity, subcontracting, quality, compliance and business-continuity claims documented at site level?
  • Have destination tariff and rules-of-origin requirements been checked for the exact classification?
  • Can you explain the recommended choice using landed cost, product fit, schedule reliability and risk—not a country stereotype?

Frequently Asked Questions

Which country is cheaper for clothing manufacturing, Bangladesh or Vietnam?

There is no defensible universal answer. Compare current, itemized quotations for the same garment, fabric, quantity, quality standard, payment terms and Incoterm. The World Bank’s 2015 polo-shirt figures are explicitly non-comparable because the Vietnam figure excluded fabric and other raw materials.

Is Vietnam faster than Bangladesh for garment production?

No current like-for-like evidence establishes that ranking. Request dated milestones for development, material procurement, production, inspection, export handling, ocean transit and destination delivery, with the port, carrier, transshipment and contingency assumptions stated.

Can I use Bangladesh’s reported US$113 monthly wage to estimate my unit cost?

No. The Bangladesh Investment Development Authority reports that wage, but it is not a complete labor-cost or landed-cost measure and has no matching Vietnam methodology. Productivity, labor content, materials, overhead, quality, financing and logistics must be modeled.

What should a comparable garment RFQ include?

Send the same controlled tech pack, fabric and trim requirements, quantity and size curve, testing and inspection standards, packaging, delivery destination, Incoterm, payment preference, quote currency, validity period and requested calendar dates. Require factories to identify exclusions and one-time charges.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should lead time be separated in a supplier quote?

Keep development and approvals, material procurement, production, inspection and rework, inland transport, export clearance, port dwell, ocean transit, transshipment and destination delivery in separate fields. Tie each date to a purchase-order and approval assumption.

Does a large export sector prove a factory can make my product?

No. ILO Working Paper 130’s 2021 figures show substantial combined textile-and-clothing exports for both countries, but national scale does not prove product-specific equipment, capacity, quality or subcontracting control. Verify samples, records, references and machinery at factory level.

What compliance documents should I request?

Request the latest social, safety and environmental audits; auditor and audit date; open corrective actions and closure evidence; permits and wastewater records where relevant; working-hours and wage records; grievance information; and a complete list of approved subcontractors. An audit is not a continuing guarantee.

When is dual sourcing worth the added complexity?

It can make sense when continuity, capacity or product specialization justifies duplicated development, testing, audits and material qualification. Use it only if both factories can reproduce the specification and quality standard at an acceptable total cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Quote Bangladesh and Vietnam against the same specification, then decide at factory level. Current evidence does not justify a universal country winner on cost or lead time; comparable RFQs, dated supplier calendars, route-specific freight assumptions and site-level due diligence do.
