Short answer: Generators, batteries, and microgrids solve different parts of a data center’s power-risk problem. A generator converts stored fuel into electricity for potentially long outages; a battery delivers stored electricity immediately but only for the energy its system can hold and replace; a microgrid is the control architecture that coordinates local generation, storage, loads, and the utility connection. Many resilient facilities combine them rather than choose one.

There is no universal winner. The right design depends on the required ride-through time, critical load, fuel logistics, grid connection, power-quality requirements, emissions permits, fire-safety plan, and whether the goal is emergency backup, grid support, or additional capacity when the utility cannot deliver all the requested power.

How do data centers stay powered during an outage?

Resilience is normally layered. Controls detect a utility disturbance, keep critical electrical loads within acceptable power limits, transfer or island selected circuits, and maintain power while the facility either rides through a short event or runs from onsite resources for a longer one. The exact sequence, transfer equipment, redundancy, cooling, fuel systems, and load priorities must be engineered for the site.

  • Backup generators are energy-conversion machines. Engines or turbines burn supplied fuel and produce electricity.
  • Battery energy storage is an energy reservoir. It can respond quickly, but its contribution is limited by rated power, stored energy, state of charge, controls, and the source and time available for recharge.
  • A microgrid is an electrical system and control arrangement. It groups loads and local energy resources inside defined boundaries and can operate connected to the utility or independently from it.

A microgrid is therefore not another name for a generator. It may coordinate generators and batteries, but it can also include other local resources and controllable loads.

What is a backup generator?

A backup generator uses an engine or turbine to convert fuel into electricity. The fuel may be stored onsite or delivered during an event. As long as fuel, the generating equipment, controls, cooling, switchgear, and supporting systems remain available, a generator can continue supplying power for a long outage. Actual autonomy is a site-specific result of fuel storage, load, maintenance condition, delivery access, permit conditions, and operating procedures—not a universal number.

Where generators are strongest

  • Longer events: They are suited to outages that exceed the energy held in a battery, provided fuel can be replenished and the plant can keep operating.
  • Large steady loads: Multiple units can be sequenced to match a substantial critical load, with redundancy designed around the facility’s availability target.
  • Replenishable energy: Fuel deliveries can extend operation, subject to road access, contracts, storage limits, weather, and local rules.

Generator limitations

Generators do not provide power merely because an engine is installed. Starting, synchronization, transfer controls, fuel pumps, ventilation, exhaust systems, cooling, and maintenance all matter. A design must also account for the time and conditions required to start and accept load, as well as what happens if a unit or its shared support system fails.

Stationary combustion turbines and stationary engines are common primary and backup power sources for data centers. The U.S. Environmental Protection Agency says these sources are subject to Clean Air Act requirements, including new source performance standards and hazardous air pollutant standards. Most air permits are issued by state and local air agencies, so an owner must verify the equipment-specific rules and permit conditions that apply at the project location. Permit classification, engine type, fuel, operating profile, and jurisdiction can change the practical operating limits.

What do batteries contribute?

Battery energy storage systems (BESS) store electricity and release it when commanded. Their fast response makes them useful for stabilizing a facility during a disturbance, supporting frequency and voltage control, and bridging the interval before another source is available. A battery is not automatically a long-duration energy source: autonomy is bounded by its power rating, energy capacity, state of charge, discharge limits, controls, degradation condition, and ability to recharge or work with generation.

The capacity question

Two battery systems with the same power rating can provide very different durations if their usable energy capacities differ. Conversely, a large energy reservoir cannot supply a load above its inverter and electrical-system power limits. Engineers therefore size both dimensions and define the operating reserve that must remain available for contingencies.

Recharge is equally important. A battery that discharges during an outage needs a source capable of restoring its state of charge. That source might be a restored utility connection, onsite generation, or another approved arrangement. Without a recharge plan, a battery’s first discharge may be its only one during a prolonged event.

Battery safety and operations

EPA guidance on grid-scale BESS identifies fire suppression, potential harmful emissions, specialized cleanup, siting and permitting, battery chemistry and system design, monitoring, and coordination with emergency responders as planning issues. The guidance identifies NFPA 855’s 2023 edition and UL 9540 and UL 9540A revisions in 2025; project teams should confirm which editions the local authority has adopted when the system is designed and permitted.

Emergency plans should tell responders how to isolate the system, identify energized equipment, manage thermal events, handle damaged modules, and coordinate re-entry. Monitoring should cover the failure modes relevant to the selected chemistry and enclosure design. These requirements apply to the installed system, not merely to individual battery cells.

What is the difference between a generator and a microgrid?

DOE defines a microgrid as “a group of interconnected loads and local energy resources within clearly defined electrical boundaries that acts as a single controllable entity with respect to the grid.” It can remain connected to the utility or disconnect and operate in island mode.

A generator is one resource that produces electricity. A microgrid determines how resources and loads interact: which circuits are critical, when local generation starts, how storage is dispatched, when the site separates from the utility, and how it reconnects. A microgrid can include generators and batteries, but it is not limited to either technology.

What microgrids add

  • Coordinated control: One control strategy can dispatch local resources and manage selected loads instead of treating each device as an isolated backup.
  • Island operation: The system can disconnect from the utility when conditions require it and maintain an internally controlled electrical network.
  • Grid-connected services: DOE describes microgrids as potentially supporting large-load connections and providing services to the wider grid, subject to the project’s controls and interconnection agreement.
  • Capacity relief: Local resources can supplement a constrained utility connection rather than waiting for a larger feeder or substation project.

DOE’s 5 MW illustrative example

DOE Office of Electricity Director of Grid Systems Dr. Chukwuemeka Obikwelu and Program Manager Dan Ton describe an illustrative case in which a new data center needs 5 MW but existing lines can carry only 4 MW to the location. In their example, a microgrid provides the additional 1 MW. This is a conceptual example of how local resources can address a connection constraint, not a universal design, guaranteed capacity, cost estimate, or operating result.

How the options work together

Battery for the immediate transition

During a disturbance, storage can respond while controls determine whether the utility will recover, loads must be shed, or generators should start. The battery’s usable energy and discharge strategy determine how long this bridge lasts.

Generator for sustained supply

If the outage persists, a generator can assume the sustained load, while the battery may provide ramp support, absorb short fluctuations, or remain reserved for another contingency. The handoff must be designed and tested; it cannot be assumed from nameplate ratings alone.

Microgrid for coordination and islanding

A microgrid controller can coordinate those resources, enforce critical-load priorities, manage the point of common coupling, and control islanding and reconnection. It can also use local resources to supplement the utility during a capacity constraint while remaining grid-connected when that is the better operating state.

Decision framework for a data-center project

  1. Define the event: Separate momentary disturbances, short outages, multi-hour outages, extended outages, and utility capacity constraints. Each event may require a different resource.
  2. Map the load: Identify critical and deferrable loads, starting and ramping characteristics, power-quality limits, cooling dependencies, and the consequences of dropping each circuit.
  3. Set the ride-through target: Specify the required duration and allowable transitions. Do not describe a battery as “long duration” without stating its usable energy, discharge power, and recharge plan.
  4. Check resource availability: For generators, document fuel type, storage, delivery contracts, access routes, maintenance, and cooling. For batteries, document chemistry, enclosure, state-of-charge policy, monitoring, and a source for recharge.
  5. Design the electrical boundary: Determine which loads and resources belong inside the microgrid, how the site separates from the utility, and how protection, synchronization, and reconnection will work.
  6. Verify permits and emergency plans: Confirm air permits for engines or turbines and local requirements for storage, fire protection, hazardous emissions, cleanup, and responder access.
  7. Test the complete sequence: Exercise detection, transfer, islanding, load shedding, generator start, battery dispatch, communications failure, black-start assumptions where applicable, and reconnection. Test shared auxiliaries as well as the primary equipment.
  8. Model operating cost and maintenance: Use project-specific fuel, electricity, service, replacement, degradation, staffing, and compliance assumptions. No universal cost ranking is supported by the available evidence.

Regulation, emissions, and emergency response

Generator projects must address the Clean Air Act framework and the rules applied by the relevant state or local air agency. The permit may depend on whether the units are emergency, non-emergency, or primary sources and on the engine or turbine configuration. Operating-hour limits and testing provisions therefore need to be read from the project’s permit rather than copied from a generic runtime claim.

Battery projects require a parallel safety workstream. Fire detection and suppression, thermal-event modeling, ventilation, isolation, monitoring, damaged-equipment handling, cleanup, and responder training should be coordinated with the authority having jurisdiction. The adopted code edition matters: EPA’s cited guidance references NFPA 855 (2023) and UL 9540/9540A revisions (2025), but local adoption and project timing determine what is enforceable.

What the evidence can—and cannot—establish

DOE and EPA materials establish the functional definitions, major regulatory considerations, and safety planning issues above. They do not provide a like-for-like data-center case study that ranks generators, batteries, and microgrids by cost, outage autonomy, emissions, failure rate, or lifecycle economics. Those figures depend on site load, climate, utility tariff and interconnection, fuel, technology, permits, redundancy target, and operating strategy.

One broader DOE statistic should also be kept in its exact scope: DOE reported that a 2025 North American Electric Reliability Corporation State of Reliability example identified battery energy storage deployed in Texas as providing 100% of frequency-regulating capacity in that example. Frequency regulation is a grid-service measure; it is not a measure of outage duration, data-center backup performance, or the share of all grid services nationwide.

Practical takeaway

Choose a generator when replenishable fuel and sustained islanded operation are the primary need. Choose batteries when fast response, power-quality support, or short-event bridging is important and the energy and recharge limits are acceptable. Choose a microgrid when the facility needs coordinated control of multiple resources, intentional islanding, grid services, or local capacity alongside a constrained utility connection. For many critical facilities, the defensible design is layered: storage handles the immediate transition, generators provide sustained energy, and microgrid controls decide how the site operates as conditions change.
