Business-to-employee (B2E) describes how an organisation interacts with its own employees, often through electronic communications and internal services such as an intranet, employee portal or HR self-service system. The term covers more than a particular software product: it can include internal business processes, people management and services for the workplace community.

What does business-to-employee mean?

IBM defines B2E as “A business model that supports electronic communications between a business and its employees.” IBM’s Web Content Manager 8.0 glossary gives the concise definition. In practice, the term is also used for the broader set of information, services and processes an organisation makes available to its employees electronically.

B2E is a relationship and a way of organising internal services, not the name of one required system. An intranet or portal may provide access to those services, but the scope depends on what the organisation chooses to support.

What can a B2E model include?

Scholarly literature groups B2E activity into three broad areas: online business processes, online people management, and services for the workplace community. Research on B2E’s concept and application describes these as overlapping parts of the model rather than a mandatory checklist.

  • Internal business processes: electronic workflows and administrative support that employees use to carry out work or complete organisational tasks.
  • People management: e-HR functions and employee self-service, such as handling routine interactions with HR through an internal system.
  • Workplace-community services: internal communications, employee development and other services intended for the organisation’s employee community.

Common delivery forms include intranets and employee portals. A case study of HCL Technologies describes intranet-based employee services and support, but it is an example of one organisation’s approach, not evidence that every B2E system produces the same results. How B2E differs from B2B, B2C and B2B2E

Model Who interacts with whom?
B2B One business interacts with another organisation.
B2C A business interacts with consumers.
B2E An organisation interacts directly with its own employees, often using internal systems and services.
B2B2E A provider supplies a business, which then extends an offering to its employees.

The key distinction is the relationship being described. B2E concerns an organisation’s own employee-facing processes and services. B2B2E describes a route through an intermediary business: a provider supplies the organisation, and the organisation makes the offering available to employees. ServiceNow’s explanation of B2B2E distinguishes that arrangement from direct employee-facing activity.

Why organisations use B2E

B2E can make internal information, people-management tasks and workplace services accessible to employees while also supporting administrative efficiency. These are related but distinct aims: a service may make a task easier for employees and help the organisation manage that task. Literature on B2E discusses the tension between employee service and organisational management, so the label alone does not show whether a particular implementation is designed primarily around employee needs or operational goals. What B2E does not tell you

The term does not specify which functions an organisation provides, how employees access them, or how well the services work. To understand a particular implementation, look at the processes it supports, its people-management and self-service functions, and the workplace-community services it includes. These are useful areas for description, not a standard scoring system. The concept’s foundational academic treatments date from 2007–2010; they explain the model but do not establish current market size, rank today’s platforms or prove universal performance outcomes.
