Choose Azure VPN Gateway when an encrypted site-to-site connection over the public internet meets your performance and security needs, especially for smaller deployments, development and test, or a budget-conscious backup. Choose ExpressRoute when production workloads justify a private provider-delivered path, higher-throughput capacity, large data transfers, or more predictable latency—and the added circuit cost and provisioning work.
What is the practical difference?
Azure VPN Gateway creates an IPsec/IKE site-to-site tunnel that travels over the public internet. The tunnel is encrypted, but the underlying route is not a private connection.
ExpressRoute connects your network to Microsoft through a connectivity provider, using a private connection that does not traverse the public internet. Private connectivity and encryption are different properties: if your security requirements call for encryption, assess that separately rather than assuming a private circuit provides it.

ExpressRoute can be delivered through provider models such as IP VPN, point-to-point Ethernet, or a virtual cross-connection through an Ethernet exchange. Microsoft uses BGP for dynamic route exchange. See Microsoft’s ExpressRoute overview for the service and connection models.

This is a decision aid, not a promise of price, throughput, or end-to-end latency. Microsoft’s VPN Gateway documentation explains that performance depends on gateway SKU and shared gateway capacity. Its hybrid connectivity architecture guidance discusses shared bandwidth and routing scope when multiple virtual networks use one ExpressRoute circuit.
When is VPN Gateway enough?
VPN Gateway is a reasonable fit when the internet-based path and the gateway’s capacity meet the workload’s needs. It is often the more practical starting point for smaller environments, non-production connectivity, constrained budgets, and backup connectivity. Its lower-cost positioning does not mean every deployment will have the same bill: gateway SKU and traffic charges still matter.

Before settling on VPN, check the actual workload rather than relying on a generic latency or throughput expectation. Measure normal and peak traffic, note burst behavior and packet sizes, and determine how much variation the application can tolerate. Several tunnels sharing one gateway do not each receive a separate, guaranteed share of its capacity.

When does ExpressRoute justify its cost?
ExpressRoute is worth evaluating when the private route, throughput needs, or more predictable network behavior has enough operational or business value to offset its additional charges and procurement effort. It is most compelling for production traffic where large transfers or a demanding latency profile make the internet-based alternative unsuitable.

There is no universal price comparison. VPN charges can include the gateway and traffic; ExpressRoute can add a Microsoft circuit charge, data transfer, gateway costs, and the provider’s circuit charge. Use the Azure pricing calculator with the intended region and SKU, then obtain a quote from a connectivity provider. Microsoft’s ExpressRoute cost-management guidance covers the service’s cost components. Do not treat an Azure estimate as including a provider’s separate circuit price.
Likewise, do not select ExpressRoute based on a generic latency or bandwidth number. End-to-end results depend on the gateway SKU, circuit, provider path, traffic profile, and the rest of the network. Validate expected performance against your own workload and topology.

How should you compare availability and routing?
Availability depends on the exact deployment, not just the service name. Microsoft’s reliability guidance for virtual network gateways says SLA terms differ by VPN Gateway SKU and ExpressRoute deployment configuration, including whether one or multiple peering locations are used. Check the current SLA for the precise design; a single percentage cannot fairly describe every topology.

BGP, active-active operation, point-to-site connectivity, custom IPsec/IKE policy, and ExpressRoute/VPN coexistence are SKU-dependent. Confirm feature support in Microsoft’s gateway SKU documentation before committing to a design.

ExpressRoute also has a sharing consideration: virtual networks connected through one circuit share its bandwidth and participate in the same routing domain. Account for that shared scope when planning hubs, spokes, route exchange, and capacity.
Can VPN Gateway back up ExpressRoute?
Yes. Microsoft supports ExpressRoute and VPN Gateway coexistence for qualifying gateway SKUs, and documents ExpressRoute with VPN failover as a high-availability pattern. A second connection does not, by itself, prove that failover will happen correctly or quickly in your environment.
Design the behavior explicitly: decide how routes are advertised and preferred, how a failure is detected, who owns the provider and Azure sides, and what applications should experience during a transition. Then test the relevant circuit, gateway, and routing failures in the actual topology. Microsoft’s ExpressRoute and VPN coexistence guidance describes supported setup considerations.

- Measure the workload: Record average and peak bandwidth, transfer sizes, burst patterns, packet sizes, latency sensitivity, and expected growth.
- Set path and security requirements: Decide whether a private path is required, and separately establish whether traffic must be encrypted.
- Map the topology: Identify connected networks, routing scope, BGP needs, shared gateway or circuit capacity, and independent failure domains.
- Compare full costs: Estimate Azure charges for the intended region, SKU, and traffic, then obtain a provider quote for ExpressRoute where applicable.
- Verify features and service terms: Check the current SKU documentation and SLA against the exact gateway, circuit, peering locations, and redundancy design.
- Test failure behavior: If resilience depends on backup connectivity, exercise failover and recovery and confirm the expected route and application behavior.
If the real requirement is centralized connectivity for many branches, or a particular SD-WAN or appliance ecosystem, widen the design review rather than forcing the decision into a two-service comparison. Azure Virtual WAN and third-party IPsec or SD-WAN appliances may be relevant alternatives; Microsoft’s hybrid networking architecture guidance outlines broader connectivity patterns.
