SAE’s six driving automation levels describe which parts of driving a system performs and what the human must still do. They are not an overall score of a vehicle’s intelligence, safety, or quality. To understand any claimed level, look at the feature’s operating conditions and the driver’s role while it is active.
What SAE driving automation levels classify
SAE J3016, titled Taxonomy and Definitions for Terms Related to Driving Automation Systems for On-Road Motor Vehicles, classifies driving automation features for on-road motor vehicles. It covers systems that perform part or all of the dynamic driving task on a sustained basis; it is not a general-purpose autonomy scale for every machine. The classification applies to a feature in its operating context, rather than assigning a single level to a whole vehicle in every situation. SAE’s 2021 catalog entry describes J3016_202104 as revised April 30, 2021.
SAE’s public catalog also lists a September 2026 edition. Its catalog summaries provide simple descriptors, but SAE cautions that these are not the full definitions. Because the full text of that edition is not available here for detailed review, the explanations below follow the established 2021 level names and treat the 2026 listing as confirmation of a newer edition—not as evidence of specific newly revised definitions. What are the six levels of autonomous driving?

SAE’s 2026 catalog summaries describe Levels 1–5 in similarly compact terms: Level 1 supports steering or speed with continual supervision; Level 2 supports both with continual supervision; Level 3 operates under defined conditions with human driving needed after an alert or evident malfunction; Level 4 operates under defined conditions without human driving needed to mitigate risk; and Level 5 operates under all conditions in which humans can drive. What is the difference between Level 2 and Level 3?
The key difference is who performs the driving task while the feature is active, and whether the human must monitor it continuously. At Level 2, the system may control steering and speed at the same time, but the person remains responsible for supervising the roadway and intervening when needed. At Level 3, the system performs the complete driving task within its defined conditions; the person is a fallback who must be available to respond when the system requests a takeover or cannot continue.
This distinction is not simply “hands on” versus “hands off.” A steering-wheel rule or a marketing name does not establish an SAE level. Consider the system’s operating limits, who monitors the driving environment, and what the human is expected to do if conditions change.
What is the difference between Level 4 and Level 5?
Both levels can perform the driving task without requiring a human to continuously supervise the system while it is operating as designed. The difference is the scope of conditions. Level 4 is limited to defined operating conditions and is designed to manage risk if it reaches their limits without requiring a human driver to take over. Level 5 is designed to drive in all conditions in which humans can drive; it is not limited to a narrower operating domain.

Why “self-driving” can be misleading
A vehicle feature’s name can imply that a person may stop paying attention even when the actual system requires continuous supervision. NHTSA cautions against casually calling vehicles “self-driving” for this reason. Use the SAE level only alongside a clear description of the specific feature, its operating conditions, and the human’s duties; the label alone does not tell a driver whether they can disengage from driving.
