ATSC stands for Advanced Television Systems Committee. It is an international nonprofit organization that develops voluntary technical standards for television and broadcast systems. ATSC is the organization; terms such as ATSC 1.0 and ATSC 3.0 refer to broadcast systems built around standards it develops.

What is the Advanced Television Systems Committee?

ATSC is an industry standards body whose members represent broadcasting, professional services and equipment, motion pictures, consumer technology, computing, cable, satellite, and semiconductor industries. Its work covers conventional television as well as digital broadcasting and multimedia systems. The organization’s standards are voluntary: they establish technical criteria intended to help systems work effectively and interoperate.

ATSC defines an ATSC Standard as “A document that states basic specifications or criteria that are necessary for effective implementation and interoperability of Advanced Television Systems.” In other words, the acronym names the organization, while an ATSC standard is a technical document that organization publishes. ATSC’s About page describes its organization and scope.

What kinds of documents does ATSC publish?

Not every ATSC technical document has the same status or purpose. ATSC distinguishes among standards, recommended practices, candidate standards, and technology group reports.

These categories help explain why seeing an ATSC document does not, by itself, mean it is a final standard. The organization’s technical documents portal provides its document information.

What is the difference between ATSC 1.0 and ATSC 3.0?

ATSC uses “ATSC 1.0” retrospectively for its first digital television standard. ATSC says that system brought high-definition television and broadcast surround sound. ATSC 3.0 is the newer IP-based terrestrial broadcast system, described not as one standalone document but as a suite of voluntary standards and recommended practices.

Term What it refers to What ATSC says about it
ATSC 1.0 The first digital television standard, designated retrospectively as 1.0 It brought HDTV and broadcast surround sound.
ATSC 3.0 A newer IP-based terrestrial broadcast system and suite of technical documents Its listed capabilities include higher capacity for Ultra High-Definition services, robust reception across a range of devices, improved efficiency, IP transport, advanced emergency alerting, personalization, and interactivity.

Those listed capabilities describe what the system supports; they do not guarantee that every broadcaster or receiver implements every feature. ATSC describes 3.0 as fundamentally different from predecessor systems and largely incompatible with them. A television or tuner that supports an earlier ATSC generation should not be assumed to support ATSC 3.0. Check the specifications for the exact device and broadcast service. See ATSC’s ATSC 3.0 information and standards listing for its system description and documents.

What should you check if you want to receive ATSC 3.0 broadcasts?

Verify the exact broadcast standard supported by both your receiving equipment and the service you want to watch. Product descriptions should explicitly identify ATSC 3.0 support; support for ATSC or ATSC 1.0 alone is not proof of compatibility. Because ATSC 3.0 is a broadcast system, the presence of a feature in its standards also does not establish that a particular broadcaster offers it in your area.

Is ATSC 3.0 a single standard?

No. ATSC describes it as a suite of voluntary technical standards and recommended practices for terrestrial broadcasting. For example, ATSC lists A/300:2026-04, “ATSC 3.0 System,” as approved on 14 April 2026. That date is the approval date of that document, not a launch date or measure of adoption. Document versions and device support can change, so consult the current ATSC listing when a specific version matters.
