Neither product is universally better. Atlassian Rovo is usually the better fit when Jira, Confluence and connected work systems hold your projects, decisions and knowledge. Microsoft 365 Copilot is usually the better fit when collaboration happens primarily in Word, Excel, PowerPoint, Outlook, Teams, Loop and Microsoft 365 documents. The right choice depends on where work is stored, which actions users need to take and how your organization handles permissions, licensing and AI governance.
The either-or question also changed on August 26, 2026, when Atlassian announced that Rovo could be used as an agent inside Microsoft 365 Copilot and Microsoft Teams. In a mixed environment, users may be able to search connected sources and perform Jira or Confluence actions without leaving Microsoft’s collaboration surfaces. Availability and setup still depend on the specific tenant and eligible plans.
What “better” means in this comparison
Workplace collaboration is not one task. It includes finding information, understanding project status, preparing documents, summarizing meetings, assigning work, updating records and preserving decisions. Rovo and Microsoft 365 Copilot approach those jobs from different centers of gravity.

When Atlassian Rovo is the better fit
Jira and Confluence are the operational center
Choose Rovo first when teams plan work in Jira, document decisions in Confluence and need answers grounded in that information. Rovo is designed to find, explain and act on information in Atlassian products and connected services. That makes it a natural assistant for questions such as which issues are blocked, what a project decision means, or where a requirement was documented.
The value is highest when the desired answer is not in a single file. A useful response may require connecting an issue, a Confluence page and information in another permitted repository. Rovo’s search and chat experience is built around that connected-work context rather than around a single document-editing application.
Users need project actions, not only summaries
Rovo agents can support workflow tasks. In the announced Microsoft 365 integration, the Rovo agent can search connected tools and, from a Microsoft conversation, create Jira work items or update Confluence pages. That is materially different from an assistant that only drafts text: the user can move from an answer to a change in the project system.

Atlassian permissions are the key source of truth
Rovo’s search is permission-aware. A user should receive information only from content available to that user, subject to the configuration of the source and connector. Administrators also have controls over indexing connected SharePoint or Google Drive content. Those controls must be reviewed rather than assumed; a connector’s presence does not by itself make every repository safely searchable.

When Microsoft 365 Copilot is the better fit
Collaboration happens in Microsoft 365 apps and Teams
Microsoft 365 Copilot is the stronger starting point when employees live in Word, Excel, PowerPoint, Outlook, Teams and Loop. Its work context is intended to connect the material already present in Microsoft 365, including email, chat, documents and meetings. The assistant appears where employees are already writing, presenting, messaging and meeting.
Meeting and communication overhead is the problem
Microsoft describes Copilot features for meeting summaries and insights, email and chat context, and shared content through Copilot Pages. These capabilities suit organizations whose collaboration bottleneck is turning conversations into drafts, decisions, follow-up material and reusable documents.
Users need analysis inside familiar productivity tools
For spreadsheet analysis, presentation preparation, document drafting and Outlook or Teams workflows, the in-app experience can reduce context switching. This does not make Copilot a replacement for Jira or Confluence. It means the assistant is positioned at the point where Microsoft-centric teams already perform much of their daily work.
The mixed-stack option: use Rovo through Microsoft 365
Many organizations are not choosing between a pure Atlassian environment and a pure Microsoft environment. Teams may communicate in Teams and Outlook while tracking delivery in Jira and recording decisions in Confluence. The August 26, 2026 announcement addresses that overlap by bringing the Rovo agent into Microsoft 365 Copilot and Teams.
Rank #3
In the announced flow, a user can ask about information across connected tools, create a Jira work item or update a Confluence page from the Microsoft conversation. This can reduce the need to copy a summary manually from a meeting chat into the project system.
Treat the integration as an option to validate, not as an automatic feature of every tenant. Confirm the Rovo eligibility, Microsoft licensing, connector configuration, supported actions, identity mapping and permission behavior in your environment before making it part of a procurement decision.
Licensing and usage costs
Rovo costs require an allowance and overage review
Rovo is available with eligible Atlassian Cloud plans for specified products. AI features and enriched Teamwork Graph usage are credit-based, and some interactions have variable pricing. The currently listed overage rate is $0.01 per credit, with that schedule applying to usage and forecasts beginning August 31, 2026.

Microsoft pricing depends on the qualifying subscription
Microsoft’s business pricing varies by bundle, billing term, region, eligibility and promotion. Its official offering shows subscription bundles that include Copilot as well as a Microsoft 365 Copilot Business add-on. Some displayed offers have date limits and qualifying-plan conditions, and Teams inclusion can differ.
Obtain a current quote for the target geography and user count, then verify whether each intended user already has the required Microsoft 365 subscription. A Copilot add-on price without its qualifying base plan is not a complete deployment cost.
What to put in a cost worksheet
- Eligible base subscriptions for every intended user.
- Copilot or Rovo add-on charges and billing term.
- Included Rovo credit allowance and expected overage exposure.
- Tenant, connector or administration work required for deployment.
- Training and support for users who must change their workflow.
- Separate licensing or configuration needed for the Jira, Confluence, SharePoint or other systems being connected.
Security, privacy and governance
Rovo controls
Atlassian documents permission-aware search and administrative controls for indexing connected content. Organization administrators can manage AI-powered features. However, some non-AI Rovo platform features remain available, so disabling a particular AI capability should not be confused with disabling every Rovo-related function.
Cloud Enterprise customers can request Atlassian-hosted large language models. Atlassian notes that most Jira and Confluence Rovo features are supported in that arrangement, but some features may not be, performance can vary and credit rates are higher. This is a deployment and cost trade-off, not a blanket guarantee that every feature uses the same processing path.
Best Value
Microsoft 365 Copilot controls
Microsoft states that business Copilot prompts and responses with enterprise data protection stay within the Microsoft 365 service boundary and are not used to train the underlying large language models. Review the controls that apply to your exact subscription, tenant configuration and connected applications; a vendor-level statement does not replace an organization’s own security assessment.
Questions both administrators should answer
- Which repositories are indexed or connected, and who can authorize each connection?
- How are source permissions synchronized when a user changes role or leaves?
- Can users create or update records, or is the assistant limited to read and draft operations?
- What audit information is retained for searches, prompts and actions?
- Which features can administrators disable, and which platform functions remain available?
- Where is data processed under the selected plan, and are there regional or contractual requirements?
Deployment requirements and common failure points
Rovo checklist
- Confirm an eligible Atlassian Cloud plan for the products and users involved.
- Inventory Jira, Confluence and third-party sources that should be searchable.
- Review source permissions and indexing controls before enabling connections.
- Estimate credit consumption and establish an overage owner.
- If considering Atlassian-hosted large language models, verify Cloud Enterprise eligibility, supported features and the higher credit rates.
Microsoft 365 Copilot checklist
- Confirm the qualifying Microsoft 365 subscription and whether Teams is included.
- Verify regional pricing, billing term, user eligibility and any promotion end date.
- Review Microsoft Graph and connector access for the content users expect Copilot to ground on.
- Check that existing Microsoft 365 permissions are accurate before expanding search access.
- Define retention, audit, data-protection and acceptable-use requirements.
Why an apparently good deployment can disappoint
- Incomplete permissions: An assistant cannot reliably answer from a repository it cannot access, while excessive permissions can expose information users should not see.
- Stale or fragmented content: AI cannot repair contradictory project records, abandoned pages or duplicate documents without a content-governance effort.
- Wrong action scope: Read-only search will not satisfy teams expecting automatic Jira updates, and action-enabled agents require additional testing and approval.
- Uncontrolled usage: Credit-based interactions and broad assistant access can create unexpected Rovo costs; Microsoft licensing can also be misunderstood when a base subscription is omitted.
- Surface mismatch: An organization may buy a capable assistant but place it where users rarely work. Adoption depends on matching the assistant to the team’s real workflow.
A practical decision framework
| If most of these statements are true | Start with | Why |
|---|---|---|
| Jira is the project system of record; Confluence contains decisions and requirements; teams need project search and work-item actions. | Atlassian Rovo | Its core context and agent model are aligned with Atlassian work and connected sources. |
| Teams and Outlook carry the collaboration load; users need meeting, email, document, spreadsheet and presentation assistance. | Microsoft 365 Copilot | Its capabilities are embedded in the Microsoft applications where those tasks occur. |
| Microsoft 365 is the communication layer and Atlassian is the delivery layer. | Evaluate both together | The announced Rovo agent integration can connect Microsoft conversations with Jira and Confluence actions, subject to tenant setup. |
| Regulated data and strict processing requirements dominate the decision. | Run a plan-specific security review before selecting either | Rovo’s Enterprise hosted-LLM option and Microsoft’s enterprise data-protection statements have different conditions and do not replace your own review. |
How to run a fair pilot
- Choose one real workflow. For example, trace a meeting decision into a project record, or turn a project status question into an approved action. Avoid testing only generic questions.
- Map the authoritative sources. List the Jira projects, Confluence spaces, Microsoft sites, mailboxes, chats and meetings that should be in scope. Mark duplicate or obsolete repositories.
- Test permissions with representative roles. Use users who have different access levels and verify that answers and suggested actions respect those boundaries.
- Separate read tasks from write tasks. Measure search and summarization first, then test creation or updates with an approval step and a rollback procedure.
- Record operational measures. Track whether users found the source, how often they had to correct an answer, how long a task took and whether the resulting record was complete. These are pilot observations, not a universal product benchmark.
- Model cost under actual behavior. For Rovo, record credit-consuming interactions and forecast overage. For Copilot, include the qualifying Microsoft 365 subscription and any tenant requirements.
- Make a workflow decision. Select the product that reduces friction in the system where the work must ultimately be recorded, or retain both when the integration demonstrably removes handoffs without weakening governance.
Bottom line for common workplace scenarios
Product and engineering teams
Rovo is generally the more natural first evaluation when Jira issues, Confluence decisions and connected technical knowledge define the work. Validate its credit controls and action permissions before broad rollout.
Microsoft-centric business teams
Microsoft 365 Copilot is generally the more natural first evaluation when the dominant jobs are drafting, spreadsheet analysis, presentations, email, meetings and Teams collaboration.
Organizations using both stacks
Do not force an artificial single-product choice. Test the Rovo agent in Microsoft 365 Copilot and Teams, with explicit checks for tenant availability, connector permissions, supported Jira and Confluence actions and licensing.
Highly governed environments
Compare the exact data paths, administrative controls, contractual terms and supported features for the plans you can actually buy. Treat both vendors’ security descriptions as inputs to a review, not as a substitute for it.
