There is no single “right” age for every child. Common Sense Media’s 2025 guidance recommends avoiding chatbots for children under 5 and using close parent supervision and moderation for ages 6–12. Service rules are separate: ChatGPT is not meant for children under 13, and users aged 13–18 need parental consent. Google requires a parent to enable Gemini for a supervised child under 13 or the applicable age in that country. Treat a minimum age as an access condition, not proof that a child is ready to use a chatbot alone.
Why age alone cannot determine readiness
AI chatbots can explain homework, brainstorm stories and answer questions, but they can also invent facts, produce unsuitable material or encourage an emotionally intense conversation. A child’s ability to question an answer, protect personal information and tell an adult about a disturbing exchange matters as much as the number of candles on a birthday cake.
The available guidance comes from different authorities and serves different purposes. Common Sense Media offers developmental and safety advice. A platform’s terms specify who may access its service and under what consent conditions. Neither type of guidance is an individualized developmental assessment, and no source establishes an age at which chatbot use is guaranteed to be safe.

Under age 5: avoid chatbot use
Common Sense Media’s 2025 risk assessment of Gemini recommends no AI-chatbot use for children under 5. This is an organizational recommendation informed by child-development research and work with child mental-health experts; it is not a universally established clinical cutoff. At this age, a child who encounters a chatbot should not be expected to distinguish confident-sounding invention from reliable information or to manage an upsetting response independently.

If an adult wants to demonstrate an AI system, keep the adult in control of the device and conversation. Do not create an account for the child or present the chatbot as a friend, authority or substitute for a caregiver.
Ages 6–12: only with close supervision and moderation
For ages 6–12, Common Sense Media recommends close parent supervision and moderation while acknowledging possible educational and creative uses. Supervision means an adult is available to see what the child is doing, discuss answers and intervene—not merely that the child has been told to “be careful.” Short, purpose-specific activities, such as generating ideas for a story that the child then edits, are easier to monitor than unrestricted conversation.
Platform terms can be stricter than developmental guidance. OpenAI says ChatGPT is not meant for children under 13. It also says that when an educational interaction involves a child under 13, the interaction must be conducted by an adult. Consequently, a parent’s presence does not by itself make a child’s direct ChatGPT account permissible.

Age 13 and older: check the specific service and keep involvement
Teenagers may be eligible for some services, but eligibility is not the same as independent readiness. OpenAI requires parental consent for users aged 13–18. Other services use different minimum ages, consent processes or supervised-account options. Check the current terms for the exact service and the child’s country before signing up.
For a teen, discuss how the system can be wrong, what information must never be entered and how to end a conversation that becomes sexual, threatening, manipulative or otherwise uncomfortable. Continue to provide a trusted adult who can review a troubling exchange without treating the teen as being in trouble for reporting it.
What the major guidance and policies actually say
| Source or service | Age-related rule or recommendation | Important qualification |
|---|---|---|
| Common Sense Media (2025 Gemini risk assessment) | No chatbots under 5; close parent supervision and moderation for ages 6–12 | Developmental guidance, not a universal clinical cutoff or a guarantee of safety |
| OpenAI, ChatGPT | Not meant for children under 13; parental consent required for ages 13–18 | For educational interactions involving under-13 children, OpenAI says an adult must conduct the interaction |
| Google, Gemini Apps | A parent must enable Gemini Apps for a supervised child under 13 or the applicable age in that country | Google says protections for minors are not perfect and that Gemini can produce inaccurate information |
| UK Children’s Commissioner guide (information recorded December 2025) | Lists minimum ages for several services | Platform information can change; the guide is not a substitute for checking current terms and local requirements |
| Character.AI announcement (October 2025) | Announced removal of open-ended chat for under-18 users by November 25, 2025 | This was a stated policy change; verify the service’s current implementation and available features |
These differences are why “What age is AI?” is not a useful question by itself. Ask instead: What is the child’s age and purpose, what does this service permit in this country, what supervision is available, and what protections are actually enabled?

A practical decision framework
Use the following sequence for a child who wants to try a chatbot:
- Set the developmental boundary. Avoid chatbot use for a child under 5 in line with Common Sense Media’s recommendation. For ages 6–12, plan only supervised and moderated use.
- Check the service’s current age and consent terms. Read the service’s own help or safety page, not a generic list copied elsewhere. Confirm the country-specific age and whether a parent must consent or enable access.
- Define one legitimate purpose. Homework explanations, vocabulary practice, coding hints or creative brainstorming are easier to review than an unrestricted “ask me anything” relationship.
- Decide who is responsible for the session. For a younger child, the adult should operate the account and screen. For a teen, agree when an adult may review settings or a concerning conversation, while preserving a clear route to ask for help.
- Teach verification before the first prompt. Explain that a fluent answer can be fabricated. Require checking important facts against a teacher, textbook, official source or other trusted reference.
- Agree on stop rules. The child should stop, close the conversation and tell a trusted adult if the chatbot asks for secrets, sexual details, money, private contact information, dangerous instructions or continued engagement after the child says no.
This framework is a practical parenting approach derived from the documented age rules, supervision advice and warnings about inaccurate content. It is not a validated readiness test.
How to supervise a child’s chatbot use
Before the first session
- Read the service’s current minimum-age, consent and account-linking requirements.
- Use a parent-managed or supervised option when the service provides one; do not bypass an age gate by entering a false birth date.
- Turn off features that are not needed, and review conversation-history, sharing and contact settings.
- Tell the child never to enter a full name with identifying details, home or school address, phone number, passwords, precise location, private photographs or another person’s confidential information.
- Choose a visible, shared space for younger children rather than unsupervised bedroom use.
During a session
- Ask the child to show the prompt and the answer, especially when the task involves health, safety, relationships, money or schoolwork.
- Model verification: ask what evidence supports an answer, then check it in a reliable source.
- Watch for a shift from a bounded task to emotional dependency, roleplay involving adults, requests for secrecy or instructions that could cause harm.
- Keep sessions finite. A timer or a clearly defined task prevents an open-ended conversation from becoming the default activity.
After a session
- Ask what the child learned and whether anything was confusing or uncomfortable.
- Correct important errors without blaming the child for believing a confident response.
- Record the exact response or take a screenshot if it needs to be reported to the service, school or another safeguarding professional.
What safeguards can—and cannot—do
Filters, age assurance and parent dashboards can reduce some exposure, but they are not perfect barriers. Google explicitly warns that Gemini is “new and evolving” and can “hallucinate and present inaccurate information as factual.” It also says a child may encounter unwanted content despite added protections for minors.

OpenAI’s August 2026 announcement describes ChatGPT for Teens with default under-18 safeguards covering areas including self-harm, violence, eating disorders, dangerous activities, and explicit sexual or graphic content. It also describes selected controls for parents of linked teen accounts, such as quiet hours and limited high-risk notifications. These are company-described features, not proof that every unsafe response will be blocked or that parental controls replace conversation and judgment.
When comparing services, look for the actual settings and their limits rather than a badge saying “safe for kids.” A service that blocks some categories may still be inaccurate, may still allow emotionally intense exchanges, and may change its policy without changing older articles or app-store descriptions.
Questions parents commonly ask
Is ChatGPT safe for a 12-year-old?
ChatGPT is not meant for children under 13 under OpenAI’s stated policy, so a 12-year-old should not use a direct ChatGPT account. For an educational activity involving an under-13 child, OpenAI says the interaction must be conducted by an adult. Supervision does not override that service rule.

Can a child use an AI chatbot with a parent sitting nearby?
For ages 6–12, close supervision and moderation are the approach recommended by Common Sense Media, but the service’s own terms still control access. A parent’s presence can improve safety while using a permitted service; it cannot make a prohibited account compliant.
What age is Gemini?
Google says a parent must enable Gemini Apps for a supervised child under 13 or the applicable age in that country. Because country rules and product settings can change, check Google’s current Gemini Apps guidance before enabling access.
Should a teenager be allowed to use an open-ended companion chatbot?
Do not assume that all chatbots offer the same experience. Compare whether open-ended companionship or roleplay is available, what minor protections and parent controls exist, and how the service describes age assurance. Character.AI announced in October 2025 that it would remove open-ended chat for under-18 users by November 25, 2025; verify what the service currently permits before making a decision.

- End the conversation and move the child to a trusted adult or other safe setting.
- Listen without punishment. The immediate goal is to understand what happened and whether the child is at risk.
- Save the relevant text or screenshot, omitting unnecessary personal information when sharing it.
- If there is an immediate threat of self-harm, violence, exploitation or another emergency, contact local emergency services or an appropriate crisis professional.
- Report the content through the service’s safety channel, then reconsider the account, settings and type of use before allowing another session.
Keep the decision current
Platform minimum ages, consent flows, supervised-account features and teen safeguards are volatile. The UK Children’s Commissioner’s guide, which records information from December 2025, explicitly notes that platform information can change. Recheck the service’s current rules whenever a child starts a new chatbot, turns a new age, changes country or begins using a new feature such as voice, image generation, roleplay or public sharing.
The most defensible answer is therefore conditional: avoid chatbots under 5; use close supervision and moderation for ages 6–12; and for teens, verify the service’s current age and consent requirements, inspect its actual protections and keep an adult available to help interpret anything the system says.
