Has the new Assam Pay Commission changed your salary yet? Not on the evidence currently available. The Government of Assam constituted the 8th Assam Pay Commission by resolution dated 23 February 2026, but that act alone does not put a new pay scale, fitment factor, or revised basic pay into force. To check whether your October 2026 salary is correct, compare your payslip with your own pay-fixation sheet, appointment or promotion orders, and the latest allowance orders that cover your service.
What the 8th Assam Pay Commission announcement does—and does not—mean
The Finance (Pay Research Unit) Department resolution dated 23 February 2026 establishes the 8th Assam Pay Commission. It does not, by itself, establish that the commission has submitted recommendations, that the government has accepted them, or that a revised rate is being paid. No official material identified here confirms a new fitment factor, a new pay matrix, an implementation date, or a new salary amount for every state employee.
The same resolution says the preceding broad revision took effect on 1 April 2016. Its wording is a statement of the government’s review of the existing structure, not a notification that the next revision has already been implemented. Treat online calculations that multiply your pay by an unannounced factor, or posts promising a particular arrear date, as projections unless they are backed by a government order applicable to your category.

That sentence describes why the commission was constituted. It is not an entitlement clause. Until a competent authority issues an acceptance and implementation order, your existing authorized pay-fixation record remains the document against which the payslip should be checked.
Six checks to make on every payslip
Use the following order. It starts with errors that can invalidate the rest of the comparison and ends with the arithmetic of what reaches your bank account.

- Employee identity and pay period. Confirm your name or employee identifier, department or office, and the month covered. A payslip for the wrong employee number, drawing office, or period can carry apparently plausible figures while belonging to another record.
- Basic pay and pay-scale fields. Compare the basic-pay amount and pay stage with your individual pay-fixation sheet and the order that governs your appointment, promotion, increment, or earlier revision. Under the 2017 Assam revision material, basic pay is made up of pay in the pay band plus grade pay. The applicable Appendix I fixation table, rather than a generic internet calculator, determines the result for employees governed by those rules.
- Increment or promotion date. Check the effective date shown in your personal order and the resulting pay stage. Do not assume that colleagues in the same designation have the same increment date: appointment date, promotion date, leave, service conditions, and a specific order can change the effective stage.
- Dearness allowance (DA). Verify both the percentage and the date from which it applies against the latest Assam order covering your service. A dated order surfaced with a 53% DA rate on 4 November 2024. That is a historical figure; it is not proof of the rate payable in October 2026. A later order, or an order for a different category, can produce a different result.
- Other allowances and deductions. Check every line against the service or department instruction that authorizes it and against your own records. Assam does not have one universal allowance list or one payslip layout established for every employee category in the material reviewed. Verify the basis for housing, travel, special-duty, recovery, subscription, loan, tax, pension, insurance, or other entries that appear on your slip instead of assuming that a line should be present or absent.
- Net-pay arithmetic. Reconcile the gross total, each deduction, and the net amount. Add the credited components, subtract the authorized deductions, and investigate any difference in rounding, arrears, recovery, or an omitted line. Keep the payslip used for the check with the supporting fixation and order records.
How to compare each payslip field with the right official record

What the 2017 Assam revision material tells you about basic pay
The Assam Services revision material from 2017 describes five running pay bands and 24 grade pays. For employees covered by that framework, basic pay is defined as pay in the pay band plus grade pay. The material directs offices to use detailed fixation tables in Appendix I. Those tables are important because a pay stage is not safely reconstructed from a title, a grade-pay label, or a percentage copied from a different state.
Use the 2017 material only when your appointment and service category are governed by it. A later individual order can alter your stage, and a separate instrument can govern a particular institution or cadre. Your fixation sheet is therefore the practical bridge between the general rules and the number printed on your payslip.

Why a generic multiplier is unreliable
- A commission constitution resolution is not a revised-pay notification.
- Employees can have different pre-revision stages, increment dates, or promotion dates.
- The 2017 framework relies on specified fixation tables, not an informal universal multiplier.
- Coverage can differ by service, department, institution, or a separate central or UGC-related instruction.
Finding and using the pay-fixation sheet
The Directorate of Pension and Public Grievances maintains an official page titled “Order for generation of pay fixation sheet.” Treat that page as the authoritative place to locate the government-issued process or document, but confirm the operational steps with your department. The linked document text was not available in the material reviewed, so do not infer a form number, submission deadline, or approval sequence from an unofficial copy.
- Obtain the fixation sheet associated with your employee record, not a colleague’s example.
- Check the event that triggered fixation: appointment, promotion, annual increment, transfer with pay protection, or a revision order.
- Match the old pay details, selected option if any, effective date, and resulting stage to your service-book entry and order.
- Confirm that the amount carried to the current payslip is the same basic-pay amount, subject to any later authorized change.
- Ask the establishment or accounts section to identify the exact rule and table used if a figure cannot be reproduced.

The exact report deadline and complete terms of reference for the 8th Commission are not established here. Do not fill those gaps with social-media schedules or forecast tables.

DA and allowance checks: coverage and effective dates matter
DA is date-sensitive in two ways: the percentage must match the applicable order, and the percentage must be applied from the correct effective month. A payslip can show the right percentage but still be wrong if the start date is early or late, or if the calculation base is not the one specified by the order.

Before questioning an amount, identify the employee category named in the order. State employees, employees of institutions with separate rules, and staff covered by UGC-related instructions may not use the same instrument. The Directorate of Higher Education has listed at least one separate 7th UGC Pay Commission pay-scale matter; that is a warning not to treat every Assam employee or institution as governed by one general order.

For every allowance, write down three things: who is covered, the effective date, and the rate or calculation base. If any of those is missing from the record supplied to you, ask the issuing office for the complete order rather than relying on a verbal explanation.
When your payslip does not match
- Preserve the evidence. Save the disputed payslip, the previous month’s slip, your pay-fixation sheet, and the appointment, promotion, increment, DA, or allowance orders involved.
- Mark the first point of difference. Note whether the mismatch begins with basic pay, an effective date, DA, another allowance, a deduction, or the net-pay calculation. This prevents a general complaint from obscuring a single input error.
- Ask for the governing authority in writing. Request the rule or order number, coverage clause, effective date, and calculation used by the establishment or accounts section.
- Recalculate from the authorized inputs. Rebuild the month line by line, including any arrear or recovery, and compare the result with the payroll total.
- Escalate through your department. Take the complete file to the establishment or accounts authority designated by your office. Ask for a corrected payslip or a written explanation and the month in which an approved correction will be reflected.
If the office says a future commission decision is being awaited, ask them to identify the currently operative rule for the disputed month. A pending review does not, by itself, explain a mismatch under the rules already in force.
Common mistakes to avoid
- Treating constitution as implementation. The 8th Commission’s creation is a procedural milestone, not a new salary rate.
- Using the 53% figure as a current default. It belongs to a 4 November 2024 order and must not be carried into October 2026 without a current applicable order.
- Comparing titles instead of fixation records. Two employees with the same designation can have different stages or dates.
- Applying a general rule to a special category. UGC-related, institutional, or service-specific instructions may control instead.
- Checking only net pay. A stable net amount can hide a wrong basic-pay stage, allowance base, or deduction.
- Accepting an unexplained verbal adjustment. Ask for the rule, order, effective date, and calculation in writing so the next month can be verified.
The practical answer for October 2026
For an employee checking a current Assam payslip, the defensible position is straightforward: the 8th Assam Pay Commission has been constituted, but the available official material does not establish that a new general salary revision is already implemented. Check the amount printed on your slip against your own fixation sheet and service orders, then use the latest applicable DA and allowance orders for the month. If the figures still differ, submit the payslip, fixation sheet, and relevant orders to your department or accounts authority and request the governing rule and effective date in writing.
