Japan is responding to a sharp increase in bear encounters with two tracks at once: conventional population management and a technology layer of AI monitoring, drones, sensors, warning apps and robotic deterrents. The national program is still partly experimental, however; a September 2026 Environment Ministry call funds demonstrations, not proof that every device is deployed nationwide.
Why bear encounters are rising in Japan’s headlines
Japan’s Prime Minister’s Office reported more than 6,000 bear sightings in April and May 2026—about twice the total for the same months in 2024 and 2025—and six deaths by July 31, 2026. Those figures cover sightings and fatalities in 2026, not the previous year’s attack total.
Separately, the Associated Press, citing Environment Ministry figures, reported 13 deaths in more than 230 bear attacks during 2025, described as a record. The available figures establish a serious and worsening public-safety problem, but they do not identify one nationwide cause. Japan’s policy response therefore combines capture and population management with prevention, monitoring and rapid response.

What Japan’s AI and sensor program actually covers
The Environment Ministry’s September 8, 2026 call is for demonstration projects. Eligible proposals can use drones, surveillance cameras, sensors, robots and smartphone applications for several jobs:
- Monitoring and patrols in areas where bears are reported
- Tracking animals and sharing sightings
- Deterrence, immobilization or capture
- Public alerts and evacuation guidance
- Managing habitat and food attractants that draw bears toward people
That wording matters: a municipality can test one tool without creating a permanent national system. On September 29, 2026, The Japan Times reported Environment Minister Hiroyoshi Sasagawa said the government hoped to help municipalities adopt AI and drones to track bears, giving the public “a sense of security.” The statement describes an objective, not a measured success rate.

Pepper-spraying drones: a real municipal plan, not a proven nationwide solution
Ishinomaki’s planned Terra Drone system
ITmedia reported on January 19, 2026 that Ishinomaki planned to introduce a Terra Drone aircraft carrying a capsaicin spray, a spray mechanism and a gimbal camera. The reported aircraft dimensions were 390 mm × 390 mm × 390 mm. The camera can help an operator observe a bear from the air while the spray mechanism provides a possible stand-off response.

Sapporo’s separate demonstration
Sapporo City also issued a 2026 procurement notice for a drone-based brown-bear sighting countermeasure demonstration. That notice shows local governments are testing aerial surveillance and response independently, while the Environment Ministry’s call provides a broader national framework for demonstrations.
What the “four-legged robot” is—and is not
The widely reported Super Monster Wolf is a fixed wolf-shaped deterrent system, not a patrol robot that walks after bears. The Japan Times reported in May 2026 that its maker was receiving heavy demand after fatal bear attacks. The installation uses batteries, solar panels, sensors, speakers and related equipment to make a site appear hazardous to approaching animals.

It is aimed at farms, warehouses and institutional sites where a fixed perimeter device can remain in place. Reported prices started at about US$4,000. The cited coverage does not provide a controlled comparison with fencing, human patrols or other deterrents, so the price should not be read as evidence of effectiveness.
Bear spray: emergency equipment, not a preventive repellent
Japan’s Government Public Relations Office describes bear spray as a capsaicin-based product that strongly stimulates a bear’s eyes and nose. Its guidance is specific about the situation in which it belongs: a bear must be close or approaching, and the spray is used to create an escape opportunity. It is not intended to keep bears away from an area.

- Check the product’s stated spray distance before carrying it.
- Keep roughly 5–10 meters of distance when that is possible.
- Check wind direction so the spray does not blow back toward you.
- Aim at the bear’s face.
- Practice operating the canister before an emergency.
- Never spray people, tents or luggage.
Travelers and residents should also verify local possession, transport and use rules before carrying bear spray. A canister that is legal in one jurisdiction may be restricted in another, and airline or rail rules can impose additional limits.

What is known about effectiveness
The cited government notices and news reports document pilots, procurement and equipment specifications, but they do not supply a controlled comparative success rate for AI detection, robotic deterrence or pepper-spray drones. That means readers can distinguish what has been deployed from what has been proven: Japan is testing a broader toolset, while measured performance will depend on species, terrain, weather, maintenance, operator training and how quickly people receive and follow warnings.
What people should do now
Technology is most useful when it shortens the time between a sighting and a safe human decision. Follow municipal alerts and evacuation instructions, do not approach a bear to photograph it, and leave the area when authorities issue a warning. If you carry bear spray, treat it as last-resort emergency equipment: know the local rules, keep it accessible, understand the wind and distance limits, and practice before you need it. Fixed robots and drones are municipal or site-owner tools, not substitutes for those precautions.
