Arm and RISC-V are different things to acquire. Arm licenses processor technology and rights to use its architecture through commercial agreements. RISC-V International publishes an open-standard instruction set architecture (ISA) that can be used without an ISA license fee or royalty, but it does not give you a finished processor. Your real choice is therefore between Arm’s contracted technology and a RISC-V implementation route—commercial core, open implementation, or an in-house design—priced against your product’s volume, schedule, software workload, engineering capacity, and risk tolerance.
The first distinction: an ISA is not a CPU core
An instruction set architecture is the software-visible contract between programs and a processor. It defines instructions, registers, privilege behavior, memory rules, and related programmer-visible details. A processor core is a hardware implementation that executes that contract, with choices about pipelines, caches, branch prediction, power management, safety features, physical design, and verification.
RISC-V’s specification makes this boundary explicit: the ISA is intended to be read as an interface to many implementations rather than as one hardware artifact. See the RISC-V specification introduction. Arm also separates architecture rights from particular technology products. Depending on the agreement, a customer may license an Arm-designed core or obtain rights to create a compliant custom CPU.
This distinction prevents the most common cost error. Comparing an Arm core license with the zero price of downloading a RISC-V specification is not like-for-like. The comparable question is what it costs to deliver, support, and update a production chip using each route.

How Arm licensing works
Arm’s public materials describe a commercial portfolio rather than one universal license. Its licensing overview and Flexible Access page describe different ways to obtain Arm technology; the exact rights, permitted products, support, and payment terms come from the negotiated agreement.
Technology Licensing Agreement (TLA)
Arm’s regulatory filing describes a Technology Licensing Agreement as a fixed-fee arrangement for a specific design. In practical terms, the customer pays for access to defined Arm technology and receives the rights stated in that contract. The scope may be narrower than a right to redesign the architecture itself, so the product team must confirm which cores, revisions, tools, documentation, and derivative works are covered.
Architecture License Agreement (ALA)
An Architecture License Agreement is the route Arm identifies for creating a customized CPU that complies with a specified Arm architecture. The filing describes a fixed architecture-license fee. This can give a company more control over microarchitecture and differentiation than integrating an unmodified core, but it also places more design, verification, software-validation, and long-term maintenance work on the licensee.

Per-chip royalties
Arm’s filing also describes royalties calculated from the selling price of Arm-based chips or as a fixed fee per chip. A royalty can make a low-volume project easier to start if it avoids a large upfront commitment, while becoming a major lifetime cost at high shipment volumes. The contract may combine an upfront license fee with a recurring royalty, so model both components instead of treating the royalty as the entire price.
What public information does not tell you
Arm does not publish one price that applies to every designer, architecture, market, geography, volume, or support package. The filing describes categories of fees, not a universal rate card. Obtain a current quote and read the grant language for:

What RISC-V licensing gives you—and what it does not
RISC-V International states in its FAQ that use of the RISC-V ISA itself has no license fee or royalty. The organization also says designers are free to develop proprietary or open implementations for commercial or other exploitation. That is freedom to use and implement the standard, not a promise that every hardware or software component is free.
The same FAQ warns that creating an implementation requires additional IP outside RISC-V, which may carry a fee. You may license a commercial RISC-V processor core, buy system IP and verification collateral, use an open implementation and hire engineers to harden it, or design a proprietary core from scratch. Those choices have very different cash costs, schedules, and responsibilities.

Commercial processor IP
A commercial vendor can supply a production-oriented core, integration assistance, verification collateral, software, and support under its own license. The ISA fee remains zero, but the core and services are not automatically zero-cost. Compare the vendor’s upfront charge, per-unit terms, maintenance, customization limits, and support commitments with an Arm proposal.
Open implementation
An open implementation can reduce purchase payments and permit inspection or modification under its stated license. It still requires engineers to evaluate the code, close verification gaps, integrate it with the SoC, maintain forks, and establish a support process. Compliance, performance, security, and safety evidence are project responsibilities unless a supplier provides them.
Custom in-house core
Owning the implementation can maximize architectural control and create a reusable internal asset. It also concentrates risk: microarchitecture, RTL quality, formal and simulation verification, physical design, errata management, compiler support, debug, and future ISA extensions all become ongoing obligations.

Licensing and cost comparison
| Decision dimension | Arm | RISC-V |
|---|---|---|
| What you choose | Arm technology and/or rights under a commercial agreement; the exact grant depends on the contract. | An open-standard ISA, followed by a choice among commercial IP, an open implementation, or a custom core. |
| ISA fee or royalty | Arm reports fixed license-fee arrangements and royalties based on chip selling price or a fixed per-chip amount; terms vary. | RISC-V International says use of the ISA itself has no license fee or royalty. |
| Costs beyond the ISA or core right | License and royalty payments plus integration, verification, software, support, and other SoC work. | Commercial core or third-party IP, tools and services, engineering, verification, integration, software, and support. |
| Customization | An ALA is described as a route to a customized CPU compliant with the Arm ISA; other agreements may provide specific technology instead. | The standard supports proprietary and open implementations, but customization can move more design and maintenance work to you. |
| Trademark and contract | Confirm the commercial grant, permitted products, reporting, and current quote with Arm. | Use of the RISC-V trademark requires a license granted to RISC-V International members for compliant implementations; that requirement is separate from access to the ISA and from third-party IP licenses. |

Build a total-cost model instead of searching for a universal winner
No reviewed official source supplies a current, like-for-like total-cost result for a named workload. A credible decision model must use your quotes, headcount rates, schedule, and shipment forecast. Create low-, expected-, and high-volume cases because the break-even point can move substantially when a per-chip royalty is applied to millions of units.
Upfront costs
- Arm license or architecture fee, or the commercial RISC-V core and system-IP charge.
- Evaluation licenses, prototyping access, and any required development tools.
- Architecture, microarchitecture, SoC integration, and physical-design engineering.
- Verification environments, formal proofs, emulation, simulation capacity, and safety or security evidence.
Recurring and per-unit costs
- Arm royalties calculated from selling price or a fixed amount per chip, where applicable.
- RISC-V core, IP, tool, support, and maintenance renewals under commercial agreements.
- Bug fixes, security updates, compiler and operating-system maintenance, and field support.
- Contract administration, compliance, reporting, and trademark-related obligations.
Opportunity and schedule costs
Engineering time has an economic value even when no external invoice is issued. A custom core that delays tape-out can cost more in missed revenue than a royalty-bearing core. Conversely, a high-volume product may justify a larger initial investment if it materially reduces lifetime per-chip payments or enables differentiation that raises selling price. Put the planned tape-out date, staffing assumptions, and acceptable slip in the same spreadsheet as license terms.
A useful spreadsheet layout
- Create columns for each implementation option: Arm integrated core, Arm custom architecture route, commercial RISC-V core, open RISC-V implementation, and in-house RISC-V core.
- Enter one-time costs for licenses, tools, integration, verification setup, and nonrecurring engineering.
- Enter recurring annual costs for maintenance, support, security updates, and internal staff.
- Enter per-chip costs and three shipment scenarios: conservative, expected, and upside.
- Add schedule-adjusted cost for each option, including the cost of a delayed launch or an additional verification cycle.
- Record non-financial gates—required operating systems, safety evidence, export restrictions, support geography, and customization needs—so a low nominal price cannot conceal a disqualifying constraint.
Do not insert a guessed dollar figure for an Arm license or a RISC-V implementation. Ask suppliers for written terms and document whether a quote is one-time, recurring, volume-dependent, promotional, or limited to a particular product family.
Trade-offs beyond licensing price
Customization and differentiation
An ALA can support a custom Arm-ISA-compliant CPU, while RISC-V’s standard is designed for multiple implementations. The practical advantage of either route depends on whether your workload benefits from custom instructions, unusual memory behavior, domain-specific acceleration, or tight power and area optimization. A customization that never improves the shipped product is expensive complexity; a valuable differentiator may justify owning more of the design.

Schedule and execution risk
A supplied core can shorten the path to integration when its documentation, verification collateral, and software are suitable for your SoC. An open or in-house implementation may provide more control but requires additional validation and maintenance. Treat schedule as a measured project variable: list the tasks you must perform yourself, identify dependencies, and assign contingency for late defects.
Software and tools
Evaluate the exact target stack rather than applying a blanket maturity label. List the required compiler, debugger, operating system or hypervisor, boot firmware, libraries, security monitor, profiling tools, and customer applications. Include porting effort, qualification, performance tuning, and the process for receiving security fixes. The sources reviewed here do not establish a universal Arm-versus-RISC-V ranking for software maturity, so test the stack that your product actually needs.
System IP and integration
The ISA is only one part of a system-on-chip. Interconnect, memory controllers, peripherals, accelerators, security blocks, debug logic, and physical-design libraries may have separate licenses and integration requirements. A RISC-V ISA with a paid system-IP bundle can cost more than an Arm core with included collateral; the reverse can also be true. Compare the complete bill of materials for IP, not just the processor line item.
Support, governance, and supplier dependence
Ask who owns bug fixes, how quickly security issues are disclosed, how long a core revision is maintained, and whether you can continue shipping if a supplier changes strategy. Arm’s contractual rights and RISC-V’s open-standard governance address different kinds of dependence. A permissive implementation license does not automatically provide commercial support, while a commercial agreement may provide support but impose reporting and use restrictions.

Which route fits common project profiles?
Low-volume or uncertain product
Minimize irreversible spending and validate the software and integration path early. A commercial core or an evaluation-friendly agreement may reduce schedule risk, while an open implementation can be attractive if you already have experienced RTL and verification staff. Do not assume that avoiding an ISA fee removes the need for a support budget.

High-volume, stable product
Model lifetime royalties carefully. A fixed upfront fee or an internally owned implementation may become economical at high volume, but only if the additional engineering and maintenance work is fully costed. Obtain the royalty definition in writing and calculate sensitivity to chip selling price, not merely unit count.
Product requiring deep architectural differentiation
Compare an Arm architecture license with a custom RISC-V implementation on engineering ownership, extension strategy, software enablement, and verification evidence. The more proprietary the design, the more important your long-term ability to hire, retain, and support the relevant specialists becomes.
Safety- or security-critical design
Make evidence, not slogans, the gate. Request documentation for fault analysis, verification coverage, secure boot and debug behavior, update processes, and any required certification work. Determine which artifacts are supplied, which are your responsibility, and whether modifications invalidate them.

RISC-V ISA access and RISC-V trademark use are separate matters. RISC-V International states that trademark use requires a license granted to members for compliant implementations. Confirm membership status, compliance obligations, logo and naming rules, and the products to which the trademark license applies before marketing a chip as RISC-V.
For Arm, the relevant document is the commercial agreement, not a general web-page description. Have legal and engineering teams check architecture version, permitted markets, derivative rights, confidentiality, audit language, royalty reporting, support, termination, and rights to continue shipping existing products. For either route, keep a bill of materials that identifies every external IP license and its renewal or per-unit obligation.
Common mistakes to avoid
- Calling RISC-V free. The ISA has no license fee or royalty according to RISC-V International, but cores, system IP, tools, services, engineering, and support may cost money.
- Comparing a specification with a finished core. Budget for implementation, verification, physical design, software, and maintenance.
- Assuming Arm has one price. TLA, ALA, royalty, and other commercial structures differ; obtain a quote for the exact product.
- Ignoring volume. A per-chip payment and a fixed fee behave differently at 10,000 units and at millions of units.
- Using a performance or maturity stereotype. The official material cited here is not a benchmark or total-cost study. Measure the target workload and stack.
- Forgetting system-level IP. Peripherals, interconnect, security, accelerators, and tools can dominate the processor license.
- Leaving maintenance unpriced. Security fixes, compiler updates, errata, and future ISA or core revisions continue after tape-out.
A decision checklist for the architecture review
- Define the product, target markets, expected annual and lifetime shipments, selling price, power and area limits, and launch date.
- Write the software and compliance requirements as acceptance tests, including operating systems, toolchains, debug, security, and safety evidence.
- Choose the candidate implementation route for each ISA: supplied core, open implementation, or custom core.
- Request current written quotes and contract summaries, then separate one-time, recurring, and per-chip charges.
- Estimate internal engineering, verification, integration, software migration, maintenance, and schedule-contingency costs.
- Run conservative, expected, and upside volume cases and identify the break-even assumptions.
- Review trademark, compliance, support, export, audit, and end-of-agreement terms with legal and procurement teams.
- Prototype the riskiest software and hardware interfaces before committing to tape-out.
- Record the decision, assumptions, sensitivity ranges, and a trigger for revisiting it if volume, schedule, or workload changes.
The defensible conclusion is project-specific. Arm offers contracted technology and architecture rights with fixed-fee and royalty structures described in its filings. RISC-V removes a fee and royalty for the ISA itself, while leaving the designer to select and fund the implementation and surrounding IP. Use actual quotes and engineering estimates to decide which combination delivers the required product at an acceptable total cost and risk.
