They can be—but only after you verify every essential application and device. Windows 11 on Arm runs native Arm software and emulates many unmodified x86 and x64 apps. That emulation does not provide compatible kernel drivers, however. A legacy security client, virtual-machine component, printer utility, accessibility tool, specialist device, or game anti-cheat driver can therefore fail even when the main application opens. Check exact software versions, plug-ins, device models, and required features before buying; if any critical item remains uncertain, retain access to an x86 Windows PC or use a returnable purchase.

What Windows on Arm can—and cannot—run

A Windows 11 Arm laptop uses an Arm64 processor rather than the x86-64 processors found in conventional Windows PCs. The operating system handles three different compatibility cases:

Software or hardware component How Windows 11 Arm handles it What you must verify
Native Arm application Runs directly on the processor, normally providing the best performance and battery efficiency. That the publisher offers an Arm64 build with the features and plug-ins you need.
Unmodified x86 or x64 user-mode application Runs through Windows emulation. Windows 11 version 24H2 includes Prism for improved emulated-app performance. Whether your exact version, installer, plug-ins, licensing system, and workflow work acceptably under emulation.
Kernel-mode driver or other system component Is not supplied by emulation. The component must be compiled for Arm64. Whether the developer provides an Arm64 driver or Windows includes one.
Peripheral Works only when Windows includes the required driver or the manufacturer supplies an Arm64 driver. The exact model and every feature you use, not just whether the device is detected.

Microsoft’s Windows on Arm documentation describes the boundary precisely: emulation supports user-mode code, not drivers; kernel-mode components must be compiled for Arm64. This is why “the app launches” is not the same as “the workflow is supported.”

These rules apply to Windows 11 on Arm64. Microsoft’s support material also contains older Windows 10 guidance, but it should not be treated as a description of current Windows 11 capability. Confirm the operating-system version shipped with the laptop and the version your organization supports.

Why native and emulated apps feel different

Native Arm software

A native Arm64 build avoids translation overhead and is usually the safest choice for sustained workloads, long battery sessions, and applications that interact with hardware. Check the publisher’s download page or support documentation for an explicit Windows Arm64 or ARM build; a generic “Windows” download may still be x86 or x64.

Native availability can be partial. A main program may have an Arm64 build while a plug-in, template pack, updater, licensing service, or command-line helper remains x64. Confirm that the edition and add-ons you actually use are covered, not merely that the product family appears on an Arm compatibility page.

Emulated x86 and x64 software

Windows 11 Arm can emulate many ordinary desktop applications without modification. Microsoft says most Windows apps can be installed and run, and Windows 11 24H2’s Prism emulator improves performance for emulated applications. Those statements describe broad platform capability, not a guarantee for a particular release.

Before relying on emulation, test the operations that matter: importing and exporting files, printing, scanning, plug-in calls, hardware acceleration, video meetings, VPN connection, activation, background synchronization, and sleep/wake behavior. An application can open successfully while a plug-in, license service, shell extension, or device integration fails. Performance can also vary with large files, simultaneous applications, real-time audio, or workloads that repeatedly call hardware-accelerated features.

Installers and bundled components

Some installers include services, filter drivers, virtual adapters, or other privileged components. The user interface may be x86/x64 and therefore emulatable, while the bundled system component is not. Ask the publisher whether the entire product, including services and drivers, is supported on Windows 11 Arm64.

Do not assume that an installer’s failure means the application itself is impossible, or that a successful installation proves support. Ask whether the vendor offers an Arm64 installer, a driver-free configuration, or a documented workaround. For a business deployment, obtain that answer in writing and record the supported version.

The driver boundary is the deciding factor

Drivers run in the Windows kernel, outside the user-mode environment that emulation covers. If an essential product depends on a kernel driver and no Arm64 version exists, changing compatibility settings or reinstalling the application cannot solve the problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Security and antimalware: older products may install kernel filters that require an Arm64 build.
  • Virtualization: hypervisors and low-level virtual-machine components need Arm64 support; an emulated control application is not sufficient.
  • Printer, PDF, and imaging tools: advanced queues, virtual printers, scanners, and capture filters can depend on drivers or services.
  • Accessibility: assistive technology may hook deeply into Windows and may not behave like an ordinary desktop app.
  • Specialist hardware: measurement, audio, authentication, industrial, and medical devices often require vendor drivers or utilities.
  • Games: kernel-level anti-cheat drivers can block a title even when the game executable itself is emulatable.

Microsoft’s support FAQ specifically warns that not all assistive-technology applications work as expected and recommends contacting the publisher. It notes that NVDA has updated its application for Arm. The same FAQ says Windows Fax and Scan is unavailable on Windows 11 Arm-based PCs.

Drivers can also be hidden in software that does not look hardware-related. A VPN may install a network filter, backup software may install a snapshot provider, and a PDF package may create a virtual printer. Ask specifically about kernel-mode components, filter drivers, services, and virtual adapters rather than asking only whether the visible application runs.

Peripheral compatibility: recognition is not the same as full support

Printers

Microsoft says Windows 11 Arm PCs support most printers, including printers using Mopria, and that printer-support apps are available from major manufacturers such as HP and Xerox. A device still needs either a driver built into Windows or an Arm64 driver from its manufacturer.

If a vendor installer refuses to run, Microsoft Surface Support suggests trying to add the printer through Windows Settings instead. That can work when Windows already contains the required class driver, but it does not prove that every feature is available. Verify duplexing, scanning, status reporting, color management, finishing options, secure release, and vendor utilities if you depend on them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a shared office printer, test authentication, accounting codes, pull-print release, and address-book access as well as basic printing. For a home printer, confirm that the Windows Settings path exposes the paper sizes, trays, and color options you use. A Mopria label indicates a useful standards-based path, not automatic support for every manufacturer feature.

Scanners, docks, audio, and specialist devices

Use the same model-specific test for scanners, USB docks, audio interfaces, capture devices, card readers, accessibility hardware, and other accessories. “USB connected” is not a compatibility promise: the device may enumerate while its control panel, firmware updater, calibration tool, or special modes remain unavailable.

Docks deserve separate attention because their Ethernet, display, audio, card-reader, and USB functions may depend on different components. Test every port, external display resolution, hot-plug behavior, charging, and reconnection after sleep. For audio interfaces and capture hardware, verify low-latency drivers, monitoring, sample rates, and the applications that access them.

Bluetooth and class-compliant equipment

Devices that use standards already supported by Windows have a better starting point, but confirm the exact features you need. A keyboard or mouse that provides basic input is a different compatibility case from a device that requires a vendor configuration utility, macro engine, display driver, or firmware service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Applications that deserve an explicit compatibility check

Do not rely on a general “works on Windows” statement for software in these categories:

  • Older line-of-business software: confirm the exact release, database connectors, add-ins, and licensing service.
  • VPN and endpoint-security clients: ask whether network filters, encryption modules, or threat-prevention drivers are Arm64.
  • Virtual machines and emulators: verify Arm64 support for the hypervisor and for the guest operating systems you need.
  • Creative and engineering plug-ins: a host application may run while a plug-in remains x86-only or depends on a driver.
  • Assistive technology: obtain a publisher statement for your version and workflow rather than assuming ordinary app emulation is enough.
  • Games with anti-cheat: check the game and anti-cheat vendor separately; the anti-cheat driver can be the blocker.
  • Fax and scanning workflows: Windows Fax and Scan is unavailable on Windows 11 Arm, so plan an alternative.

Also check software that runs before or outside the main application: smart-card middleware, USB security-token utilities, database engines, local web servers, accounting add-ins, and software that must start at boot. A cloud version may be an alternative, but confirm offline access, file formats, peripherals, and organizational policy before treating it as a replacement.

A pre-purchase compatibility audit

Complete this audit before placing an order. Record exact names and versions; “Office,” “scanner,” or “VPN” is not specific enough.

  1. Inventory irreplaceable software. Include plug-ins, add-ins, macros, VPN and security clients, utilities, license managers, and background services.
  2. Ask each publisher about Windows 11 Arm64. Request confirmation for the precise version. If it is x86/x64-only, ask whether it is supported under emulation and whether any part installs a driver.
  3. List exact hardware models. Record the model number for every printer, scanner, dock, audio interface, accessibility device, security token, and specialist accessory.
  4. Check the driver path. Look for a built-in Windows driver or an Arm64 driver supplied by the hardware developer. A legacy x86/x64 driver is not made compatible by app emulation.
  5. Confirm features, not just detection. Ask about scanning, duplexing, calibration, status monitoring, special buttons, finishing, firmware updates, and vendor control panels.
  6. Consult Microsoft’s Works on Windows on Arm catalog. Microsoft says the catalog receives compatibility data from Microsoft and, in an August 25, 2026 Windows Developer Blog post, reported more than 7,000 verified apps and games. Treat a catalog entry as useful evidence, then confirm critical workflows with the publisher.
  7. Run a realistic trial. If possible, test a loaner or a retailer return unit with your own files, devices, accounts, and plug-ins. Test sleep/wake, docking, printing, scanning, VPN reconnection, and any hardware-specific operation.
  8. Plan a fallback. If one essential item remains uncertain, buy only with a practical return period or keep an x86 Windows computer available for that workflow.

For a company purchase, include deployment and support checks: confirm that the management agent, encryption software, remote-support tool, identity provider, and endpoint policies have Arm64 support. A laptop that works for one user may still fail an organization’s provisioning or security process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cost and purchasing risk

Compatibility can create costs that are not visible in the laptop’s list price. Replacing a printer, scanner, dock, security token, or specialist application may cost more than any battery-life benefit. Budget for a supported peripheral, a software upgrade, a second x86 PC, or a remote desktop arrangement if your audit identifies a gap.

Do not compare prices in isolation. Check the return window, restocking terms, warranty coverage, and whether the retailer permits testing with your own devices. A lower-priced Arm laptop is not a saving if an essential workflow requires a second computer. Conversely, a returnable purchase can make an Arm system reasonable when only occasional legacy work remains.

How to compare an Arm laptop with an x86 Windows laptop

Compare compatibility before headline specifications. If both platforms pass your audit, then evaluate the hardware differences using current listings and independent testing.

Decision axis Questions to answer Why it matters
Required software Does every essential app and exact version run natively or acceptably under emulation? A single unsupported application can outweigh advantages elsewhere.
System components Do VPN, security, virtualization, accessibility, anti-cheat, and licensing components have Arm64 support? These components commonly require kernel or service-level integration.
Peripherals Does each exact model have built-in Windows support or an Arm64 driver for all required features? Basic detection may not include scanning, calibration, status, or advanced controls.
Workload tolerance Is emulated performance acceptable for the time you spend in the application? Native Arm builds generally offer the best performance and battery life; emulation results vary by workload.
Fallback capacity Can you use another Windows PC if a legacy workflow fails? A fallback reduces the risk of an uncertain purchase.

This comparison should remain separate from model-specific battery, port, price, and performance claims. Those figures change by model and configuration, and no single platform-wide number answers the compatibility question.

When an Arm laptop is a sensible choice

Good fit

  • Your essential applications have native Arm64 builds, or your x86/x64 applications are ordinary user-mode programs that you have tested under emulation.
  • Your peripherals use Windows-built-in support or have current Arm64 drivers.
  • You value native-app efficiency and are comfortable checking compatibility as software changes.
  • You have a return option or a second computer for an occasional legacy task.

Risky fit

  • Your work depends on an old security, VPN, virtualization, accessibility, printing, scanning, or specialist-device driver.
  • You use a game whose anti-cheat system requires a kernel driver without published Arm64 support.
  • You rely on Windows Fax and Scan or on a vendor utility that performs more than basic device setup.
  • You cannot test the workflow and cannot return the laptop if it fails.

What to do if something fails after purchase

The application will not install

Check whether the publisher offers an Arm64 build. If not, obtain the latest supported x86/x64 release and confirm that its installer does not require an unsupported driver or service. Do not assume compatibility mode can fix a missing kernel component.

The application opens but a feature fails

Identify the failing plug-in, service, device connection, or license component. Ask the publisher whether that component is Arm64-compatible. Test without optional plug-ins only to isolate the cause; do not treat a reduced feature set as a supported production workflow.

A printer or scanner is detected but advanced functions are missing

Remove the vendor package, restart, and try adding the device through Windows Settings, as Microsoft Surface Support recommends for some installer problems. Then verify the exact features you require. If the missing function depends on a vendor driver or utility with no Arm64 release, use a supported model or an x86 Windows system.

A peripheral works until docking, sleep, or an update

Check for an Arm64 firmware or driver update from the hardware developer and verify that the dock or adapter itself is supported. Re-test after sleep/wake and reconnection; basic first-use success does not establish long-term support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to document a support case

Record the laptop model, Windows version, application build, peripheral model, driver version, and exact failing operation. Vendors can answer a precise compatibility question more reliably than a general report that “it does not work.” Keep installation files and settings for a known-good x86 system until the replacement workflow is proven.

How much confidence should you place in compatibility catalogs?

Microsoft reported more than 7,000 verified apps and games in the Works on Windows on Arm catalog on August 25, 2026. That count is useful ecosystem context and indicates substantial coverage, but it is a Microsoft-reported catalog total, not an independent audit and not a guarantee for your application, version, plug-in, or device. Catalog information can also change as publishers release new builds or withdraw old ones. Use it to prioritize checks, then obtain a publisher or manufacturer confirmation for anything business-critical.

Bottom line: buy conditionally, not blindly

Windows on Arm laptops are worth buying when your essential workflow consists of native Arm applications or well-tested user-mode x86/x64 applications, and every required peripheral has built-in Windows support or a confirmed Arm64 driver. They are a poor gamble when one irreplaceable task depends on an unverified kernel driver, specialist utility, assistive-technology component, anti-cheat system, or unavailable Windows feature.

The safest decision is therefore procedural: inventory exact software and hardware, verify drivers and features, test a real workflow, and preserve a return path or x86 fallback wherever uncertainty remains.

Frequently Asked Questions

Can I run ordinary x86 and x64 Windows apps on an Arm laptop?

Often, yes. Windows 11 Arm emulates many unmodified x86 and x64 user-mode applications, and version 24H2 includes Prism for improved emulated-app performance. Verify the exact release, plug-ins, installer, licensing service, and workload rather than relying on the product name alone.

Does app emulation make an old printer or scanner driver work?

No. Emulation covers user-mode code, not kernel-mode drivers. The device needs a driver built into Windows or an Arm64 driver released by its manufacturer. Add the device through Windows Settings if an installer fails, then test every feature you need.

Are most printers supported on Windows 11 Arm?

Microsoft says most printers, including Mopria printers, are supported. That does not guarantee scanning, duplexing, status tools, secure release, color management, or other model-specific functions. Check the exact printer and driver path.

What kinds of software are most likely to fail?

Driver-dependent products deserve the most caution: older antivirus, VPN and endpoint-security clients, virtualization software, accessibility tools, virtual printers, specialist hardware utilities, and games with kernel-level anti-cheat. A visible application can open while one of these components fails.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I use assistive technology on a Windows 11 Arm PC?

Some assistive-technology applications work, but Microsoft warns that not all work as expected and recommends contacting the publisher. Microsoft notes that NVDA has updated its application for Arm. Confirm your exact version and workflow before buying.

Is Windows Fax and Scan available on Windows 11 Arm?

No. Microsoft says Windows Fax and Scan is unavailable on Windows 11 Arm-based PCs. Plan another scanning or fax workflow and verify that the replacement supports your device and file requirements.

How reliable is the Works on Windows on Arm catalog?

It is useful evidence, not a guarantee. Microsoft reported more than 7,000 verified apps and games on August 25, 2026. Confirm the exact version, plug-ins, device integrations, and business-critical workflow with the publisher or manufacturer.

Should I keep an x86 Windows computer?

Keep one if any essential application, driver, peripheral feature, or specialist workflow remains unverified. A fallback also makes an Arm purchase safer when you have a practical return option and legacy work is occasional.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Buy a Windows on Arm laptop only after an app-and-device audit. Native Arm software and ordinary emulated desktop apps can work very well, but emulation cannot supply kernel drivers. Confirm exact versions, Arm64 drivers, peripheral features, and a realistic return or x86 fallback before committing.
