Short answer: underwater peat reefs are real, carbon-rich marine habitats, but they are not yet proven blue-carbon ecosystems in the same sense as mangroves, salt marshes or seagrass meadows. Scientists have demonstrated their habitat and biodiversity value and measured substantial organic carbon in the peat. They have not yet measured the complete ecosystem carbon budget needed to show net sequestration, long-term permanence or eligibility for carbon credits.

The most defensible description is relict terrestrial peat functioning as marine habitat. Some of that carbon may remain buried, while groundwater flow, oxygen exposure, erosion and biological processing can export dissolved carbon or produce carbon dioxide. Treating the peat concentration in one sample as a verified climate benefit would therefore overstate the evidence.

What underwater peat reefs are

Underwater peat reefs are exposed or partly exposed deposits of ancient terrestrial peat on the seabed. They formed in coastal forests, wetlands or mangrove landscapes that were later drowned as sea level rose. The deposits are now submerged but remain firm enough to create relief and attachment surfaces in places where natural hard substrate is scarce.

An ancient terrestrial origin

The best-documented tropical example is the Bazaruto Archipelago in Mozambique. Radiocarbon dates for sampled peat span approximately 300 to 5,000 years before present. Those ages show that the material predates the modern marine community growing on it; it is inherited carbon, not peat being produced by a living underwater peat-forming plant community.

Peat samples from Bazaruto contained up to 40% organic carbon by dry weight. Their δ¹³C values, around −27‰, are consistent with predominantly terrestrial plant material. The chemical signature supports the interpretation that drowned land vegetation supplied the original carbon.

Why “reef” can be misleading

The word reef describes the physical role of the outcrop, not a coral origin. The Bazaruto formations had no living corals. Their consolidated peat nevertheless acted as a three-dimensional surface where organisms could attach, shelter and feed. In ecological terms, they are hard-substrate substitutes made from old organic sediment.

What has been demonstrated about their ecosystem value

Structure and refuge

Peat outcrops provide consolidated structure in otherwise soft-bottom areas. That structure creates attachment points for sponges and macroalgae, refuge for small animals and fish, and feeding surfaces where detritus accumulates. Patches of seagrass can also occur around or on the peat, adding living plant habitat to the underlying relict substrate.

Distinctive communities

Biodiversity surveys in Bazaruto found assemblages of benthic organisms, invertebrates, small fish and larger marine animals that differed significantly from nearby coral reefs. The difference matters: a habitat can be ecologically important without matching the species composition or productivity of a coral reef. Peat reefs supported detritus-based food webs as well as organisms associated with seagrass, macroalgae and sponge growth.

These observations establish habitat and biodiversity services. They do not, by themselves, establish a climate service. A site can support abundant life while its old carbon is being retained, slowly eroded, exported in dissolved form or mineralized to carbon dioxide.

Why carbon-rich peat is not automatically blue carbon

Stock, sink and permanence are different claims

“Carbon-rich” describes the concentration of carbon in material. A “carbon stock” is the total amount held over a defined area and depth. A “carbon sink” requires evidence that the system removes more carbon from the atmosphere or water than it returns over the accounting period. A durable climate benefit additionally requires that the stored carbon remain isolated for the claimed duration.

The Bazaruto study reports the first of these observations—high carbon concentration in sampled peat—but explicitly does not interpret the habitat as a conventional blue-carbon ecosystem equivalent to mangroves, salt marshes or seagrass meadows. It also states that the present-day role in carbon cycling, including contributions from associated seagrass, macroalgae and benthic communities, remains unresolved.

The measurements still missing

No complete ecosystem carbon budget is available for underwater peat reefs. A credible budget would need, at minimum:

  • peat thickness and the area covered by each deposit;
  • bulk density and carbon concentration through the full vertical profile, rather than a few surface or convenient samples;
  • rates of new burial, physical erosion and sediment redistribution;
  • exports of dissolved organic carbon and particulate carbon;
  • production of dissolved inorganic carbon and carbon dioxide, and any methane fluxes where relevant;
  • the carbon uptake and loss associated with seagrass, macroalgae and other organisms living on the reef; and
  • time-series measurements that distinguish seasonal variation from a persistent net balance.

Without those data, multiplying “up to 40% organic carbon” by an assumed area would produce an apparent stock, not a verified sequestration rate or permanence claim. The qualifier “up to” also means the value is a maximum reported for sampled material, not a representative mean for every peat reef.

Can submerged peat release carbon?

Yes. Submergence can slow some forms of decomposition, but it does not guarantee permanent storage. Water movement, oxygen availability, salinity, temperature, microbial activity and physical disturbance determine whether carbon stays in place or leaves the deposit.

Evidence from a peat-column experiment

A coastal-peat column experiment measured peat containing 39 ± 14% organic carbon by weight. When low-salinity groundwater was discharged through the peat, dissolved-organic-carbon release and upward transport increased significantly. The same treatment was accompanied by production of dissolved inorganic carbon and carbon dioxide, indicating mineralization of part of the organic material.

This result does not mean every peat reef is a net source of greenhouse gases. It demonstrates a mechanism that a carbon assessment must measure. Groundwater discharge can flush soluble compounds out of peat and deliver them to the water column, where microbes and chemical reactions may convert some fraction to dissolved inorganic carbon or CO₂. Other areas may have weaker groundwater flow, greater burial or less oxygen exposure. Local hydrology has to be measured rather than assumed.

Physical erosion is another pathway

Waves, storms, currents, anchoring, dredging and biological boring can break peat into particles. Eroded material may settle nearby, move into a seagrass bed or continental-shelf sediment, or be transported offshore. Relocation is not automatically destruction, but it changes the boundaries and residence time used in a carbon account. A claim of permanence must track where the carbon goes and how long it remains isolated.

What the Baltic seagrass evidence shows—and does not show

A 2023 study of seagrass sediments in the German Baltic Sea measured mean organic carbon of 1,920 grams of carbon per square metre. It found that 88% of the sediment carbon came from allochthonous, or externally produced, sources. Relic terrestrial peatland material deposited about 6,000 years ago was an unexpected and significant contributor.

This finding is important because it shows that ancient peat-derived material can become part of a recognized seagrass-sediment carbon pool. It also illustrates why source tracing matters: not all carbon in a vegetated marine sediment was captured recently by the plants growing there. However, the Baltic result does not demonstrate that exposed peat reefs themselves are net sinks. It concerns carbon mixed into seagrass sediment and cannot substitute for direct measurements of peat-reef stocks, burial and losses.

What long-term models add to the picture

A 2015 model of Indonesian peatland degradation projected downstream ecosystem effects, including a 5% decrease in coral biomass in the modeled scenario. It estimated that 69% of peat carbon would ultimately enter the deep dissolved-inorganic-carbon pool after 1,000 years.

That modeled pathway is not a measurement of any particular underwater peat reef, and it should not be converted into a site-specific emissions factor. Its value is conceptual: peat carbon can be redistributed through coastal waters and the ocean rather than remaining locked at its original location. A carbon account must therefore specify whether it counts local storage, transfer to another reservoir or eventual atmospheric return.

How peat reefs compare with established blue-carbon habitats

Mangroves, salt marshes and seagrass meadows are generally treated as conventional blue-carbon ecosystems because living vegetation captures carbon and sediments can bury it. Underwater peat reefs differ in origin and in the maturity of their measurement methods.

Comparison axis Underwater peat reefs Mangroves, salt marshes and seagrass meadows
Source of the main carbon substrate Inherited from ancient terrestrial forests, wetlands or mangroves; modern production by the peat itself is not established. Includes ongoing capture by living vegetation, with additional imported or older carbon possible in sediments.
Measured areal stock for the habitat Not established at ecosystem scale; isolated samples contain up to 40% organic carbon by dry weight. Stock measurements and standardized field approaches are widely used, although values vary by region and habitat condition.
Burial and permanence evidence Rates of burial, erosion and long-term retention remain unresolved. Burial and preservation processes have been studied sufficiently for established accounting frameworks, with site-specific uncertainty.
Vulnerability to export Potentially high where groundwater discharge, waves or erosion mobilize peat; magnitude is site-specific and unquantified. Also vulnerable to disturbance and erosion, but monitoring methods and baseline data are more developed.
Habitat services Demonstrated structure, refuge, nursery and feeding habitat; distinctive communities and no living corals in the Bazaruto survey. Well-documented habitat, shoreline, nursery and food-web services that differ among habitat types.
Standardized monitoring and crediting No established peat-reef carbon-credit methodology is demonstrated by the available evidence. More established protocols exist, subject to jurisdiction, project design and verification requirements.

The table is a comparison of evidence maturity, not a claim that every site within a habitat behaves identically. A particular peat reef could retain carbon effectively, but that conclusion requires the same direct accounting that established blue-carbon projects apply.

Can underwater peat reefs be used for carbon credits?

On the current evidence, they should not be treated as established carbon-credit units. Crediting requires a defensible baseline, additionality, quantified net removals, monitoring, reporting, verification and a permanence treatment for reversals. The unresolved peat-reef carbon budget prevents those elements from being assigned confidently.

Evidence a credible project would need

  1. Map the habitat. Survey the full reef footprint, peat thickness and spatial variability with geophysical tools and verified cores.
  2. Measure the stock. Determine bulk density and carbon concentration by depth, then calculate an area-weighted stock with uncertainty intervals.
  3. Measure gains and losses. Track new sediment accumulation, peat erosion, lateral transport, dissolved-organic-carbon export and particulate movement.
  4. Measure greenhouse-gas pathways. Quantify CO₂ and, where relevant, methane production or exchange under contrasting oxygen, salinity and groundwater conditions.
  5. Separate associated habitats. Account independently for seagrass, macroalgae and benthic production so their uptake is not incorrectly attributed to ancient peat.
  6. Establish a baseline and counterfactual. Show what would happen without protection or restoration, including natural erosion and disturbance.
  7. Plan for reversal risk. Define how lost carbon would be detected and compensated if a storm, construction project or hydrologic change exposes the peat.

Until those measurements exist and a recognized standard accepts them, conservation funding may be justified by biodiversity and habitat outcomes rather than by claimed tonnes of permanent carbon removal.

What policy discussions say

The JNCC review includes submerged marine peat among habitats considered in broad blue-carbon policy discussions. Inclusion in a policy review means the habitat is relevant to the carbon conversation; it does not certify a project methodology or prove a net sink. The ecological study of Bazaruto makes the narrower scientific distinction: peat reefs are valuable marine habitats but are not currently equivalent to conventional vegetated blue-carbon ecosystems.

How to read future claims about peat reefs

When a paper, project or carbon seller presents a peat-reef number, ask six questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Is the number a concentration, a total stock, an annual sequestration rate or a modeled future pathway?
  • Does it represent one core, a mapped reef or an entire region?
  • Was the carbon newly captured by marine vegetation or inherited from old terrestrial peat?
  • Were groundwater discharge, erosion and dissolved-carbon export measured?
  • Are CO₂ and other greenhouse-gas fluxes included in the balance?
  • What monitoring period, uncertainty range and permanence requirement support the claim?

A high organic-carbon percentage can answer only the first question. A blue-carbon claim needs satisfactory answers to all six.

Bottom line

Underwater peat reefs are ecologically real and can be unusually carbon-rich, but their climate effectiveness remains unresolved. They are ancient terrestrial deposits now functioning as marine habitat, not proven peat-forming sinks. The Bazaruto evidence demonstrates biodiversity and structure; the groundwater experiment demonstrates a route to dissolved-carbon release and CO₂ production; the Baltic study shows that peat-derived carbon can enter seagrass sediments; and long-term modeling shows that peat carbon can move into oceanic reservoirs. None of these findings supplies the missing reef-scale budget. Until stocks, burial, erosion and greenhouse-gas fluxes are measured together, peat reefs should be protected for their habitat value and described as potential, not verified, blue-carbon systems.
