Sometimes, but you cannot safely assume it. A plankton bloom is not automatically poisonous. However, a harmful algal bloom (HAB), including blooms caused by cyanobacteria, can contaminate recreational water and seafood with toxins. The practical rule is to follow the current official advisory for the exact beach, lake, estuary, or shellfish area. If an advisory is posted, or the water is discolored, scummy, foamy, foul-smelling, streaked like paint, or surrounded by dead fish, stay out and do not fish or harvest seafood.
Do not rely on appearance alone: toxins may be present when water looks normal, and cooking, freezing, drying, or preserving seafood does not remove algal toxins.
What a plankton bloom is—and why the name can mislead
“Plankton bloom” is a broad, everyday description of a rapid increase in microscopic organisms in water. Public-health agencies usually discuss the hazardous subset as a harmful algal bloom, or HAB. HABs can involve algae or cyanobacteria in freshwater, estuaries, and marine environments.
Some blooms are nuisance events without known toxins. Others produce toxins that affect people, fish, shellfish, birds, pets, and aquatic ecosystems. The color or texture of the water does not reliably identify which type is present. The Centers for Disease Control and Prevention says testing is the only way to know whether a bloom could make someone sick.

Visible signs are warnings, not a safety test
Water associated with a bloom may look green, blue-green, brown, red, or discolored. It can form surface scums, foam, mats, streaks resembling spilled paint, or an unusual film. A foul or unusually strong odor and dead fish or other animals are additional reasons to leave the area. These signs should be treated as a reason to avoid contact, not as proof that a bloom is toxic or non-toxic.
The opposite is also important: clear-looking water is not certified safe. A toxin can be present without a dramatic surface change, so an official monitoring result or advisory carries more weight than a visual inspection.
Is swimming safe during a bloom?
Swimming is not considered safe when the local authority has posted a HAB advisory or closure. The CDC’s 2024 guidance is direct: “Avoid fishing, swimming, boating, or playing water sports in water with signs of a harmful algal bloom.” That advice applies even if you planned only brief contact.

Exposure can occur by touching bloom water, accidentally swallowing it, or breathing droplets and sea spray. Activities that create spray—such as boating, water sports, or splashing—can increase the opportunity for inhalation. Children may be at greater practical risk because they are more likely to swallow water or play at the shoreline; pets should also be kept away.

Possible health effects
Reported effects vary with the organism and toxin. Contact can cause skin rash or irritation. Breathing droplets may be followed by coughing or a sore throat. Swallowing contaminated water can cause stomach pain, vomiting, or diarrhea. More serious illness is possible with some toxins, so significant or worsening symptoms after suspected exposure warrant medical advice.
A swimming decision you can use at any site
- Identify the exact body of water and access point, not just the county or coastline.
- Check the current public-health, environmental, beach, or water-management advisory for that location.
- If a closure or advisory is active, do not enter, wade, boat, fish, or let children and pets play at the water’s edge.
- If no advisory is visible but the water has abnormal color, scum, foam, odor, paint-like streaks, or dead animals, leave the area and report the conditions to the responsible local agency.
- If accidental contact occurs, rinse exposed skin promptly with clean tap water and change out of contaminated clothing.
A lack of posted signs is not a guarantee that a bloom is absent. Advisories can lag behind rapidly changing conditions, and monitoring may cover only particular sites or toxins.
Can you eat seafood caught near a bloom?
Do not harvest or eat fish or shellfish from a closed or advisory area. Seafood can accumulate algal toxins even when the animals look, smell, and taste normal. The CDC states: “You can’t tell if seafood is safe to eat just by looking at, smelling, or tasting it.”

Saltwater shellfish and reef fish are important risk categories because some toxins concentrate in these animals. Contaminated seafood may cause vomiting or diarrhea and, depending on the toxin, more severe disease. A local shellfish or fishing closure is therefore a food-safety control, not merely a warning about unpleasant water conditions.

Freshwater fish
The health risk from freshwater fish containing cyanobacterial toxins is less well understood, according to the CDC. That uncertainty makes local monitoring and jurisdiction-specific instructions especially important. Do not infer that freshwater fish are safe simply because a warning focuses on swimming, or because the fish appears healthy.
Commercial seafood versus self-caught seafood
Commercial seafood sold in U.S. stores or restaurants must meet federal safety standards. That assurance does not automatically extend to seafood you catch yourself. A legal fishing spot can still be temporarily closed for a bloom, and a private catch has not passed the same regulatory controls as a commercial product.
Why kitchen methods cannot make contaminated seafood safe
Algal toxins have no dependable taste or smell. Freezing, drying, cooking, and other preservation methods do not remove them. A food thermometer can show that seafood reached a cooking temperature, but it cannot test for algal toxins. Likewise, rinsing, soaking, or trimming cannot be treated as toxin-removal methods. The safe decision must be made before harvest or purchase, using the applicable advisory and monitoring information.

Why the local advisory is the deciding evidence
HAB conditions and closures are location-specific and can change quickly. One cove, lake arm, or shellfish bed may be under an advisory while another area is open, and the status can change as wind, currents, weather, and bloom movement change. EPA identifies HAB risks to human health, aquatic ecosystems, fishing, drinking-water supplies, and recreation.

CDC data show that HABs caused beach closures or health advisories in at least 34 U.S. states in 2022. That figure demonstrates how widespread the issue can be, but it does not establish a universal safe distance, duration, or toxin concentration for every site.
What to look for in an official notice
- The precise water body, beach, marina, shoreline, or shellfish-growing area covered.
- The activity restricted: swimming, boating, fishing, shellfish harvesting, or more than one activity.
- The species or toxin being monitored, when stated.
- The date and time of the latest sample or update.
- Instructions for children, pets, anglers, and people who may have already been exposed.
- Whether the notice is an advisory, a voluntary closure, or a mandatory closure under local law.
Use the newest notice from the responsible local or state authority. An old social-media post, a sign from another access point, or a general statement about the region is not a substitute for the current status of the exact site.
There is no universal “safe bloom” number
No single toxin concentration makes every bloom safe for every activity, species, or jurisdiction. Thresholds and closures depend on the toxin, organism, water type, species harvested, sampling method, and local rules. If a published notice does not state a value, do not fill the gap with a generic internet threshold or a home test kit.
How to compare two swimming or seafood options
When choosing between locations or between commercial and self-caught seafood, compare the factors that actually change risk:

What to do after accidental contact
Immediate steps
- Leave the affected water and stop the activity.
- Rinse skin with clean tap water as soon as possible.
- Prevent children and pets from licking contaminated fur, skin, toys, or equipment until they have been rinsed.
- Do not prepare or eat fish or shellfish taken from the affected area.
- Write down the location, time, activity, and any visible bloom signs in case a clinician or local agency needs those details.
When to seek medical advice
Contact a healthcare professional for significant, persistent, or worsening symptoms such as repeated vomiting or diarrhea, substantial stomach pain, breathing problems, or a severe skin reaction after suspected bloom exposure. Tell the clinician that contact with suspected HAB water or seafood occurred and identify the location if known.
Common mistakes that increase risk
“It only looks a little green.”
Color intensity is not a toxin test. A mild-looking bloom can still require an advisory, while a toxic bloom may not be visually obvious.
“I will cook it thoroughly.”
Cooking and preservation do not remove algal toxins. Heat can make ordinary foodborne organisms less viable, but it is not a control for bloom toxins.
“The fish smells fine.”
Algal toxins can have no taste or smell. Sensory checks cannot clear seafood for consumption.
“The beach was open last week.”
Bloom conditions can change quickly. Use the latest local notice for the day and site of your planned activity.
“A generic water-test kit will tell me.”
Consumer accessories and generic test kits cannot certify that all relevant bloom toxins are absent. Official sampling and laboratory or agency monitoring are the appropriate basis for reopening decisions.
Bottom line for a planned outing
Treat any active local advisory as a no-go for swimming, fishing, and shellfish harvesting. If the water is visibly or noticeably abnormal, stay away even while checking the status. For seafood, choose regulated commercial products rather than self-caught food from a bloom-affected or uncertain area. When conditions are unclear, waiting for an official update is safer than trying to judge toxicity with your eyes, nose, kitchen, or a generic test.
