Sometimes—but open weights alone do not make private-data processing safe. An open-weight model can run on infrastructure your organization controls, which may reduce exposure to an external inference provider. However, prompts and outputs can still leak through hosts, APIs, logs, backups, credentials, model files, dependencies, or the people and companies operating the system.

Make the decision from the complete data flow: where inference runs, who administers it, what is retained, who can access it, whether data is used for training, and how the application is secured. The same downloaded weights can be acceptable in a hardened, isolated deployment and inappropriate in an unmanaged public endpoint.

What “open-weight” means—and what it does not

Open-weight means that trained model parameters (the weights) are available to download or use under specified terms. That availability can enable self-hosting, customization, and offline inference. It does not guarantee private processing, secure software, safe outputs, a particular retention period, or any specific hosting arrangement.

For example, OpenAI’s description of its gpt-oss models says they can run on infrastructure controlled by the user or through a hosting provider. It also says the vendor does not receive or process data sent to self-hosted instances unless users share that data or use a managed hosting partner. That is a statement about the described gpt-oss arrangements, not a universal promise for every open-weight model or host.

The same page says gpt-oss weights are available under Apache 2.0, subject to the applicable usage policy, while users remain responsible for compute, storage, and third-party hosting costs. Some surrounding infrastructure or tooling can remain proprietary. Therefore, “the weights are downloadable” should never be treated as “the entire stack is open, private, or audited.”

Where your private data actually goes

Before approving a model, draw the path taken by an input and output. Include the user interface, application server, retrieval or vector database, model runtime, accelerator host, logs, monitoring, backups, support systems, and any subprocessors. The deployment label is less important than this concrete path.

Deployment choice Data-flow reality Questions that determine safety
On-premises or self-hosted Inference can stay on infrastructure your organization controls. Who patches the host and runtime? Are model files, credentials, APIs, logs, backups, and network boundaries protected? Are development and production separated?
Hosted by a third party Prompts and outputs are processed in the provider’s environment; the exact arrangement depends on the service and configuration. Where does inference run? What is collected, logged, retained, or reviewed? Is submitted data used for training? Which employees, subprocessors, or tenants can access it, and how is deletion handled?
Managed hosting partner A partner operates some or all of the serving infrastructure on your behalf. Review the partner’s terms, geography, isolation, logging, retention, support access, incident process, and contract separately. A model owner’s self-hosting statement may not describe the partner’s handling.

Self-hosting changes the operator; it does not remove the security workload. A provider may have stronger physical and operational controls than a small team, while a self-hosted system may provide tighter control over location and retention. Compare the actual controls rather than assuming either option is automatically safer.

The security properties you must evaluate

Use these dimensions for both a local deployment and a hosted endpoint. Missing answers are unresolved risk, not evidence that the system is private.

How private data can leak even on a local server

Compromised hosts and overbroad permissions

A self-hosted model runs inside an operating system, cloud account, container, or orchestration platform. Malware, an unpatched service, exposed management port, stolen token, or administrator with excessive privileges can read prompts, outputs, model files, and connected data stores. Keep the runtime on a restricted network, use least-privilege service accounts, protect secrets in a dedicated secret store, and separate model-serving identities from database administrators.

Weak runtime isolation

Shared accelerators and poorly isolated workloads can create cross-tenant exposure, credential reuse, side-channel leakage, or unauthorized access to accelerator memory. The OWASP Secure AI/ML Model Ops Cheat Sheet treats isolation, access control, artifact protection, and secure deployment as operational requirements. Do not place highly sensitive workloads beside untrusted tenants merely because the model itself is stored locally.

Insecure APIs and agent integrations

The model is often behind an API that accepts files, calls retrieval systems, or invokes tools. Prompt injection can manipulate an agent into disclosing retrieved records or taking an unauthorized action. Broken authorization can let one user query another user’s documents. Exposed debugging endpoints, permissive cross-origin settings, missing rate limits, and unvalidated file uploads create additional paths around the model’s intended safeguards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Model and artifact supply-chain problems

Downloaded weights, tokenizer files, adapters, containers, and Python or system packages are software supply-chain inputs. A tampered artifact, malicious dependency, or unverified update can alter outputs or compromise the serving host. Maintain an access-controlled model registry, verify hashes or signatures, record provenance, scan dependencies, and require review before changing a production model.

Logs, traces, caches, and backups

Applications frequently log full prompts, retrieved passages, tool results, and generated answers for debugging. Those records may be copied to centralized monitoring, developer laptops, ticketing systems, or long-lived backups. Log identifiers and security events needed for investigation, but redact or omit sensitive content unless there is a documented need and strong access control. Apply retention and deletion rules to logs, caches, snapshots, and backup copies—not just to the primary database.

Inference privacy attacks

Security concerns also include attacks on the model’s learned behavior. NIST’s AI security overview discusses model extraction and membership inference and notes that guidance for several machine-learning attack classes is still evolving. A model can reveal information about training data or be copied through repeated queries even when the original dataset never leaves your network.

Differential privacy is a mathematical framework for measuring privacy loss when data appears in a dataset; it is not a blanket certification that a model, prompt, or deployment is safe. NIST SP 800-226, finalized in March 2025, provides guidance for evaluating differential-privacy guarantees. It does not replace access control, secure operations, or application testing.

  1. Classify the data and consequence of exposure. Separate public, internal, confidential, regulated, and mission-critical information. Document contractual, legal, residency, and organizational restrictions. Decide whether any external processing is allowed before choosing a model.
  2. Map the complete data flow. List the client, application, model runtime, storage, retrieval index, monitoring tools, backups, support channels, and subprocessors. Mark every point where prompts, outputs, files, or metadata are copied.
  3. Get written retention and training answers. Ask the operator to specify collection, logging, retention, deletion, employee or partner access, and training use. The UK Government Code of Practice for the Cyber Security of AI says operators should explain access, storage, and use—including retraining or review by employees or partners—in an accessible way.
  4. Verify model provenance and integrity. Record the model release, tokenizer, adapters, container image, libraries, source, hashes or signatures, license, and update owner. Re-evaluate a model when its weights, dependencies, prompts, or serving stack change.
  5. Harden the environment. Enforce least privilege and multifactor administration; authenticate and authorize every API; segment networks; isolate development, fine-tuning, and production; encrypt data and model artifacts at rest and in transit; and remove unnecessary internet access from the runtime.
  6. Minimize sensitive retention. Disable full-content request logging by default. Redact secrets and personal data from traces, set short retention periods, restrict log readers, and include caches, snapshots, and backups in deletion tests.
  7. Test the whole application. Test prompt injection, retrieval permissions, tool calls, file handling, data exfiltration, API abuse, tenant separation, failure modes, and refusal behavior. Run security assessment before launch and after material model or application changes.
  8. Prepare response and recovery. Define how to revoke credentials, isolate the endpoint, preserve evidence, notify affected parties, restore clean model artifacts, and communicate with customers or regulators. Monitor unusual access, query volume, output patterns, and model-file changes.

Questions to ask a hosted-model provider

Do not accept “self-hostable” as a substitute for provider-specific terms. Ask for precise, written answers to these questions:

  • Which company and subprocessors operate the inference hardware, and in which regions?
  • Are prompts, outputs, uploaded files, embeddings, or metadata stored? For how long and in which systems?
  • Are any records used for training, fine-tuning, safety review, abuse detection, or human quality analysis?
  • Which staff roles can access customer content, under what approvals, and with what audit trail?
  • How are customer workloads isolated, and what happens to data in accelerator memory, caches, snapshots, and backups?
  • Can you disable content logging, choose a region, delete records on demand, and obtain deletion confirmation?
  • How are model and dependency updates authenticated, tested, announced, and rolled back?
  • What security assessments, vulnerability-notification process, breach timelines, and recovery objectives apply?

If a provider cannot answer these questions, treat the service as unsuitable for data whose disclosure would cause material harm, regardless of whether the underlying weights are open.

Choosing an approach by data sensitivity

Data category Potentially suitable approach Minimum conditions
Public or deliberately non-sensitive content Hosted or self-hosted inference Normal account security, abuse controls, and protection against prompt injection and unauthorized tool use.
Internal business information Self-hosted or a contracted host with strong controls Documented retention and training policy, restricted administration, authenticated APIs, encrypted storage, and tested deletion.
Confidential customer, employee, or proprietary data Approved isolated environment, often self-hosted or specially contracted Verified residency, least privilege, tenant isolation, provenance checks, minimal logging, security testing, and incident response.
Regulated, secret, or safety-critical information Only an architecture approved by your security, legal, and compliance owners Formal risk assessment, contractual controls, auditability, continuous monitoring, recovery plans, and documented authorization for every data path.

These categories are decision aids, not legal classifications. Your organization’s obligations and the consequences of disclosure determine the required controls.

Testing and governance do not end at launch

Models, libraries, containers, prompts, retrieval indexes, and provider policies change. Maintain an inventory with owners and versions, monitor vulnerabilities, review access regularly, and repeat security and privacy tests after material changes. Keep separate evaluation data for regression testing so that developers do not casually place real confidential records into test systems.

NIST is developing control overlays for securing AI systems through its Cybersecurity and Privacy Reference Tooling work. Use such guidance alongside your existing identity, network, vulnerability-management, and incident-response controls rather than treating AI as an isolated product category.

Document the approved uses, prohibited data, retention settings, model versions, escalation contacts, and evidence supporting the decision. Train users not to paste secrets into unapproved interfaces, and provide a reporting path for suspected leakage or unsafe tool behavior.

Bottom line

Open-weight models can be used with private data when the deployment gives you a verified, controlled data path and the organization can operate it securely. The weights reduce dependence on a particular inference provider; they do not secure the surrounding host, application, people, logs, or supply chain. Approve a specific architecture only after you can explain where every input and output goes, who can access it, how long it remains, how the model was obtained, and how you will detect and contain failure.
