Not automatically. “Free” can describe downloadable model weights and their license; it does not make the compute, storage, hosting, or staff time needed to run them free. For an agent workload, self-hosting is a cost win only when its full allocated monthly cost beats a comparable API or hosted-inference option—and the service meets your quality, latency, and data-locality requirements.
What does “free” mean for a model?
It is important to separate the model from the service that runs it. OpenAI says the gpt-oss model weights are free to download and use under Apache 2.0 and the gpt-oss usage policy. Those models can run on infrastructure you control or through a hosting provider; they are not served through the OpenAI API or ChatGPT. Running them still requires paid compute and other resources.

OpenAI describes self-hosted deployments as self-managed and self-serviced, without hands-on implementation or debugging support for those setups. A permissive license can reduce licensing friction, but it does not remove the work of operating a model.

Which costs should you compare?
Compare the same workload and service requirements over the same month. A lower per-token rate is not enough if the option cannot deliver the required model quality, throughput, latency, or data locality.

| Option | What to count | What can distort the comparison |
|---|---|---|
| Model API | Billed input and output usage at the specific model and current price tier; add any applicable non-token charges from the provider’s current pricing. | Different models, price tiers, or service requirements are not like-for-like comparisons. |
| Hosted open-weight inference | The selected provider’s current rate for the specific model and deployment mode. | Inference remains usage-based and paid, even though you do not manage the underlying infrastructure. Hugging Face documents a pay-as-you-go option and says it passes provider costs through without added fees. |
| Self-hosted model | GPU reservation or amortized purchase, idle capacity, storage, networking, surrounding infrastructure, and engineering and operations work. | Counting only active GPU compute omits reserved capacity and the people and systems needed to keep the service running. |
For a self-hosted estimate, include monitoring, maintenance, and model updates alongside infrastructure costs. Allocate those costs to the workload rather than treating them as free overhead. The Cloud Native Computing Foundation’s 2026 example makes the utilization effect concrete: a usage-based compute cost of $1.00 per million tokens becomes $4.00 per million tokens on an allocation basis at 25% utilization. That is an illustration, not a market quote or a universal GPU rate.
How do you measure an agent workload?
Use observed traffic from the agents you intend to serve, not a generic token threshold. Record input and output tokens separately: input tokens drive prefill, while output tokens drive decoding. Include reasoning-token use where it is measured or billed, and capture request patterns that affect the amount of work performed.
- Choose a representative measurement period. Record actual agent requests over a normal operating period, including quiet and busy intervals if demand varies.
- Separate the token totals. Sum input and output tokens independently for each model or workload class. Keep reasoning-token counts distinct when available and relevant to the provider’s billing or your inference measurement.
- Record request volume and service needs. Note request frequency and the quality, latency, throughput, and data-locality requirements the deployment must satisfy.
- Use the same workload assumptions for each option. Apply the same observed traffic and service requirement when estimating API, hosted open-weight, and self-hosted costs.
A short final answer does not necessarily mean a cheap agent request: input processing and reasoning-token use can contribute substantially. Billing and token accounting vary by provider, so use the counters and definitions relevant to the specific service you are pricing.

1. Price the API path
Apply the current input and output rates for the model and tier under consideration to your measured monthly usage. Add applicable non-token charges. This is the amount self-hosting would need to displace, not a generic API price.
2. Price hosted open-weight inference
Look up the current rate for the exact model and deployment mode. This path can avoid managing GPU infrastructure while retaining usage-based billing; it is a separate alternative, not a free version of self-hosting.
3. Allocate the full self-hosting cost
Add the monthly share of reserved or purchased compute, idle capacity, storage, networking, and surrounding infrastructure to engineering and ongoing operational costs. Divide the resulting monthly allocation by the actual workload volume to see the effective cost at observed utilization. Do not price the workload as if the GPU were busy only when a request is active if you must pay to keep capacity available.

4. Compare only after checking service fit
Self-hosting is economically attractive when its full monthly allocation is below the comparable API or hosted service cost and it meets the workload’s quality, latency, and data-locality needs. If it fails a required service condition, a lower calculated cost does not make it a viable substitute.
Why is there no universal token threshold?
The crossover depends on which API price you are replacing, the model’s throughput, utilization, and the cost of operating the deployment. A 2026 analysis by The Machine Learning Society estimates break-even can range from single-digit millions of tokens per month against a premium frontier API, to hundreds of millions against a budget API, and to billions against the cheapest open-weight APIs. These are scenario-dependent ranges, not a general benchmark or a rule for deciding when to self-host.
The same analysis estimates a three-to-five-times operational-overhead multiplier. Treat that as an estimate from its analysis, not a standard factor: staffing, infrastructure, and operating practices differ, so use your own allocated costs. OpenAI’s FAQ captures the underlying uncertainty: “Costs vary based on infrastructure, workload, and operational approach.”
When can self-hosting make sense without winning on price?
- Data locality: Your requirements may favor keeping inference on infrastructure you control, even if the monthly cost is higher.
- Latency or throughput: The deployment that meets response-time or capacity targets may be preferable even when it is not the cheapest option.
- Task quality: Compare candidate models on the actual agent tasks. A cheaper model that fails those tasks is not an equivalent replacement.
These are independent decision criteria: a cost comparison informs the choice, but does not settle it when another requirement is binding.
What hardware does a self-hosted model require?
Requirements are model-specific. OpenAI’s page, accessed October 7, 2026, describes gpt-oss-safeguard-120b as a 117-billion-parameter model with approximately 5.1 billion active parameters, designed to run on one 80 GB GPU such as an NVIDIA H100. That example is not a general hardware requirement for all open-weight models or agent workloads. Check the requirements for the exact model and deployment you are evaluating, then include the capacity and operating costs in your estimate.
