The available evidence points to selective, concentrated funding and a tougher market for new funds—not a proven foreign-VC exodus from Southeast Asia. Regional startup funding value rose in the second half of 2025, but a few large deals drove much of the increase, while annual dealmaking remained subdued. The published figures do not identify, on a consistent basis, which foreign venture firms are still investing in the region or which have stopped.

What does “foreign VC flows” mean?

It can refer to several different things: money raised by venture funds, commitments made to those funds by limited partners (LPs), investment into startup rounds, foreign direct investment (FDI), or acquisitions of technology companies. These are related signals, but they are not interchangeable. Fundraising measures capital available to a fund; startup-round data measures capital deployed into companies. FDI also includes transactions outside venture capital, while an acquisition is an exit or ownership transaction, not a venture round.

Company location and investor nationality matter, too. A Singapore-based startup may operate throughout Southeast Asia, and a fund based in the region may have investors from many countries. Neither the company’s headquarters nor the fund’s address establishes the nationality of the investors in a particular round.

What do Southeast Asia’s startup deals show?

DealStreetAsia’s public summary of its Full Year 2025 Southeast Asia Startup Funding Report, published on 29 January 2026, puts disclosed regional equity funding at US$1.86 billion in H1 2025 and US$3.51 billion in H2. The second-half value was higher, but the report attributes much of the increase to a small number of outsized transactions. It also says the full-year deal count was among the lowest in more than six years. Taken together, those findings describe a market with a stronger headline funding total in H2, not a broad recovery across deal activity.

The same public summary counts four new unicorns in 2025, compared with one in 2024 and two in 2023. That is a count of companies reaching unicorn status, not a measure of foreign investor participation or overall funding breadth. The report’s public summary does not establish the foreign-investor share of the rounds.

Do the fundraising figures show foreign funds leaving?

No. They show that raising new capital has become harder, but they do not identify which established foreign VC firms continue to deploy money into Southeast Asian startups.

The DealStreetAsia H2 2025 Southeast Asia venture-fund review, published on 26 February 2026, says fundraising deteriorated sharply during 2025, H2 was the weakest period on record, no first-time manager reached final close in H2, and only one debut fund closed during the full year. These are signs of a difficult environment for fund formation. They do not mean that existing foreign funds have all left or stopped investing.

The OECD’s Asia Capital Markets Report 2026 provides broader context: Asia-focused private-equity and venture-capital funds raised US$69 billion in 2025, and VC fundraising fell 49% from 2024. The OECD says Asia-focused fundraising declined for a fourth consecutive year. These are Asia-wide fund-raising figures across asset classes where specified; they are not a count or value of foreign investments in Southeast Asian startup rounds.

How important are foreign LPs to Southeast Asian funds?

Foreign capital appears comparatively important to Southeast Asia’s fund base, but LP commitments are not the same as startup investments. In its 2026 report, the OECD, drawing on PitchBook-based analysis, says domestic investors contributed closer to 25% of committed capital in Southeast Asia in 2025. The remaining share should not be read as a direct measure of foreign VC deployment into startup rounds: it describes commitments to funds, not who invested in each company.

For context, the OECD says domestic investors provided over 90% of committed capital in China and Japan and 50–60% in India and Korea in 2025. Separately, Asian LPs accounted for 96% of committed capital in H1 2025, compared with 90% in 2024 and 94% in 2023. Those figures use different periods and regional groupings, so they should not be treated as a like-for-like time series for Southeast Asia.

Which 2025 numbers answer different questions?

Measure Reported figure What it can—and cannot—tell you
Southeast Asian startup equity funding US$1.86 billion in H1 2025 and US$3.51 billion in H2 2025, according to DealStreetAsia’s 29 January 2026 report summary. Tracks disclosed regional equity funding value; the H2 rise was largely driven by a few large deals. The public summary does not establish the foreign-investor share.
Singapore-based company fundraising S$5.9 billion across 472 deals in 2025, reported by Enterprise Singapore on 28 May 2026. Tracks firms based in Singapore, not funding exclusively deployed within Singapore or provided by foreign investors.
Asia-focused PE and VC fund fundraising US$69 billion in 2025 across the two asset classes, according to the OECD’s 2026 report; VC fund fundraising fell 49% versus 2024. Tracks fund fundraising across Asia, not Southeast Asian startup-round deployment.
Southeast Asian fund LP mix Domestic investors contributed closer to 25% of committed capital in 2025, according to the OECD’s 2026 report, citing PitchBook-based analysis. Suggests a significant non-domestic role in fund commitments; it does not identify investment activity in individual startup rounds.

What does Singapore’s funding data add?

Enterprise Singapore’s 28 May 2026 release, summarizing the 2025 Singapore Venture Funding Landscape Report by EY-Parthenon and Enterprise Singapore, says Singapore-based firms raised S$5.9 billion across 472 deals in 2025. It reports momentum in AI and deep tech, with fintech remaining strong. This offers a company-location view of one important startup hub; it does not reveal investor nationality or show that all of the capital went to activity confined to Singapore.

FDI is broader than startup venture capital

ASEANstats’ inward FDI indicator includes cross-border equity transactions, reinvested earnings, and intercompany debt. Its data were last updated on 1 July 2026 and marked preliminary. Because the measure covers more than venture investment, it cannot establish which foreign VC firms are funding startups.

Private-equity exits are not VC deployment

Deloitte’s Asia Pacific Private Equity 2026 Almanac – Southeast Asia Edition reports 21 Southeast Asian private-equity exits worth US$4.5 billion in 2025. It also lists fund closes, including Southeast Asia Clean Energy Facility II at US$175 million. These are private-equity exit and fundraising data, not evidence of foreign VC investment in startup rounds.

Technology M&A is an exit-market signal

A 8 September 2026 article by Tech Collective, on foreign buyers in Southeast Asia’s technology exit market, reports that foreign buyers completed 87 regional technology acquisitions in 2025, representing 67.4% of the region’s tech M&A volume; it reports 30 of 41 transactions in H1 2026. The article notes that the foreign share rose partly because domestic buyers retreated faster. Acquirers are not the same population as venture investors, so these numbers cannot establish VC appetite.

What would prove that a named foreign VC is staying or leaving?

A defensible firm-by-firm answer needs a consistent record of actual startup-round activity, not just fund announcements or broad regional totals. At minimum, compare:

  • Investor domicile: where the investor is based, separately from the startup’s headquarters and the fund’s LP base.
  • Participation type: whether the firm led a round or participated alongside another investor.
  • Deployment over time: a comparable history of rounds and dates, so one quiet period is not mistaken for a permanent exit.
  • Stage and sector: whether the firm’s investment focus still matches the deals being counted.
  • Coverage and value: consistent treatment of deal counts, disclosed round values, and missing or undisclosed transactions.

The sources available here do not provide that comparable cross-firm roster. They support a conclusion about a more selective funding environment and weak fund formation, but not a verified list of foreign firms that have stayed, left, or changed their deployment in Southeast Asia.
