Short answer: Delivery robots are not proven universally safe or unsafe. The best available field evidence is a site-specific U.S. Department of Transportation study of 201 interactions on one university campus. It found more serious conflicts where paths were narrow or intersecting and where a robot crossed a person’s intended route. That study did not establish injury rates or safety for children or pets. Whether a robot is acceptably safe depends on path design, yielding behavior, local rules, supervision and how people and animals respond around it.

What “safe” means in this question

A useful safety answer must distinguish several outcomes that are often mixed together:

  • Observed conflict: a person or robot has to alter course, stop or take evasive action to avoid a possible collision.
  • Comfort: how comfortable people say they feel sharing a path with a robot.
  • Collision or injury: an actual crash or harm event.
  • Operational compliance: whether the device yields, follows signals and avoids blocking a sidewalk.

The strongest evidence available for this topic measures the first two, not a nationally representative injury rate. Therefore, an interaction count or a comfort score cannot be converted into the chance that a child, pet or adult will be injured.

What the U.S. Department of Transportation study found

Scope and methods

The report Evaluation of Sidewalk Autonomous Delivery Robot Interactions with Pedestrians and Bicyclists was produced through the U.S. Department of Transportation’s Pacific Southwest Region University Transportation Center program. Field research ran from August 15, 2021, through August 14, 2022. Researchers reviewed five days of video from 10 shared-use locations at Northern Arizona University and analyzed 201 interactions between sidewalk autonomous delivery robots and human pathway users. A second study surveyed people at the university who had experience using delivery services and encountering robots.

The 201 interactions are a study sample, not 201 crashes, injuries or a failure rate. The sites and traveler population were those of one university campus, so the findings cannot automatically represent a downtown sidewalk, a suburban path, a school route or a trail used by families and pets.

Where conflicts were concentrated

Moderate and dangerous conflicts tended to cluster where pathways were narrow or intersecting and where there was no clear separation indicating which space people should occupy. The report’s executive summary states: “Moderate and dangerous SADR-involved conflicts tend to cluster near sites with intersecting and narrow pathways without any delineation of what space human pathway users should occupy.”

Conflict severity also tended to be higher when a robot crossed a pedestrian’s or bicyclist’s intended trajectory. In those situations, a person often took evasive action. A path that looks wide on a map can still be difficult in practice if people approach from several directions, if sightlines are poor or if users cannot tell where to pass.

Comfort and differences between users

Pedestrians generally reported being more comfortable sharing paths with robots than bicyclists did. The report also found that previous discomfort and earlier avoidance experiences influenced how people rated their comfort. A person who has already had to move suddenly around a robot may judge a later encounter more negatively, even when no collision occurs.

The report had relatively few dangerous conflicts, which limits the statistical strength of conclusions about the most severe events. It also excluded conflicts initiated by human pathway users. Those limits make the study useful for identifying risky operating conditions, but not for calculating an overall probability of harm.

Who faces which practical risk?

Pedestrians

For an adult on foot, the main documented issue is interaction management: recognizing the robot, deciding who has priority and finding enough room to pass. Narrow or crossing paths create less predictable encounters. If a robot moves across the line a person is already following, the person may need to stop or change direction. The study did not establish that these encounters routinely cause injury, only that conflict and evasive behavior occurred under particular conditions.

Bicyclists and other faster users

Bicyclists in the university survey were generally less comfortable sharing paths with robots than pedestrians. A bicycle has a longer stopping distance and less maneuverability at speed, so a robot crossing a rider’s intended trajectory can require a more abrupt response. The study did not test every speed, vehicle type or path design, so this finding should guide caution rather than be treated as a universal risk ranking.

Children

No child-specific safety estimate was identified. The campus study analyzed interactions with human pathway users, especially pedestrians and bicyclists, but it did not report a separate sample of children, child behavior, child height or supervision conditions. Children may stop unexpectedly, change direction quickly or focus on the robot rather than surrounding traffic, but those possibilities are reasons for adult supervision—not evidence that a particular injury rate exists.

Pets

No pet-specific safety estimate was identified either. The available study did not measure how dogs, cats or other animals react to a robot, leash tension, chasing behavior or an animal moving into the device’s path. Owners should therefore treat a robot as an unfamiliar moving object and keep the leash short enough to maintain control near a passing device. That is prudent handling guidance, not a claim that robots are safe or dangerous for every animal.

What current rules require—and what they do not prove

Legal requirements differ by state and city. A rule requiring a robot to yield describes the operator’s obligation; it does not by itself demonstrate how reliably every device performs in every setting.

Location or source Requirement or guidance How to interpret it
Alexandria, Virginia The city describes personal delivery devices as small autonomous sidewalk robots, says they are designed to navigate around people and pause when necessary, and instructs residents to report malfunctioning or obstructive devices through Alex311. Its guidance says devices should yield to pedestrians and excludes them from King Street and certain Old Town areas. These are Alexandria’s municipal instructions on a page updated December 12, 2025. Other jurisdictions may use different routes, restrictions or complaint channels.
Florida, 2025 statute § 316.2071 A personal delivery device or mobile carrier on a sidewalk or crosswalk must not unreasonably interfere with pedestrians or traffic, must yield to pedestrians and must obey official traffic and pedestrian-control signals. This is one state’s statutory example, not a nationwide rulebook.
Maryland Connected and Automated Vehicle Program The state process for personal delivery devices includes prior notice to local governments and operator emergency-response plans. State and local requirements can change, so confirm the current process for the particular community.
Arlington County, Virginia A search-result summary for an expected local pilot mentions lights, brakes, audible alerts and QR-code feedback decals. The underlying page was unavailable for verification; treat those details as a limited summary, not a complete or current specification.

Alexandria’s page identifies Serve Robotics as an operator launched there in December 2025. That statement describes a local deployment, not an independent performance test.

How to share a sidewalk with a delivery robot

If you are walking or cycling

  1. Keep your intended line predictable. Avoid cutting across a robot’s path at the last moment, especially at a crossing or blind corner.
  2. Slow down at narrow or intersecting sections. These are the locations associated with more serious conflicts in the university study.
  3. Leave usable passing space. If the path is too narrow for both users, stop where you can be seen and allow the robot or other person to clear the bottleneck.
  4. Do not assume a silent device has seen you. Make eye contact with nearby people, watch the robot’s movement and be ready to alter course.
  5. For bicyclists, reduce speed before a crossing. The study found lower comfort among bicyclists, and a faster approach leaves less time to respond if a robot crosses the intended trajectory.

If you are with a child

  • Hold the child’s hand or keep the child close when approaching a robot, driveway, crossing or narrow section.
  • Explain that the robot is not a toy and should not be climbed on, blocked or chased.
  • Position the child on the side away from the robot when there is enough room to pass safely.
  • Do not let a child step into the robot’s route to test whether it stops.

These steps address supervision and predictable movement; they do not supply the child-specific evidence that the available study lacks.

If you are walking a pet

  • Shorten the leash before the robot reaches you and prevent the animal from darting toward it.
  • Move to a place with room to pass rather than allowing a leash to stretch across the sidewalk.
  • If your animal is fearful or reactive, create extra distance and wait for the robot to pass.
  • Never encourage chasing, sniffing or riding on the device.

How to judge a deployment before trusting it

Residents, facility managers and local officials can evaluate a deployment using four questions. They correspond to the conditions that matter most in the available evidence and rules.

1. Does the path provide clear space?

Look for width, sight distance, intersections, curb ramps, doorways and places where people queue. A deployment that works on a broad, clearly marked path may behave differently on a narrow shared-use segment. Marked zones or other delineation can reduce uncertainty about where people should walk or ride.

2. What does the device do around people?

Find out whether it is required to yield, pause, obey pedestrian signals and avoid unreasonable interference. Observe whether those intended behaviors are understandable to people nearby. A city or operator description is an expectation, not independent proof of performance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Is there a local reporting and emergency process?

Residents should know how to report a stalled, blocking or malfunctioning unit. Alexandria directs people to Alex311. Maryland’s program describes prior local notice and emergency-response planning. A deployment without a visible complaint route is harder to correct when a device blocks a ramp or crossing.

4. Does the evidence match the people and animals using the route?

Ask whether observations include the relevant users: adults, children, bicyclists, wheelchair users, people with strollers and animals. The university study provides early evidence about pedestrians and bicyclists, not a representative national sample and not child or pet outcomes.

What to do when a robot blocks or malfunctions

  1. Keep yourself, children and animals out of the device’s immediate path; do not push or climb on it.
  2. Use an alternate clear route if one is available, especially near a curb, driveway or crossing.
  3. Record the location, time and visible identification or feedback code if doing so is safe.
  4. Report the obstruction through the local channel. In Alexandria, that channel is Alex311; another city may use a different service.
  5. If a person is injured or traffic control is compromised, contact the appropriate emergency service rather than attempting a repair.

What can responsibly be concluded today?

Delivery robots can operate acceptably in some environments, but the available evidence does not justify calling them categorically safe for pedestrians, children or pets. The clearest warning signal is environmental: narrow and intersecting paths, unclear space allocation and robots crossing a user’s intended trajectory are associated with more conflict and evasive action in the Northern Arizona University observations.

The evidence also has clear boundaries. The study covered 201 interactions at 10 campus locations, used observations from August 2021 to August 2022, and included a comfort survey; it did not provide a national injury rate, a child-specific rate or a pet-specific rate. Local rules can improve expectations by requiring yielding, signal compliance, emergency planning and reporting, but those requirements vary by jurisdiction and should be checked where you live.

For a pedestrian, parent or pet owner, the practical test is therefore conditional: use extra care at narrow or crossing paths, keep children and animals under direct control, give a robot room to pass and report devices that obstruct or malfunction. Treat “safe” as a condition to verify in the actual setting, not as a blanket label.
