Yes, chemicals can migrate from food packaging into food, but finding a chemical does not automatically mean the package caused illness. Migration depends on the substance, packaging material, food (especially acidic or fatty foods), temperature, contact time and intended use. The most discussed groups are PFAS, bisphenols such as BPA, and phthalates. Evidence of human exposure is widespread, while proof of harm varies by chemical and dose.

The sensible response is risk reduction rather than trying to achieve zero exposure: use packaging as directed, avoid heating containers that are not labeled for it, replace worn or cloudy plastic, and use glass or other suitable materials when convenient.

What “chemical leaching” from packaging actually means

Scientists generally use the term migration rather than leaching. A substance in a package can move into the food that touches it. The amount is usually small and measurable only with analytical testing, but it is not necessarily zero. The U.S. Food and Drug Administration (FDA) explains: “As is the case when foods are in direct contact with any packaging material, small, measurable amounts of the packaging materials may migrate into food and can be consumed with it.”

Migration is not the same as contamination caused by polluted soil, water, processing equipment or the wider environment. A chemical detected in food may have several possible sources. Food-contact rules therefore evaluate a particular chemical, material, food type, temperature and use pattern rather than declaring an entire material universally safe or unsafe.

Why food and use conditions matter

  • Heat: Higher temperatures can increase the rate at which some substances move into food. Heating a package beyond its design specification is a different exposure scenario from storing a chilled food.
  • Time: Longer contact gives migration more opportunity to occur. A disposable wrapper used briefly is not the same as a container reused for months.
  • Food chemistry: Fatty or acidic foods can interact differently with packaging than dry, neutral foods.
  • Wear: Scratches, cracks, cloudiness and other damage can change how a reusable item performs, even when its original approval covered an undamaged product.

What the latest evidence shows

Migration is documented across packaging studies

A 2025 systematic review indexed in PubMed examined 67 studies and 5,378 samples. It reported consistent migration of phthalates and bisphenols from plastic packaging and assessed the available evidence for PFAS. Such a review demonstrates that migration can be measured; it does not establish that every package produces a harmful dose or that all plastic products carry the same risk.

Human exposure is broad, but the source and health outcome may be uncertain

A peer-reviewed 2024 study in the Journal of Exposure Science & Environmental Epidemiology systematically mapped 3,601 food-contact chemicals for which there was evidence of human exposure. The authors highlighted 80 chemicals with hazard properties of high concern. Their work linked migration information with biomonitoring results, but it did not show that packaging was the sole source of any individual’s exposure, nor that every detected chemical causes disease. Many food-contact chemicals remain incompletely characterized, so a lack of studies is not proof of safety.

These distinctions are essential: hazard asks whether a substance can cause an effect under some conditions, while risk also depends on dose, route, frequency and the vulnerability of the exposed person. Detection in food, blood or urine is evidence of exposure, not a diagnosis.

The chemical groups receiving the most attention

Group Why it is used What is known about food-contact exposure Important qualification
PFAS (per- and polyfluoroalkyl substances) Grease, oil and water resistance in some food-contact applications Some PFAS can migrate, and the class contains many different substances with different properties. PFAS are persistent and can remain in people and the environment for long periods. Exposure can also come from drinking water, soil, consumer products and environmental contamination; a food finding does not identify the source.
Bisphenols, including BPA Some polycarbonate plastics and epoxy coatings used for can linings Small measurable amounts can migrate into food. Regulatory conclusions differ by jurisdiction and have changed as assessments were updated. “BPA-free” addresses BPA only and does not establish that every substitute or other migrant is harmless.
Phthalates Plasticizers, historically in PVC and some other food-contact components Nine phthalates remain allowed in certain U.S. food-contact uses; recent sampling suggests replacement is reducing exposure from those uses. Food-contact exposure is only one possible route, and the allowed uses are specific rather than blanket approval for all products.

PFAS: persistence and a changing food-contact picture

The FDA describes PFAS as a diverse group used in many products, including some food-contact applications. Since 2019, the agency has tested more than 1,900 food samples. In its Total Diet Study, no PFAS were detected above the method detection limit in 1,290 of 1,352 fresh and processed foods tested. Targeted sampling found higher detection rates in seafood. Those results concern food testing and possible environmental pathways; they do not prove that packaging caused an illness.

The World Health Organization calls PFAS “forever chemicals” because they break down very slowly and can remain in the environment for long periods. Its landscape review identified 18 priority PFAS and six priority health-effect categories for deeper assessment. A 2026 publication reported occurrence evidence for 77 PFAS and health-effect evidence for 66 PFAS, illustrating why conclusions about one PFAS should not automatically be applied to the entire class.

For U.S. food-contact uses, the FDA reports that PFAS grease-proofing agents were no longer being sold by February 2024 and that related notifications were no longer effective in January 2025. This is a regulatory status for specified uses, not a claim that PFAS have disappeared from all food, packaging or the environment.

BPA and other bisphenols

BPA is used in some polycarbonate beverage containers and epoxy coatings for cans. The FDA’s current position supports the safety of approved uses while research continues, and it acknowledges that small measurable amounts can migrate into food.

European policy is different. The European Food Safety Authority (EFSA) reported that the European Commission adopted a BPA food-contact ban on 19 December 2024 after EFSA’s latest risk assessment. EFSA’s 2023 reassessment identified immune-system effects as the critical concern and set a tolerable daily intake of 0.2 nanograms per kilogram of body weight per day. That value is an EFSA assessment for the European regulatory context and date; it should not be presented as a universal global limit or as a measurement of an individual’s exposure.

Other bisphenols may be used as replacements. A product labeled “BPA-free” therefore tells you only that BPA is not intentionally present or is below the relevant labeling threshold; it does not describe the complete chemical profile.

Phthalates and plasticizers

Phthalates have historically been used to make PVC and other components flexible. In the United States, nine phthalates are currently allowed in certain food-contact applications: eight plasticizers and one monomer. The FDA revoked 23 authorizations in 2022 after determining that those uses had been abandoned. The agency’s 2026 evaluation proposed grouping DEHP, DCHP, DIOP and DINP for a future cumulative risk assessment. Recent sampling suggests manufacturers are replacing phthalates and that consumer exposure from food-contact uses is decreasing, although exposure from non-food products and other pathways remains possible.

Does microwaving plastic release toxic chemicals?

Microwaving can increase migration when a container is not designed for microwave temperatures, when food overheats, or when the package is damaged. “Microwave-safe” is a use instruction, not a guarantee that no chemical will ever migrate. It means the product has been evaluated for the manufacturer’s specified microwave conditions.

  1. Check the container and its label. Use only products explicitly marked for microwave use. Do not assume that a takeout tub, foam tray, deli wrapper or single-use pouch is suitable.
  2. Follow the heating limits. Observe any stated power, time, venting or temperature instructions. Remove lids or loosen seals as directed to prevent pressure buildup.
  3. Transfer food when the package is unsuitable, damaged or unlabeled. A glass or ceramic dish is a practical alternative for heating.
  4. Avoid high-fat or very hot foods in unapproved plastic. Heat and oil can create a more demanding migration condition than the one for which a package was intended.
  5. Retire worn reusable plastic. Replace items that are cracked, deeply scratched, warped or persistently cloudy.

These steps reduce avoidable exposure; they cannot establish that a particular microwaved meal caused a health effect. If a package melts, warps or smells strongly during heating, discard the food and container rather than continuing to use them.

Can packaging chemicals accumulate in the body?

Some substances can persist in the body or environment longer than others. PFAS are the clearest example among the groups discussed here, but persistence, half-life and tissue distribution differ substantially across individual chemicals. A single detection in blood or urine does not reveal how much came from packaging, how long it will remain, or whether it will produce illness.

Accumulation is also an exposure-pattern question. Repeated low-level contact from food, water, household dust, personal-care products and other sources can add to total exposure. Children, pregnant people and workers with specialized exposures may warrant particular attention, but the appropriate response is to reduce credible sources rather than attempt unvalidated “detox” programs. If you have a medical concern, discuss it with a clinician who can interpret your history; routine testing for every food-contact chemical is not a general screening recommendation established by the evidence summarized here.

Is glass safer than plastic for food storage?

Glass can reduce reliance on plastic, especially for hot, acidic or fatty foods and for long-term storage. It is not automatically risk-free: lids, seals, coatings and decorations may be made from other materials, and glass can break or require more energy to transport. Plastic can be appropriate when it is intact, intended for the food and temperature involved, and used for the labeled period.

Decision factor Glass Plastic
Heating Often convenient for oven or microwave use when the specific glass product is rated for it; thermal shock can break glass. Only use containers labeled for the appliance and conditions; some products are for storage, not heating.
Long-term reuse Does not absorb odors easily and has no plasticizer profile, but lids and seals still require inspection. Lightweight and less breakable; scratches, cracks and aging can alter performance.
Migration considerations Food-contact surfaces are generally inert glass, but components such as lids, gaskets, glazes or printed decorations matter. Migration depends on the resin, additives, food, temperature and contact time; a material name alone is insufficient.
Practical trade-offs Heavier and breakable. Lighter and durable against drops, but may be harder to judge once worn.

The best choice is the one whose complete product is rated for your intended food and temperature. Switching to glass lowers exposure to some plastic-associated chemicals; it does not guarantee zero exposure or eliminate environmental contaminants.

How to reduce exposure without chasing zero

  1. Match the package to the job. Follow storage, heating, freezing and reuse instructions instead of extending a single-use package indefinitely.
  2. Use glass or ceramic for hot food when practical. Especially consider this for reheating oily or acidic meals and for repeated storage.
  3. Do not reuse disposable packaging unless the manufacturer says it is reusable. Takeout containers and thin films can be unsuitable after their original use.
  4. Replace damaged containers and seals. Scratches, cracks, warping and degraded gaskets are reasons to retire a product.
  5. Read claims precisely. “BPA-free,” “PFAS-free” or “phthalate-free” refers to a stated substance or class, not every possible migrant.
  6. Vary food sources and avoid unnecessary contact with packaging. Removing food from a wrapper or can promptly and storing leftovers in a suitable container can shorten contact time.
  7. Keep perspective on other exposure routes. Drinking water, household dust, cosmetics, textiles, cookware and environmental contamination may contribute more than a particular package.

Why regulations differ between the United States and Europe

Food-contact regulation is jurisdiction-specific. The FDA evaluates authorized uses case by case, considering the substance, migration, intended food and conditions of use. Its current positions on approved BPA, phthalate and PFAS applications therefore cannot be treated as a worldwide verdict.

In Europe, EFSA’s 2023 BPA reassessment and the European Commission’s 19 December 2024 adoption of a food-contact BPA ban show how a new risk assessment can lead to a different policy outcome. A product legally sold in one market may be reformulated, labeled or restricted differently in another. Check the rules and manufacturer instructions for the country where the product is sold and used.

A practical way to judge a package

  • Identify the material and use: Is it a bottle, can lining, flexible film, coated paper, reusable tub or a component such as a gasket?
  • Check the intended temperature: Storage, refrigeration, freezing, microwave heating and oven use are different conditions.
  • Estimate contact time: Minutes, days and repeated cycles create different opportunities for migration.
  • Consider the food: Acidic, fatty, salty and hot foods can be more demanding than dry foods.
  • Inspect condition: Retire products that are visibly degraded.
  • Interpret claims narrowly: A single “free-from” claim does not certify the whole formulation.
  • Use authoritative, current information: Regulatory status and authorized uses can change, as the 2022 U.S. phthalate revocations, 2024 PFAS updates and 2024 European BPA ban demonstrate.

The evidence supports measured caution: migration is real, exposure is widespread, and some chemicals deserve closer scrutiny, but the data do not justify saying that all plastic packaging is dangerous or that every detected chemical causes disease. Reducing heat, time and unnecessary contact while choosing products designed for the intended use is a proportionate approach.
