AI shopping agents are neither automatically safe nor automatically dangerous. Their risk depends on the data they can access, the accounts and payment details they can use, the sellers they select, and whether they must ask for approval before consequential actions. Treat an agent as a delegated assistant: limit its permissions, require confirmation before purchases, inspect the final seller and item yourself, and know how to revoke access and dispute an error.
What an AI shopping agent actually is
An AI shopping agent is software that can take steps toward a shopping goal. Depending on the service, it may search for products, compare prices or specifications, filter results against your preferences, place items in a basket, and sometimes initiate or complete a purchase. A conventional recommendation tool mainly displays information; an agent can coordinate several steps or act on your behalf.
The label does not tell you how autonomous a particular product is. The UK Competition and Markets Authority (CMA) says current consumer-facing agentic behaviour is generally narrow: early shopping agents can search, compare and initiate simple actions, usually with user confirmation. The CMA also describes agentic systems as capable of planning and coordinating actions across services, while noting that human escalation remains common. Do not assume that every service can independently buy anything, change subscriptions or manage all of your accounts.

Why safety depends on delegated authority
The central question is not whether the underlying model is intelligent. It is what authority you have delegated and what happens when the system is wrong, manipulated or unavailable.
Information-only assistance
An agent that returns links or a comparison list has limited direct impact. You still need to check the seller, product description, delivery terms and checkout page, but the service cannot spend money unless you take the next step.
Account-connected assistance
Risk rises when an agent can read purchase history, use a retailer account, access loyalty benefits, or retain preferences over time. Persistent personalisation can be useful, but it increases the amount of information that must be protected and the consequences of an account compromise.

Action-taking assistance
An agent that can add items to a basket, place an order, cancel a service or switch providers has delegated authority. A misunderstood budget, quantity, delivery address or cancellation term can create a financial or contractual problem. The CMA’s illustrative consumer case specifically identifies erroneous switching and actions that do not reflect a person’s preferences.
Keep authority inside your explicit intent. Require a fresh confirmation for a purchase, a provider switch, a subscription change, or any action that is expensive, difficult to reverse or legally consequential.

What data does a shopping agent see?
The answer varies by product and configuration. Potentially accessible data includes search queries, saved preferences, browsing context, purchase history, delivery addresses, account identifiers, loyalty information and payment-related tokens. Some services may receive only the details needed for one task; others may retain a profile for future personalisation.
Ask these questions before connecting an account:
- What information is collected, and which fields are optional?
- How long is it retained, and is it used to train or improve a service?
- Can you inspect, export, correct or delete the profile?
- Can personalisation be disabled without losing basic search functionality?
- Does the agent receive a password, an access token, or a limited session?
- Can you disconnect one retailer or payment account without deleting everything?
Privacy risk generally increases with broader access and longer retention. Give an agent the minimum information needed for the task. A one-time product search should not require your complete purchase history, address book or unrelated accounts.
Can an AI agent buy something without your permission?
It can if the service allows purchases without a final approval step and you have granted the required credentials or payment authority. Other agents stop at a basket or request confirmation. The product’s settings, not the name “AI shopping agent,” determine the answer.
Look for controls such as:
- Always ask before placing an order.
- Require approval above a chosen amount.
- Restrict purchases to named merchants, categories or delivery addresses.
- Set a daily or per-transaction spending ceiling.
- Show the exact item, quantity, seller, total cost, taxes, shipping and return terms before approval.
- Provide an activity log showing searches, recommendations and actions.
Do not treat a spending limit as a substitute for reviewing the item. A wrong product under the limit is still a wrong purchase. For high-value or time-sensitive orders, use a fresh approval even if the service offers automatic rules.
Can AI shopping agents be scammed?
Yes. A scam can target the agent, the user, or both. Visa has warned that fraudulent storefronts can be designed to appear legitimate to automated checks and manipulate agent-driven shopping results. If an agent buys from such a store using stored credentials, the merchant may capture payment information and attempt unauthorised transactions. This is a threat described by Visa, not evidence that every unfamiliar seller is fraudulent.
Automated selection can also amplify ordinary deception: copied product pages, fake discounts, counterfeit goods, hidden subscription terms or misleading delivery promises. An agent may correctly follow your instructions while choosing a seller whose claims are false.

Before approving an unfamiliar or unusually cheap offer, open the final merchant page and check the legal business name, contact details, returns policy, delivery estimate and payment domain. Compare the product model number, condition, warranty and included accessories with the manufacturer’s listing or another independent source. A low price is a reason to investigate, not proof of fraud.
Protect payment credentials
Prefer a payment flow in which the agent cannot view or export the underlying card number. Do not paste one-time passwords or security codes into an agent chat. Turn on transaction alerts with your card issuer and review statements after an agent-initiated purchase. If a seller requests an unusual payment method, gift cards, cryptocurrency or a transfer outside the normal checkout, stop and verify the transaction independently.
Other ways an agent can get the purchase wrong
Wrong item or misunderstood constraints
Natural-language requests contain ambiguity. “A laptop for travel” does not specify screen size, operating system, weight, keyboard layout, warranty region or required ports. An agent may optimise for price when you meant reliability, or select a compatible-looking accessory that does not fit your device. State hard constraints explicitly and inspect the exact model and configuration before buying.
Incomplete or stale information
Prices, stock, delivery dates and return terms change. A comparison generated minutes earlier may no longer match checkout. Confirm the final total and delivery promise on the seller’s page, particularly for limited-time offers.

Hidden incentives and biased recommendations
The CMA identifies undisclosed commercial incentives and affiliations as a consumer risk. This is an identified risk, not proof that a named service is biased. Ask whether results include sponsored placement, commissions or preferred merchants, and whether those relationships are clearly disclosed. A recommendation should explain why an item matches your requirements, not merely present a ranking.
Loss of control and unclear accountability
You should be able to tell what the agent did, when it acted, what information it used and who handles a complaint. Government guidance emphasises transparency, oversight, logs, escalation and accountability. If the service cannot explain an action or provide a workable support and refund route, do not grant it purchasing authority.
What consumers are worried about
Visa’s 2025 online survey covered adults aged 18–65 who shop online monthly and hold a debit or credit card: 1,600 respondents in the United States, 1,600 in Australia and 500 in New Zealand. The weighted results across those markets reported these concerns:
| Concern | Share of respondents |
|---|---|
| Data security | 50% |
| Privacy | 44% |
| Purchase accuracy | 42% |
| Reliability | 40% |
| Control | 36% |
| Want explicit control over data an agent can access | About 85% |
| Not very or not at all likely to use an agent without data control | 54% |
These are survey responses, not observed fraud rates, a safety certification or proof that every agent is unsafe. Visa also reported a 25% rise in malicious bot-initiated transactions over the preceding six months and a 40% rise in the United States through its Account Attack Intelligence reporting. Those figures are Visa-reported threat data and are not a measured increase in AI shopping-agent fraud specifically.
The UK Financial Conduct Authority reported in 2026 that 20% of surveyed UK retail financial-services consumers were likely to use AI capable of acting autonomously within preset goals. The survey included more than 5,000 people, but it concerns personal finance rather than shopping-agent use, so it is contextual evidence only.
A practical safety checklist before you connect an agent
- Map the authority. Write down exactly what the service can read, change or buy. Disable permissions unrelated to the task.
- Set approval rules. Require confirmation for every purchase at first. If you later automate routine orders, use a low spending ceiling and named merchants.
- Separate credentials. Use limited sessions or tokens where available. Do not provide a master password when a narrower permission will work.
- Check data controls. Find the settings for retention, personalisation, deletion and account disconnection before you start.
- Inspect the result. Confirm seller identity, exact model, quantity, condition, shipping, taxes, total price, warranty and returns.
- Look for disclosures. Identify sponsored results, commissions, affiliations and known limitations.
- Test revocation. Locate the button or account page that disconnects the agent and removes its access. Do not wait until after an incident to find it.
- Prepare recovery. Save order numbers, enable transaction alerts and know the seller’s refund process and your card issuer’s dispute procedure.
How to stop a wrong or unauthorised purchase
Act quickly, but preserve evidence. Screenshot the agent’s instruction, approval screen, order confirmation, seller page and any messages. Cancel through the merchant’s official account page or support channel; do not follow a cancellation link sent by an unknown address.
Best Value
- Revoke the agent’s account and payment access.
- Change the affected retailer password and any reused password.
- Contact the seller to request cancellation, return or refund and obtain a case number.
- Notify your card issuer or payment provider if the transaction is unauthorised or the merchant will not resolve it.
- Review recent transactions and account changes for additional activity.
- Report a fraudulent storefront to the relevant marketplace, payment provider or consumer-protection authority.
If the agent switched a service or accepted a contract, contact the provider immediately and state that the action did not reflect your authorisation or instructions. Keep a record of every contact and deadline.
How to compare shopping agents without a misleading safety score
No independent source here provides a safety ranking of named shopping agents. Compare services using the same questions instead of treating a badge or marketing claim as certification.

|---|---|
| Data minimisation | Optional fields, retention period, inspection and deletion controls, and whether personalisation can be disabled. |
| Credentials | Whether the agent uses limited tokens or full passwords, and how payment details are protected. |
| Purchase authority | Per-order approval, spending boundaries, merchant restrictions and an action log. |
| Seller transparency | Seller identity, final checkout inspection, product details and disclosure of sponsored placement or affiliations. |
| Recovery | Access revocation, human support, cancellation, returns, refunds and payment disputes. |
Use the service with the narrowest permissions that still accomplishes your goal. A tool that cannot answer these questions should remain an information-only assistant rather than receive checkout authority.
What “safe enough” looks like in practice
For a low-cost, reversible purchase from a familiar seller, an agent that searches and prepares a comparison can save time when you review the final page yourself. For expensive electronics, recurring subscriptions, health-related products, travel, financial services or unfamiliar merchants, keep the agent in recommendation mode and make the final decision manually.
The CMA’s March 9, 2026 statement captures the governing principle: “Agentic AI will deliver greatest consumer value and be trusted when autonomy is bounded clearly by user intent and backed by strong transparency and accountability.” In practical terms, that means limited permissions, explicit approval, visible reasoning and a credible way to undo or dispute an action.
