No. Treat an AI-generated vulnerability report as an unverified draft, not as a publishable security finding. Before submission or public disclosure, a qualified human should confirm the issue in an authorized environment, verify that the evidence supports the claimed impact, check the recipient’s current rules, remove unnecessary sensitive data, and approve the disclosure plan.
Why an AI-generated report is not proof
A language model can turn scanner output, logs, code, or a researcher’s notes into a convincing narrative. It can also invent a request, misread a response, confuse a theoretical weakness with an exploitable one, or attach an unjustified severity score. Polished prose is therefore not evidence that a vulnerability exists.
The same standard applies whether AI helped discover the issue, wrote the report, generated a proof of concept, or merely edited the wording. The relevant question is whether another authorized reviewer can reproduce the result and trace every important claim to authentic evidence. The reviewed policy sources do not establish that AI involvement by itself makes a report more or less valid, and they do not provide a reliable error-rate statistic for AI-generated reports.

What a human reviewer must establish
1. Scope and authorization
Confirm the exact asset, account, environment, and test method are permitted. Read the affected organization’s live vulnerability-disclosure or bug-bounty policy, including exclusions, rate limits, prohibited techniques, and required reporting channels. If a connected service or hostname is not clearly listed, stop and ask the organization before testing. The U.S. General Services Administration (GSA), for example, expressly excludes unlisted connected services and tells researchers to ask when uncertain.
Authorization is not implied by public accessibility. A vulnerability in a production endpoint, a supplier’s service, or a customer tenant may be outside the permission granted to test a named application. Record the policy version or access date and the specific asset identifier in the report.
2. Reproducibility
A second reviewer should be able to follow the steps in a controlled, permitted environment and observe the same security-relevant result. Record the affected product and version, commit range or build, operating assumptions, account privileges, configuration, request sequence, response, and expected versus actual behavior.

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Reproduction need not mean repeating dangerous exploitation against a live target. A staging system, a test account, a harmless payload, or a minimized proof of concept may demonstrate the same condition without exposing real data. If the issue cannot be reproduced, label it as unconfirmed rather than publishing a definitive finding.
3. Authenticity and relevance of evidence
Inspect screenshots, packet captures, logs, scripts, requests, responses, timestamps, and hashes where appropriate. Make sure each artifact came from the claimed test and is relevant to the affected component. Reject canned output, synthetic examples presented as observations, and evidence that proves only a hypothetical impact.
AI-generated code or commands should be treated as untrusted until a reviewer runs or audits them. Check for hidden network calls, destructive operations, credential exposure, and assumptions that do not match the target. Preserve the original artifacts separately from any AI-edited presentation so the provenance of the evidence remains clear.

4. Demonstrated impact and severity
Assess what the test actually demonstrated for confidentiality, integrity, and availability. An error message may disclose implementation details without granting account access; a reflected input may be non-executable in the tested context; a theoretical privilege boundary bypass may require conditions that were not present. Severity labels and common scoring systems are useful summaries only after the underlying effect is established.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWrite the smallest defensible claim. Distinguish “can read another user’s profile” from “could potentially lead to account takeover,” and explain prerequisites such as authentication, user interaction, network position, or a particular configuration. Do not carry forward an AI-generated score simply because it sounds precise.
5. Data minimization and safety
Use an exploit only as far as necessary to confirm the issue. Stop after confirmation or immediately if you encounter personal, financial, proprietary, credential, or other sensitive information. Do not copy, retain, or publish more data than needed to demonstrate the condition. Notify the program through its secure channel if sensitive material was exposed.
Sanitize examples, redact tokens and identifiers, and remove customer records from screenshots. A report can be accurate yet unsafe to release if its proof of concept contains live secrets or enables access to additional victims.
6. Disclosure judgment
Review where and when the report will be sent. A private submission through an authorized channel starts a remediation conversation; an open post can expose an unpatched issue to people who can exploit it. Confirm confidentiality terms, the recipient’s preferred encryption or portal, and the process for coordinating any later public release.

| Element | What to include | Human check |
|---|---|---|
| Affected asset | Hostname, application or component, endpoint, product version, build or commit range, and relevant configuration. | Matches the authorized scope and the system actually tested. |
| Prerequisites | Account role, authentication state, permissions, network position, feature flags, and user interaction. | Every prerequisite was present during the demonstration and is stated explicitly. |
| Reproduction steps | Numbered actions, exact requests or commands, safe input values, and the expected and observed results. | A second reviewer can reproduce the result without guessing. |
| Evidence | Relevant requests, responses, logs, screenshots, scripts, or recordings with timestamps and sensitive data redacted. | Artifacts are authentic, complete enough to support the claim, and tied to the stated asset. |
| Impact | Specific confidentiality, integrity, or availability effect that was demonstrated, plus limitations and prerequisites. | Impact does not exceed what the test proves. |
| Proof of concept | A minimal, non-destructive demonstration when safe and appropriate. | It confirms the issue without collecting data, changing records, or expanding access. |
| Remediation context | Useful mitigation ideas, affected versions, and whether a workaround or patch is known. | Suggestions are separated from verified facts and do not imply a fix exists. |
| Disclosure details | Receiving channel, confidentiality expectations, reporter contact, and proposed coordination. | Destination and release plan match the recipient’s current policy. |
A safe review workflow
- Freeze the draft and preserve provenance. Save the original AI output, prompts where relevant, scanner output, and raw test artifacts. Mark unverified statements instead of silently editing them into facts.
- Read the recipient’s current policy. Confirm scope, prohibited actions, required fields, submission channel, confidentiality terms, and any rules for coordinated public disclosure. Policies can change, so use the live page immediately before submission.
- Recreate the condition safely. Use an authorized test account or environment. Follow the proposed steps, then vary one assumption at a time to determine what is necessary for the result.
- Capture a minimal evidence set. Record the request and response, relevant logs, version information, and a harmless proof of concept. Stop when the vulnerability is confirmed or sensitive information appears.
- Have a technically independent reviewer repeat it. The reviewer should not rely on the model’s explanation. Ask what they observed, what they could not reproduce, and which prerequisites were missing.
- Recalculate impact and severity. Map the demonstrated effect to the organization’s severity method or to a recognized scoring framework only after the facts are settled. Explain uncertainty rather than filling gaps with a model’s assumptions.
- Sanitize and minimize. Remove secrets, personal data, customer identifiers, unnecessary exploit capability, and internal details that do not help remediation. Keep a protected original for authorized investigators if policy permits.
- Submit privately. Use the stated portal or security contact, identify the authorized testing context, and request confirmation. Do not post the report, proof of concept, or affected endpoint publicly while remediation is pending.
- Coordinate any release. Agree on what can be disclosed, when, and by whom. Recheck the policy and the technical state of the fix before publishing an advisory or article.
What major policies illustrate
These policies show why a human validation gate is prudent, but they are organization-specific examples rather than a universal legal rule.
| Organization and guidance | Relevant requirement | How to apply it |
|---|---|---|
| European Union Agency for Cybersecurity (ENISA) Responsible Vulnerability Disclosure Policy | Reports produced through automated scanning, including AI tools, must include proof-of-concept and validation information; raw scanner output is not accepted. ENISA asks reporters to notify it before other disclosure and maintain confidentiality for at least 90 days from first notification. | Do not forward model or scanner output as the report. Supply reproducible validation and treat the 90-day period as ENISA’s policy, not a general deadline. |
| OpenAI Outbound Coordinated Disclosure Policy | Its process describes validation of security impact, impact and affected-version details, reproduction steps or a proof of concept, peer review for accuracy and reproducibility, and security-engineer review before automated-system disclosures are released. Initial disclosure is private by default, with public release generally requiring maintainer consent subject to stated exceptions. | Use the same separation between automated assistance and human approval when designing an internal workflow; do not present this organization’s procedure as a rule for every program. |
| U.S. General Services Administration (GSA) Vulnerability Disclosure Policy | Requests vulnerability location, potential impact, detailed reproduction steps, and supporting technical material. It limits testing to what is necessary, requires stopping after confirmation or on encountering sensitive data, and asks for confidentiality for up to 90 calendar days after notification. The page was last updated October 1, 2026. | Follow the safety limits and use the 90-calendar-day request only when reporting to GSA; it is not a universal disclosure schedule. |
| NIST SP 800-216, Recommendations for Federal Vulnerability Disclosure Guidelines | Recommends a formal framework for accepting, assessing, managing, and communicating vulnerability reports and remediation for software, hardware, and digital services under federal control. | Treat intake, technical assessment, remediation, and disclosure as managed institutional processes rather than an individual author’s decision to post. |
| OpenAI CVE Assignment Policy | Dated November 20, 2025, it describes investigation to validate a vulnerability and determine impact and severity, asks reporters not to publicize details while a fix is in progress, and coordinates a timeline once a solution or sufficient mitigation exists. | Check the live policy before relying on these terms; the date means its conditions should not be assumed current without rechecking. |
ENISA states the principle plainly: “Reporting vulnerabilities discovered through automated scanning tools, including AI tools, should always be accompanied with PoC and validation information by the reporter. Raw output from automated scanners will not be accepted.” That is institutional guidance from ENISA, not a statement that every program uses identical wording.
Private submission is different from public publication
Private reporting
Send a validated report through the affected organization’s designated security contact, portal, or encrypted channel. Include enough detail for triage while limiting exploitability and sensitive data. Keep communication within the stated confidentiality terms and answer follow-up questions with additional evidence only when necessary.
Public disclosure
Public release can make an unpatched weakness immediately actionable. Before publishing, confirm that the recipient has acknowledged the issue, that a patch or effective mitigation is available when required, and that the release date and content are coordinated. Remove operational details that are not needed for defenders to understand or fix the issue.
Do not convert a private report into a public post merely because the recipient has not replied by an informal deadline. Some policies request confidentiality for a specified period, while others use a negotiated timeline. The 90-day periods in the ENISA and GSA examples are separate policy commitments, not a universal countdown that authorizes disclosure everywhere.
How to compare AI-assisted and non-AI reports
Evaluate both types with the same evidence-based criteria. Authorship method should never substitute for review.

Common AI-report failures and fixes
“The model supplied a working exploit.”
Failure: A generated script is presented as proof even though it was never run or produces a simulated response.
Recommended Free Tools
Fix: Execute only in an authorized, controlled setting, inspect the script for unsafe behavior, and attach the real request and response. If execution is not permitted, describe the material as a hypothesis.
“The scanner says critical.”
Failure: A tool’s label becomes the report’s severity without checking prerequisites or impact.
Fix: Reassess confidentiality, integrity, and availability effects independently. State the tested privilege level, user interaction, and environmental conditions.
“A public endpoint is fair game.”
Failure: Internet visibility is mistaken for authorization, leading to testing outside the listed scope.
Fix: Match every host and technique to the live policy. Ask the organization before proceeding when scope is ambiguous.

“More data makes the proof stronger.”
Failure: The researcher downloads records, captures secrets, or includes personal information to make the report persuasive.
Fix: Stop at the first sufficient confirmation, preserve only the minimum necessary evidence, redact the rest, and notify the recipient securely.
“No response means permission to publish.”
Failure: Silence is treated as consent or as the end of a fixed universal waiting period.
Fix: Follow the recipient’s stated process, send a courteous status request through the same channel, and coordinate timing before any public release.
“Editing removed the uncertainty.”
Failure: AI-generated prose turns conditional observations into categorical claims.
Fix: Preserve qualifiers, distinguish observed behavior from expected impact, and require a reviewer to approve every assertion that affects triage or severity.
Controls for teams that use AI in vulnerability handling
- Separate roles: The person or system that drafts text should not be the sole approver of technical validity or disclosure.
- Require an evidence gate: Do not submit a report until a reviewer has checked scope, reproduction, artifacts, impact, and data handling.
- Protect inputs: Avoid sending credentials, personal data, proprietary source, or undisclosed vulnerability details to an AI service unless the organization has approved the service and its data controls.
- Log provenance: Retain source artifacts, tool versions, test timestamps, and material AI transformations so reviewers can reconstruct how the report was produced.
- Use templates with explicit uncertainty: Separate observed facts, inferred causes, hypotheses, and remediation suggestions.
- Train reviewers: Technical reviewers need enough product and security knowledge to challenge generated assumptions, not merely proofread grammar.
- Define release authority: Name who can submit privately, who can approve public disclosure, and how conflicts or urgent exploitation are escalated.
Pre-publication checklist
- The affected asset and version are identified and within authorized scope.
- A reviewer reproduced the condition or documented why a safe equivalent demonstrates it.
- Requests, responses, logs, and scripts are authentic and support the stated vulnerability type.
- The impact and severity reflect demonstrated effects, not an AI label or hypothetical chain.
- Testing stopped at the minimum confirmation point and did not manipulate or retain unnecessary data.
- Secrets, personal information, customer identifiers, and excess exploit detail are removed.
- The recipient’s current submission, confidentiality, and coordinated-disclosure rules were checked.
- The report was sent privately through the authorized channel before any public discussion.
- A named human approved both the technical claims and the release timing.
Bottom line
An AI-generated vulnerability report is safe to publish only after it has passed the same—or stricter—human evidence and disclosure checks as any other report. AI can accelerate discovery and writing, but it cannot establish that a vulnerability exists, that its impact is accurately described, or that public release is responsible. Validate the finding, minimize harm, submit privately, and coordinate publication with the affected organization’s current policy.
