Sometimes—but there is no automatic yes or no. In a U.S. case, an AI-generated transcript of body-worn-camera audio may be admitted when the offering party supplies a sufficient foundation for authentication and satisfies the other rules that apply to the transcript’s intended use. The official recording and the software-generated text are different evidence. Authenticating the camera file does not automatically authenticate every word in a derivative transcript, and a system certificate does not resolve hearsay, relevance, reliability, or confrontation objections.

Start with the evidence the court is actually being asked to admit

A body-worn-camera file normally contains video and audio captured by the device. A transcript is a later text rendering of some or all of that audio. The text may be a raw speech-to-text output, a version corrected by a person, a speaker-labeled transcript, a summary, or a narrative that adds descriptions and conclusions. Each form creates a different evidentiary question.

The offering party should identify both the source and the purpose. A transcript might be used as a demonstrative aid while the jury listens to the recording, as a purported verbatim record of statements, or as a substitute for playing the recording. It might also be offered to prove that a person made a particular statement. The court’s analysis changes with that purpose. A transcript used only to help a judge or jury follow difficult audio is not necessarily being offered for the truth of every word, while a transcript offered as proof of what was said raises the full set of issues associated with the underlying statements.

No reported decision located for this topic squarely resolves admissibility of an AI transcript of body-camera audio. Federal rules provide a framework, but state evidence rules and case law can produce different results.

Authentication is the first hurdle, not a guarantee of admission

Federal Rule of Evidence 901(a) requires the proponent to produce evidence sufficient to support a finding that the item is what the proponent claims it is. Rule 901(b)(9) gives a process-or-system example: evidence describing a process or system and showing that it produces an accurate result. The question is not whether artificial intelligence was used; it is whether the proponent can connect this particular text to the claimed recording and show why the process can be trusted for the disputed material.

For an AI transcript, a foundation may need to address:

  • Which original body-camera file was processed, including its identifying information and relationship to the recording offered in court.
  • Whether the audio was enhanced, segmented, converted, or combined with another file before transcription.
  • The software or service, version, settings, and processing steps that produced the text.
  • Whether timestamps and speaker labels were generated by the system, assigned by a person, or created through both steps.
  • Whether anyone compared the output with the audio, who performed that review, and what edits were made.
  • Whether the untouched output and relevant processing records remain available for examination.
  • What evidence supports accuracy under the recording’s actual conditions, such as vehicle noise, wind, distance, overlapping speakers, accents, radio traffic, or specialized vocabulary.

These are practical applications of Rule 901, not a universal checklist imposed by one federal rule. The judge decides whether the evidence is enough under the governing jurisdiction and the particular record.

Electronic-process certification has a narrow job

Federal Rule of Evidence 902(13) provides a certification route for certain records generated by an electronic process or system that produces an accurate result. Certification can streamline authentication when its requirements are met, but it does not make the transcript admissible for every purpose. The rule’s committee note expressly says that Rule 902(13) is “solely limited to authentication” and that any hearsay exception must be established independently.

That limitation matters because a transcript can contain statements made by officers, suspects, witnesses, dispatchers, or bystanders. A certificate about the software does not turn those human statements into non-hearsay. The proponent still must identify the purpose for which each disputed statement is offered and apply the relevant exclusion or exception. The opponent may also challenge relevance, reliability, and, in a criminal case, constitutional confrontation issues.

A certificate may therefore answer a narrow question—whether the electronic process generated the exhibit claimed—but leave open whether the words can be considered for their truth, whether the output accurately captured the audio, and whether admitting the statement would violate another rule.

The output’s form determines how much inference it contains

A plain transcript purports to render spoken words. Other AI outputs add interpretation. Speaker attribution, event labels, summaries, classifications, and narrative descriptions can depend on inferences that are not present in the waveform itself. Courts may treat those outputs differently from a text rendering that is tied directly to audible speech.

Utah provides a current example of a state rule aimed at machine-generated evidence. The Utah Courts page states that Rule of Evidence 707 became effective March 6, 2026. It defines machine-generated evidence as material produced by a machine-based system that autonomously processes data to generate an inference, prediction, classification, or conclusion. When such an output is offered without an expert and would be subject to Rule 702(b), the rule asks whether it will help the factfinder, rests on sufficient facts or data, results from reliable principles and methods, and reflects a reliable application of those methods. The rule can apply when the output is entered directly or accompanied by lay testimony.

Rule 707 does not automatically govern every speech-to-text transcript. The court must examine what the system generated and how the party is using it. A transcript that simply purports to reproduce speech may be materially different from an AI-generated summary that says what an officer “saw,” a classification of a person’s conduct, or a narrative that infers intent.

Common forms of bodycam text and their legal questions

Output offered What it purports to show Questions the court may need to resolve
Original body-camera audio or video The device’s captured recording Is the file what the proponent claims, and was it preserved without alteration?
Raw AI transcript A machine rendering of speech in the recording Which file and system produced it, and does the process produce an accurate result for this audio?
Human-corrected transcript A transcript revised after comparison with the recording What was changed, by whom, using what method, and is the original output retained?
Speaker-labeled or timestamped transcript Speech assigned to people and moments Were labels and timestamps machine-generated, human-assigned, or both, and are disputed assignments supported by the audio?
AI summary or narrative A condensed account that may add characterization Does the output contain inferences or conclusions requiring additional reliability or expert analysis?

Build a defensible foundation step by step

  1. Identify the source file. Preserve the native body-camera recording and document the file identifier, device, date, and transfer history. The transcript should be traceable to that exact source.
  2. Describe the processing. Record the tool, version, settings, input format, any audio enhancement or segmentation, and the date and operator of the transcription.
  3. Preserve the untouched output. Keep the first machine output even if a reviewer later corrects it. Save each subsequent version and an edit history rather than presenting only a polished text.
  4. Explain human review. Identify the reviewer’s role, the method used to compare text with audio, the passages checked, and every substantive correction. A reviewer should be able to point to the audio supporting a challenged word or speaker label.
  5. Test disputed passages. Focus on words that affect an element of an offense, consent, identification, a threat, a location, timing, or credibility. Note unintelligible sections instead of silently filling them in.
  6. Prepare the witness or certification. The sponsoring witness should be able to explain the chain from recording to exhibit and the basis for believing the process produces an accurate result. A Rule 902(13) certification, where available, must meet its own requirements and does not replace other foundations.
  7. Offer the correct version for the stated purpose. Tell the court whether the text is a listening aid, a verbatim exhibit, or substantive proof. Do not describe a summary or edited narrative as a verbatim transcript.

Accuracy depends on the particular recording

Speech-recognition performance is not a single property that can be assumed from the word “AI.” Body-camera audio can contain wind, sirens, clothing friction, radio transmissions, multiple speakers, rapid turns, low volume, accents, and technical vocabulary. A transcript can look precise while mishearing a short word that changes meaning. The relevant inquiry is whether the process and review support accuracy for the recording at issue, especially at disputed points.

Compare the text with the original audio rather than treating the text as an independent source. Check every contested word, speaker attribution, timestamp, omission, and unintelligible passage. If the recording itself is incomplete or the microphone did not capture a speaker clearly, no transcription process can restore information that was never recorded.

Preserve provenance information sufficient for the other side to reproduce or test the result where feasible: the original file, machine output, corrected versions, system and version details, processing logs, and review history. Disclosure gives an opponent a meaningful opportunity to challenge the exhibit instead of forcing the court to rely on an unexplained final document.

Agency policies illustrate preservation and review, but are not nationwide evidence rules

Official agency policies show how some departments approach these risks without deciding admissibility in a court outside that agency.

A St. Paul Police Department policy dated October 17, 2025 authorizes specified personnel to use an automated transcription function for draft report narratives based on body-camera audio and/or interviews. It requires officers to thoroughly review the draft and add omitted text. That policy governs internal report preparation; it is not proof that the tool is accurate in every recording or that a resulting transcript will be admitted.

Henrico County’s body-worn-camera procedure, dated March 25, 2026, treats camera audio and video as digital evidence and prohibits officers from erasing, editing, or otherwise altering captured data. Such a policy supports a preservation practice, but an agency rule is not a substitute for the authentication and disclosure requirements imposed by the court.

Portland Police Bureau policy cautions that body-worn-camera recordings may not capture an entire incident or the wearer’s full vantage point and should not replace a complete report or investigation. The same limitation applies to text derived from the recording: a flawless transcript of a partial viewpoint is still only a partial account.

How a defense can challenge an AI transcript

A defense objection can target different links in the chain rather than treating “AI” as a standalone objection. Counsel may ask:

  • Can the proponent identify the exact recording that generated the exhibit?
  • Was the source altered, enhanced, clipped, or merged before processing?
  • What system and version produced the text, and have settings changed since the output was made?
  • Are speaker labels, timestamps, or punctuation presented as machine guesses rather than established facts?
  • Was the output reviewed against the audio, and where is the unedited version?
  • Does the transcript omit overlapping or unintelligible speech without marking the omission?
  • Is a summary or narrative being presented as though it were a verbatim transcript?
  • What hearsay exception or exclusion applies to each statement offered for its truth?
  • Does the output contain a machine-generated inference that requires expert-level reliability proof under the governing law?
  • Would admission raise confrontation, relevance, unfair-prejudice, or disclosure problems?

The remedy may be exclusion of the text, limitation to demonstrative use, redaction of unsupported portions, a requirement that the recording be played, additional foundation, or an opportunity for cross-examination. The result depends on the judge’s rules and the defect shown.

What prosecutors, agencies, and litigants should disclose

A transparent exhibit package should distinguish the source recording from every derivative. It should identify the output type, provide the original audio or video, retain the untouched machine result, identify human reviewers, and describe edits. If a party relies on a certificate, the certification and required notice should be served in the manner prescribed by the applicable rule.

When only selected excerpts are transcribed, identify the selection and make the surrounding recording available when context matters. A transcript that omits pauses, interruptions, or an earlier exchange can create a different impression from the complete audio. Disclosure should allow the opposing party to locate the disputed passage and test the text against the source.

How current use affects the practical picture

A Pennsylvania Legislative Budget and Finance Committee report published December 17, 2024 stated that the overwhelming majority of responding departments did not use AI to draft police reports or analyze body-worn-camera footage. The responding departments also reported that vendors they used had not made accuracy claims. Those statements describe that survey’s responses; they are not a universal finding about every department, software provider, or jurisdiction.

Because adoption and policies vary, a court is unlikely to treat the mere existence of an AI transcript as self-proving. The stronger approach is particularized: identify the recording, explain the process, preserve the versions, verify disputed passages, and address the legal purpose for which the text is offered.

Bottom line for a live case

An AI-generated bodycam transcript can be admitted, but only if the proponent clears more than one hurdle. Authentication requires evidence connecting the text to the claimed recording and supporting the accuracy of the process under the circumstances. Rule 902(13), when available, addresses authentication only. Hearsay analysis still applies to the human statements reproduced in the text, and a summary, classification, or other inferred output may trigger additional reliability requirements such as those reflected in Utah Rule 707.

The safest evidentiary practice is to treat the body-camera file as the source, the transcript as a derivative, and every correction or inference as something that must be identified and supported. Whether a judge admits the exhibit, limits it to a listening aid, or excludes it will turn on the jurisdiction, the transcript’s purpose, its provenance, its accuracy evidence, and the opponent’s ability to test it.
