An application service provider (ASP) is a company that hosts, manages, and delivers software applications to customers over a network. Customers use the application remotely, while the provider operates at least part of the service. ASP is an older industry term that has largely given way to “software as a service” (SaaS), but the definitions were never fully uniform.

What does application service provider mean?

In the broad IT sense, an ASP is a provider that makes application functionality available to customers remotely. Users reach the software over the internet or a private network rather than relying solely on software installed and operated at their own location.

The provider’s role can include hosting and managing the application, delivering related services, and supporting users. Simply renting servers or providing generic web hosting does not necessarily make a company an ASP under narrower historical definitions: those definitions require the provider to deliver application functionality, not just infrastructure.

Definitions differed even in early industry usage. A 2001 GCN article quoted the Information Technology Association of America (ITAA) definition as a company that remotely delivers and manages applications and computer services for subscribers or clients through the internet or a private network. Gartner’s formulation, also quoted there, was narrower: it emphasized preconfigured template software, delivery over an IP network, and a subscription-based outsourcing contract. An academic excerpt describing the ASP Industry Consortium and IDC definitions likewise emphasizes remote hosting, management, access, and contractual service, but with different scope and details.

How does an ASP arrangement work?

The defining idea is remote use of an application that a provider operates or helps operate. A typical arrangement has three parts:

  • Application functionality: The customer uses a business or personal software application, rather than only receiving storage, servers, or network connectivity.
  • Provider operation: The ASP hosts or manages the software and may provide related infrastructure, trained staff, and support.
  • Network access: Customers connect to the application over the internet or a private network.

Contracts and ownership can vary. In some historical ASP arrangements, a customer bought or licensed the software and paid a provider to host it. In other definitions, the provider’s contracted service included deploying, hosting, managing, and providing access to the software. Accordingly, the term alone does not tell you who owns the software, exactly which operational duties are included, or how the service is billed.

ASP versus SaaS and hosting

ASP is best understood as an earlier label for remotely delivered application services. TechTarget’s 2021 explanation says the term has largely been replaced by SaaS, although the labels may still be used interchangeably in some contexts. The overlap is real, but there is no single strict dividing line supported by the historical definitions.

Term What the term emphasizes Important qualification
Application service provider (ASP) A provider remotely delivers application functionality and commonly hosts or manages it. Historical definitions varied. Some arrangements involved customer-owned or customer-licensed software hosted by a provider.
Software as a service (SaaS) Software made available as a service over a network. It is the more current label in common usage, but the available definitions do not establish a universal technical boundary from ASP.
Traditional hosting A provider supplies computing infrastructure or hosting. Hosting alone may not qualify as ASP under narrower definitions unless the provider also delivers application functionality or management.

Cloud computing is related but should not be treated as a synonym for ASP. A cloud taxonomy distinguishes service models such as SaaS and platform as a service (PaaS); the fact that software is remotely delivered does not, by itself, establish how it fits every formal cloud classification. The FBI-hosted CJIS resource reproduces NIST cloud definitions and provides that broader context.

Why do ASP definitions vary?

Early industry groups and analysts used the term with different emphases. The ITAA definition quoted by GCN covered remote delivery and management of applications and computer services; Gartner focused on preconfigured software delivered under a subscription-based outsourcing contract. The ASP Industry Consortium description reported in an academic excerpt also included the delivery infrastructure, trained personnel, and support services. IDC’s reported definition centered on a contractual offering to deploy, host, manage, and provide access to software from outside the customer’s site.

These variations matter when interpreting older documents, vendor descriptions, or contracts. Rather than assuming every use of ASP means the same thing, check whether the provider supplies application functionality, who licenses the application, what the provider operates, how users connect, and what the contract includes.

ASP in vehicle-telematics standards

“Application service provider” can also have a narrower, domain-specific meaning. In the ISO 15638-23 vehicle-telematics glossary, the term is defined as “party that provides an application service.” This is a standards-specific usage, not a replacement for the broader IT meaning. See the ISO Online Browsing Platform entry for ISO 15638-23.
