When an App-V application will not publish or launch, first determine whether the fault is limited to one package or affects every package. Then capture the App-V event, package identifier, stage of failure, and error code before changing configuration. A single-package failure usually points to the manifest, package content, deployment configuration, or launch executable; a client-wide failure points toward the App-V client service, publishing server, network path, credentials, policy, or shared content.

The workflow below moves from the least disruptive checks to targeted repairs: classify the scope, collect logs, verify publishing and entitlement, test streaming permissions, inspect the local package store, reproduce the launch inside the virtual environment, and finally address the documented 0xc0000142 short-name issue.

Start by identifying where the failure occurs

App-V can fail at several distinct stages. A package may be unavailable in the catalog, remain unpublished, fail while mounting or streaming, or start its virtual environment but fail when the packaged process begins. Treating every symptom as a generic “launch” problem leads to unnecessary client-wide changes.

Scope or stage Typical evidence First area to inspect Preferred blast radius
One package only Other App-V applications work Manifest, package content, deployment configuration, or executable Repair or replace that package
All packages Known-good packages also fail Client service, publishing server, policy, credentials, network, or shared content Change shared configuration only after logs confirm it
Publishing Package is absent, unavailable, or shown as unpublished Entitlement, publishing-server refresh, user or machine catalog data Correct assignment or publishing configuration
Streaming or mount Package is published but files cannot be obtained UNC content path, share permissions, NTFS permissions, package store Repair path or access rights for the affected content
Process start Virtual environment is created but the executable exits or never starts Packaged executable, environment, dependencies, and known error code Test inside the App-V bubble; repair the package if needed

Use a known-good package as the control

Try to publish and launch a package that is known to work on the same client. If that package launches, keep the client and server changes narrow and investigate the failing package. If it fails in the same way, prioritize shared infrastructure rather than editing one package’s manifest or deleting its local files.

Capture evidence before changing anything

Record the package name, Package ID, Version ID, affected user or computer, exact timestamp, and the stage at which the operation fails. Preserve this information before removing package or user catalog data; those identifiers are needed to correlate events and support logs.

Open the App-V event channels

In Event Viewer, go to Applications and Services Logs > Microsoft > AppV. Sequencer events use the AppV_Sequencer prefix, while client events use AppV_Client. For App-V 5.1, client logging is also recorded in the AppV event logs. Filter around the failure time and capture the event level, message, HRESULT or error code, Package ID, Version ID, and user context.

Collect installation and client log files

Installation failures can leave files named appv_log in the affected user’s %temp% directory. For streaming problems, review the client Sftlog.txt. Keep the original files with the event exports rather than copying only the final error line; preceding warnings often identify the failed path, permission check, or catalog operation.

Classify the exact failing operation

  • Publish: the package does not appear, is unavailable, or remains unpublished.
  • Mount or stream: the package is known to the client, but content cannot be retrieved or the virtual file system cannot be prepared.
  • Process start: the virtual environment is present, but the packaged executable fails to initialize.

This classification determines whether the next check belongs in the management console, on the content share, in the local package store, or inside the virtual environment.

Fix packages that are not publishing

Check the package status in the management console

Open the App-V Management console and inspect the package’s Status. A successful package is shown as published. An unsuccessful package remains unpublished and displays error text explaining why it is unavailable. Capture that text and compare its timestamp with the client event.

Verify publishing-server configuration and refresh

The App-V publishing process passes package information to the client. The client then creates user or machine catalog data and retrieves the package details. If the publishing server is missing, points to the wrong endpoint, or has not been refreshed, the client can have no current package metadata even though the server contains the package.

Review the publishing-server configuration and refresh operation on the affected client. The relevant settings can be configured with Add-AppVPublishingServer, Set-AppVPublishingServer, and Set-AppVClientConfiguration. Use the command output and App-V client events to confirm which server and package source the client is actually using; do not assume a policy change has reached the machine.

Confirm entitlement and deployment configuration

Check that the intended user or computer is entitled to the package. A package can be healthy on the server yet remain unpublished for a user who is outside the assigned group or for a computer that lacks the required machine assignment.

For a user launch, verify that the user deployment configuration and user manifest exist when the launch is attempted. For machine-targeted deployment, verify the corresponding machine catalog data and assignment. Compare the identity in the event log with the identity that received the entitlement; testing with an administrator account can conceal a missing assignment for the real user.

Refresh before re-adding

After correcting an assignment or publishing-server setting, perform the normal publishing refresh and wait for the client to rebuild its catalog data. Re-test the same package and user before removing local data. If the status remains unpublished, the console’s error text and the new client event should be more specific than the original failure.

Troubleshoot streaming and content-share errors

Test the UNC path from the client

When publishing succeeds but the package cannot stream, first test the content directory’s UNC path directly from the affected client. Use the same user or computer context that App-V uses. Microsoft describes a representative failure as: “The package requested could not be found in the system data store or the files associated with this package could not be found on the server.” This message can mean that the package is absent from the expected source, the path is incorrect, or the client cannot read the files.

Review Sftlog.txt while reproducing the issue, then test the exact content directory path. If the path cannot be opened, verify its spelling and the access rights on the content directory before changing App-V settings.

Check both share and NTFS permissions

Access to a Windows file share is governed by the combination of share permissions and NTFS permissions. The effective permission is the more restrictive result. Confirm that the account used by the client has read access at both layers, including traversal through parent folders. A share permission alone is not sufficient if NTFS denies the file, and permissive NTFS settings cannot overcome a restrictive share.

Separate path errors from package errors

  • If the UNC path itself cannot be opened, correct the server name, share name, spelling, DNS or network reachability, and permissions.
  • If the path opens but the package still fails, compare the package and version files with the Package ID and Version ID in the App-V events.
  • If every package from the same share fails, investigate the shared content location and credentials before repackaging individual applications.

Inspect the local App-V package store

Know the default location and its variability

The default App-V package store is %ProgramData%App-V. Package data is arranged beneath package and version GUID directories. The installation root can be changed through client configuration, and Shared Content Store mode changes how much content is retained locally. Record the exact App-V version, Windows release, deployment topology, and storage mode in the incident because the same symptom can have different causes in local-storage and shared-content deployments.

Check storage and directory state

Before re-adding a package, check free disk space, the configured package installation root, and whether the expected package and version directory exists. A missing directory can indicate that streaming never completed, that a cleanup operation removed local content, or that the client is configured to use a different root than the one being inspected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not delete package or user catalog data merely to force a refresh. Capture the events, identifiers, and logs first. Deleting those artifacts can remove the evidence needed to distinguish a publishing failure from a storage or stream failure.

Understand what happens at launch

During launch, the client checks catalog files, locates the registered package-store path, creates the virtual environment, downloads a primary feature block when configured, and stream-faults missing files as needed. A failure at any of these transitions can look like a shortcut that does nothing. Use the event timestamp and Sftlog.txt to determine whether the client reached catalog lookup, mount, primary-feature download, or an on-demand stream fault.

Reproduce the launch inside the App-V bubble

A shortcut can fail because it names the wrong executable or because the process depends on a file or environment setting that is absent from the virtual context. Reproducing the process inside the bubble separates shortcut problems from package-runtime problems.

  1. Run Get-AppvClientPackage on the affected client to identify the installed package and confirm its state.
  2. Use the returned package object as $AppVName.
  3. Start a command shell inside the virtual environment with Start-AppvVirtualProcess -AppvClientObject $AppVName cmd.exe.
  4. From that virtual command shell, inspect the packaged files, environment variables, working directory, and the executable named by the package.
  5. Launch the executable directly and compare its output and exit behavior with the shortcut failure.

If the executable starts in the virtual shell but the shortcut fails, inspect the shortcut’s target, arguments, working directory, and user or machine deployment context. If it fails inside the bubble as well, focus on package content, dependencies, virtualized registry or file assumptions, and the error recorded at process start.

Resolve the documented 0xc0000142 failure

Microsoft documents an App-V virtual-application failure with error 0xc0000142 when NTFS 8.3 short-name creation is disabled. This is a specific diagnostic branch, not a reason to change the registry for every launch failure.

Apply the documented client remediation

  1. On the affected Windows client, open the registry editor with administrative rights.
  2. Navigate to HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlFileSystem.
  3. Set NtfsDisable8dot3NameCreation to 2.
  4. Reboot the computer so the change takes effect.
  5. Reproduce the launch and check the App-V client events for the same package and Version ID.

Changing a system registry value and rebooting affects the whole computer, so schedule the change according to your change-control process and record the previous setting.

Repair package state after enabling short names

If the package was added while short names were disabled, correcting the registry value may not repair the existing package state. Remove and re-add the package, and remove user-specific App-V data if the documented procedure for your deployment requires it. Preserve the package identifiers and logs before removal so the re-add operation can be correlated with the original failure.

Resequence when the sequencer caused the condition

If the package was sequenced while short names were disabled, resequence it after enabling short-name creation, then republish the new package. Re-adding an old package does not replace metadata or file naming decisions made during sequencing.

Choose the narrowest remediation

Observed result Evidence to confirm Action Avoid first
Only one package is unpublished Console status, entitlement, package and version identifiers Correct assignment, deployment configuration, manifest, or package content Changing global client settings
All packages are unpublished Publishing-server events, client configuration, refresh results Correct publishing-server endpoint, client configuration, policy, or credentials Repackaging every application
Package is published but cannot stream Sftlog.txt, UNC-path test, share and NTFS checks Repair path, content availability, or read permissions Deleting the local catalog before testing access
Package is present but process will not start Get-AppvClientPackage, virtual-process test, process-start event Inspect executable, arguments, dependencies, and package runtime Assuming the publishing server is at fault
0xc0000142 appears Client event and registry value Set NtfsDisable8dot3NameCreation to 2, reboot, then repair package state Applying unrelated package or server changes

What to include in a support ticket

  • Exact App-V and Windows versions.
  • Deployment topology, including publishing-server arrangement and whether Shared Content Store mode is used.
  • Package name, Package ID, Version ID, affected user or computer, and entitlement group.
  • Failure stage: publish, mount, stream, or process start.
  • Event Viewer entries from the AppV channels, including HRESULT or error code and timestamps.
  • Relevant Sftlog.txt and any %temp%appv_log files.
  • Publishing-server and client configuration details, including the configured package source and installation root.
  • Result of the known-good package test and the direct UNC-path test.
  • Whether the package was removed, re-added, or resequenced, and when each action occurred.

Final decision path

Use the evidence to keep the repair proportional. A package-specific publishing error calls for entitlement, manifest, or deployment correction. A stream error calls for a direct UNC test followed by share and NTFS permission checks. A package that is present but will not start should be tested with Start-AppvVirtualProcess. Only the matching 0xc0000142 evidence justifies the short-name remediation, followed by package re-addition or resequencing where required. This sequence preserves diagnostic data and limits client-wide disruption.
