An APN identifies the packet data network a device connects to; a bearer groups IP traffic so the network can apply a shared level of forwarding treatment. They work together, but they are not the same thing. This explanation focuses on GPRS and LTE/Evolved Packet System (EPS), where the terminology is clearly defined; it should not be assumed to describe every operator’s implementation or the architecture of 5G cores.

What does “bearer” mean in an APN setting?

A bearer is a logical traffic-handling construct, not the APN itself and not simply a physical radio channel. RFC 6459 defines it as “an aggregate of one or more IP flows related to one or more services.” In EPS, flows on the same bearer receive the same level of packet-forwarding treatment. If flows need different treatment, the network can use separate bearers.

The device associates uplink IP flows with a bearer, while the PDN gateway performs the corresponding binding for downlink packets. Radio resources are configured as part of network operation, but that does not make the bearer itself a radio channel.

How APN, connection and bearer fit together

Think of the APN as identifying the packet data network, the connection as the device’s association with that network, and the bearer as a way to handle traffic within that connection.

Term What it identifies or does Scope
APN Represents or selects the packet data network. The network destination or context.
PDP context / PDN connection Associates the device and its IP address or prefix with the packet data network. The device’s connection to that network.
EPS bearer Groups IP flows that receive common forwarding treatment. Traffic handling within the connection.

In GPRS terminology, a PDP context associates a user equipment (UE) represented by an IPv4 address and/or IPv6 prefix with a packet data network represented by an APN. The context is equivalent to a network interface on the UE. The comparable EPS term is PDN connection. RFC 6459 describes the distinction between these connection concepts and bearers; an APN is not another name for a bearer.

Default and dedicated EPS bearers

Default bearer

The default EPS bearer is established first for a new PDN connection and remains for the lifetime of that connection. It provides the baseline bearer for the connection and carries traffic that is not assigned to a dedicated bearer. The definition appears in 3GPP TS 23.401.

Dedicated bearer

A dedicated bearer handles selected IP flows that need specific packet-forwarding treatment. It is associated with the same PDN connection as the default bearer, so it does not get a separate IP address merely by being a dedicated bearer. In the EPS model described by RFC 6459, the default and associated dedicated bearers share the connection’s IP address or prefix.

GBR and non-GBR: what the distinction promises

GBR means guaranteed bit rate. For a GBR bearer, network resources associated with a GBR value are permanently allocated when the bearer is established or modified. A non-GBR bearer does not have that allocation. The default EPS bearer is non-GBR; a dedicated bearer may be either GBR or non-GBR.

This is a distinction about network resource treatment, not a blanket promise of a particular speed or latency to the user. Actual end-user performance should not be inferred from the bearer label alone.

How the terminology changes across generations

“PDP context” belongs to GPRS terminology, while “PDN connection” and “EPS bearer” are the relevant terms in the EPS model. Standards describe mappings between PDP contexts and EPS bearer identities during mobility between access systems, so related terms may be mapped rather than used as universal synonyms. The distinctions here are not a claim that all mobile generations or modern 5G core implementations use identical architecture or terminology.

Common misunderstandings

  • “The APN is the bearer.” No: the APN represents the packet data network; the bearer groups flows for common forwarding treatment.
  • “Every dedicated bearer has its own IP address.” Not in the described EPS model: bearers associated with the same PDN connection share its IP address or prefix.
  • “A bearer is always a physical channel.” EPS bearer is a logical construct, even though radio resources are configured as part of operation.
  • “A bearer guarantees a user a certain speed.” Only GBR bearers have the specified associated resource allocation; that label alone does not establish a particular end-user throughput or latency.
