Andhra Pradesh Chambers welcomed the Centre’s GST reforms, according to a September 4, 2025 Rediff listing. The GST Council’s reforms established a 5% merit rate and an 18% standard rate, plus a special 40% rate for selected goods and services. The listing says AP Chambers also sought further rate rationalisation, but does not identify the changes it wanted.
What GST reforms did AP Chambers welcome?
The reported welcome concerned the Centre’s GST reforms. The available account is a Rediff search listing dated September 4, 2025, rather than a directly verified statement from AP Chambers. It reports that the organisation viewed the reforms as beneficial to citizens, businesses and micro, small and medium enterprises (MSMEs).
The policy context is the GST Council’s 56th meeting, held on September 3, 2025. The Council recommended a simplified rate structure with two main rates, alongside a higher special rate for selected goods and services. It framed the reforms around consumers, labour-intensive industries, farmers and agriculture, health, and key economic drivers. These are the Council’s stated priorities; they should not be read as a list of sectors AP Chambers specifically named.
What are the revised GST rate bands?
| Rate | How the Council described it | Coverage |
|---|---|---|
| 5% | Merit rate | Goods and services assigned to this rate under the Council’s recommendations; the cited summary does not provide a complete item-by-item schedule. |
| 18% | Standard rate | Goods and services assigned to this rate under the recommendations; the cited summary does not provide a complete item-by-item schedule. |
| 40% | Special rate | Selected demerit goods and services. |
The Council recommended the rates at its meeting on September 3, 2025, as reported by the Ministry of Finance. The rate labels alone do not establish the treatment of a particular product or service; that depends on its classification and the applicable official schedule.

When did the rate changes take effect?
The official account states that the revisions generally took effect on September 22, 2025. Specified tobacco products were treated separately and were subject to a later implementation date. The official implementation notice is the source for timing; the September 22 date should not be applied indiscriminately to those tobacco products.
What further rate rationalisation did AP Chambers seek?
The precise follow-up request is not established by the cited account. The Rediff listing reports that AP Chambers sought further rate rationalisation, but it does not verify which rates, goods, services or sectors the organisation wanted changed. Without a verified original statement, attributing a specific proposal or quotation to AP Chambers would go beyond the available evidence.

What does the reform mean for MSME compliance?
A government backgrounder quoted ASSOCHAM Secretary General Manish Singhal on the expected compliance effect of a simplified structure: “On the other hand, with the creation of two slabs, the compliance burden on MSMEs will be greatly reduced.” This is Singhal’s view, reproduced by the Press Information Bureau, not a statement by AP Chambers or a measured outcome. The PIB backgrounder does not establish a quantified reduction in compliance costs.
