Anthropic OSS Scanner and GitHub CodeQL solve different parts of repository security. OSS Scanner is an enrollment-based service for selected critical open-source projects: you provide a reproducible Docker build, Anthropic builds it with network access in an isolated virtual machine, and its model-driven audit then runs offline. CodeQL is a code-analysis engine that creates a database of your code, runs queries against it, and publishes code-scanning alerts through GitHub or an external CI pipeline.
Neither result is a substitute for maintainer judgment. OSS Scanner explicitly says its reports are model-generated and not human-reviewed. CodeQL alerts also require scope checks, triage, validation, and remediation. Choose between them according to repository eligibility, language coverage, build and network constraints, configuration control, where you want findings delivered, and the review process your team can sustain—not according to an unsupported claim that one detects more vulnerabilities.
At a glance: the practical difference
| Dimension | Anthropic OSS Scanner | GitHub CodeQL |
|---|---|---|
| Primary model | Enrollment service for critical open-source repositories | Code-analysis engine that queries a database representation of a codebase |
| Onboarding | Submit an enrollment pull request containing project.yaml and a Dockerfile |
Use default setup, an advanced GitHub Actions workflow, or the CodeQL CLI in external CI |
| Build and execution | Build in an isolated VM with network access during setup; audit runs offline afterward | Build and analyze through GitHub Actions or another CI environment, then publish results |
| Scope controls | Build definition, optional branch pin, and an optional project-specific threat model | Language selection, query suite, workflow settings, custom queries, and model packs |
| Result delivery | Email to the required primary contact and optional CC recipients | Code-scanning alerts in GitHub, including results uploaded from external CI |
| Review status | Anthropic states that reports are model-generated and not reviewed by a human | Alerts are available after analysis; maintainers decide whether they apply and what to do |
These are not equivalent coverage units. CodeQL publishes a supported-language list and query configuration. OSS Scanner publishes an enrollment, build, and offline-audit workflow. The official materials available for this comparison do not include a head-to-head detection-rate study, accuracy benchmark, or vulnerability-count comparison.

The required configuration identifies the repository with repo and names a primary_contact. Maintainers may add CC recipients, pin the scan to a particular branch, and provide a project-specific threat model. Anthropic describes the threat model as optional but strongly recommends it because it tells the scanner what is in scope, how severity should be interpreted, and what kind of report or patch is useful to the project.
The Dockerfile is more than packaging metadata. It must install dependencies and build the project. Anything required by the build or tests has to be fetched during the setup phase, because the later audit has no Internet access. Anthropic recommends checking that the project tests pass inside the built image; a locally successful build that cannot reproduce in the scanner environment is not a useful enrollment.
During setup, the project is built in an isolated virtual machine with network access. After setup, the security audit runs without Internet access. Findings and build problems are sent by email to the listed contact, with optional CC recipients. Anthropic describes findings as model-generated and says a finding can include reproduction steps and a proposed patch when available.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →There are two important boundaries. First, the service does not turn a project into a continuously monitored code-scanning dashboard; its documented interaction is enrollment, build, audit, and email delivery. Second, Anthropic’s README says, in its own words, Reports are model-generated and are not reviewed by a human.
Every report and patch therefore remains a lead for maintainers to reproduce, assess, test, and handle through the project’s own remediation and disclosure process.
What GitHub CodeQL does
CodeQL converts a codebase into a database representation, then runs security queries over that database. Results can appear as code-scanning alerts in GitHub. A team can use GitHub’s managed setup or run the CodeQL command-line interface in another CI system and upload the results.

Default setup
Default setup automatically selects languages, a query suite, and scan events. GitHub documents scans when the feature is enabled, on pushes to the default or protected branch, on pull-request activity against those branches (excluding pull requests from forks), and on weekly schedules under conditions tied to recent repository activity. This is the lowest-maintenance option, but it gives you less control over build commands, matrices, and scheduling.
Advanced setup with GitHub Actions
Advanced setup creates a customizable GitHub Actions workflow. Use it when the repository needs explicit build steps for compiled languages, a language matrix, a non-default query configuration, or a custom schedule. The workflow still creates the CodeQL database and runs queries, but your team controls how the analysis is prepared and triggered. GitHub Actions scans consume Actions minutes, so account for that usage when designing frequency and matrix size.
External CI with the CodeQL CLI
The CodeQL CLI can run in an external CI platform. The resulting analysis is uploaded so that findings are available as GitHub code-scanning alerts even when the build does not run in GitHub Actions. This path is useful when policy, hardware, network controls, or an existing CI system prevents moving the build into GitHub-hosted workflows.
Coverage: languages, frameworks, and project fit
CodeQL’s documented languages
CodeQL documents support for C and C++, C#, Go, Java and Kotlin, JavaScript and TypeScript, Python, Ruby, Rust, Swift, and GitHub Actions workflow files. Confirm the current list before enabling a configuration. GitHub warns that unsupported languages—including PHP and Scala—may produce no alerts and leave code incompletely analyzed.
A clean CodeQL result is therefore meaningful only within the analyzed scope. If a repository contains an unsupported language, do not describe the entire repository as scanned. Identify which directories and languages the workflow actually analyzed, and treat unsupported portions as a separate review or tooling problem.

Custom frameworks and models
Standard CodeQL libraries do not necessarily understand every framework or organization-specific data flow. The documented extension points include custom queries and custom models or model packs. These can add framework coverage and teach the analysis how sources, sinks, sanitizers, and other data-flow elements behave in your code.
Free tools Windows power users keep installed

Customization increases maintenance work. A model pack or custom query must be versioned, tested against representative code, and updated when a framework changes. The additional control is valuable when default libraries miss important paths, but it also creates another security asset that needs ownership and review.
OSS Scanner’s documented scope
OSS Scanner does not publish a comparable language matrix. Its scope is defined by the enrolled project, the branch selected for scanning, the Docker build, and the threat model you provide. A project that cannot be built reproducibly in the supplied image cannot be audited reliably, regardless of the languages it uses.
The build definition should include all dependencies, generated code, fixtures, and tests needed to exercise the intended project. Because the audit phase is offline, a dependency fetched lazily by a test or build script will fail unless it was already fetched during setup. The threat model should call out security boundaries and expected severity so that maintainers can distinguish an in-scope issue from an intentional design choice.
Why a winner cannot be inferred from coverage lists
CodeQL’s language list and OSS Scanner’s project-enrollment workflow describe different things. One tells you which analyzers and query infrastructure are available; the other tells you how a particular project is built and audited. The official documentation reviewed here does not provide a shared test corpus, detection rate, false-positive rate, or comparative benchmark. Any claim that one tool is universally more accurate or comprehensive would go beyond the available evidence.

How to enroll a repository in OSS Scanner
- Confirm that the project is a suitable critical open-source repository. The service is enrollment-based, so verify that the project fits the program before investing in configuration work.
- Create the enrollment configuration. Add
project.yamland set the requiredrepoandprimary_contactfields. Add CC recipients if more than one maintainer should receive build failures and findings. - Choose the revision to audit. If the project needs a stable branch rather than the default branch, specify the optional branch pin. Keep the selected branch buildable and ensure the enrollment configuration matches the repository layout.
- Write a complete Dockerfile. Install operating-system and language dependencies, fetch packages, generate required artifacts, and build the project. Put the Dockerfile in the project repository or in the location allowed by the enrollment configuration.
- Exercise the image before submitting. Run the project test suite inside the built image. Fix missing tools, credentials assumptions, generated files, and network-only setup steps before opening the enrollment pull request.
- Add a threat model when possible. Describe assets, trust boundaries, important attack paths, severity expectations, and the preferred form of a reproducer or patch. This is optional, but Anthropic strongly recommends it for useful project-specific results.
- Submit the enrollment pull request. Keep the configuration and Dockerfile reviewable so other maintainers can understand what code and tests the service will execute.
- Monitor the contact mailbox. Build problems and findings arrive by email. Preserve the report, then reproduce each issue in a controlled environment before changing code or announcing a vulnerability.
How to configure CodeQL
Choose the setup mode
- Use default setup when the supported-language autodetection, standard query suite, and documented scan events fit the repository.
- Use advanced setup when you need explicit build commands, a language matrix, custom queries or models, or a schedule that differs from the defaults.
- Use the CodeQL CLI externally when policy or infrastructure requires the build to remain in another CI service while still publishing alerts to GitHub.
Validate the analysis scope
Before interpreting the first result, record which languages were selected, whether a build was required, which query suite ran, and where the workflow executes. For advanced workflows, inspect the matrix and build steps rather than assuming that a green workflow means every repository component was analyzed. For external CI, verify that the upload completed and that the expected commit is represented in GitHub.
Account for event behavior
Default setup is not an arbitrary continuous scan. It runs on the documented enablement, push, pull-request, and conditional weekly events. Pull requests from forks are excluded from the stated pull-request coverage. If your release or contribution model depends on a different event, use advanced setup or an external workflow that supplies the required trigger and permissions.
Where findings appear and what they mean
| Question | OSS Scanner | CodeQL |
|---|---|---|
| Where do maintainers look first? | The primary contact’s email, plus configured CC mailboxes | GitHub code-scanning alerts or the external system used to surface uploaded results |
| What accompanies a finding? | A model-generated explanation, reproduction information, and a proposed patch when available | Alert evidence and query context that the maintainer examines in GitHub |
| Does a result prove exploitability? | No; reproduce the issue and compare it with the project’s threat model | No; confirm the path, configuration, and affected code before assigning priority |
| Who decides remediation? | The project maintainers, using their normal fix and disclosure process | The repository’s maintainers and security owners through alert triage and resolution |
For OSS Scanner, Anthropic says findings are not made public and that it does not apply a 90-day disclosure period to them. That does not remove the project’s responsibility to decide whether an issue needs a private advisory, coordinated disclosure, a release, or another response.
Human review is required in both workflows
Reviewing an OSS Scanner report
- Reproduce the reported behavior. Follow the supplied reproducer in the same revision and build image where practical. Record prerequisites and whether the behavior is deterministic.
- Trace the affected path. Confirm that the reported input reaches the claimed sink or privilege boundary. Check whether a guard, configuration default, deployment constraint, or dead code path changes the impact.
- Compare with the threat model. Decide whether the asset, attacker capability, and severity match the scope the project defined. If the threat model is incomplete, update it before making a final priority decision.
- Evaluate the proposed patch. Treat a generated patch as a draft. Review its security properties, compatibility, error handling, tests, and migration impact. Do not merge it solely because the report supplied code.
- Run regression tests and security checks. Add a focused test for the failure mode, run the broader suite in the project image, and inspect for bypasses or newly introduced behavior.
- Choose a response. Fix, document, defer with a reason, or close as not applicable according to the project’s documented process. Handle disclosure privately when the issue is not yet safe to publish.
Triaging a CodeQL alert
- Check analysis status and scope. Confirm that the workflow succeeded, the alert belongs to the expected commit, and the relevant language and files were included.
- Read the data-flow or path evidence. Follow source, transformations, sanitizers, and sink locations in the actual code. A query match is a signal to investigate, not a final exploitability verdict.
- Assess reachability and configuration. Determine whether an attacker can control the source, whether deployment settings constrain the path, and whether a framework model accurately describes this version of the application.
- Assign priority and ownership. Use the project’s severity policy, create an issue or pull request when appropriate, and record why an alert is valid, not applicable, or accepted as a risk.
- Remediate and verify. Make the smallest safe change, add regression coverage, rerun the analysis, and confirm that the alert is resolved for the right reason rather than hidden by an overly broad suppression.
Common failure modes and recovery
OSS Scanner build failures
- Dependency downloads occur during the audit. Move package and tool downloads into the network-enabled build stage and bake the resulting artifacts into the image.
- The image builds but tests fail. Reproduce the test command inside the image, add missing services or fixtures, and verify that environment variables are defined without relying on a maintainer workstation.
- The wrong revision is scanned. Check the branch pin and enrollment configuration, then submit the corrected configuration through the project’s normal pull-request review.
- Reports are difficult to prioritize. Expand the threat model with assets, trust boundaries, expected severity, and the report format maintainers can act on.
CodeQL coverage and workflow problems
- The repository contains unsupported code. Identify PHP, Scala, or any other unsupported language in the tree and do not treat a clean result as coverage for that code.
- A compiled-language analysis lacks a build. Move to advanced setup and define the required build steps, or run the CLI in a CI environment that can produce the database correctly.
- Alerts do not appear for a fork pull request. The documented default pull-request events exclude fork pull requests; design a separate trusted workflow if that review scenario is required.
- Weekly analysis is not running as expected. Check the activity conditions attached to the default schedule and use an explicit schedule in advanced setup when the repository needs predictable runs.
- CI usage grows unexpectedly. Review matrix size, event triggers, and query configuration because GitHub Actions scans consume Actions minutes.
- Custom models drift. Version model packs and custom queries, test them against representative code, and assign an owner for framework upgrades.
Which tool fits which operating model?
| If your priority is… | Better fit to investigate first | Questions to answer before adoption |
|---|---|---|
| A programmatic audit of an enrolled critical open-source project with a reproducible container build | OSS Scanner | Can the project build and test offline after setup? Who will receive and validate email reports? |
| Recurring alerts integrated with GitHub pull requests and repository security workflows | CodeQL | Are all important languages supported? Should default, advanced, or external CI setup run the analysis? |
| Custom framework data-flow modeling | CodeQL with custom queries or model packs | Who will maintain the models, and how will changes be regression-tested? |
| A tightly controlled build environment outside GitHub Actions | CodeQL CLI in external CI, or OSS Scanner if the project meets its enrollment requirements | How will results be uploaded or delivered, and what network access is allowed at each stage? |
| Minimal maintainer configuration for supported languages | CodeQL default setup | Does autodetection select the intended languages and do the default events match your release process? |
This table is a fit framework, not a quality ranking. It does not establish that either product finds more issues. The deciding evidence for your repository is language and framework coverage, reproducible execution, useful result delivery, and the team’s capacity to review findings.
Can a project use both?
Nothing in the documented workflows makes the tools mutually exclusive. A project could use CodeQL for recurring, query-based alerts integrated with its GitHub development process and enroll in OSS Scanner for the service’s project-specific build and offline audit, provided it meets the enrollment requirements. Running both creates additional operational work: maintainers must track two result channels, reconcile duplicate issues, and avoid assuming that agreement or disagreement between tools proves correctness.

- 【Reduce Safety Risks】Cable tray under desk keeps all plugs away from your kids, no more worry about tripping. Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
If you combine them, define ownership before the first alert arrives. Specify who monitors the OSS Scanner mailbox, who triages CodeQL alerts, how duplicates are linked, which severity policy applies, and how fixes are verified in both workflows. Keep the Docker build and CodeQL workflow independently reproducible so a failure in one does not hide a gap in the other.
Eligibility, plan, and resource checks
GitHub documents code scanning as available for public repositories on GitHub.com and for organization-owned repositories on GitHub Team, Enterprise Cloud, or Enterprise Server when GitHub Code Security is enabled. Plan entitlements and product labels can change, so verify the current eligibility and billing documentation for the organization before committing to a design.
Advanced and external CodeQL designs also have compute implications. GitHub Actions scans consume Actions minutes; larger language matrices, frequent pull-request events, and custom schedules increase usage. External CI shifts that compute to your existing platform but still requires a reliable upload path and alert ownership.
OSS Scanner’s documented constraints are operational rather than a published price list: enrollment, a maintainer contact, a reproducible Docker build, and dependencies available during the network-enabled setup stage. The audit itself is offline, so network assumptions must be explicit and tested before enrollment.
Maintainer checklists
Before submitting an OSS Scanner enrollment
repoandprimary_contactare present.- CC recipients, branch pin, and threat model reflect the intended scope.
- The Dockerfile installs every build and test dependency.
- Build and tests pass inside the image without audit-time Internet access.
- The team has an owner for email intake, reproduction, patch review, and disclosure decisions.
Before enabling CodeQL
- Every security-relevant language in the repository is on the supported list, or an explicit alternative review exists.
- The team has chosen default setup, advanced setup, or external CLI execution for a stated reason.
- Compiled-language build requirements and custom framework models are documented.
- Scan events cover the branches and contribution paths that matter, including the implications of fork pull requests.
- Actions-minute or external-CI capacity is sufficient for the expected schedule and matrix.
- Alert owners know how to inspect scope, validate reachability, prioritize, remediate, and document dispositions.
Bottom line
Choose OSS Scanner when an enrolled critical open-source project can supply a reproducible Docker build and the maintainers want an offline post-build audit delivered by email. Choose CodeQL when supported-language analysis, configurable queries, and GitHub-integrated or external-CI alerts fit the repository’s development workflow. In either case, a successful run is the beginning of review—not proof that every code path was covered or that every reported issue is exploitable. Human validation, prioritization, remediation, and verification remain the maintainer’s responsibility.
