You can highlight and annotate a PDF in a browser without uploading it by using a tool that says it processes the file locally and exports the marked-up PDF in your browser. One reviewed option, XConverters’ Free PDF Editor, describes support for highlights, text notes, and freehand marks. That is the vendor’s privacy claim, not independent verification, so don’t rely on it for sensitive documents unless its handling meets your requirements.
How to annotate a PDF locally in your browser
- Choose a tool with a stated local workflow. XConverters says its PDF editor loads files locally, adds highlights, text notes, and pen marks, and exports the result in the browser. Its page also says files are not sent to its servers. Those are vendor statements, not an independent audit. XConverters Free PDF Editor.
- Open a copy of the PDF. Use the file chooser or drag-and-drop to select a file from your device. Avoid a cloud-import or upload step if keeping the file local is essential.
- Add your marks. Highlight passages, place short text notes beside relevant content, or use pen marks for circles and arrows. Keep handwriting and notes legible.
- Export a new PDF. Download the annotated copy, leaving the original untouched.
- Check the exported file. Open it in a standard PDF reader and confirm that the marks appear as expected. The vendor recommends checking the export in a standard viewer.

What local annotation does—and does not—change
The reviewed XConverters tool says it places marks over PDF pages rather than editing the document’s underlying text. A highlight or drawing is an annotation, not secure redaction: covering words visually does not establish that the underlying content has been removed. The workflow described here is for marking up a document, not sanitizing it.
Large PDFs can consume substantial browser memory and may take longer to process on less powerful devices, according to the tool’s product page. Local processing also does not mean the website makes no network requests: XConverters says it may collect anonymous site analytics.

How to judge the privacy claim
“In the browser” is not enough to establish that a file stays on your device. Check whether the tool explicitly describes local loading, processing, and export, and whether the workflow asks you to upload or import the document into an account. Read the privacy statement as well as the product instructions. XConverters says, “Your files never leave your device when you use Free PDF Editor — Highlight, Annotate, and Draw in Browser on XConverters,” but that remains the vendor’s assertion.

If your organization or the document’s sensitivity requires stronger assurance than a vendor statement, use an approved offline-capable application instead of relying on an unverified website claim. Adobe’s online editor is a separate case: Adobe describes an upload-first workflow and says only files saved to an account are stored on Adobe servers, so do not characterize that service as never storing any file.
