If your Android phone has weak or no cellular reception but the SIM line is active, Wi-Fi Calling may let you make carrier calls over a Wi-Fi connection. It will not fix an inactive or damaged SIM, restore mobile data, or resolve a carrier provisioning problem. First check the selected SIM or eSIM and your carrier’s support for Wi-Fi Calling; then enable the feature and test a call.
First, tell weak signal from a SIM error
“Out of service” can describe different problems. Weak cellular reception may prevent calls even though the SIM is active. A “No SIM” message or another SIM error points to a different diagnostic path. Wi-Fi Calling can help with voice calls over the internet when the carrier supports it, but it does not restore cellular registration or mobile data. Google notes that not all carriers support calls over Wi-Fi: Google Phone Help: Make calls over Wi-Fi.
On a dual-SIM phone, make sure you are checking the line you intend to use. Wi-Fi Calling support and requirements can depend on the carrier, device, plan, and country. A missing setting is not, by itself, proof that the phone is defective.
Check and enable Wi-Fi Calling on Android
- Confirm the line is active. Open the selected carrier SIM’s settings and verify that the intended SIM or eSIM is active. Samsung says Galaxy Wi-Fi Calling requires active service via SIM or eSIM: Samsung Support: Turn on Wi-Fi Calling on Galaxy phones.
- Find the setting. The path varies by phone and carrier. On many Android phones, try Settings > Network & internet > SIMs > [carrier SIM] > Wi-Fi calling. On Samsung Galaxy, try Settings > Connections > Wi-Fi Calling. Motorola documents Settings > Network & internet > Mobile network > SIM > Wi-Fi calling; some carriers place it in the Phone app’s calling-account settings. Google Fi users can also enable it in the Fi app. See Google Fi Wireless Help: Make calls over Wi-Fi and Motorola Support: Make calls over Wi-Fi.
- Turn it on and finish setup. Follow any carrier prompts, which may include accepting terms or entering an emergency address. Requirements such as HD Voice or VoLTE depend on the carrier, device, and location; for example, Verizon’s published requirements apply to Verizon service, not every Android line: Verizon Support: Wi-Fi Calling at Verizon FAQs.
- Connect to Wi-Fi and test a call. A successful call may show “Internet Call,” “Wi-Fi calling,” or a Wi-Fi icon, depending on the phone and carrier. When both Wi-Fi and cellular service are available, carrier settings determine which connection the phone uses. Google says some carriers may allow Wi-Fi calls without cellular service; do not assume every carrier does.
If Wi-Fi Calling is missing or will not activate
When the setting is absent
Check whether the carrier supports Wi-Fi Calling on your exact device and line. Eligibility or carrier configuration may explain a missing option. Google Fi also suggests checking for a Carrier Services update in its setup guidance. If the carrier confirms the feature is supported but the setting remains unavailable, ask it to verify provisioning for the line.

When setup fails or calls do not connect
Confirm that Wi-Fi works reliably, complete any carrier setup prompts, and restart the phone. Google’s troubleshooting guidance says reactivation by the carrier may be needed for Wi-Fi Calling problems: Google Pixel Phone Help: Fix mobile connectivity issues. A Wi-Fi problem can prevent Wi-Fi calls even when the SIM and account are fine.
When the phone reports a SIM error
Treat a SIM error separately from weak reception. If practical, try another SIM in the phone or test the suspect SIM in another phone to help isolate the issue. Avoid handling or reseating a physical SIM unless you can do so safely and know how to use your phone’s SIM tray. A different test result can help narrow the fault, but the carrier must confirm whether the line and SIM or eSIM are active.

Use resets cautiously
Google lists powering the phone off for 30 seconds, cycling airplane mode, and resetting network settings among Pixel connectivity troubleshooting steps. A network reset can delete saved Wi-Fi connections, so do not start with it when an account, SIM, or carrier issue is plausible. Consult Google’s Pixel guide for the applicable steps and effects.

Emergency calls over Wi-Fi: check local rules
Emergency calling requirements vary by country and carrier. In the United States, Verizon says its registered address informs emergency call routing and warns that an incorrect address or a Wi-Fi or internet disruption can affect emergency response. Motorola also advises updating the emergency address after moving and telling the 911 operator your actual location. Follow your carrier’s local instructions, keep any required registered address current, and give emergency services your real location.
