Remote Android restarts work only when Android Debug Bridge (ADB) has a live, authorized connection to the phone. For USB, that means USB debugging is enabled and the cable carries data. For wireless debugging, the phone must run Android 11 or later, be on the same Wi‑Fi network as the computer, and be paired with a QR code or pairing code. Once ADB reports the device as ready, the documented restart command is adb reboot.
There is no universal adb shutdown command in the official ADB reference. A complete remote power-off therefore depends on the phone manufacturer or an installed management app; do not assume every Android phone can be shut down remotely.
What must be working before a remote restart can work
A reboot command is not a remote-control channel by itself. ADB is the channel, and the command succeeds only after the host computer has established trust with the phone. Check these prerequisites before changing commands or trying random tools:
- Phone reachable: the phone is powered on, responsive enough to display authorization prompts, and connected by USB or Wi‑Fi.
- Debugging enabled: USB debugging is enabled for a cable connection; Wireless debugging is enabled for a wireless connection.
- Transport working: the USB cable supports data, or both devices are on the same wireless network.
- Trust established: the phone has accepted the computer’s ADB authorization, or wireless debugging pairing has completed.
- ADB state ready:
adb devicesshows the phone as a usable device rather than missing, offline, orunauthorized.
If any one of these conditions is missing, adb reboot cannot reach the operating system.

USB versus wireless ADB: choose the recovery path
When the phone is nearby, USB is normally the simplest way to recover a failed wireless session. Wireless ADB avoids a cable after setup, but it adds same-network and pairing requirements. The practical differences are:
| Factor | USB ADB | Wireless ADB |
|---|---|---|
| Initial setup | Connect a data-capable USB cable, enable USB debugging, and accept the authorization prompt. | Enable Wireless debugging, connect both devices to the same Wi‑Fi network, then pair with the displayed QR code or pairing code. |
| Physical access | Usually required to connect the cable and accept the RSA authorization prompt. | Required during initial pairing and whenever Android asks for confirmation. |
| Network dependency | No same-network requirement. | Both devices must remain reachable on the same wireless network; local-network isolation or changing networks can break the session. |
| Typical recovery use | Best first choice when the phone is close and Wi‑Fi ADB is failing. | Convenient after pairing, especially when the phone is difficult to cable-connect. |
| After a phone reboot | Reconnect the cable if necessary and verify the ADB state again. | Wireless debugging and network availability may need to be restored or checked again before reconnecting. |
The table describes practical consequences of the documented prerequisites, not a guarantee for every device or network configuration.
Step 1: verify the connection before issuing a reboot
Open a terminal or command prompt on the computer where ADB is installed and run:
Free tools Windows power users keep installed
One-click scans. No signup required.
adb devices
Read the output as a status report:
- A device serial followed by
device: the ADB session is ready for the restart command. - No device listed: the computer has not detected a usable ADB connection.
unauthorized: Android has not accepted this computer’s debugging authorization.offline: the entry exists, but the ADB session is not currently usable.
Do not proceed to reboot while the status is missing, unauthorized, or offline. Fix that state first; changing the reboot syntax will not repair a transport or permission failure.
Fix a USB connection that is not detected
Use a cable that carries data
A charging-only cable can power the phone while leaving ADB unable to communicate. Disconnect it and try a different USB cable known to support data transfer. The replacement must match the phone’s connector, such as USB-C, but the connector shape alone does not prove that it carries data. Testing a second cable is an official Android troubleshooting step when a hardware device is not detected.

Enable Developer options and USB debugging
On the phone, open Settings, find Developer options (the menu is often under System), and turn on USB debugging. Menu names and locations can vary by Android version and manufacturer. Developer options must be enabled before the USB debugging switch is available.
USB debugging allows SDK tools on the computer to communicate with the device. It is separate from the ordinary USB preference for charging, file transfer, or photo transfer; selecting a file-transfer mode does not by itself grant ADB access.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Reconnect and answer the authorization prompt
After enabling USB debugging, unplug and reconnect the cable. Unlock the phone and look for the RSA debugging authorization prompt. Accept it only if you recognize the computer. If Android offers an option to remember that computer, selecting it prevents repeated prompts on the same trusted workstation.
If the prompt never appears or an old trust record is causing the wrong state, use the Developer options control to revoke existing USB debugging authorizations, reconnect the cable, and authorize the computer again. The exact label can vary by Android release. Keep the phone unlocked while performing this step so the prompt is visible.
Fix wireless ADB and pairing problems
Confirm Android and network requirements
Wireless debugging is an official Android feature on Android 11 and later. Turn on Settings > Developer options > Wireless debugging (the surrounding menu path may differ by manufacturer). Connect the phone and computer to the same Wi‑Fi network. Being connected to the same internet service is not enough if the devices are separated by guest-network isolation, a client-isolation setting, or another local-network boundary.

Keep the phone’s Wireless debugging screen available during setup. Android displays the pairing option there, along with a QR code or pairing code. Wireless debugging is not ready merely because Wi‑Fi is enabled; pairing is a separate trust step.
Pair with the QR code or pairing code
- On the phone, open the Wireless debugging page in Developer options.
- Choose the pairing option and display the QR code or pairing code.
- In the computer’s Android tooling, start wireless-device pairing and scan the QR code or enter the displayed code.
- Return to the device list and run
adb devicesto confirm that the phone appears as a ready device.
If pairing fails, check that both devices are on the same Wi‑Fi network, temporarily avoid guest networks, and verify that Wireless debugging remains enabled. A network can provide internet access while still blocking device-to-device discovery.
Understand why wireless access can disappear after reboot
A restart interrupts the wireless ADB session. Depending on the phone and network, you may need to turn Wireless debugging back on, reconnect to Wi‑Fi, or re-establish the session before the computer can see the phone again. This does not necessarily mean that the original adb reboot command failed. Check the toggle, network, and adb devices output after the phone finishes starting.
Repair “unauthorized” ADB
unauthorized means the phone has not approved the computer’s debugging key for the current connection. It is a permission state, not a reboot-command error.
- Unlock the phone and inspect the screen for the RSA authorization prompt.
- Accept the prompt if the computer is trusted, then run
adb devicesagain. - If no prompt appears, disconnect and reconnect the cable, or disable and re-enable the relevant debugging toggle.
- If an incorrect or stale trust record remains, revoke old USB debugging authorizations in Developer options, reconnect, and authorize the computer again.
- For wireless debugging, return to the pairing screen and pair again with the current QR code or pairing code.
Never treat an authorization prompt as a nuisance to bypass blindly. ADB grants the connected computer powerful access to the phone, so approve only a workstation you control.

Repair “offline” ADB
offline indicates that ADB knows about an entry but cannot use the current session. Work through the connection from the host outward:
- Run
adb kill-server. - Run
adb start-server. - Reconnect the USB cable, or disable and re-enable Wireless debugging and reconnect on the same Wi‑Fi network.
- Unlock the phone and accept a new authorization prompt if Android displays one.
- Run
adb devicesand wait for the status to becomedevice.
Restarting the ADB server resets the computer-side session; it does not replace a damaged cable, create missing permission, or repair a phone that is not reachable on the network.
What “device not found” usually means
A missing entry means the host has not detected a usable transport. Match the symptom to the likely cause:
| Symptom | Likely cause | Correction |
|---|---|---|
| No entry over USB | Charging-only or faulty cable, USB debugging disabled, phone locked, or authorization not completed. | Try another data cable, enable USB debugging, unlock the phone, reconnect, and accept the prompt. |
| No entry over Wi‑Fi | Different networks, local-network isolation, Wireless debugging disabled, or pairing not completed. | Put both devices on the same non-isolated network, enable Wireless debugging, and pair again. |
| Entry changes to unauthorized | The phone has not accepted the computer’s RSA trust request, or old authorization data is invalid. | Accept the prompt, or revoke old authorizations and create the trust relationship again. |
| Entry changes to offline | Stale ADB server, interrupted transport, or Wireless debugging no longer active. | Restart the ADB server, reconnect, verify the debugging toggle, and check the device list again. |
Run the documented restart command safely
Only run the restart after adb devices shows the phone with the status device. Then execute:
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →adb reboot
The phone should leave the current Android session and restart. ADB commands sent after that point may fail temporarily while Android shuts down services and boots. Wait for the lock screen or home screen, then run adb devices again if you need to issue another command.

The ADB manual also documents reboot targets such as bootloader, recovery, and sideload modes. Those modes are maintenance environments, not alternatives to a normal restart. Use them only when that specific maintenance action is intended and you understand that the phone may not boot into the ordinary Android interface afterward.
Can you shut down an Android phone remotely?
Not universally through standard ADB. The official ADB reference documents adb reboot and reboot destinations, but it does not document a universal adb shutdown command. Whether a phone can be powered off remotely depends on its manufacturer, Android build, device-management policy, or an app with a supported power-control function.
Do not substitute bootloader or recovery commands for power-off. They change the startup mode and can leave the phone in a maintenance screen rather than fully powered down. For a model-specific shutdown feature, consult the current documentation for that phone or the management system controlling it; availability can differ by model, Android release, and administrator policy.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhy a restart may appear to fail
The command was sent before authorization completed
If the device was still marked unauthorized or offline, ADB had no usable session. Complete authorization or reset the host session, then retry only after the device list reports device.
The phone restarted but wireless ADB did not return
A reboot naturally interrupts Wi‑Fi ADB. Reconnect the phone to the same network, verify Wireless debugging, and pair or reconnect as required. Check the device list before sending another command.
The computer sees charging but not ADB
Charging proves only that power is passing through the cable. Replace the cable with a known data cable, enable USB debugging, unlock the phone, and look for the authorization prompt.
The phone is managed or restricted
Enterprise policies, manufacturer restrictions, or user-profile controls can limit debugging and power operations. If the required toggle is unavailable or immediately disabled, the device administrator or manufacturer documentation is the relevant authority; repeatedly restarting the ADB server will not remove a policy restriction.

Quick Recap
Security and operational cautions
- Enable debugging only when needed and disable it afterward if the phone is not routinely used for development or administration.
- Authorize only computers you trust. An authorized ADB host can perform sensitive device operations.
- Do not experiment with bootloader, recovery, or sideload modes when the goal is an ordinary restart.
- Keep the phone charged enough to complete the reboot, especially when troubleshooting over USB.
- For managed fleets, document which workstation was authorized and which network was used so a later failure can be distinguished from a permissions change.
A complete recovery checklist
- Decide whether USB or Wi‑Fi is the active transport.
- For USB, use a known data cable; for Wi‑Fi, put both devices on the same non-isolated network.
- Open Developer options and enable USB debugging or Wireless debugging as appropriate.
- Unlock the phone and accept the RSA prompt, or pair wireless debugging with the displayed QR code or pairing code.
- Run
adb devices. - If the entry is missing, correct the cable, network, toggle, or pairing problem.
- If it is
unauthorized, accept the prompt or revoke and recreate authorization. - If it is
offline, runadb kill-server, thenadb start-server, and reconnect. - When the status is
device, runadb reboot. - After startup, recheck Wi‑Fi, Wireless debugging, pairing, and the device list before assuming the restart failed.
