There is no single “turn off Android AI” switch. Android Enterprise exposes separate policies for Google Assistant, Circle to Search, permissions used by Gemini Nano-powered applications, app-function orchestration, and newer AI-agent pipelines. Which controls you can use depends on the Android release, whether the device is BYOD, COPE, or fully managed, and whether your EMM or Android Management API implementation exposes the policy.

This guide maps the documented controls through Android 17, explains what each one actually blocks, and gives administrators a release-and-enrollment checklist for deploying them without promising capabilities their management stack does not support.

The practical answer: administrators can restrict specific AI features, not all AI at once

Google’s Android Enterprise documentation treats AI as a group of independently managed capabilities. The high-level controls include turning Google Assistant or Circle to Search on or off and setting permissions for applications that use Gemini Nano on the device. Those are separate settings; disabling one does not automatically disable the others, third-party cloud AI services, or every AI feature an app may contain. The overview is documented by Google at Android Enterprise’s AI at work page.

Newer Android releases add narrower enterprise policies. Android 15 documents blocking Circle to Search on fully managed devices and inside an Android Work Profile. Android 16 introduces an administrator policy for App Functions, which Android labels a beta or experimental preview. Android 17 documents controls for agentic automation and for a device-state data pipeline used by authorized assistants with on-device agents. These version-specific policies should not be projected backward to earlier releases.

For an administrator, the reliable decision is therefore not “How do I disable AI?” but “Which AI capability, on which Android release, in which management context, do I need to restrict?”

Control map: feature, Android release and management scope

Capability Documented release What the administrator can control Management context or qualification
Google Assistant Android Enterprise overview Turn Assistant on or off as an enterprise-managed capability Exact availability and label depend on the management implementation
Circle to Search Overview; explicit Android 15 policy Turn it off; Android 15 specifically documents blocking it Fully managed devices or an Android Work Profile; verify EMM support
Gemini Nano-powered applications Android Enterprise overview Set application permissions This is permission management for supported on-device apps, not a blanket ban on every AI app
App Functions Android 16 Set a policy controlling app-function operations Beta/experimental preview; availability is not equivalent to a mature, universal console control
AI agent automation Android 17 Disable automation on fully managed devices and on the personal profile of COPE devices Uses the existing setNearbyAppStreamingPolicy; the framework is designed to prevent automation inside work profiles
Device-state pipeline for on-device LLM agents Android 17 Globally disable the pipeline with DevicePolicyManager.setAppFunctionsPolicy and DevicePolicyManager.APP_FUNCTIONS_DISABLED Authorized assistants can use device-level data; the documented pipeline does not return work-profile data

The table separates platform capability from what a particular EMM console shows. Android Enterprise’s management-partner information explains the role of management providers, but it does not establish identical feature coverage across every provider, OEM build, country or device model: Android Enterprise mobile device management solutions.

Start with the enrollment model, because scope changes by profile

Android Enterprise can place corporate controls around different parts of a device. The same policy name can have a different practical effect depending on enrollment.

BYOD with an Android Work Profile

A Work Profile separates company apps and data from the employee’s personal profile. Android 15 explicitly documents blocking Circle to Search within an Android Work Profile. That does not mean an administrator can automatically remove every AI feature from the employee’s personal side. Policies must be evaluated for the work container and for the device as a whole separately.

COPE (corporate-owned, personally enabled)

COPE devices combine a managed work environment with a personal profile. Android 17’s agent-automation control specifically covers the personal profile of COPE devices, allowing an administrator to disable the automation there as well as on fully managed devices. Do not assume a Work Profile-only rule provides the same coverage on COPE.

Fully managed devices

Fully managed enrollment gives the organization device-wide control. Android 15 names fully managed devices as a target for blocking Circle to Search. Android 17 also names them as a target for disabling AI-agent automation. Device-wide authority still does not imply that every third-party application’s cloud AI behavior is centrally configurable; the app and management provider must expose a supported policy.

Google’s version documentation gives the release-specific context for Android 15, 16 and 17: Android 15 enterprise changes, Android 16 enterprise changes, and Android 17 enterprise changes.

What the Android Enterprise overview lets you manage

Google Assistant

The Android Enterprise overview lists a control to turn Google Assistant on or off. Treat this as an Assistant policy, not an “all assistants” switch. An alternative assistant, an app’s embedded voice feature, or a cloud service may be governed by a different application or network policy. The documentation also does not prescribe one universal console path, so the setting may appear under a different label in your EMM.

Circle to Search

Circle to Search is listed among the capabilities administrators can control. The more specific Android 15 documentation is important: it says an administrator can block Circle to Search on a fully managed device or within an Android Work Profile. That is the strongest release-and-scope statement available for this feature. If your fleet includes earlier Android versions, mixed OEM software or a provider that has not implemented the policy, do not report the Android 15 behavior as universal.

Gemini Nano-powered applications

The overview describes setting permissions for applications powered by Gemini Nano. This is an app-permission approach: you decide whether supported applications may use the on-device model under the platform’s enterprise controls. It should not be described as a switch that removes Gemini branding, blocks every generative-AI app, or prevents an application from sending data to a separate cloud service. Those behaviors require their own application, network, data-loss-prevention or usage policies when available.

Android 15: blocking Circle to Search

Android 15 adds a concrete enterprise scenario for Circle to Search. Administrators can block the feature on fully managed devices or inside an Android Work Profile. The policy is useful when screen content could expose customer records, confidential documents or regulated information to an on-device search interaction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to apply the decision

  1. Inventory the target devices and confirm they run Android 15 or a later release that retains the policy.
  2. Classify each device as fully managed, COPE or BYOD with a Work Profile. A Work Profile rule is not automatically a personal-profile rule.
  3. Check whether your EMM or Android Management API integration exposes the Android 15 Circle to Search restriction. Google’s platform documentation does not guarantee a matching menu or policy name in every console.
  4. Apply the restriction to a pilot group before broad deployment. Test both the managed work context and any personal context that your policy is intended to cover.
  5. Record the expected result—Circle to Search unavailable in the specified scope—and retain a rollback policy for users who need the feature for an approved workflow.

The Android 15 page also covers other corporate-device settings. Those settings should not be presented as additional AI controls unless the relevant policy is explicitly documented as one.

Android 16: App Functions are a new, experimental control surface

Android 16 documents an AppFunctionManager policy that lets administrators control app-function operations on the device. An app function is functionality an application exposes to the system for cross-app orchestration. In practical terms, it can allow system-level experiences or authorized software to coordinate actions across applications instead of treating each app as an isolated destination.

Android’s own enterprise documentation labels App Functions a beta or experimental preview. That qualification matters operationally: the API may change, support may be limited, and a provider console may not expose it even when the operating system does. Do not describe the Android 16 policy as a mature, universal “AI off” setting. Treat it as a preview control for a specific orchestration mechanism and test the workflows that depend on it before enforcing a deny policy.

Questions to answer before enforcing an App Functions policy

  • Which Android 16 devices and builds in your fleet implement the policy?
  • Does your management provider expose AppFunctionManager settings through its current Android Management API integration?
  • Which business workflows use app functions, and what is the operational impact of disabling them?
  • Can you distinguish a work-profile operation from a personal-profile operation in your test results?

Android 17: restricting agent automation and device-state access

Agentic automation

Android 17 documents an agent automation framework intended to automate app workflows while preventing automation inside work profiles. Administrators can disable AI automation entirely on fully managed devices and on the personal profile of COPE devices by using the existing setNearbyAppStreamingPolicy. The policy’s name reflects an existing management mechanism; the Android 17 documentation assigns it this additional automation-control role.

This is narrower than banning every assistant. It governs the framework’s automation behavior in the specified management contexts. A separate app with its own automation technology may require separate controls, and a Work Profile’s protection from automation does not mean the personal side of a BYOD phone is centrally controlled.

Device-state pipeline for on-device LLM agents

Android 17 also describes authorized assistant applications consuming device-level data for on-device agents through App Functions. Administrators can globally disable that pipeline with DevicePolicyManager.setAppFunctionsPolicy using DevicePolicyManager.APP_FUNCTIONS_DISABLED.

The documentation states that this pipeline will not return Work Profile data. That boundary is distinct from disabling the pipeline altogether: a Work Profile data exclusion limits what the pipeline can receive, while the policy constant disables the pipeline globally. Decide which requirement your security design has—profile isolation or complete pipeline disablement—before selecting the control.

Android 17 rollout checks

  1. Verify the device is running the Android 17 release and that the management agent supports the corresponding policy.
  2. Map the target: fully managed device, COPE personal profile, or another context. The documented automation control does not promise identical coverage for BYOD personal profiles.
  3. Use a test group to confirm that approved assistants cannot automate the intended apps after the policy is applied.
  4. If the requirement is to prevent device-state data from reaching on-device agents, enforce the App Functions policy with APP_FUNCTIONS_DISABLED and test assistant behavior separately from ordinary app use.

A release-and-policy workflow for administrators

Because Android Enterprise does not provide one console path for every EMM, use this vendor-neutral process and translate each step into your management system’s current labels.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Inventory the Android release. Export the OS version, security patch level and device model for every target. Group Android 15, 16 and 17 separately; a policy documented for one release should not be assumed to exist on another.
  2. Identify enrollment and profile scope. Mark each record as BYOD Work Profile, COPE or fully managed. Note whether the requested restriction concerns the work container, personal profile or entire device.
  3. Name the capability precisely. Choose Assistant, Circle to Search, Gemini Nano app permissions, App Functions, agent automation or the device-state pipeline. Avoid a generic ticket such as “disable AI,” which cannot be mapped to one policy.
  4. Check management exposure. Confirm that your EMM or Android Management API integration supports the required policy and that the device’s OEM build accepts it. Platform documentation establishes capability, not universal console parity.
  5. Define the expected user experience. Write down what should disappear or be denied, what remains available, and which profile is affected. This prevents a successful Work Profile restriction from being mistaken for a device-wide block.
  6. Pilot and verify. Test enrollment, policy delivery, reboot behavior, managed and personal profiles, offline operation and removal of the policy. Capture screenshots or logs from your own console rather than relying on a generic menu name.
  7. Roll out with an exception path. Stage the policy by group, document approved exceptions, and keep a reversible configuration while business applications are validated.

What these controls do not establish

  • They do not prove that every Android AI feature can be disabled from one place.
  • They do not automatically govern third-party cloud AI, browser-based services or an app’s private AI implementation.
  • They do not guarantee identical support across EMM products, OEM software builds or regions.
  • They do not make Android 16 App Functions a generally available, mature feature; Google labels it beta/experimental.
  • They do not let a Work Profile administrator control every action in a user’s personal profile on a BYOD device.
  • They do not turn a documented platform policy into a guaranteed setting on an older Android release.

These limits are why a security requirement should name the data, app, profile and interaction to be restricted. If the requirement is “no confidential screen content may be submitted to an AI feature,” combine the applicable Android policy with the organization’s application, network and data-protection controls rather than relying on a single toggle.

Troubleshooting common policy surprises

The setting is missing from the EMM console

First verify Android release and enrollment mode. Then check the provider’s Android Management API support and documentation. A platform feature can exist before a console adds a friendly setting, and an OEM build can limit availability. Escalate with the exact Android version, policy name and device mode instead of asking for a generic AI block.

Circle to Search is blocked in work apps but still available personally

That result is consistent with a Work Profile-scoped restriction. Review whether the device is BYOD or COPE and whether your policy targets the profile or the entire device. Android 15’s documented wording distinguishes fully managed devices from an Android Work Profile.

Disabling App Functions breaks an approved workflow

Because App Functions support cross-app orchestration and remain an experimental preview in Android 16, identify which application exposed the function and whether the workflow has a non-orchestrated fallback. Test a narrower policy or an exception group if your management system supports one.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An assistant still works after automation is disabled

Android 17’s agent-automation policy governs that framework’s automation behavior, not every assistant feature or every app’s independent automation. Verify whether the remaining action is ordinary assistant interaction, a cloud service, or another app mechanism. Apply the corresponding control rather than treating the result as proof that the Android policy failed.

Work data appears protected but the organization needs a complete block

The Android 17 device-state pipeline is documented not to return Work Profile data, but that is a data boundary, not necessarily a global disablement. If policy requires no device-state pipeline for on-device agents, use the documented DevicePolicyManager.APP_FUNCTIONS_DISABLED setting where supported and validate it on representative devices.

Administrator checklist

  • Have you recorded Android release, OEM build and management mode?
  • Is the requested outcome tied to a named feature rather than “AI” generally?
  • Does the policy target a work profile, personal profile or fully managed device?
  • Has your EMM or Android Management API integration confirmed support?
  • Have you tested both enforcement and rollback on representative devices?
  • Have you documented which third-party or cloud AI behaviors remain outside the Android platform policy?

Android Enterprise’s documented direction is a set of scoped controls that expands with each release, not a universal master switch. Administrators who map each requirement to the correct feature, release and profile can restrict the interactions that matter without claiming to control AI behavior the platform or management provider does not expose.
