ANAF rejects a UBL invoice when its XML fails one or more layers of validation: XML syntax, EN 16931 business rules, Romania’s CIUS-RO constraints, code lists, VAT calculations, or checks against public databases. The fastest way to prevent a rejection is to validate the XML with the Ministry of Finance instrument, correct every reported error, and only then submit it through SPV or the API. A PDF attached to—or generated from—the invoice does not replace the required structured XML.
What an ANAF e-Factura rejection actually means
Romania’s electronic invoice is a structured XML document, not a visual document. ANAF describes it as an XML file based on European standard EN 16931-1+A1 together with Romania’s national RO-CIUS rules. The accepted message syntaxes are UBL invoice and credit-note messages and CII 16B. A PDF alone is not an electronic invoice under these requirements.
That distinction explains many apparently puzzling rejections. An invoice can look perfect when opened or printed and still fail because an identifier, code-list value, VAT category, date, total, occurrence count, or database value is wrong. Conversely, an XML can be well formed and still be rejected by a later business-rule check.
Recommended Free Tools
- XML syntax: the file must be well formed and use the expected structure and namespaces.
- European semantics: EN 16931 business terms (BTs) and business-term groups (BGs) must be used consistently.
- Romanian operational rules: CIUS-RO adds national restrictions and coded values.
- VAT and arithmetic logic: categories, rates, taxable bases, tax amounts and invoice totals must agree.
- External checks: ANAF can compare identifiers and other values with information held in other databases.
A rejection therefore identifies a failed rule, not necessarily a problem with the visible design of the invoice.

The identifier that must be correct in every current UBL file
For UBL 2.1, BT-24 is the specification identifier. The current CIUS-RO value published in the legal specification is:
urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1
ANAF’s change notice states that, from 29 December 2022, BT-24 becomes the CIUS-RO:1.0.1 value. A generator that still emits an older RO-CIUS identifier can trigger national rule BR-RO-001, which checks BT-24 syntax. Do not shorten the value to CIUS-RO:1.0.1, alter its capitalization, add spaces, or substitute a previous identifier.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsIn a UBL invoice, BT-24 is normally represented by the customization/specification identifier element. A minimal illustration is:
<cbc:CustomizationID>urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1</cbc:CustomizationID>
The snippet is not a complete invoice; it shows the value that must be emitted by the software. Check the generated XML itself rather than trusting a software-version label or an invoice preview.

How ANAF validation is layered
Validation is cumulative. Passing an early layer does not guarantee acceptance at a later one.
| Layer | What is checked | Typical failure | What to inspect |
|---|---|---|---|
| Syntax and message type | Well-formed XML, permitted UBL invoice/credit-note or CII 16B syntax, namespaces and element structure | Malformed XML, unsupported message, missing or misplaced element | Raw XML, namespace declarations and the file exported by the generator |
| EN 16931 model | BT and BG relationships, required semantic content and calculation rules | A business term omitted, duplicated or inconsistent with its group | Mapping from ERP fields to BT/BG values |
| CIUS-RO national rules | Romanian restrictions, national identifiers, cardinalities and coded values | Stale BT-24 value, invalid national code or exceeded repetition limit | Current CIUS-RO rule set and the exact BR-RO code in the message |
| Code lists and identifiers | Allowed country, currency, unit, VAT and other coded fields | Code not in the permitted list or identifier in the wrong format | Code-list version, country context and punctuation |
| VAT and totals | VAT category/rate logic, taxable amounts, tax amounts, line extensions and invoice totals | Rounded tax does not reconcile, rate does not match category, total is inconsistent | Unrounded calculation inputs, rounding policy and every total in the XML |
| Database and operational checks | Values that can be checked against other official data or submission conditions | Identifier cannot be verified or operational condition is not met | Legal entity data, registration identifiers and the submission response |
Messages can classify a failed rule as Fatal or Warning. A Fatal result prevents acceptance and must be fixed. A Warning is informational or non-blocking in the particular validation context, but it should still be investigated because a later rule, a changed profile, or an incorrect underlying value can turn the same defect into a rejection.
What common rejection messages look like
Wrong customization or specification identifier
BR-RO-001 is associated with BT-24 syntax. The usual cause is an old CIUS-RO identifier left in an ERP template after the 29 December 2022 change. Compare the complete string character by character, including every separator and the final version number.
Invalid coded fields or identifiers
ANAF’s notice identifies national rule changes affecting coded BT fields under BR-RO-100, BR-RO-110, BR-RO-160, BR-RO-170, BR-RO-200 and BR-RO-210. Such messages usually mean that a code is not permitted for the relevant field, country or transaction, or that an identifier is formatted for a different national context. Correct the source value and regenerate the XML; editing only the PDF cannot solve a coded-field failure.
Too many repetitions
Some groups have hard cardinality limits. Exceeding one is a Fatal condition in the legal table, even when each individual entry is otherwise valid. Limits include invoice notes, supporting documents or item attributes, and preceding-invoice references.

Overlong postal-code fields
Postal-code business terms BT-38, BT-53, BT-67 and BT-78 have a maximum length of 20 characters. A value longer than that is a Fatal violation. Check the value after export, because a concatenated address, label, or internal location code may have been placed in the postal-code element.

Missing mandatory values
ANAF’s web form marks BT-1 (invoice number), BT-2 (issue date) and BT-5 (currency code) as mandatory with asterisks. Equivalent XML submissions must carry the corresponding information. A value that is visible in an ERP screen but not mapped into XML is still missing from the electronic invoice.
Unsupported format
Uploading a PDF, image, spreadsheet or an XML export that is not an accepted UBL invoice, UBL credit note or CII 16B message will fail before business content can be assessed. Keep the human-readable PDF for internal or customer use if needed, but submit the structured message required by e-Factura.
Published hard limits worth checking before validation
The following limits are explicit constraints, not estimates of how often ANAF rejects invoices. No official aggregate ranking of rejection causes has been published in the materials that define these rules.
| Business area | Limit | Rule outcome when exceeded | Preflight question |
|---|---|---|---|
| Invoice notes (BG-1) | Maximum 20 notes | Fatal | Can repeated internal comments be consolidated or moved outside the invoice message? |
| Supporting documents or item attributes (BG-24/BG-32) | Maximum 50 per item | Fatal | Are attachments and attributes duplicated for every line? |
| Preceding-invoice references (BG-3) | Maximum 500 references | Fatal | Is the correction represented with only the necessary references? |
| Postal-code fields BT-38, BT-53, BT-67 and BT-78 | Maximum 20 characters | Fatal | Does each postal-code element contain only the postal code and stay within 20 characters? |
Apply these checks to the final XML, not just to the input form. Mappings can duplicate a note or attachment, and address transformations can append extra text during export.

Pre-submit workflow: catch errors before SPV or API upload
- Choose an accepted generation route. Create the message from an ERP, an e-invoicing service provider, or the government form. ANAF does not require a particular commercial program; the requirement is a compliant message.
- Open the exported file as XML. Confirm that the file is not a PDF renamed with an XML extension, is well formed, and contains the expected UBL 2.1 invoice or credit-note structure (or CII 16B when that syntax is used).
- Verify namespaces and BT/BG mapping. Check that the generator has not dropped namespaces, repeated a singleton element, or placed a value in a similarly named but different field.
- Check BT-24 exactly. Require
urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1for UBL 2.1. Treat any different value as a release-blocking defect. - Complete core invoice data. Check invoice number (BT-1), issue date (BT-2), currency code (BT-5), seller and buyer identifiers, addresses, payment information, line data, VAT categories and rates, totals and relevant dates.
- Validate coded values. Compare country, currency, unit, VAT and other coded fields with the current Romanian lists and the transaction’s actual context. Do not use a plausible-looking free-text abbreviation where a code is required.
- Run constraint checks. Count notes, supporting documents, item attributes and preceding-invoice references. Measure the four specified postal-code fields and check other national cardinality or length rules implemented by your validator.
- Use the Ministry of Finance XML validation instrument. Submit the XML to the official pre-validation tool and save the returned report. Correct every Fatal error and investigate each Warning before sending the file to SPV or an API.
- Submit only the corrected file. Keep the exact XML that passed pre-validation, then submit it through the chosen SPV or API workflow. Record the upload index, timestamp and response.
- Archive the evidence. Retain the submitted XML, pre-validation report, upload response and any corrected revision under a traceable invoice identifier.
Pre-validation is not a substitute for the submission response. Server-side checks and database comparisons can still find an issue, so the response must be monitored and retained.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to troubleshoot a rejection without guessing
Start with the rule code and severity
Read the complete message, including the BR-RO or other rule identifier, severity, BT/BG reference and any value shown. A message that says only “invalid invoice” is not enough to choose a correction. Export the full error report before changing the file.
Map the reported term back to the source
Trace the BT or BG named in the error from the XML to the ERP field, import mapping or template. This separates a bad source value from a transformation defect. For example, a postal-code error may be caused by an address concatenation rule rather than by the customer master record.
Fix the generator, not just one invoice
If BT-24 is stale, update the template or library that emits the customization identifier. If a code list is outdated, update the reference data and its effective date. If an occurrence limit is exceeded, change the export logic so the next invoice cannot silently recreate the same defect.

Regenerate and revalidate
Do not hand-edit a production XML unless your controlled process explicitly permits it. Regeneration preserves checksums, mappings and auditability. Run the complete validation again because fixing one field can expose a dependent VAT or total error.

Escalate database mismatches with evidence
When the XML is syntactically and semantically correct but an external identifier cannot be verified, compare the submitted value with the legal entity’s official registration data and the value used in the relevant master record. Give the software provider or ANAF support the upload index and complete error response rather than a screenshot of the PDF.
Choosing an implementation or validator
Whether you build the message in an ERP, use a service provider, or rely on the government form, evaluate the implementation against the actual validation layers. A visually attractive invoice screen is not evidence of CIUS-RO compliance.
| Comparison axis | Questions to ask before adopting a tool | Why it matters |
|---|---|---|
| CIUS-RO version support | Does it emit the 1.0.1 BT-24 value and publish how rule updates are delivered? | A stale profile can fail BR-RO-001 before content is assessed. |
| Local pre-validation | Are syntax, EN 16931, national, VAT and code-list checks run before transmission, or only on the server? | Local feedback shortens correction cycles and prevents avoidable uploads. |
| Message coverage | Does it support UBL 2.1 invoices and credit notes, and CII 16B where required? | The accepted syntax must match the transaction and submission route. |
| Code-list and database checks | How are Romanian lists, identifiers and external checks updated and logged? | Outdated reference data creates repeatable rejections. |
| Error usability | Does the report show rule code, BT/BG, severity, value and correction guidance? | Actionable diagnostics are more useful than a generic pass/fail result. |
| SPV/API integration | Can it store the upload index, response, submitted XML and corrected revisions? | Evidence is needed for reconciliation and later troubleshooting. |
| Retention and export | Can users export reports and XML independently of the application? | ANAF’s online availability window is limited, so local retention matters. |
Ask for a demonstration using deliberately invalid data: an old BT-24 identifier, a code-list error, an overlong postal code and an exceeded occurrence count. A tool that catches these before transmission is more useful than one that validates only after ANAF has rejected the file.

ANAF states that the XML files corresponding to electronic invoices and the error messages are available for download in the system for 60 days from publication. Treat that as a retrieval deadline, not as a complete records policy.
- Download the accepted XML and the complete response as soon as the transaction is published.
- Download every error message, including messages for rejected attempts.
- Store the upload index, submission time, sender, recipient and invoice number with the files.
- Keep the pre-validation report that preceded the submission and any later corrected XML.
- Use a consistent revision naming scheme so accounting staff can distinguish a rejected draft from the accepted message.
If a dispute arises after the 60-day system window, your own archive should provide the factual trail.
A compact release checklist for Romanian e-invoices
- The deliverable is structured XML, not a PDF-only file.
- The message is an accepted UBL invoice, UBL credit note or CII 16B document.
- UBL 2.1 BT-24 equals
urn:cen.eu:en16931:2017#compliant#urn:efactura.mfinante.ro:CIUS-RO:1.0.1. - XML syntax, namespaces and BT/BG relationships pass validation.
- Invoice number, issue date and currency code are present.
- Seller, buyer, VAT, payment, line and total data reconcile.
- Every coded field uses an allowed Romanian or European value for its context.
- Notes, supporting documents, item attributes and preceding-invoice references stay within national limits.
- BT-38, BT-53, BT-67 and BT-78 postal-code values are no longer than 20 characters.
- The Ministry of Finance validator reports no unresolved Fatal errors.
- The SPV/API response, upload index, XML and error details are archived.
Bottom line for avoiding UBL rejection
Build the invoice as a standards-based XML message, keep the CIUS-RO 1.0.1 identifier current, validate every layer before transmission, and treat the returned error details as an engineering diagnostic. The government validator and a disciplined archive turn ANAF rejection from a mysterious upload failure into a specific field, rule or data-mapping problem that can be corrected at its source.
