The winning move is to reorder the matchups, not to make every matchup favorable. In the traditional Tian Ji story, a weaker side deliberately loses one race with its weakest horse, then uses its strongest and middle horses to win the other two. The same one-to-one assignment idea appears in card-ordering problems and offers a useful, limited analogy for how voters can be distributed among electoral districts.
How Tian Ji wins with one deliberate loss
The original three-horse setup
The story is associated with Tian Ji, the King of Qi and the strategist Sun Bin. Each side has a strong, middle and weak horse. The king’s horse is faster at every corresponding level, so the obvious order—strong against strong, middle against middle, weak against weak—loses all three races.
Sun Bin changes the order instead of trying to improve the horses. Tian Ji uses his weakest horse against the king’s strongest, his strongest against the king’s middle, and his middle against the king’s weakest. The first race is a certain loss, but the next two are wins. The overall result is 2–1.

| Race | Tian Ji’s horse | King’s horse | Result |
|---|---|---|---|
| 1 | Weak | Strong | Tian Ji loses |
| 2 | Strong | Middle | Tian Ji wins |
| 3 | Middle | Weak | Tian Ji wins |
The sacrifice is not the objective. It is the price of creating two favorable pairings. Because every horse is used exactly once, changing one pairing changes the options available for the remaining races.

The mathematics: an assignment problem
In mathematical terms, each of Tian Ji’s horses must be assigned to a different opposing horse. The goal is to choose the one-to-one assignment that maximizes total wins (or, in a scoring variant, total points). This is a linear assignment or maximum-matching problem.
The puzzle assumes that relative strengths are known and that a faster horse always beats a slower one. Under those assumptions, the result is deterministic: the best arrangement can be found by comparing possible pairings rather than by relying on luck.

How to solve a three-versus-three version
- Rank both sides. Label each object strong, middle or weak. Do not compare only matching ranks; identify every cross-pairing that can produce a win.
- Find the unavoidable loss. If the opponent’s strongest object beats all of yours, use your weakest object against it. You lose that contest, but you preserve your strongest object for a winnable matchup.
- Use the remaining two favorable pairings. In Tian Ji’s case, strong beats the opponent’s middle and middle beats the opponent’s weak.
- Count the whole match. The goal is the highest total, not a perfect record. A 2–1 result beats three losses.
What changes with more than three objects
Dana Mackenzie’s treatment calls the card version One Round War and describes the large-N pattern as sacrificing a weakest block against a strongest block, then matching the remaining objects in forward order. The exact block size depends on the values and scoring rules; it is not always one object. The same assignment formulation still applies: each card or competitor can be used once, and the arrangement is selected to maximize the total result.
Cards: the same logic with a different surface
In a card adaptation, each player has N cards and chooses an order. Cards are revealed or compared round by round, with the objective of maximizing wins. If the card values are known, the problem is structurally the same as the horse puzzle: spend a low card against a card you cannot beat, then preserve higher cards for matchups they can win.

A listed three-round Tian Ji card game uses the familiar pattern: weakest against the opponent’s strongest, followed by the two winning pairings, producing a 2–1 result. A listing update dated July 22, 2026 applies to that game listing, not to the ancient account.
Why card play can be harder than the legend
- Known values: The clean mathematical version assumes both sides’ card strengths and available cards are visible.
- Hidden information: In an actual game, you may not know the opponent’s hand or intended order, so the assignment is based on beliefs rather than certainty.
- Scoring: Some rules reward total rounds won; others award different points for particular cards. The best assignment can change when the payoff changes.
- Reuse rules: The classic puzzle uses every horse once. A card game with discarded, reusable or bonus cards is a different optimization problem.
Why gerrymandering resembles the strategy—and where it does not
Gerrymandering is a structural analogy, not something the ancient story discussed. In district design, a party may accept losing one district where its voters are heavily concentrated in order to arrange other districts where those voters form winning majorities. That resembles sending the weakest horse into a matchup that cannot be won so the remaining resources produce more victories.

The analogy is about grouping and allocation. A district is a container for voters rather than a horse, and the “matchup” is an election whose result depends on turnout, candidates, law and many other factors. The assignment and matching models explain why concentrating resources in one place can change the number of favorable outcomes elsewhere; they do not prove that any particular map is legal, fair or electorally optimal.

Important differences from the horse problem
- Uncertainty: Election outcomes are probabilistic. A district that looks favorable can still be lost.
- Constraints: Districts must satisfy population, geographic, compactness and legal requirements that have no equivalent in the three-race tale.
- More than two sides: Real elections can include multiple candidates and uneven turnout, rather than a simple faster-versus-slower comparison.
- Interdependence: Moving a boundary changes several districts at once; the choices are not always independent one-to-one pairings.
Compare the three applications before using the strategy
| Application | Opponent order or state | Outcome model | Deliberate sacrifice | Use-once condition |
|---|---|---|---|---|
| Tian Ji’s horses | Known relative strengths | Deterministic win or loss | One loss creates two wins | Three horses per side, each raced once |
| One Round War card model | Card values can be represented in an assignment model | Determined by the comparison and scoring rules | Weak cards can be spent against stronger cards | N cards are ordered for the rounds |
| District-allocation analogy | Voter distribution and opposing strength are estimated | Probabilistic election results | One heavily concentrated district may be conceded to improve others | Population and legal constraints limit the assignment |
A practical decision checklist
- List every available object. Include cards, horses, districts or other resources and the rule that each can be used only once, if that rule applies.
- Build a win matrix. Mark which pairings are wins, losses or uncertain. A matrix exposes favorable cross-pairings that rank-to-rank matching hides.
- Identify the cheapest sacrifice. Choose the matchup whose loss preserves the most valuable options elsewhere.
- Complete the remaining assignment. Pair the strongest remaining resources with the opponents they can beat, while checking that no resource is assigned twice.
- Stress-test uncertainty. For cards, vary assumptions about the opponent’s hand. For districts, test turnout and candidate changes rather than treating a narrow projection as guaranteed.
- Check the rules. Scoring, legal constraints, ties and reuse can all change which assignment is best.
Historical context and the lasting lesson
The horse-racing account is traditionally placed more than 2,000 years ago; Mackenzie’s historical treatment dates the example to the fourth century B.C. and connects it with the strategic tradition associated with Sun Tzu. Whether read as history, legend or a teaching puzzle, its mathematical lesson is precise: a global objective can reward a locally losing move.

That is why the story travels so well. In races, cards and resource-allocation models, the key question is not “Can every contest be won?” It is “Which arrangement produces the best total result under the rules and information available?”
