Use Amazon EventBridge when you need rules-based event routing and content-aware filtering. Use Amazon SNS when you mainly need publish/subscribe fanout: publish a message to a topic and deliver it to subscribers. They are different abstractions, not interchangeable names for the same service. You can also combine them—EventBridge can filter an event and publish the selected result to an SNS topic for subscriber delivery.
EventBridge vs. SNS at a glance
| Decision point | Amazon EventBridge | Amazon SNS |
|---|---|---|
| Primary abstraction | An event router that receives events, evaluates rules or subscriber filters, and sends matching events to targets. | A publish/subscribe messaging service: publishers send messages to a topic and SNS distributes them to subscribers. |
| Best-known uses | Event-driven applications, real-time processing, AWS and partner event integration, and cross-account event sharing. | Notification fanout, general pub/sub messaging, and mobile push notifications. |
| Filtering | Complex event-pattern matching and content-based filtering; the exact semantics depend on the bus model. | Subscription filter policies determine which published messages a subscriber receives. |
| Fanout shape | Rules or subscribers route selected events to configured targets. Classic rules can have multiple targets; the newer Custom Event Bus uses one target per subscriber. | One topic can distribute a published message to its subscribers using the supported delivery protocols. |
| Typical input | Events from AWS services, applications, SaaS or partner sources, and accounts, depending on the bus and permissions. | Messages explicitly published by an application or service to a topic. |
| Billing dimensions | Events published and target invocations, plus any selected features. | API requests, notifications delivered, and data transferred. |
These are selection rules, not guarantees that one service is always cheaper, faster, or easier. Region, payload size, traffic pattern, destinations, filtering, retries, and the exact bus type change the result.
What EventBridge is designed to do
An EventBridge event bus is a routing layer. Producers place events on a bus; EventBridge evaluates the event against routing configuration and delivers matching events to zero or more targets. EventBridge can transform an event before sending it onward, so a consumer does not have to receive the producer’s original shape.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Default, custom, and partner buses
The default bus receives events from AWS services. Custom and partner buses are used for application, SaaS, and other event sources, with permissions that can support broader integration and cross-account patterns. AWS distinguishes the older Classic event-bus model from a newer Custom Event Bus model and advises starting with the newer Custom Event Bus for new applications. When documenting or designing a system, name the bus model explicitly; “EventBridge” alone does not describe every available routing behavior.

Classic event-bus rules
A Classic rule belongs to one bus. It contains an event pattern, optional transformation, and one or more targets. When an incoming event matches, EventBridge invokes the configured targets. AWS documents retry settings for these targets and states that a single Classic rule can send an event to up to five targets. Verify the current quota for the selected Region and configuration before treating five as an architectural ceiling for every EventBridge feature.
The newer Custom Event Bus subscriber model
The newer Custom Event Bus uses a subscriber as the unit of filtering and delivery. One subscriber has a filter and one target. To send an event to several destinations, create a separate subscriber for each target rather than attaching multiple targets to one subscriber.
Subscriber filters can inspect data, metadata, or system metadata. Filters in one configuration are combined with AND, and wildcard matching is not supported for these subscriber filters. Those semantics are different from assumptions you might bring from Classic rules, so test a filter against representative events before deploying it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesWhat SNS is designed to do
SNS uses a simpler mental model. An application publishes a message to a topic, and SNS attempts to deliver that message to the topic’s subscribers. The topic is the distribution point; subscribers are the consumers. Subscription filter policies can prevent a subscriber from receiving messages that do not match its attributes.
This model fits notification fanout and straightforward pub/sub especially well. For example, one publishing component can send an order-status message to a topic while separate subscribers handle email or text notification workflows, queue ingestion, or application processing, subject to the protocols and delivery conditions supported by the SNS configuration.
SNS does not replace EventBridge’s event-pattern router. If the important question is “which fields in this event should select a destination?”, EventBridge generally provides the more direct abstraction. If the question is “how do I distribute this published message to these subscribers?”, SNS is usually the simpler starting point.

Filtering: the practical difference
| Question | EventBridge | SNS |
|---|---|---|
| Where is selection configured? | On a Classic rule or a Custom Event Bus subscriber. | On each subscription through a subscription filter policy. |
| What is being selected? | Events are matched before they are sent to targets. | Published messages are evaluated for each subscriber. |
| How expressive is the model? | AWS describes complex event-pattern matching and content-based filtering; available fields and operators depend on the bus model. | Subscription filter policies provide subscriber-level message filtering. |
| What should you verify? | Bus type, data/metadata scope, AND behavior, wildcard support, and current quotas. | Message attributes or policy fields, protocol behavior, and the delivery requirements of each subscriber. |
Filtering location affects cost and operations. A router that drops nonmatching events before invoking targets can avoid unnecessary downstream invocations. Conversely, a topic may be preferable when many subscribers need the same published message and their filtering rules are simple. Model the actual event volume and deliveries rather than assuming a filter automatically makes one service less expensive.
Sources, targets, and integration fit
When EventBridge has the advantage
EventBridge is intended to connect a broad set of AWS and partner event sources to application targets. Its event-driven architecture use cases include reacting to service state changes, processing events in near real time, and sharing events across accounts with the required permissions. A rule or subscriber can route a selected event to an application target, and transformation can adapt the payload on the way.
Choose it when the producer is already emitting structured events or when several consumers need different subsets of those events. Confirm that the source, target, Region, account relationship, and permission model are supported in your intended configuration.
When SNS has the advantage
SNS is a strong fit when your producer can publish directly to a topic and the main requirement is reliable topic-based distribution. It is also the more natural choice for notification-oriented workloads and mobile push use cases. Confirm the protocols available to your subscribers and the delivery, retry, and failure behavior required by each endpoint; those details vary by protocol and configuration.
When neither service alone is enough
If you need EventBridge’s event matching and SNS’s topic subscriber fanout, use both. EventBridge selects the events and invokes an SNS topic target; SNS then distributes the resulting message to its subscribers. This avoids placing complex routing logic in every publisher while preserving a topic-centric interface for downstream consumers.

Fanout, retries, and operational behavior
List every destination before choosing a service. For EventBridge, identify each rule or subscriber, its target, retry policy, transformation, and failure destination or recovery process. Classic rules can address up to five targets per rule according to AWS documentation; the newer Custom Event Bus requires one subscriber per target. That difference changes how you represent fanout and how many routing resources you operate.

For SNS, list each subscription, protocol, filter policy, endpoint ownership, and confirmation or delivery requirement. A topic simplifies the publisher’s responsibility, but each subscriber still has its own operational characteristics. A failed endpoint, an unconfirmed subscription, or a protocol-specific limitation can affect only one branch or the whole business workflow depending on how you configure recovery.
Do not describe either service with an unconditional “guaranteed delivery” or “exactly once” claim. Delivery behavior depends on the service feature, target or protocol, retries, permissions, and downstream availability. Use the current AWS documentation for the precise guarantee that applies to your configuration.
Scale and quota decisions
Quotas are feature-, bus-, Region-, and sometimes account-specific. AWS’s current quota documentation lists 500,000 events per second per custom event bus in each supported Region for the documented Custom Event Bus quota, and marks that quota as not adjustable. This is not a universal EventBridge throughput guarantee: it does not automatically apply to the default bus, partner buses, Classic rules, target invocation rates, or end-to-end processing.
Free tools Windows power users keep installed
One-click scans. No signup required.
AWS also documents Region-dependent invocation throttles and Classic-bus limits such as targets per rule. Check those tables for the exact bus type and Region you will deploy in, and distinguish an ingress quota from the rate at which targets can actually process events. For SNS, check the quota and delivery limits for the topic type, protocol, account, and Region that you plan to use.
Capacity planning should therefore record:
- Expected events or messages per second, including bursts.
- Average and maximum payload size.
- Number of rules, subscribers, targets, or topic subscriptions.
- Target invocation and subscriber-delivery rates.
- Region and account boundaries.
- Whether limits are adjustable or fixed for the selected feature.
Cost: why there is no universal winner
EventBridge billing is described in terms of events published and target invocations, with the total also affected by selected features and data processing. SNS billing is described in terms of API requests, notifications delivered, and data transferred. A workload that publishes a small number of large events to many EventBridge targets has a different cost shape from one that publishes compact messages to an SNS topic with many protocol deliveries.

Using EventBridge to publish to SNS
AWS documents an SNS topic as an EventBridge target. The pattern is useful when events arrive from AWS or partner sources, must be filtered, and then need topic-based fanout.
Configuration sequence
- Define the event contract. Decide which fields identify the event type, source, account, Region, and business data. Keep the event pattern independent of subscriber-specific formatting where possible.
- Select the bus model. For a new application, evaluate the newer Custom Event Bus first. If you use a Classic bus, document the rule and target limits that apply to your Region and account.
- Create the SNS topic and subscriptions. Add only the protocols and endpoints that need the selected events. Apply subscription filter policies when subscribers should receive different subsets.
- Create the EventBridge filter. Use a Classic rule or Custom Event Bus subscriber to match the required event fields. For Custom Event Bus subscribers, remember that filter conditions are combined with AND and wildcard matching is not supported.
- Configure the SNS target. Select the topic as the destination and provide an invocation role with the required permission.
- Grant publishing permission. The EventBridge delivery role needs
sns:Publishon the topic. Scope the resource to the intended topic rather than granting broad SNS access. - Handle customer-managed encryption keys. If the topic is encrypted with a customer-managed KMS key, the delivery role also needs
kms:GenerateDataKeyandkms:Decrypt, and the key policy must allow the role. - Account for batching. EventBridge’s SNS target integration calls
PublishBatch. One target call can carry up to ten events, while each SNS topic message carries one event. - Test positive and negative cases. Send an event that should match, one that should fail each condition, and a burst near the expected rate. Verify the EventBridge invocation, SNS publication, and delivery at every subscriber.
- Observe failures. Monitor permission errors, rejected patterns, target throttling, KMS failures, unconfirmed subscriptions, and endpoint delivery failures separately. They require different fixes.
Decision framework: which should you choose?
Choose EventBridge first when
- Events originate from AWS services, partner integrations, or multiple accounts and should be routed centrally.
- Destinations depend on event fields, source, account, metadata, or other content.
- Different targets need different event subsets or transformed payloads.
- You need an event-driven architecture rather than a single topic for direct publisher-to-subscriber distribution.
- Cross-account event sharing is a core requirement and the required permissions can be established.
Choose SNS first when
- A publisher can send directly to one topic and the principal requirement is fanout.
- Subscribers need notification or protocol-based delivery supported by SNS.
- Routing rules are simple enough to express as per-subscription filter policies.
- You want publishers decoupled from the growing list of subscribers.
Choose the combination when
- Upstream events require content-based routing before distribution.
- Several downstream consumers should subscribe to a topic rather than become individual EventBridge targets.
- You want EventBridge to handle source and account integration while SNS handles topic lifecycle and subscriber management.
Common design mistakes and fixes
Treating a topic and a bus as interchangeable
A topic is a distribution endpoint for published messages; a bus is a routing layer that evaluates events. Start by writing the required flow—source, selection condition, destination, and subscriber behavior—then select the abstraction that matches it.
Mixing Classic and Custom Event Bus semantics
Do not copy a Classic rule’s multi-target assumptions into the newer Custom Event Bus. In the newer model, create one subscriber for each target and account for its AND-only, no-wildcard filter behavior.
Ignoring the invocation boundary
The Custom Event Bus quota of 500,000 events per second per bus is an ingress-style bus quota, not a promise that every target can process that rate. Check invocation throttles, target service limits, and downstream processing capacity separately.
Granting the wrong permission
When EventBridge targets an SNS topic, the role must be able to call sns:Publish. An encrypted topic can fail even when SNS permission is correct if the role or KMS key policy lacks kms:GenerateDataKey and kms:Decrypt.

Comparing prices without delivery counts
Count both sides of the pipeline: EventBridge events and target invocations, or SNS requests and notifications delivered. Include payload sizes, protocols, Regions, and optional features before comparing estimates.
Assuming a filter saves money automatically
A filter can reduce downstream work, but the billing effect depends on where filtering occurs and what the service charges for. Measure the resulting events, invocations, requests, and deliveries for your own traffic profile.
Worked architecture examples
One application publishes status notifications
An application already knows which users or systems should receive a status message and simply needs topic fanout. Publishing to SNS keeps the flow direct. Each subscriber can use a filter policy if it should receive only a subset of messages.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →A fleet of AWS services emits different operational events
Multiple services produce structured events, and separate consumers need different event types. EventBridge can receive the events, match patterns, transform payloads, and invoke the appropriate targets without requiring every producer to know every consumer.
Central routing followed by broad subscriber delivery
An account receives events from several sources, selects only security-related events, and then needs many independent consumers. EventBridge performs the selection and publishes matching events to an SNS topic; SNS manages the subscriber fanout. The EventBridge role and, when applicable, KMS permissions must be configured for the topic.
Quick Recap
Pre-deployment checklist
- Have you written down whether the producer sends an event to a bus or a message to a topic?
- Does the selected EventBridge bus model match the rule, subscriber, and filter behavior you need?
- Are source integrations, target protocols, Regions, and account permissions supported?
- Have you counted targets or subscribers and checked the relevant quota table?
- Are retry, throttling, endpoint failure, and recovery paths defined?
- For EventBridge-to-SNS, does the role have
sns:Publish? - If the topic uses a customer-managed KMS key, do the role and key policy allow
kms:GenerateDataKeyandkms:Decrypt? - Have you modeled events, requests, invocations, deliveries, payloads, and data transfer using current regional pricing?
- Have you tested matching, nonmatching, burst, permission, encryption, and subscriber-failure cases?
