To host your own VPN on Amazon EC2, launch a Linux instance with a reachable public endpoint, allow the VPN listener through its security group, and configure VPN software and client peers. This guide uses WireGuard and distinguishes two different goals: reaching private VPC resources and sending a client’s general internet traffic through the EC2 instance. Installing WireGuard alone does not configure either route automatically.
This is a self-managed VPN running on an EC2 instance, not an AWS managed VPN service. The steps describe a straightforward single-instance design; they do not provide multi-instance, multi-Availability-Zone high availability.
Choose the VPN route before you configure it
Decide what the client should reach. WireGuard peer settings, host routing, and firewall rules depend on this choice.

Prepare the EC2 network and endpoint
EC2 instances run in VPC subnets. For a nondefault VPC, a public-facing VPN endpoint generally requires an internet gateway attached to the VPC, an internet-bound route in the subnet’s route table, a public IP address for the instance, and security-group rules that permit the required traffic. AWS describes these requirements in its guidance on internet gateway prerequisites and public subnets.
- Select the Region and VPC. Decide where the instance and any private resources will live. A default VPC may already include an internet gateway and IPv4 route; verify the actual VPC and subnet rather than assuming they are present. See AWS: EC2 instances and VPCs.
- Verify or create a public subnet route. In a nondefault VPC, attach an internet gateway and ensure the subnet’s route table has a route to it for internet-bound traffic. A subnet is not publicly reachable merely because it has a route: the instance also needs an appropriate public address.
- Launch a supported Linux image. Choose an operating system supported by your VPN software and keep the instance in the subnet you checked. The specific image and instance size depend on your needs; this guide does not prescribe a size.
- Assign a public endpoint. The client must connect to an address or name that resolves to the instance. If the endpoint needs to remain stable as infrastructure changes, use an appropriate stable public address or DNS arrangement and update the client endpoint accordingly.
- Review the security group. Allow the configured VPN listener’s protocol and port from the client networks that need access. The protocol and port are determined by your VPN configuration, not by a universal AWS default.
AWS recommends considering multiple Availability Zones when designing a nondefault VPC for availability. A single EC2 instance remains dependent on that instance and its Availability Zone; a multi-AZ design requires additional architecture and cost. See AWS: EC2 instances and VPCs.

Restrict access to the instance
Permit only the traffic the VPN needs. Keep SSH administration separate from the VPN listener and, where practical, limit SSH ingress to the public IPv4 range of your own network rather than opening it broadly. AWS’s security-group example demonstrates restricting an optional SSH rule to the operator’s network and advises allowing only traffic an application needs.

- Keep operating-system packages maintained.
- Protect private keys and client configuration files as credentials; anyone with a client private key may be able to use that peer’s access.
Install WireGuard and configure peers
Install WireGuard using the package instructions for the selected Linux distribution, then create a server interface and a separate peer configuration for each client. WireGuard’s official Quick Start shows generating a private key and deriving its public key, and configuring interface and peer settings.

- Generate keys for each peer. Each server or client peer needs its own key pair. Keep the private key private; exchange only the corresponding public key.
- Configure the server interface. Set its private key, VPN interface address, and listener port. Choose an address range that does not conflict with the VPC, client networks, or other routes involved.
- Add each client as a peer. On the server, specify the client’s public key and the VPN address or addresses assigned to that peer. On the client, specify the server’s public key and endpoint, along with the intended
AllowedIPs. - Make the listener consistent. The configured WireGuard port must match the inbound security-group rule. The client’s endpoint must use the same port and the instance’s reachable public address or name.
- Bring up the interface and verify connectivity. Check that the interface is active and that a client handshake occurs before diagnosing higher-level routing.
Do not treat an example port as mandatory: choose a port and protocol supported by your setup, then use them consistently.
Set up full-tunnel forwarding when needed
A client can establish a WireGuard tunnel without being able to reach the public internet through it. For full-tunnel egress, the EC2 host must forward packets from the VPN subnet and apply source NAT or masquerading on its outgoing interface. Ubuntu’s WireGuard routing guidance covers default-gateway routing, forwarding, and masquerading.

- Enable IPv4 forwarding on the server. Configure the host to forward packets, and make the setting persistent across reboot if the VPN depends on it.
- Allow forwarding in the host firewall. Permit traffic from the VPN interface to the outgoing interface and the return traffic needed for established connections.
- Masquerade the VPN subnet on the outgoing interface. Use the actual VPN address range and outgoing interface name on your instance; do not copy example values without checking your system.
- Route the client’s default traffic into the tunnel. Configure the client peer’s allowed routes for IPv4 and, if applicable, IPv6. A mismatch can leave some traffic outside the tunnel.
- Test from the client. Confirm private destinations or internet access as intended, and verify that traffic is not leaking over an unintended route.
Check costs and availability before deployment
AWS does not charge separately for an internet gateway, but data transfer through an internet gateway can incur charges. The total also depends on the EC2 instance, Region, running time, and traffic volume. No numeric cost estimate is established here, so check current AWS pricing for your intended Region and usage before launching. See AWS: internet gateway pricing.
A single-instance setup is simpler, but it has no automatic replacement for an instance or Availability Zone outage. A multi-AZ design can improve availability, but adds routing, deployment, and cost decisions that are outside this basic setup.

Troubleshoot a tunnel that connects but carries no traffic
Ubuntu’s WireGuard troubleshooting guidance recommends checking keys, interface addresses, routes, forwarding, and persistent system settings. Work through these checks in order:

- Confirm peer keys. Make sure each side uses the other peer’s public key and that the private keys correspond to those public keys.
- Check
AllowedIPs. Ensure the client routes the intended destinations into the tunnel and that the server peer configuration covers the client’s VPN address. - Inspect interface addresses and routes. Verify the VPN interface is up and that the host and client have routes for the destinations they should reach.
- Check forwarding and NAT for full tunnel. Confirm IPv4 forwarding is enabled, firewall rules permit forwarding, and masquerading uses the actual outgoing interface and VPN subnet.
- Check cloud and host firewalls. Confirm the security group permits the configured listener, and the operating-system firewall does not block the listener or forwarded traffic.
- Consider NAT keepalive for an idle client. A client behind NAT or a stateful firewall may need
PersistentKeepalive. WireGuard cites 25 seconds as a broadly useful interval while noting most users do not need it; see its Quick Start.
