Before cutting jobs, determine whether the labor-cost problem is temporary or permanent. A short downturn can often be managed with work sharing, short-time compensation, redeployment, agreed schedule reductions, job sharing, hiring freezes, and discretionary-spending controls. A structural, long-term cost gap may require a different plan. Each alternative changes savings speed, employee income, benefits, legal risk, service capacity, and how quickly the business can restore normal operations.
Start with the duration and size of the cost problem
Layoffs are most difficult to reverse when demand may return soon. Begin by separating a temporary cash-flow or workload shock from a permanent mismatch between revenue and staffing.
When the decline is temporary
If orders, production, or services are expected to recover, prioritize measures that spread a smaller amount of work across the existing workforce. Work sharing and short-time compensation are designed for this situation. Employees work fewer hours, the employer retains the employment relationship, and an eligible public benefit may replace part of the lost wages.
When the reduction is permanent
If a product line, location, or business model is being eliminated, temporary measures may only delay an unavoidable decision. Redeployment, a controlled hiring freeze, permanent role redesign, or a carefully documented redundancy process may be more appropriate. Do not present a temporary program as permanent job protection: in Canada’s evaluation, 7% of Work-Sharing claimants were laid off within three months and about 15% within 12 months after their claims.

Quantify the gap before choosing a measure
Use payroll, overtime, contractor, benefit, and discretionary-spending data to calculate the monthly gap and the date by which action is needed. No option has a universal savings percentage. The right comparison is the amount your business needs, how quickly it can be achieved, and whether normal operations can be restored without rebuilding the team.
Compare the main alternatives
| Option | What changes | Best fit | Important trade-off |
|---|---|---|---|
| Work sharing or short-time compensation | Hours fall across an affected employee group; eligible employees may receive prorated unemployment benefits | A temporary decline where a local program covers the employer and workers | Employees earn less; eligibility, applications, approvals, and agreements vary by jurisdiction |
| Reduced schedules or voluntary hour reductions | Scheduled labor hours decrease for willing or affected employees | A modest reduction that can be agreed and administered | Lower earnings and possible contract, wage, benefit, notice, or consultation consequences |
| Redeployment | Employees move to teams or duties with continuing demand | One unit has excess capacity while another needs labor | Requires suitable work, skills matching, training, and consultation |
| Job sharing | Two or more employees divide one role or workload | Work can be covered with fewer hours per person | Handoffs, accountability, and coverage must be designed carefully |
| Hiring and discretionary-spending freeze | Open roles are not filled and nonessential spending is paused | Savings can accumulate while core staffing continues | May be too slow or too small; excessive cuts can damage delivery and morale |
| Furlough or temporary layoff | Work and pay stop temporarily, with return expectations depending on the arrangement | A severe but expected-to-be-temporary demand collapse | Income interruption, benefit rules, legal requirements, retention risk, and uncertain return timing |
Assess every option against seven questions: how fast savings begin, how large they can become, how reversible the decision is, what happens to employee income and benefits, whether skills are retained, whether customers still receive service, and what employee agreement, consultation, or public-program approval is required.
Work sharing and short-time compensation
How the arrangement works
Work sharing reduces hours for a defined group instead of eliminating selected jobs. The available work is shared, and employees remain attached to the employer while the business recovers. Canada describes its program as an agreement for employees to reduce hours and share available work during a temporary reduction in business activity; eligible employees can receive Employment Insurance benefits for lost hours (Canada Work-Sharing). California describes its Work Sharing Program as a temporary alternative to layoffs when production or services have fallen (California Employment Development Department).
What employees gain and lose
The employment relationship and accumulated workplace knowledge are easier to preserve than after a termination. Employees nevertheless receive less ordinary pay because they work fewer hours. Any supplement is partial, not a guarantee of full earnings, and depends on the applicable program’s eligibility and claim rules.
Program limits and current examples
Canada’s published eligibility includes operating year-round in Canada for at least two years and experiencing a temporary reduction in business activity beyond the employer’s control. The government page says special measures originally introduced in response to tariffs were extended through March 31, 2028; verify the current rules before relying on that date (Canada Work-Sharing). California requires a program-specific plan and employee identification process; those requirements should not be generalized to another state.

What the Canadian evaluation does—and does not—show
Employment and Social Development Canada estimated an average of 4,877 layoffs averted per year from 2013 through 2020. In employer surveys, 91% said the program retained employees to a good or full extent, 75% said it reduced hiring and training costs to that extent, and 82% said it prevented layoffs to that extent (2024 Work-Sharing evaluation). These are results for that Canadian program and period, including employer perceptions; they are not a forecast of savings or avoided layoffs for an individual company.
Implementation checklist
- Document the temporary business decline, affected work, expected duration, and the number of hours that must be removed.
- Check the current public program for employer, employee, industry, geographic, and reduction requirements.
- Define the employee group consistently and model schedules that preserve critical coverage.
- Explain the effect on gross pay, benefits, leave accrual, overtime, and benefit claims before asking for agreement.
- Submit the required application or plan before reducing hours if the program requires advance approval.
- Set review dates and a restoration trigger tied to demand or production, not an unverified promise.
Reduced schedules and voluntary hour reductions
An employer may ask employees to work fewer days, shorter shifts, or a four-day schedule. A voluntary reduction can be less disruptive than a unilateral change, but “voluntary” must be genuine: employees should understand the duration, pay, benefits, overtime treatment, and how restoration will occur.

- Is the change temporary, and what event or date ends it?
- Will hourly rates stay the same while scheduled hours fall, or will the rate also change?
- How are salaried, exempt, unionized, commissioned, and part-time roles treated?
- Do health coverage, pension contributions, paid leave, bonuses, and eligibility thresholds change?
- What notice, consultation, collective-agreement, or contract amendment is required?
Do not assume an employee’s silence is agreement. In the UK, Acas advises employers to consider flexible work, job shares, and fewer hours and says employers usually need agreement to change contract terms and should consult staff (Acas: managing staff redundancies).
Redeployment: move capacity before removing jobs
Redeployment transfers employees from a slowing function to work that still exists. Map open demand by team, location, shift, and skill; then compare it with employees whose current work has fallen.
A practical redeployment process
- List work that is delayed, understaffed, or strategically important.
- Identify transferable skills and the shortest training path for each potential move.
- Check pay, location, working-time, accessibility, visa, licensing, and safety constraints.
- Discuss the proposed role, duration, reporting line, and any contract change with the employee.
- Set a training plan and a review date, and record why the assignment is suitable.
Redeployment can retain institutional knowledge and avoid recruiting while one department contracts. It cannot create demand where none exists, and forcing a materially different role without required agreement can create legal and employee-relations problems.

Job sharing and redesigned coverage
Job sharing divides one role’s responsibilities between two or more people, reducing each person’s hours while preserving coverage. It works best when tasks are modular, documentation is strong, and customers know who is accountable.

Design requirements
- Define one owner for urgent decisions and customer escalation.
- Use a shared task board, handover template, and common calendar.
- Set overlap time for handoffs and specify who covers leave or sickness.
- Keep access permissions, records, and performance goals consistent.
- Review whether coordination time erodes the intended labor reduction.
Hiring freezes and discretionary-spending controls
A hiring freeze stops or slows recruitment, usually with exceptions for safety, compliance, revenue-critical, or replacement roles. It reduces future payroll growth rather than immediately cutting existing hours. A freeze can therefore be reversible and low-conflict, but it may not close a near-term cash gap.
Discretionary controls can include postponing nonessential travel, events, recruiting campaigns, consultants, training that is not safety- or compliance-critical, office changes, and low-priority software or equipment. Create an approval threshold and an exception owner so that “freeze” does not become an unmanaged interruption to essential work.
Measure the consequences
- Track vacancies left open, overtime created by the freeze, and service-level effects.
- Separate one-time deferrals from recurring savings.
- Protect spending that prevents larger losses, such as security, maintenance, regulatory work, and critical customer support.
- Review the freeze on a fixed schedule rather than allowing it to continue indefinitely.
Furloughs and temporary layoffs
A furlough or temporary layoff suspends work and pay for a period while preserving an expectation of return, but the legal meaning differs by jurisdiction. It produces faster savings than a mild schedule reduction, while transferring more financial risk to employees and increasing the chance that skilled people leave.
Before using one, verify notice rules, benefit continuation, unemployment eligibility, recall language, selection criteria, and any collective-bargaining obligations. Communicate whether the return date is definite, conditional, or unknown. A temporary label does not remove statutory or contractual requirements.

Wage, hour, and contract rules
United States federal baseline
The U.S. Department of Labor’s Wage and Hour Division states in Fact Sheet #70 (September 2019): “The Act does not preclude an employer from lowering an employee’s hourly rate, provided the rate paid is at least the minimum wage, or from reducing the number of hours the employee is scheduled to work.” The same guidance explains that covered non-exempt employees remain subject to minimum-wage and overtime requirements (DOL Fact Sheet #70).
That federal statement is not a complete answer. State and local wage laws, predictive-scheduling rules, employment contracts, collective agreements, discrimination law, benefit-plan terms, and promises already made to employees can impose additional limits. Salaried-exempt classifications have different rules from hourly work, particularly when deductions affect a guaranteed salary.
UK, Singapore, Canada, and other jurisdictions
Acas guidance for the UK emphasizes consultation and agreement when changing contract terms (Acas). Singapore’s Ministry of Manpower presents retrenchment as a last resort and recommends considering cost-saving measures, redeployment, and temporary layoffs (Ministry of Manpower). Canadian Work-Sharing has its own federal eligibility and application rules. These examples illustrate why a policy from one country cannot be copied into another.
Get local advice before implementation
Have employment-law counsel, a qualified payroll specialist, or an appropriate workforce adviser review the plan when it changes wages, hours, benefits, contracts, immigration status, union terms, or termination rights. Ask for advice specific to the employees’ work locations and the proposed duration.

How to choose and sequence measures
- Classify the problem. Decide whether demand is temporarily down, structurally reduced, or uncertain.
- Protect essential operations. Identify safety, compliance, revenue, customer-support, and maintenance work that cannot be interrupted.
- Remove low-risk spending first. Pause nonessential commitments and open hiring while measuring whether the gap closes.
- Match people to remaining work. Redeploy employees, redesign coverage, and consider job shares before removing roles.
- Spread a temporary reduction. Evaluate reduced schedules or a public work-sharing program when the business expects recovery.
- Consult and document. Explain the business reason, employee impact, duration, selection method, and review points; obtain required agreement.
- Escalate only if necessary. If the gap remains and no sustainable work exists, obtain jurisdiction-specific advice on furloughs, temporary layoffs, or redundancies.
- Set restoration or exit criteria. Define the demand, cash, or production indicators that end a temporary measure, and communicate what happens if recovery does not occur.
Common failure modes
Assuming a public benefit is automatic
Work-sharing supplements depend on the specific program, employee eligibility, employer application, and approval. Do not deduct hours or promise benefit amounts before confirming those conditions.

Calling a unilateral pay cut “voluntary”
A request made under threat of dismissal may not produce valid agreement, and a contract may require a formal variation. Use a clear written process and allow questions.
Cutting the wrong capacity
Across-the-board reductions can remove the people needed to deliver the work that remains. Model customer coverage, critical skills, and compliance duties before selecting a group.
Ignoring hidden costs
Reduced hours can create overtime, handoff time, retraining, benefit-administration work, lower morale, and turnover. Include these effects in the business case instead of treating the gross payroll reduction as net savings.

Evidence and limits of retention strategies
A U.S. Department of Labor CLEAR review describes work sharing or short-time compensation and furloughs as retention strategies, but its literature search ended June 30, 2020; it is background evidence, not current program guidance (CLEAR rapid evidence review). Published outcomes from one country or period should inform questions, not substitute for a calculation using your payroll, demand, and legal requirements.
Frequently Asked Questions
Is it legal for an employer to reduce the wages or number of hours of an hourly employee?
It depends on the jurisdiction and the employee’s contract or collective agreement. In the United States, federal law generally permits a lower hourly rate or fewer scheduled hours when applicable minimum-wage and overtime rules are still met, but state and local laws and other obligations may impose stricter requirements. Obtain advice for the employees’ actual work locations before making the change.
Will work sharing protect employees from layoffs permanently?
No. It is intended for a temporary decline. The Canadian evaluation found that some claimants were laid off within three and 12 months after their claims, so participation should not be described as permanent job protection.
