Security operations teams can avoid agentic AI and still build effective detection and response. The main alternatives are a conventional SIEM for centralized visibility, SOAR for scripted orchestration, XDR for threat-focused detection and response, a managed monitoring or response service for additional coverage, and human-led investigation with carefully bounded automation. These choices are complementary rather than mutually exclusive.

The right design starts with the operational problem—missing telemetry, noisy alerts, repetitive response work, or insufficient monitoring hours—then adds the least complex capability that solves it. Reliable data, tuned detections, tested workflows, human approval for consequential actions, and auditable access matter more than choosing an autonomous label.

What “alternatives to agentic AI” means in a SOC

Agentic AI refers to systems that can interpret a situation, decide on a sequence of actions, and call security tools with limited step-by-step direction. An alternative does not have to be completely manual. It can use deterministic rules, analyst decisions, scheduled jobs, or a service provider while keeping the decision boundary explicit.

That distinction is important because security operations contain different kinds of work:

  • Triage and investigation: deciding what an alert means and how urgent it is.
  • Response: containing, eradicating, and recovering from an incident.
  • Operations: maintaining integrations, tuning detections, documenting actions, and meeting reporting obligations.

A conventional stack can automate repeatable actions without allowing a system to invent its own plan. For example, a high-confidence impossible-travel alert might open a case, gather identity and endpoint context, and request analyst approval before disabling a session. The workflow is automated, but the trigger, permissions, evidence, and approval point are defined in advance.

The Australian Cyber Security Centre (ACSC) describes the operational requirement directly: “To be effective, they need monitoring by skilled staff, regular testing and continuous improvement.” That sentence appears in its Implementing SIEM and SOAR platforms: Executive guidance, published and last reviewed May 27, 2025. The guidance is aimed primarily at decision-makers in Australia, including large organizations and critical infrastructure, but its staged principles are broadly useful.

Core alternatives at a glance

Option Core role Best question to ask Important limitation
SIEM Centralizes and analyzes security logs and generates alerts. Do we have the right data coverage, retention, tuning, and staff to operate it? Ingestion, parsing, retention, and alert quality need continuing attention.
SOAR Coordinates security tools and automates predictable response playbooks. Which response steps are stable enough to automate, and what approval is required? Every workflow depends on reliable triggers, integrations, permissions, and testing.
XDR Correlates threat signals for detection, investigation, and response. Does a threat-focused, often endpoint-led view address our priority use cases? It may not replace broader SIEM needs such as compliance retention, general log management, or non-threat analysis.
Managed monitoring or response Provides provider-operated monitoring capacity and specialist expertise. What is monitored, when are we notified, and who can authorize containment? Service quality, price, and outcomes vary; contract scope and response authority must be verified directly.
Human-led investigation with selective automation Keeps analysts responsible for judgments while automating low-risk, repeatable steps. Which decisions are safe to automate, and how are actions logged and reversed? Requires workflow ownership, access controls, testing, and capacity to review exceptions.

These options can be combined. A SIEM may provide the investigation record, an XDR product may supply high-fidelity endpoint detections, SOAR may execute approved enrichment and containment steps, and a managed service may watch the queue outside local business hours.

SIEM: the visibility and evidence foundation

A security information and event management platform aggregates logs from identity systems, endpoints, networks, cloud services, applications, and infrastructure. It normalizes or indexes those events, applies detection rules, and gives analysts a searchable timeline and case context.

When SIEM is the best first investment

  • You cannot answer basic questions about who accessed a system, from where, and what happened next.
  • Logs are scattered across tools and investigations require manual collection.
  • Compliance, audit, or incident review requires a defined retention and evidence process.
  • You need detections that combine identity, network, cloud, and application activity rather than relying on one sensor.

What SIEM does not solve automatically

A SIEM is not a substitute for detection engineering or staffed response. Poor source coverage produces blind spots; unparsed or duplicated events waste storage and analyst time; broad rules create alert fatigue; and old rules continue to fire as the environment changes. The ACSC therefore recommends centralizing qualified logs, tuning alerts, building necessary skills, and testing the platform regularly.

Operational checklist

  1. List critical assets, identities, cloud accounts, and business services.
  2. Map each detection objective to the telemetry needed to support it.
  3. Confirm event timestamps, identity fields, asset identifiers, and retention requirements.
  4. Start with a small set of high-value detections and measure false positives.
  5. Assign an owner for every rule, parser, dashboard, and data source.
  6. Test an investigation from alert to evidence export before expanding ingestion.

SOAR: deterministic orchestration instead of autonomous planning

Security orchestration, automation, and response connects security tools through predefined playbooks. A playbook can enrich an alert with asset and identity data, check threat-intelligence context, create a case, notify a team, or request approval for containment.

Good candidates for scripted playbooks

  • Collecting the same context for every alert type.
  • Disabling a known test account or quarantining a confirmed test endpoint.
  • Opening and updating tickets with consistent evidence.
  • Checking whether an indicator appears across approved data sources.
  • Sending notifications and preserving an action log.

Actions that need stronger controls

Deleting data, disabling privileged identities, blocking broad network ranges, isolating production systems, or changing firewall policy can create business impact. Put these actions behind explicit approval, narrow role-based permissions, time limits, and a documented rollback. A playbook should state what happens when an integration is unavailable, a result is ambiguous, or an approval expires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ACSC advises testing SIEM capability before deploying SOAR and continuing regular testing and improvement. That sequence prevents a workflow from automating unreliable detections. SOAR can make a bad trigger execute faster; it cannot make the trigger trustworthy.

XDR: threat-centric detection and response

Extended detection and response correlates signals across selected security domains—commonly endpoint, identity, email, cloud, and network telemetry—to present an incident-oriented view. It can reduce the manual work of joining related alerts and may provide response actions close to the sensor.

Where XDR fits well

  • An organization wants a threat-focused incident view rather than a general-purpose log warehouse.
  • Endpoint and identity signals are the main source of actionable detections.
  • The team values integrated investigation and response actions across a defined vendor ecosystem.
  • There is limited capacity to build and maintain every cross-source correlation rule independently.

Why XDR may not replace a SIEM

XDR can leave gaps in compliance retention, arbitrary application logs, long-term event search, and analysis that is not centered on a detected threat. CrowdStrike’s category explainer makes this distinction as a vendor description, not an independent product evaluation. Before consolidating tools, list the records that must be retained, searched, exported, and disclosed independently of an XDR incident.

Managed monitoring and response

A managed security monitoring or managed detection and response service supplies analysts, processes, and monitoring capacity from a provider. It is an operating model rather than a single product. Depending on the contract, the provider may monitor a SIEM, XDR platform, endpoint tools, or a combination.

When outsourcing is worth evaluating

  • The organization cannot staff continuous monitoring or cover nights, weekends, and holidays.
  • Hiring and retaining experienced analysts is difficult in the relevant region.
  • Leadership needs a defined escalation process while an internal capability is being built.
  • Existing tools generate alerts, but no one owns triage and case management consistently.

Questions to settle before signing

  1. Which data sources, assets, cloud accounts, and geographic regions are included?
  2. What hours and staffing model apply, and what happens during provider outages?
  3. What constitutes an alert, an incident, and an emergency escalation?
  4. How quickly will the customer be contacted, through which channels, and with what evidence?
  5. Can the provider isolate an endpoint, disable an identity, or block traffic without customer approval?
  6. Who owns detection content, case records, and retained logs when the contract ends?
  7. How are false positives, missed detections, service-level exceptions, and access reviews reported?

The available guidance supports the need for skilled oversight; it does not establish that outsourcing is cheaper or better for every organization. Compare the service’s actual scope and response authority with the coverage you can operate internally.

Human-led operations with selective automation

A small SOC can keep analysts in charge while automating low-risk preparation. This is often the most practical alternative when the team wants efficiency but is not ready to delegate consequential decisions.

Example operating pattern

  1. A detection creates a case with a severity and required evidence list.
  2. Automation gathers identity, asset, vulnerability, and recent activity context using read-only credentials.
  3. The analyst reviews the evidence and records a decision: close, monitor, investigate, or contain.
  4. A second automation performs only the approved action and records the requestor, approver, timestamp, target, and result.
  5. The analyst verifies the result and documents rollback or recovery steps.

This model avoids an autonomous planner while still removing repetitive copying, lookups, ticket updates, and notifications. It requires clear ownership for exceptions: someone must review failed actions, stale data, duplicate cases, and approvals that expire.

Choose by the problem you need to solve

Primary problem Start with Then add Decision test
Missing or fragmented evidence SIEM and priority log sources Detection tuning and investigation procedures Can an analyst reconstruct a representative incident from retained data?
Too many repetitive enrichment steps SOAR or scripts with read-only access Approval-gated response actions Do the same inputs produce a predictable, reviewable outcome?
High-confidence endpoint or identity threats XDR or integrated endpoint detection SIEM coverage for broader records and retention Does the threat view cover the assets and data you must investigate?
No continuous monitoring capacity Managed monitoring or a shared coverage model Internal ownership of risk decisions and service review Are escalation times and containment authority explicit?
Need efficiency without delegated judgment Human-led selective automation More playbooks after testing Can every automated action be limited, logged, and reversed?

Compare candidates on data coverage and integration, detection and triage quality, response scope and reversibility, human approval and auditability, staff skills and operating hours, implementation effort, and cost drivers such as ingestion, storage, service scope, and licensing. Current comparative pricing and independently measured product performance are not established here, so require them from vendors or providers for your environment.

2. Establish useful telemetry

Prioritize identity events, endpoint activity, administrative actions, cloud control-plane logs, network security events, and logs from business-critical applications. Validate timestamps, account mappings, retention, and access to raw evidence before writing complex detections.

3. Tune a small detection set

Choose detections tied to realistic attack paths and business impact. Measure alert volume, false-positive rate, analyst handling time, and the percentage of alerts that contain enough evidence for a decision. Retire or revise rules that cannot be investigated.

4. Document response playbooks

For each priority alert, specify the trigger, enrichment, analyst questions, approval point, permitted action, rollback, notification, and evidence to retain. Keep the first playbooks narrow and deterministic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Test in a safe environment

Use test accounts, isolated endpoints, or simulations to verify every integration. Test missing permissions, delayed data, duplicate alerts, malformed fields, unavailable APIs, and rejected approvals. A successful test must show both the intended action and a safe failure mode.

6. Roll out read-only automation first

Begin with searches, enrichment, case creation, and notifications. Review logs and exception rates before enabling containment. Give each integration the minimum role needed and separate read, approve, and execute permissions.

7. Add approval-gated actions

Require a named approver for actions with material business impact. Record the evidence presented, the decision, the time limit, and the result. Make rollback a visible step rather than an undocumented emergency procedure.

8. Review and improve continuously

Schedule detection reviews, access recertification, playbook tests, incident retrospectives, and exercises. Track whether automation reduces handling time without increasing missed incidents or unauthorized changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Governance controls that keep automation bounded

  • Human approval: reserve review for high-risk decisions such as privileged-account disablement, production isolation, or broad blocking.
  • Role-based access: separate analysts who investigate from identities that can execute containment.
  • Least privilege: use read-only credentials for enrichment and narrowly scoped permissions for actions.
  • Auditability: retain the trigger, inputs, decision, approver, action, target, timestamp, and outcome.
  • Reversibility: define how to undo an action and who may do so.
  • Change control: review playbook and detection changes, including integration updates and API permission changes.
  • Exception handling: route failed, ambiguous, or duplicate cases to a named human owner.

Microsoft’s security guidance discusses guardrails, approval workflows, role-based access controls, and auditing, and says human review is typically important for high-risk decisions. Google Cloud’s architecture example shows human-in-the-loop approval in workflows connecting SIEM, threat intelligence, cloud security posture management, and endpoint detection data. These are vendor guidance and architecture patterns, not independent safety validation; apply them as design controls and test their effectiveness in your environment.

Integration and staffing considerations

Technology selection should follow the operating model. A SIEM without people who can tune it becomes an expensive alert queue. SOAR without reliable integrations becomes a collection of brittle scripts. XDR without a plan for retained and non-threat logs can create compliance gaps. A managed service without clear customer authority can delay containment at the exact moment it is needed.

Assign named owners for detection engineering, platform administration, incident command, identity and endpoint integrations, and service-provider management. Define coverage hours and an on-call path. Document which decisions can be made by one analyst, which require a second approver, and which require an incident commander or business owner.

Estimate cost from the drivers that actually change with your design: log volume and retention, data egress and storage, number of protected assets, integration and engineering effort, licenses for response actions, provider scope, and internal staffing. Avoid treating a license quote or a provider’s headline service tier as the total operating cost.

Common failure modes and fixes

Buying automation before fixing data quality

Symptom: playbooks fail or produce contradictory results because fields are missing or timestamps do not align. Fix: validate representative telemetry and build data-health checks before enabling response actions.

Automating low-confidence detections

Symptom: analysts receive a flood of automatically created tickets or containment requests. Fix: start with high-confidence use cases, add a review queue, and measure false positives before widening scope.

Overbroad permissions

Symptom: one integration identity can read and change too many systems. Fix: split read, approve, and execute roles; limit targets and use short-lived credentials where supported.

No rollback or outage path

Symptom: a blocked account, isolated endpoint, or unavailable provider leaves responders unsure what to do next. Fix: document manual fallbacks, reversal steps, escalation contacts, and evidence requirements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming XDR covers every record

Symptom: investigators cannot retrieve application, compliance, or long-term historical events outside the threat view. Fix: map retention and search requirements separately and keep SIEM or another log-management capability where necessary.

Outsourcing accountability

Symptom: the provider detects an incident but no customer-side owner can authorize business-impacting action. Fix: define an always-available customer escalation path and explicit containment authority in the operating procedure and contract.

Use current incident-response guidance

NIST Special Publication 800-61 Revision 2 was withdrawn on April 3, 2025 and superseded by Revision 3. The current publication is Incident Response Recommendations and Considerations for Cybersecurity Risk Management: A CSF 2.0 Community Profile, published in April 2025. Teams updating playbooks, policies, or training should use Revision 3 rather than treating Revision 2 as current guidance.

Map the chosen SIEM, SOAR, XDR, managed-service, or human-led process to your organization’s risk-management framework, reporting obligations, and recovery procedures. A tool category is not an incident-response program by itself.

How to interpret vendor performance claims

Google Cloud’s Agentic SOC product page says its Triage and Investigation agent “helps reduce a typical 30-minute manual analysis to 60 seconds.” That is a Google product-page claim, not an independent benchmark, and it should not be treated as a result every buyer will achieve. Ask vendors for the workload definition, starting conditions, analyst involvement, data sources, and validation method behind any similar number.

The same discipline applies to claims about autonomous accuracy, coverage, staffing reduction, or response speed. Require a demonstration using representative data, define success measures in advance, and preserve a human-controlled fallback.

A practical decision rule

Choose SIEM first when evidence and log coverage are the bottleneck. Choose SOAR or scripts when analysts repeat stable steps and the triggers are trustworthy. Choose XDR when threat-centric correlation across your priority domains is more valuable than a general log platform, while preserving separate coverage for records it does not address. Consider a managed service when continuous skilled monitoring is the constraint, but keep risk ownership and containment authority explicit. Use human-led selective automation when you need efficiency without delegating judgment.

In every case, begin with a narrow, measurable workflow. Prove that the signal is reliable, the action is bounded, the result is logged, and an analyst can recover from failure. Expand only after regular testing and review show that the added automation improves operations without creating new blind spots.
