Alcohol-free beer and low-alcohol beer are not globally standardized categories. The legal meaning depends on the market whose rules apply. In the United States, a malt beverage labeled “non-alcoholic” must contain less than 0.5% alcohol by volume (ABV) and carry an adjacent statement saying so; “alcohol free” is reserved for a malt beverage containing no alcohol. UK guidance uses different bands: low-alcohol drinks are at or below 1.2% ABV, while “alcohol free” is intended for a drink from which alcohol was extracted and that contains no more than 0.05% ABV. Canadian guidance permits “non-alcoholic” or “alcohol-free” below 0.05% ABV.

For any bottle or can, read the exact ABV printed on that product, identify the country’s labeling rules, and decide whether trace alcohol is acceptable for you. A “0.0%” display is not proof of absolute zero in every market: a UK government consultation reported that some products marked 0.0% contain up to 0.05% ABV.

Why the same words can mean different things

“Alcohol-free,” “non-alcoholic,” “low-alcohol,” “de-alcoholised” and “0.0%” are marketing and labeling descriptors, not one worldwide classification system. Regulators set their own thresholds and wording. A can bought in the United States can therefore use a term differently from a can sold in the United Kingdom or Canada.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The practical consequence is simple: never compare the words alone. Compare the number beside “ABV,” the jurisdiction whose rules govern the label, and the product’s statement about alcohol content. A product’s front-of-pack wording may be familiar while its legally required explanation appears in smaller type elsewhere on the label.

The thresholds below are regulatory or government-guidance examples, not a universal definition of beer. They also do not establish that one category is medically suitable for a particular person.

United States: TTB rules for malt beverages

What “non-alcoholic” means

The US Alcohol and Tobacco Tax and Trade Bureau (TTB) says a malt beverage may use “non-alcoholic” only when it contains less than 0.5% ABV. The label must place an adjacent statement such as “contains less than 0.5 percent alcohol by volume” or “contains less than .5% alcohol by volume.” The required statement is part of the meaning; the descriptor by itself is not enough.

For a US product labeled non-alcoholic, the actual alcohol content may not exceed the amount represented on the label. “Less than 0.5%” is a ceiling, not a promise that the beverage contains exactly zero alcohol.

What “alcohol free” means

Under the TTB’s malt-beverage labeling guidance, “alcohol free” is reserved for a malt beverage containing no alcohol. That is a stricter claim than “non-alcoholic.” The distinction is specific to US federal malt-beverage labeling and should not be exported to other countries.

Regulatory context for the word “beer”

TTB’s beer and malt-beverage definitions are tied to particular provisions of US law. In the Internal Revenue Code context cited by TTB, “beer” is a fermented beverage at or above 0.5% ABV. That legal definition is not a worldwide rule that every country uses to classify products sold as beer. It is also separate from the labeling conditions for a malt beverage described as non-alcoholic or alcohol free.

Proposed rules are not current rules

A Federal Register document dated January 17, 2025, included proposed Alcohol Facts provisions. A proposal does not change the existing definition until it is finalized and takes effect. If you encounter a summary of that document, check whether it is discussing a proposal or an enforceable requirement; do not treat the proposal as the current US threshold.

United Kingdom: several bands appear in official guidance

Low-alcohol descriptor

UK Department of Health and Social Care guidance, published December 13, 2018, describes low-alcohol drinks as those at or below 1.2% ABV. A drink at 1.2% ABV therefore falls within that guidance’s low-alcohol band, even though it would not meet the US “non-alcoholic” condition of less than 0.5% ABV.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Alcohol-free descriptor

The same UK guidance says “alcohol free” should apply to a drink from which alcohol has been extracted and that contains no more than 0.05% ABV. The label should also include the ABV or a statement that the drink contains no alcohol. This is voluntary descriptor guidance, not an identical counterpart to US federal labeling law.

UK sales-analysis categories

A UK government evidence review used the following bands when analyzing sales. They are categories for that analysis, not a universal legal vocabulary for every product:

UK evidence-review category ABV range How to interpret it
Alcohol-free Up to 0.05% ABV Sales-analysis band used in the review
De-alcoholised More than 0.05% through 0.5% ABV Sales-analysis band used in the review
Low-alcohol More than 0.5% through 1.2% ABV Sales-analysis band used in the review

Because these are analytical bands, a retailer or producer may use additional wording. The printed ABV remains the most useful comparison point.

Why “0.0%” needs a closer look

A UK government consultation on updating labeling guidance reported that some products labeled 0.0% contain very small amounts of alcohol, up to 0.05% ABV. The consultation also recorded consumer interest in knowing whether a product contains absolutely no alcohol. This finding is scoped to the products and labeling issue discussed by that consultation; it is not evidence that every 0.0% product in every country contains alcohol.

Canada: a lower threshold for the descriptors

Canadian Food Inspection Agency guidance says “non-alcoholic” or “alcohol-free” may describe a product whose alcohol level has been reduced to less than 0.05% ABV. That threshold differs from the US condition for “non-alcoholic” malt beverages and from the UK’s broader low-alcohol band.

A Canadian product using one of those descriptors should therefore be assessed under Canadian requirements, not by importing the US meaning of “non-alcoholic.” If the product is bought in another country, the destination market’s labeling rules and the label actually supplied there control the interpretation.

Side-by-side comparison of the documented thresholds

Market and source Descriptor or category ABV condition Important qualification
United States, TTB malt-beverage labeling Non-alcoholic Less than 0.5% ABV Must have an adjacent statement saying it contains less than 0.5% ABV; actual alcohol may not exceed the labeled content
United States, TTB malt-beverage labeling Alcohol free No alcohol Reserved for malt beverages containing no alcohol
United Kingdom, government guidance Low alcohol At or below 1.2% ABV Voluntary descriptor guidance
United Kingdom, government guidance Alcohol free No more than 0.05% ABV Guidance says alcohol has been extracted and the label also states the ABV or no-alcohol status
Canada, CFIA guidance Non-alcoholic or alcohol-free Less than 0.05% ABV Applies to products whose alcohol level has been reduced below that threshold

The table shows why a single dictionary-style answer fails. A US “non-alcoholic” product can legally be above the Canadian and UK alcohol-free threshold, while a UK drink at 1.0% ABV can be called low alcohol even though it is above the US non-alcoholic ceiling.

What the terms mean in a practical comparison

Alcohol-free

In ordinary conversation, alcohol-free suggests zero alcohol. Legally, that implication depends on the market. The US TTB uses the term only for a malt beverage with no alcohol. UK guidance allows no more than 0.05% ABV for a drink from which alcohol was extracted. Canadian guidance allows the term below 0.05% ABV. Those are materially different standards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Non-alcoholic

“Non-alcoholic” is not automatically stricter than “low-alcohol.” In the United States it means less than 0.5% ABV when the required adjacent statement is present. In Canada it can be used below 0.05% ABV. FDA labeling guidance for dealcoholized wine and malt beverages expressly says “non-alcoholic” and “alcohol-free” are not synonymous.

Low-alcohol

Low-alcohol generally signals a measurable amount below the ordinary alcoholic range, but the boundary is jurisdiction-specific. The UK guidance sets the upper boundary at 1.2% ABV. A US label using “low alcohol” should not be assumed to follow that UK band; read the US label’s numerical ABV and required statements.

De-alcoholised or dealcoholized

This wording describes a production status in the UK evidence review: more than 0.05% through 0.5% ABV. It indicates that alcohol was removed or reduced, but it does not by itself mean zero alcohol. The exact figure on the label is still decisive.

0.0%

“0.0%” is a numerical display that many readers interpret as absolute zero. The UK consultation’s report of products containing up to 0.05% ABV shows why that assumption can be unsafe when strict avoidance matters. The display may reflect rounding, a permitted trace level, or a product-specific labeling convention. Treat it as a claim to verify, not as a universal scientific guarantee.

How to compare two cans or bottles correctly

  1. Find the exact ABV. Look for “% ABV,” “alcohol by volume,” or the required alcohol-content statement. Record the number rather than relying on the front label’s descriptor.
  2. Identify the market. Check where the product is being sold and which regulator’s rules apply. A label made for the United States may not use terms in the same way as one made for the United Kingdom or Canada.
  3. Read the wording next to the descriptor. In the United States, a non-alcoholic malt beverage should have the adjacent less-than-0.5% statement. In the UK, look for the ABV or a no-alcohol statement where the guidance calls for it.
  4. Decide how much certainty you need. If trace alcohol is acceptable, a product below the applicable threshold may fit your choice. If you require verified zero alcohol, a rounded 0.0% display alone may not answer the question.
  5. Check the manufacturer’s product information when the label is unclear. Ask for the product’s measured or specified ABV and the market-specific labeling basis. Do not infer a stricter standard from a similar product sold in another country.
  6. Recheck when the packaging changes. Formulas, labels and target markets can change. Use the current package and current manufacturer information for the exact product.

Worked examples using the thresholds

These examples illustrate how the same number can be described differently; they are not claims about any particular brand or product.

Example: 0.04% ABV

In the UK, 0.04% falls within the guidance’s alcohol-free ceiling of no more than 0.05% ABV. In Canada, it is below the CFIA threshold for using “non-alcoholic” or “alcohol-free.” In the United States, it is also below the less-than-0.5% condition for “non-alcoholic,” but the US label must include the adjacent less-than-0.5% statement; “alcohol free” would require no alcohol under TTB’s rule.

Example: 0.4% ABV

In the United States, 0.4% is below 0.5%, so it can fit the TTB “non-alcoholic” condition with the required statement. It is above the UK and Canadian alcohol-free thresholds, although it falls within the UK evidence review’s de-alcoholised band.

Example: 1.0% ABV

In the UK, 1.0% is within the guidance’s low-alcohol category because it is at or below 1.2%. It is not within the US less-than-0.5% condition for “non-alcoholic,” and it is above the UK and Canadian alcohol-free thresholds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Example: a front label reading “0.0%”

Start with the detailed ABV statement and the market. The UK consultation indicates that some 0.0% products can contain up to 0.05% ABV. If the package does not make the level clear enough for your needs, obtain product-specific information before drinking it.

What the rules do—and do not—tell you about health

The cited regulations and guidance establish labeling terms and numerical thresholds. They do not provide a comparative clinical conclusion that one category is medically appropriate for pregnancy, recovery, medication use, a medical condition or any other individual circumstance.

Readers who must avoid alcohol completely should not rely on “non-alcoholic,” “alcohol-free” or “0.0%” as interchangeable promises. Check the exact product label, the applicable jurisdiction and manufacturer information. When the consequences of trace alcohol matter, obtain advice from a qualified clinician or another appropriate professional who knows your circumstances.

Common mistakes and how to avoid them

  • Assuming “non-alcoholic” means zero everywhere. In US TTB labeling, it means less than 0.5% ABV with an adjacent statement, not necessarily zero.
  • Applying UK limits to a US product. The UK’s 1.2% low-alcohol ceiling and 0.05% alcohol-free guidance do not rewrite US federal labeling rules.
  • Treating “0.0%” as proof of absolute zero. The UK consultation specifically discusses products with trace amounts up to 0.05% ABV.
  • Ignoring the country of sale. Canada permits the descriptors below 0.05% ABV, a different threshold from the US non-alcoholic condition.
  • Confusing a proposal with a law. The January 2025 Federal Register document included proposed provisions; proposed text is not automatically an enforceable requirement.
  • Using a category instead of the number. “Low alcohol” can cover a wider range than “alcohol-free.” Always compare the printed ABV.
  • Assuming all products are tested or labeled identically. The rules cited here apply to particular jurisdictions and product classes. A product-specific label remains the controlling evidence for a purchase.

A decision guide for shoppers

If you simply want less alcohol

Use the numerical ABV to rank products. A lower figure contains less alcohol by volume than a higher figure, regardless of the marketing phrase. Then confirm that the label complies with the market where you are buying it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you want a drink in the UK low-alcohol category

Look for an ABV at or below 1.2%, the boundary in UK government guidance. Do not assume that “low alcohol” means no more than 0.05%; that is the separate alcohol-free ceiling in the same guidance.

If you are comparing US non-alcoholic malt beverages

Confirm that the label includes the adjacent statement saying the product contains less than 0.5% ABV. Treat that as a maximum, not as an assurance of zero alcohol.

If you need the strictest possible avoidance

Do not stop at the front-of-pack phrase or a rounded 0.0% display. Look for a precise product-specific statement, confirm the market’s threshold and contact the manufacturer when the label leaves uncertainty. If the package cannot establish the level you require, choose a product with clearer information.

Bottom line

There is no worldwide difference that can be stated by words alone. US TTB rules put “non-alcoholic” below 0.5% ABV and reserve “alcohol free” for no alcohol; UK guidance places low alcohol at or below 1.2% and alcohol free at no more than 0.05%; Canadian guidance allows both descriptors below 0.05%. Read the exact ABV, apply the rules of the market where the product is sold, and treat 0.0% as a label claim that may require verification rather than automatic proof of absolute zero.
