Qatar and Australia are the stronger candidates for lower-cost delivered LNG to Taiwan on the public evidence available through October 14, 2026. Qatar combines a very low-cost resource base with the expanding North Field, while Australia benefits from short Asia-Pacific voyages and an established supply system. Alaska LNG has published projections of about $6 to $6.70 per MMBtu delivered to Asia, but it remains a proposed, pre-final-investment-decision project. Taiwan’s March 20, 2025 agreement with the developer is a letter of intent, not a priced, binding supply contract.
That means there is no defensible single number proving which source is cheapest for Taiwan today. The relevant comparison is the full delivered cost: gas production, pipeline and treatment, liquefaction, financing or tolling, shipping and route charges, regasification, contract terms, and the value of supply security.
What “cheaper LNG for Taiwan” actually means
A cargo’s resource cost or free-on-board price is not the same as the price paid at a Taiwanese terminal. Taiwan should compare the cost of gas delivered and regasified, under the same contract assumptions and delivery date.

| Cost component | What it covers | Why it can change the ranking |
|---|---|---|
| Upstream gas or feedgas | Finding, producing and gathering the gas | Qatar’s North Field is described as very low cost; Alaska’s feedgas assumptions are still part of a proposed project’s economics. |
| Pipeline and treatment | Moving gas to the liquefaction plant and removing impurities | Alaska needs a long North Slope pipeline and gas-treatment facilities before liquefaction. |
| Liquefaction | Turning gas into LNG | Plant capital cost, utilization and operating performance affect every delivered cargo. |
| Financing or tolling | Capital recovery, debt costs, equity returns and liquefaction fees | A low technical production cost can become expensive when a project faces high financing costs or overruns. |
| Shipping and route charges | LNG-carrier fuel, vessel hire, canal fees, insurance and diversions | Alaska can avoid Panama Canal transit to Taiwan; Qatar and Australia use different regional routes. |
| Regasification | Converting LNG back to gas at the receiving terminal | Terminal fees and capacity obligations are part of the buyer’s delivered cost. |
| Contract terms and security | Indexation, destination rights, take-or-pay, flexibility and reliability | A slightly higher price may be rational if it reduces interruption, price or route risk. |
Comparing only liquefaction or shipping therefore produces a misleading answer. A supplier with the shortest voyage can still be more expensive if its feedgas, contract index or financing charge is higher. Conversely, a low-cost resource can lose its advantage when a route is exposed to disruption or when the project is delayed.

Taiwan’s LNG baseline
Taiwan imported 21.2 million tonnes of LNG in 2024, according to GIIGNL’s 2025 report. Imports increased 5% year over year. The source mix shows why both price and diversification matter.
| Supplier | Share of Taiwan’s 2024 imports | Approximate role |
|---|---|---|
| Australia | 38% | Largest supplier, with established regional logistics and contracting relationships |
| Qatar | 25% | Major long-term supplier with a large, expanding low-cost resource base |
| United States | 10% | Growing source; Alaska would be a separate proposed US supply route |
| Other suppliers | 27% | Papua New Guinea, Malaysia, Indonesia and other origins |
Taiwan’s Ministry of Economic Affairs says 2024 cargoes came from 14 countries. Qatar’s share fell from 49% in 2013 to 25% in 2024, while US supply rose from 3% in 2019 to 10%. Taiwan’s CPC annual report gives the same 2024 ranking and percentages.
The ministry describes the policy objective as “台灣LNG進口來源已多元分散,確保LNG貨源穩定” (Taiwan’s LNG import sources are diversified to ensure stable LNG supply). It also says that “未來向美進口LNG量將持續增加” (future LNG imports from the United States will continue to increase). Those statements indicate that diversification has value even when one cargo is not the absolute cheapest.
Alaska LNG: what the public numbers do—and do not—show
Status of the Taiwan arrangement
On March 20, 2025, Taiwan CPC and the Alaska Gasline Development Corporation signed a purchase-and-investment letter of intent. Taiwan’s official announcement calls Alaska the closest US LNG source to Taiwan, says the route would avoid Panama Canal transit, and says the shorter sailing time could reduce route risk.

The announcement describes negotiations on purchase and investment details after signing. It does not disclose a binding price, contracted volume, start date, delivery formula or take-or-pay obligation. The project remains proposed and pre-FID in the public material available through October 14, 2026. An LOI should therefore be treated as a framework for negotiations, not as evidence of a realized Taiwan delivered cost.
Published Alaska cost estimates
| Figure | Source and date | What it represents |
|---|---|---|
| $6.70/MMBtu | Alaska Gasline Development Corporation and Wood Mackenzie, 2022 | Estimated Asia supply cost after project changes; AGDC said it was 43% below its prior estimate |
| Below $6/MMBtu | Alaska State Legislature hearing record, 2025 | Expected delivered cost to East Asia in a project briefing |
Both numbers are projections, not invoices or executed Taiwan contract prices. They depend on assumptions about pipeline and liquefaction capital, feedgas, financing, construction timing, utilization, shipping and the definition of “delivered.” The hearing materials specifically show that cost ranges vary with assumptions.
Why Alaska’s route can help
- The route to Taiwan would avoid Panama Canal transit, removing canal fees, booking constraints and one potential source of delay.
- A shorter voyage than US Gulf Coast service can reduce vessel days, fuel use and exposure to ocean-route disruption.
- Alaska would add another US origin to a portfolio that already increased its US share from 3% in 2019 to 10% in 2024.
Why the project can still be expensive
- A long North Slope pipeline and gas-treatment system must be built and operated before LNG can be produced.
- The liquefaction plant requires very large upfront capital, so interest rates, debt terms and construction performance directly affect the delivered price.
- Cost overruns or schedule delays can erase the shipping advantage and force Taiwan to cover replacement cargoes.
- Until final investment approval, there is no demonstrated construction cost, operating history or realized delivered price against which to test the projections.
Qatar LNG: low-cost resource, established system, route exposure
Resource and expansion economics
Australia’s government March 2025 outlook describes Qatar’s North Field East expansion as “very low cost” by global standards. The outlook expected first production in late 2025 or early 2026. Qatar already operates a large LNG system, so the comparison is between an operating supplier with expansion capacity and a proposed Alaska chain that still must be financed and built.

Qatar’s low-cost resource base can offset a longer voyage to Taiwan. However, no public source in the available evidence supplies a Taiwan-specific Qatar contract price, delivered-cost schedule or formula that can be placed directly beside Alaska’s projected $6 to $6.70/MMBtu figures.

Route and contract considerations
- Qatar’s route to East Asia is longer than Australia’s regional route and carries exposure to Middle East maritime chokepoints and geopolitical disruption.
- Long-term Qatar contracts may use oil-linked or other indexation structures. The index, slope, destination flexibility and take-or-pay terms can matter more than a small freight difference.
- Expansion volumes can improve supply availability, but Taiwan still needs to assess timing, diversion rights and the seller’s willingness to offer flexible delivery.
Australian LNG: the shortest established supply option
What Australia’s 38% share tells you
Australia supplied 38% of Taiwan’s LNG in 2024, the largest share. That volume demonstrates functioning shipping patterns, receiving-terminal familiarity and an established contracting relationship. It does not prove every Australian cargo is cheapest: individual projects have different feedgas costs, debt structures, equity returns and contract formulas.
Distance advantage
Australia is close to Taiwan compared with Atlantic Basin supply. Shorter regional voyages generally reduce vessel time, fuel consumption and exposure to canal charges. IEEFA estimated the Qatar–Australia shipping-cost difference to North Asia at less than $0.30/MMBtu in 2024. That is a small spread relative to the total LNG price, so distance alone cannot establish Australia’s overall cost advantage over Qatar.
Australian uncertainties
- Feedgas availability can change when projects compete with domestic demand or face reservoir and production constraints.
- Domestic policy, maintenance and project-specific outages can affect how much LNG is available for Taiwan.
- Contract renewals may carry different indexation, flexibility and destination terms from older agreements.
Australia therefore offers a strong logistics and execution baseline, but Taiwan must compare the price formula and reliability of each proposed cargo rather than apply one national price.
Does avoiding the Panama Canal make Alaska cheaper?
It can reduce one part of the delivered-cost stack, but it does not automatically make Alaska LNG the lowest-cost option.

For context, a published analysis estimated Gulf Coast-to-Asia freight at about $2.37/MMBtu in the second half of 2025 for a 9,300-nautical-mile route that included Panama Canal assumptions. That figure is a freight estimate for the specified route and period, not a Taiwan price for every US cargo. Alaska’s route could avoid canal charges and shorten sailing time, but the saving must be compared with Alaska’s pipeline, treatment, liquefaction and financing costs.
Qatar and Australia also have different route profiles. Australia generally has the shortest voyage to Taiwan; Qatar has a longer route but a very low-cost resource. The correct calculation is the net delivered cost after all route and project charges, not the canal fee in isolation.
What can be concluded from the available evidence?
| Question | Best-supported answer | Confidence and limitation |
|---|---|---|
| Is Alaska cheaper than Qatar today? | Not established. Alaska’s $6–$6.70/MMBtu figures are projections; Qatar’s Taiwan contract price is not public. | No directly comparable, audited delivered-cost table is public. |
| Would Australia be cheaper because it is closer? | It has a freight and logistics advantage, but distance alone does not determine the total price. | IEEFA put the Qatar–Australia North Asia freight difference below $0.30/MMBtu in 2024. |
| Does Alaska avoid a major route cost? | Yes. Taiwan’s announcement says the route would avoid Panama Canal transit and shorten sailing time. | The saving must be weighed against unbuilt infrastructure and financing risk. |
| Which sources are most likely to be competitive? | Qatar and Australia are the stronger near-term candidates; Alaska could be competitive if its projected cost survives construction and financing. | Alaska has no binding Taiwan price or operating record yet. |
How Taiwan should compare an Alaska offer with Qatar or Australia
When CPC receives firm offers, it can make the comparison auditable by requiring the same assumptions for every origin.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Fix the delivery basis. Specify the Taiwanese terminal, delivery window, unloading tolerances and whether the quoted number is FOB, DES or fully regasified.
- Separate fixed and variable charges. Show feedgas, pipeline, treatment, liquefaction toll, debt or capital recovery, shipping, insurance, canal or route fees and regasification as separate line items.
- Normalize energy units. Convert every offer to dollars per MMBtu using the same LNG heating-value convention and state the conversion used.
- Expose the price formula. Record oil-index slopes, gas-index components, fixed liquefaction fees, escalation, floor and ceiling provisions, and any destination restrictions.
- Model shipping transparently. Use the same vessel assumptions, fuel price, charter rate, boil-off allowance, weather margin and route-disruption scenarios.
- Price reliability. Include replacement-cargo costs, outage history, force-majeure language, storage obligations and the probability of delayed project start-up.
- Test financing and schedule cases. For Alaska, run higher capital cost, higher interest rate and one- or two-year delay cases. For operating suppliers, test maintenance outages and contract-renewal terms.
- Value flexibility and diversification. A cargo with destination flexibility or a different geopolitical exposure may reduce portfolio risk even if its base-case price is marginally higher.
Scenarios that could change the ranking
Near-term procurement
For cargoes Taiwan needs before a new Alaska facility is built, Qatar and Australia have the practical advantage of operating supply chains. Taiwan can contract against existing production and shipping capacity rather than wait for an unbuilt pipeline and liquefaction plant.

Long-term Alaska success case
If Alaska completes the pipeline and liquefaction project on budget, secures low-cost financing and delivers close to the published below-$6 or $6.70/MMBtu projections, its shorter US-to-Taiwan route could make it a competitive portfolio source. That is a conditional outcome, not a current market price.
Alaska downside case
If construction costs rise, financing becomes expensive, feedgas assumptions change or the schedule slips, the delivered price can exceed Qatar or Australia even after avoiding Panama. Taiwan would then have paid for project participation without receiving the expected freight benefit on schedule.
Security-first portfolio case
Taiwan may rationally buy from all three origins. Australia provides a nearby established source, Qatar contributes large-scale low-cost supply, and Alaska could add US-origin diversification and a route that does not depend on the Panama Canal. Portfolio value should be measured by expected total system cost during disruptions, not only by the cheapest undisturbed cargo.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Bottom line for Taiwan buyers
On the public evidence available through October 14, 2026, Qatar and Australia are more credible candidates for lower-cost delivered LNG to Taiwan than Alaska LNG. Qatar’s very low-cost North Field economics and Australia’s short, established Asia-Pacific logistics each support competitiveness. Alaska has a meaningful potential advantage in route length and Panama Canal avoidance, but its $6 to $6.70/MMBtu figures are developer or legislative projections for a pre-FID project, and CPC’s March 2025 LOI contains no firm price, volume, start date or delivery formula.
The honest answer to “which gas is cheaper?” is therefore conditional: compare firm, fully delivered offers when they exist. Until then, treat Alaska as a potentially competitive diversification project rather than a proven cheaper substitute for Qatar or Australia.
