Before adopting an AI service, ask: What happens if we need to switch providers? The answer depends on more than whether the model has an API. Conversation histories, integrations, provider-specific features, evaluation work and contract terms can all make a move harder. Lock-in is not automatically a reason to reject a useful service; it is the practical cost, risk or difficulty of leaving, weighed against the service’s benefits.

What AI vendor lock-in means

Lock-in is often a matter of degree: switching becomes prohibitively difficult or risky, rather than being literally forbidden. Some cost and effort accompany any technology change. The decision is whether the benefits of a particular service justify the time, flexibility, functionality and sometimes financial costs of exit. AWS makes this point in its vendor-authored guidance on unpicking vendor lock-in.

For AI, the dependency may sit in the surrounding system rather than the model alone. A team might be able to call a different model but still lack a practical way to transfer user records, replace managed retrieval, recreate tool calls, validate behavior or meet its contract obligations.

Where dependencies can hide

Data, histories and preferences

Inventory source records, prompts, outputs, conversation histories, custom preferences and logs. Ask where each is stored, who controls it, whether it can be exported in a usable format, and how long it remains available after termination. An export that omits important history or arrives too late to use may not provide meaningful continuity.

#1 Best Overall

The Data Transfer Initiative (DTI) frames personalized conversation history and preferences as user-related data whose loss can create switching costs. Its portability work concerns personal data related to the transferring user; it does not make model weights or training data generally into user-transfer objects. See DTI’s AI & Data Portability principles and conversation schema.

Interfaces, integrations and managed features

List provider-specific APIs, tool-invocation formats, managed retrieval or agent features, and connectors built into business workflows. The more business logic depends on a provider-specific interface, the more work may be required to replace it. AWS recommends loose coupling and documenting dependencies so a back-out plan is possible in its six lock-in considerations.

Prompts, model behavior and evaluations

Treat prompts, safety settings and model-specific behavior as components to revalidate after a provider change. Do not assume that the same prompt will produce equivalent results, or that safety controls will map one-to-one. Keep an evaluation suite tied to the actual business task, then rerun it against the replacement system and review failures before switching users or workflows.

Infrastructure and capability commitments

Model availability, compute and hosting choices can limit what a team can run. NIST’s July 2025 initial public draft on a chatbot implementation reports that its team used Llama 3.1 70B because its Tesla V100 GPUs, with 64 GB of memory, were not powerful enough to run Llama 3.1 405B in a timely manner. This is a specific implementation constraint, not a general benchmark or cost estimate. The example illustrates why an exit plan should consider the infrastructure needed for the target capability, not just whether another provider offers a model. See NIST IR 8579.

Contracts and commercial relationships

Review cloud-spend commitments, consultation or control rights, exclusivity-related terms, and resource or intellectual-property sharing. The FTC’s January 2025 announcement of its staff report on AI partnerships and investments said arrangements it studied could increase technical or contractual switching costs or restrict multicloud use. These are potential implications identified by the report, not proof that every partnership creates lock-in. FTC Chair Lina M. Khan said: “The FTC’s report sheds light on how partnerships by big tech firms can create lock-in, deprive start-ups of key AI inputs, and reveal sensitive information that can undermine fair competition.” Read the FTC’s January 2025 announcement.

How to assess an AI service before committing

Compare viable options on both what they deliver and what it would take to leave. A portability assessment is not a substitute for judging whether the service meets the task; it makes the trade-off visible.

Assessment area Questions to answer
Capability and quality Does the service meet the business task’s quality and capability requirements?
Data portability Can all needed records and histories be exported completely? In what formats, on what timeline, under what requirements, and at what charge?
Technical dependencies Which APIs, tool formats, managed features and integrations are provider-specific, and what replaces each?
Operations What reliability and availability does the workflow require, and can the alternative support it?
Contract Are there spend commitments, exclusivity-related terms or other provisions that constrain an exit or multicloud use?
Exit readiness What people, time, testing and organizational risk would be needed to maintain a credible exit path?

AWS advises asking providers to demonstrate portability and export tools, and to clarify formats, exit timing, requirements and charges. A verbal assurance that data is portable is less useful than seeing the export and confirming that it can be used elsewhere. Native managed capabilities can be worth adopting when their benefits are real and the exit costs are understood; portability overhead is itself part of the trade-off.

Build a dependency inventory and rehearse an exit

A small inventory turns a vague concern into a set of verifiable dependencies. For each item, record its owner, its role and the available export or replacement path.

  • Product Specifications: This set includes three book stands for display, measuring approximately 11.8 x 7.5 x 4.5 inches. These stands are compact, lightweight, and easy to carry or move, making them an ideal solution for fostering a reading habit and keeping books neatly organized.
  • Wood Material: These small bookshelves for kids are made of high-quality bamboo, making them sturdy, lightweight, durable, and unbreakable. They are smooth, burr-free, and odor-free, providing a secure hold and making them a great companion for everyday use.
  • Easy Assembly: Installation is simple and straightforward. Simply press and rotate the connecting rod to secure it to the side frame to assemble the structure. If you find any unevenness, adjust it manually or tap it with a tool for a perfect fit. (You can flatten the pin a little with pliers or deform it a bit with a hammer, this way, you can insert it into the pin hole and it will be more secure.)
  • 5-Tier Storage: Our plate stands for display feature five tiers, each with a 2-inch wide slot, making them perfect for displaying a variety of items, helping you keep your space organized and clutter-free.
  • Wide Application: These wooden display stands can accommodate not only books, but also magazines, CDs, handheld game consoles, and even decorative plates. Its flexible design meets diverse storage needs while enhancing the aesthetics of the space.
  1. List the dependencies: include data, models, prompts, interfaces, managed services, integrations, logs, evaluations and contract terms.
  2. Record control and portability: note who controls each item, what can be exported, the format and timing, and any stated requirements or charges.
  3. Name a replacement path: identify what would replace each provider-specific component and what business logic would need to change.
  4. Run a small exit rehearsal: export a representative dataset, test it in a second environment, and measure what must be rebuilt or revalidated.
  5. Update the back-out plan: document the dependencies and the sequence for returning to a working system if the chosen service becomes unsuitable.

This rehearsal is a practical planning measure, not a guarantee that a full migration will be effortless. It can reveal gaps while the team still has time to address them. AWS’s guidance emphasizes reversibility, loose coupling and asking providers to demonstrate portability tools; it does not quantify a typical AI migration’s duration or cost.

What the evidence can—and cannot—tell you

The FTC report identifies potential switching-cost and competition concerns in studied partnerships; AWS offers vendor-authored cloud guidance; DTI focuses on portability of user-related personal data; and NIST provides one specific implementation example. Together, these sources support checking data, architecture, infrastructure and contracts, but they do not establish a universal AI lock-in rate or an average cost, time or frequency of switching vendors. No market-wide switching figure should be inferred from the NIST hardware example.

The practical aim is not to make every AI component interchangeable at any cost. It is to know which capabilities are worth depending on, retain control of the records and business logic needed for continuity, and test whether a credible alternative path exists before circumstances force a move.
